Take a look. You can see that silver car down the way submerged until the water and just a little ways past that other cars trapped in the water here. You can see several inches here about 3 to 4 inches of rain fell around 2 00 that storm cell moving in through union county. As you said, several businesses people and their homes were flooded throughout the county here. Now, we do have gene marino from cranford, new jersey passing through the area. What was it like driving through . You could hardly see in front of you it was coming down so hard. One of those typical summer thunderstorms. As we came down route 22, more and more flooding, an area prone to it coming down from the mountains. And we were going to pull off at this last exit to go down the local roads because flooding is even just as bad further down on route 22. We pull off at this exit and it was already flooded with the cops blocking it off. So i knew we couldnt go much further so we figured we could come here, stop at the diner and if we got stuck we would have dinner and wait it out until the water recedes which its starting to do. Reporter did you see other drivers in cars getting stuck in the water . No one was getting stuck. But the water was getting very, very high. So its just a matter of time before somebody was going to get stuck. These cars were probably no more than 2 or 3 minutes behind us after we came through. So this car right behind you . Right. Yes, they were. Have you ever seen anything like this before . This area floods pretty often when we have storms like this, of course. And i have seen heavy flooding over the years. This is probably one of the worst. Thank you very much. Now, several people stranded looking for ways to get home. As you set up route 22 in both directions is shut down. Right now the bigger storms are out right on the western fringe of the state of new jersey in Warren County a little up into Sussex County as well but it was around union county and look at check this out, okay, right here, this is 1 00, 2 00 in the afternoon. Fogles shocking admission revealed in a plea agreement made public today. We also learned today that some of the crimes took place in the city in the plaza hotel in november 2012 and in the ritz in 2013. He will do his time. Reporter he will be sentenced from 5 to 12 years in prison on charges he had sex with minors and received child pornography. Fogle admitted he repeatedly traveled from new york from indiana to new york to engage in commercial with child victims. Reporter the plea agreement says he went to new york city to engage in commercial sexual acts with minors under 18 staying at the plaza hotel in november 2012 with a 17yearold girl. And he offered her other money to get other victims, the younger the better. Then they met again months later at the ritz. He admits getting porn from his friend and executive director of his Foundation Russell taylor. Investigators say girls and boys were secretly filmed with cameras concealed in clock radios in taylors homes. Taylor was arrested and the investigation led fbi agent to raid fogles home in zions vial indiana. He became a celebrity while in college. He went from 425 pounds to 180 on a diet of subway sandwiches and exercises and starred in 300 tv commercials. He is worth more than 1 million. Part of the plea agreement is that he will pay 100,000 to each of his 14 victims. His wife katie is seeking a divorce. In a statement, she said foggile is on house arrest with the gps monitoring. A fire in paterson, new jersey, ripping through several row homes leaving 31 people homeless. Cbs 2s Christine Sloan has more now from the scene. Reporter firefighters battling this fire and one down the street. They say the fire spread quickly because of the wooden structures of the row homes. The girl came downstairs saying get out. And fire Officials Say the two abandoned homes that caught fire at the separate location on rosa parks boulevard will be torn down. New at 6 00 now, sweltering school buses carrying disabled students leads to a lawsuit against new york Citys Department of education. Parents and the public advocate filed a suit after repeated complaints to the department of education and school Bus Companies. Cbs 2s Jessica Schneider has more from parents who say that their children are in danger. Reporter Katherine Simone is fed up. It is so hot and theyre not even allowed to have water on the bus. Enough is enough. Reporter her son is 10, autistic and in school all summer. He is just one of 27,000 disabled students who ride these buses throughout the summer, many of them without airconditioning. When you got off the bus his shirt was drenched, his face was red, he was sweaty and he was having trouble breathing. Reporter buses without air conditioning are breaking the law. According to new york city code, any bus transporting a child with a disability to and from a school in the city shall be airconditioned when the ambient outside temperature exceeds 70 degrees fahrenheit. City law imposes fines on Bus Companies that dont comply but the city isnt imposing them. A lawsuit was then filed against the department of education to get