Just a tremendous contrast but at least its above freezing throughout the area. As we go through the night tonight, youll see it cool down, and any puddles are going to be frozen by morning. Especially in the northern suburbs where we had more of the icing and more of the snow earlier today down to 19 by 7 00 a. M. In the Lehigh Valley. Thats where there may be a little more icing in the morning. And its going to be a chilly day for the parade. Long lines means septa sold out of the regional day passes. Even if you were one of the lucky 50,000 that got one, having a ticket doesnt guarantee you a ride. We want to manage peoples expectations. The parade begins at lincoln financial field tomorrow morning at 11 00 and then heads up broad street to city hall moving west, then left on jfk boulevard and right on 16th. It makes its way down the ben franklin parkway ending at the art museum steps. As for those road closures, the inner lanes of the ben franklin will close from akins oval from 6 00 to 10 00 tonight. In washington, leaders on both sides of the aisle say they have reached a breakthrough on a twoyear budget deal ahead of another potential government shutdown. The proposal would boost spending on military and domestic programs, and it would end mandatory spending caps on those programs. Mitch mcconnell and democratic leader Chuck Schumer negotiated the deal. Pleased to announce that our bipartisan, bicameral negotiations on defense spending and other priorities have yielded a significant agreement. This budget deal is the first real sprout of bipartisanship. The measure still needs to pass the full senate and house. It also needs the approval of president trump. Top House Democrat nancy pelosi says shell not back a deal without the protection of undocumented dreamers and the daca program. More women are accusing larry nassar of sexually assaulting them. At least 60 allegations have been reported to Michigan StateUniversity Campus police since midjanuary. Today michigan prosecutors say they have no plans to bring more sex Assault Charges against nassar. He is serving a 60year prison sentence. Hes also been sentenced twice to at least 40 years in prison. Those punishments would not begin unless the 54yearold outlives his initial sentence. There is ample evidence that many were alerted multiple times to nassars behavior and they found excuses to look the other way. Members of congress are now taking a closer look at the nassar case. Its pretty windy, along with the clouds, along with the rain, and this is not over yet. Now the snow part is over in the pocon poconos. About five, six inches of snow. And it varies quite a bit from just above freezing in the Lehigh Valley to the 50s in central and southern delaware. Now what were going to be seeing is a wet evening. The roads are going to be wet. Its going to be above freezing all through the evening. But then tomorrow, its cold but dry parade. In the middle there may be some icing up to the north where there was so much snow and ice. Mild but wet weekend. Not necessarily rain like this, but a lot of hours of rain. This is what it looked like this morning coming in. Again, right on schedule and we had the snow. The ice. The rain. Rehoboth beach, the other end of our areas had rain. Youre going to have more rain. But its very, very mild. You can see everything moving up from southwest to northeast. The area of pink up toward the poconos has turned green. That means the ice has turned to rain. Five, six inches of snow but now getting a little bit of compaction on that and also a little crunchy later on. This is a solid area of rain around the philadelphia area now. Nothing especially heavy. The yellows and oranges would show that. A little drier air back by harrisburg and thats going to be coming in to the Lehigh Valley and berks county and Chester County within the next couple of hours. So well be drying out from west to east over the next few hours. So by 6 00, 6 30, its down to the shore, and thats a sign of things to come as we clear out. Most of them are reminders weve already put out. One would be, if you are traveling with small children, as i suspect many will be, when you are watching the parade, please keep a hand on your child so that you do not get separated. There will be so many people out there that even a separation of a few feet can be problematic. So something as simple as that is going to be key for us. In addition to which, it may not seem like its that important but if you are travel with groups that you come with on trains or from other distances, please stay together. If you get separated in crowds like this and your cell phone goes down, because the battery dies, it will be very, very difficult for you to locate your friends and loved ones. So as much as you can, not just with your children. Try to stay close to the people you came with. We asked yesterday that if you bring any kind of bags that you not put them down, even if you just want to walk into a store or something because someone will call. We probably get somewhere in the neighborhood of 1200 to 1300 calls a year for suspicious packages, which is actually a good thing for us because it suggests people are being responsive. Theyre listening to our call to assist us with suspicious activity. So please dont place things down on the ground even tae temporarily because a lot of times what happens is people forget and you lose track of them. Also, the same holds true if you should see something suspicious, please give us a call. Doesnt have to be a package. If you think something is going on that doesnt feel right to you, trust your instincts. Give us a call. Give us an idea of exactly where you are and will make every effort to respond to that. Your best bets for parade travel are the market, frankfurt and broad street lines. Our friends at Independence Blue Cross are sponsoring free rides on both lines all day. Well be running the broad street and market frankfurt lines at rush hour levels throughout the day, meaning trains will run every five minutes. Both lines give you great access to the parade route. For Regional Rail, were going express trains into center city in the morning from selected outlying stations. Trains will then be ready for return service after the event. Where you get off, thats where you go back to get on. To safely manage crowds, travel on Regional Rail is limited to riders with weekly and monthly trail passes, reduced