Reporter the man inside of that car was rushed to temple hospital with serious burns. Residents tell us this is a quiet neighborhood but it was anything but it 5 30 this morning when they heard a man yelling for hope. I spoke to one witness off camera who said the man who was burned was also bound and the man was begging for them to help them remove the restraints from his hands. And police and firefighters and fire marshall responded to the scene. We were here this morning when investigators photographed the car and searched for evidence nearby. I checked in with police, we were hoping to get an update on the victims condition and more about the unusual circumstances surrounding this fire and this neighborhood street. Morning rain is now moving out and temperatures are falling across the area this morning. Heres a live look at center city. Flags flying high on the aramark building. Its a gloomy start and parts of the area and other parts of the area starting to see a little bit of sunshine and then at the shore it is still damp. Theres a live view in avalon and you can see how thick those clouds are and getting a little bit of light rain. On the other end of our area in the poconos its cloudy and maybe a few snow flurries up in that area. You can see it on the radar. A little bit of snow just about all of this is not reaching the ground. We do have some rain in delaware and south jersey that is reaching the ground but you can see a few flakes possible up towards the pocono mountains and temperatures are above freezing throughout the area. Once again a couple of sprinkles possible in some of our suburbs but this is the main area that covers the delaware beaches and parts of the jersey shore cape may getting that. And there is clearing back out to the west but taking its good ti getting in here. Were going to see clouds for much of the day and it will be clearing a little bit up to t w ang in there down in delaware and south freezing, most cases well above freezing, except for the poconos at 29 degrees, 37 at blue n allentown and at 40s elsewhere. We have a breeze too. The temperatures not changing very much during the day and these temperatures are close to average for this time of tea kind of a chilly night tonight but till g up as we head through the week. That plus the return of the rain coming up. Philadelphia police are trying to track down the gunman who shot three people inside a car leaving onefdead. You can see bullet holes in the door frame of this car near 75th street and elmwood avenue in southwest philadelphia. Neighbors say two men walked up to the car yesterday, opened fire and then casually walked away. Saw two young men the alleyway. Thats like five times and then the men who were walking away were late teens, early 20s. Yeah. So it was really horrible. Two surviving victims in the shooting are recovering in the hospital. This afternoon members of the Philadelphia Bike Coalition will hold a vigil to remember a young woman killed by a driver along the roosevelt boulevard. The 22yearold victim was on a bicycle last week when she was struck by a car. Police say the driver did not have a license. The Bike Coalition wants the city to repaint and upgrade faded bake lanes and Coalition Members are also pushing to add poles to the road that divide bike lanes and protect riders from cars and trucks. John fox served two terms representing pennsylvanias 13th district and the abington native was a former state rep and member of the montgomery board of commissioners. Well, the olympics have freezing cold weather, our temperatures today are pretty close to average for this time of the year compared to the 60s that we saw yesterday. 60s in february. 42 degrees with cloudy skies in philadelphia now. Seeing a little bit of sunshine in the Lehigh Valley but its still mostly cloudy across a good bit of the area and its breezy and its colder than it was. Clearing and colder overall today. Milder weather returns by valentines day and eventually some 60s as well the next day. And more rain is coming later this week. So we havent gotten rid of the rain on the radar around here yet. Still have some in delaware and patchy and light compared to what we saw yesterday. So its going to be a while before we totally dry out in southern parts of our area. You can see the dry area in western pennsylvania that is slowly pushing eastward. Its going to take a while. The amounts of rain over the weekend were really focused on delaware and south jersey as we have been predicting for many days now. This is the radar estimates and of course these brighter colors, the reds indicating where the heavier rain is, we had radar estimates of four to five inches in parts of kent county. And also in Cumberland County and new jersey, 3. 7 and parts of burlington county, too, 1 to 2 inches around the philadelphia area. Right now were seeing a northwest flow thats trying to dry us out but not real quickly. Its 40 degrees in reading and 42 in philadelphia and 44 in dover. And we do have wind of course and 21 degrees colder in dover right now than it was this time yesterday. 11 degrees colder in philadelphia. 16 degrees colder in vineland. And the wind, sustained at 10 to 15 miles an hour and its gusting over 20. And were still above freezing though. Even if we do get a few snowflakes in berks county and Lehigh Valley it will just melt. Fleetwood at 38. Ma kyung gi at 38 and nazareth and easton 38 degrees. Reporter well, drey, weve been speaking to neighbors since we saw you last and theyve been shedding light on what was a disturbing situation. The man was badly burned and thats not all. A woman who helped drag him to safety tells me he was covered in gasoline, witnesses also say his hands were bound with zip ties and he was begging them to lphands. This happened about 5 30 this morning on this residential street of westford road. Neighbors said they heard explosions coming from the car and then those cries for help. When they got outside, they were shocked by what they saw. He was saying help me, help me and i ran back to get my clothes and when i came back, he was over here. And then i seen him when the police had him and he was like burnt from the waist down, you could see the white flesh, pretty bad. Then i came out and had him in the ambulance and Something Like second or third degree burns and stuff like that. We have a few snowmakes that are falling apart and not reaching the ground anyway. Its taken a while before we totally clear out, drying out in the poconos and still a little bit of moisture around philadelphia but mostly not reaching the ground. Some of this is in Cape May County down towards southern delaware but nothing heavy. And the drier air back west starting to make more progress to the east but its not moving straight east. Were here to try to extend why fema isnt extending the voucher for the families until we figure out where we can place these families and they dont become homeless. The evacuees need access to Housing Resources and other Disaster Relief that were promised when they left their devastated island. Emergency teams continue their search today for the remains of victims of a russian plane crash. The jet liner went down in a snow field this past weekend after taking off from a moscow airport. All 71 people on board are believed dead. The transportation minister says it could take a week to recover all of the victims and the flight was heading for southern russia all of the passengers are believed to be from that particular region. Russian investigators have ruled out terrorism but are not speculating on possible causes of the crash. Witnesses describe this crash of a tourist helicopter in the grand canyon as horrible. And you can see we have the drier air coming in from the west but its not moving so est more to the northeast. Its going to take a few hours before we totally dry out here. Take a look at this. The high temperatures today, since midnight, 61 in philadelphia, 65 in northeast philly, but only 48 in reading. 65 in dover. Now look at the current reading. Its dropped quite a bit. But these are pretty close to normal temperatures and at this time of the day this time of the year, just about average, 39 in allentown and pottstown and it feels cooler than that because of these winds and 10 to 15mileperhour sustained wind, gusting up to 25 miles an hour. Now as we go into tomorrow, we have dry weather but its chilly. Sunshine. Then on valentines day, the clouds are coming back but we may hold off the rain until later tomorrow later wednesday night. So generally after any kind dinner plans you have for valentines but theres more rain coming in. And after all the rain we had over the weekend, we dont really need it. Theres one wave going through wednesday night, Late Wednesday night into thursday morning and another area coming in thursday afternoon and then more coming in thursday night and into friday. We just hope that it is not on the heavy side because now things are pretty saturated. After all of the rain we had over the weekend. Then friday night, its starting down.