action. Part of this is mechanical. Part of this is unfortunately turning a blind eye. Reporter these are the school buses those disabled students have to ride in 12 months a year even at the height of summer. Parents say they have done their own readings and the temperatures in here can get up to 91 sweltering degrees. The department of education says 86 of its buses do have ac and are working to get all of them in compliance. No kid should have to call 911 because their school bus is too hot. Reporter this 15yearold made the call last summer when she was about to overheat. This year, her bus got ac, but she says many of her classmates arent as fortunate. The department of education stresses that its standard is every child whose individual Education Plan requires air conditioning must receive it and it will correct any problems parents bring to their attention. This Surveillance Video just released by police shows a man in his 20s wearing a White T Shirt approaching a 63year old man from behind and snatching the gold chain from his neck. The attack happened august 13th on west 30th street between mermaid and surf avenues in coney island. Twice my husband was [ indiscernible ] big one [ indiscernible ] maybe 15, 16 years old. Reporter those attacks are why this 76yearold says she is cautious walking on the boardwalk where Police Believe the same man seen in this surveillance image robbed two other men of their gold. Police say the jewelry robberies happened during the daylight on the boardwalk and nearby streets between west fifth and west 33rd street. The suspect targets men in their 60s, 70s and 80s, approaching and or fleeing from his victims on a bike. Some locals say more frequent Police Patrols are needed on the west side of the boardwalk where the robberies are happening. You dont see no cops. So i think whoever doing this know what he doing. Target people who cant do anything. Thats when the police steps in. Reporter police say they have extra summer detail in the area. Theres 50 plus cops assigned just directly right to the boardwalk. And then all our personnel besides that, that we have they all have our wanted flyers. Reporter some locals believe there are more victims who havent come forward. They are hoping police catch the robber before he strikes again. In coney island, Hazel Sanchez, cbs2 news. New york city wants to find more than 1,000 workers who are owed millions of dollars. Controller Scott Stringer says the city has 3. 7 million in unclaimed wage settlements. Workers are owed an average of 3,500 each. The Controllers Office sets wage and benefit rates for cityfunded projects and tracks workers who are owed payments. Lets get a look at our forecast. We ended that heat wave yesterday. So kristine was right. The heat wave ended yesterday with that 90. What i see right now in new york city is the sky thats mostly cloudy. Temperatures come in 80 degrees as of right now. Headlines look like this. We have definitely had some storms popping up. They have been isolated only for a few of you out there. Some you have havent seen anything. If you are on the eastern side of the hudson, nothing. The western side of the hudson thats where the activity has been and one of those cells just didnt budge. It just sat and salt and rained and poured for hours. Take a look at your rainfall estimates from doppler and our vortex system here. Youre going to notice that light green color anywhere from half inch to an inch. A select few of you out there. Watch this. Wait until you see the color that pops up. Not only is it the blue which shows you 2 inches or more its that purple color which is 3 to 4 inches of rain right around Scotch Plains and westfield. If you take a look now, around that area its quiet. Whatever was out there is gone. I dont see any big heavy storms in the area except right along our western border. Theres Warren County and thats where we see some storms out there now. They are all pushing up to the north. As the sun sets i dont think they will be a big player in the nighttime forecast. Your day tomorrow will be more organized as you get into the latter portion of your day. I think in the morning youre okay. And then youre going to see some things popping up especially late. You have a low pressure system that gives you a better view right high, low pressure system north of our area near canada with minneapolis and you see a cold front associated with the low moving into the area. And yup, i think some of those storms could end up being heavy. How it tracks out as far as the futurecast makes it look like not too much during the morning hours. 6 30 a. M. , you actually see some sun. It starts off okay tomorrow morning. Thursday afternoon, still hasnt materialized yet because this front has a long way to travel. Again be we talk about it not being a real fast mover . Well, watch this. This is thursday at 7 p. M. Front still off to our west. Now you get to friday say Early Morning 6 30 it moved into the area. Thats 6 30 in the morning. Watch at new york city like around 11 30. Watch how this doesnt move from then until 4 30 in the afternoon. If that happens you could have flooding problems again.