fare and senior passes and for those who purchased a special Independence Pass for the parade. And those special Independence Passes sold out today in just over 24 hours at 1 00 p. M. So we wont have any available for tomorrow. City and suburban trolleys and the norristown high speed line will operate throughout the day. Bus riders should check for detours before traveling. A few points of information id like to share with today. Id like to reiterate the mayors statement. This is a once in a lifetime event. A fantastic celebration. We ask that you maintain patience and treat your fellow fans out there celebrating with respect. We do expect long lines but thats inherent to an event this big. Pulling an event off of this size requires significant amount of coordination. Weve worked with the city district, hotels, hospitals, Utility Partners to make sure everyone is prepared for what the potential crowd size could be and how we make sure essential services contain and continue throughout this event. Well also be operating something that we debuted the Democratic National convention. And that allows realtime communication between the City Public Safety team and all of the Business Owners in center city and all of the areas impacted. Thats our mechanism of making sure that in the middle of this event were having good communication with those throughout the center city area. I spoke a little bit the other day about Cell Phone Service being increased throughout the city. Weve been working on that for several weeks. Our telecommunication partners have deployed equipment throughout the city. Theyve also increased service on buildingmounted antennas. Its important to realize its not an exact science and that with everyone Live Streaming and tweeting and Everything Else everyone does with cell phones we could periodically lose Cell Phone Service. Text messages typically go through faster. But its important if theres an emergency or Something Else that happens to really stay off phone conversations. Consider sending a tweet or social media message indicating where youll meet up or to let your friends and family know where youll meet up again. Id like to talk a little bit about crowd safety. The Weather Forecast is to be clear and in the 30s. Were emphasizing that folks dress in warm layers. Wear comfortable shoes and be prepared to walk long distances and make a plan before coming. If youre coming with your family, groups of friends, make a plan about where youll regroup if you get separated, just as the commissioner said. The Philadelphia Fire Department will have several medical stations positioned throughout the parade route. They are there to provide any assistance for things that should happen to the crowd. If you or someone youre with becomes separated, especially children, you can direct them to any Philadelphia Police officer and philly police will begin that reunification effort. Id also encourage fans to take advantage of the jumbotrons located throughout center city along the parkway beginning at city hall through love park. To really make sure that you can see the most of the parade that you can. Those jumbotrons will be broadcasting the full length of the parade. If you cant find a spot on broad street, theres plenty of space on the parkway. Specifically for coming with children, we expect a crowd to be a sea of green tomorrow. If you are traveling of with small children and youre worried about getting separated, dress them in something that will stand out in the crowd. Have them memorize your phone number and take a preevent selfie with what your children are wearing that day. Thats something we say for every large mass gathering on the parkway. It makes police jobs that much easier to reunify folks with their kids very, very quickly. Id like to just mention again about ready eagles. Weve seen tremendous enrollment in the ready eagles. Thats texting readyeagles to 888777. Were at over 70,000 registrations, which is the number of fans we fit in the linc so lets keep going on that. Follow the city twitter accounts phillyoem an and phillygov for additional updates. Well be using readyeagles to push out information from septa, Public Safety information and weather alerts and Everything Else to make sure everyone attending this event has the information they need to realtime. And finally, id like to talk about the citys posture. For an event of this scale, the Emergency Operations center will be activated tomorrow at 8 00 a. M. That includes representatives from the state, local and federal government. Thats really our coordination hub to make sure everything at this event goes extremely smoothly. One of the interesting things were doing for event is also establishing a joint information center. Thats going to be the hub for answering all media inquiries, addressing social media, and thats going to really be the site and location where readyeagles messages will come from. Thank you. Its going to be hard for the courthouse because i assume for a courthouse to function because people changing their schedules and stuff like that. I dont know. We did not ask them that. But if you look at other celebrations throughout the country for, you know, national championships, there is there was kind of a riot in amherst, massachusetts, and they lost. The people were doing the things they were doing, destroying property and the things and the poles and the windows and things of that nature. Theres no one angrier in this room than our police commissioner, and those guys those folks, as i called them, knuckleheads, are being sought after now. And a few are either turned themselves in or have been arrested. Well do the same. What i dont understand is how dumb people can really be. These days, everything is videotaped. And not is it videotaped on security cameras but videotaped by themselves and their friends and they post it on social media. You put your own wanted poster out on social media for all to see. Our Police Department is very professional, very experienced. Have done large events similar to this before. Probably this will be larger but they know what theyre doing. They know how to allow feem have fun and step in when they have to step in. Our rule of thumb has been no property damage. Dont hurt anyone and certainly dont hurt yourself. Falling from those loot poles is a dangerous situation, especially if youre neeberate inebriated. Youre hearing from the mayor james kenney.
