And now were left with icy streets and sidewalks. Nbc10 chief meteorologist tammy suza tracking conditions. Bit breezy, blowing light snow around but the roads when i came in theyre not all clear. Youre going to need to take it easy out there. Temperature well below freezing. We didnt make it above freezing yesterday, which was the problem. All the snow on the roadways, it didnt melt. It stuck to the roads. So 21 right now in philadelphia with a feels like, thats the windchill, when you factor in the air and the wind on your bare skin, thats 12. And we do have winds that have now turned to the southwest. Which is a good thing because that is the melting point. Were going to see that wind coming in, its a warmer wind, out of the southwest. Basically clear skies out there right now. Lehigh valley at 19. The pennsylvania suburbs at 20. Again, were looking at 21 in philadelphia, 21 delaware, 12 in south jersey with 23 for all of you on the jersey shore. Lets go closer check out some neighborhoods. 21 bed minister, unionville it is only 17 degrees cht how about if we scoot right on in to philadelphia and check out the temperature. 21 at the airport. 23 at parkside. Mt. Airy at 25. 27 in fox chase and 26 for parkwood. This is what were going to be looking at this weekend. The hazards. Were going to get sunny skies out there today, but from about 7 00 to 11 00 this morning well have icy sidewalks, roads, lots of slipping because nothing has melted away yet. Between 11 00 and 4 00 well be above the freezing mark in the 30s, well get melting, kind of slushy and melting. And then tonight everything refreezes. Well have slippery conditions again tonight. Tomorrow its going to be partly sunny, then we will get completely cloudy, but we will be in the low 40s, so a lot of this snow is going to melt away and looks like we have a chance of rain for tomorrow night. The main roads are well salted and brined but the side streets may be icy. Nbc10s Randy Gyllenhaal is live in pens port for us. Reporter this is washington avenue second street, take a look, completely clear. We were driving on these, driving on 95, that was fine just a little wet. As we walk over here thrks is a sidewalk completely covered with snow. And as it starts to refreeze that will get slippery. Over here weve got one of the side streets. You can see how completely different it is, packed snow covered, plows have been through here but its still snow packed into the ground making it slippery for both cars and people walking. Weve seen some people on the sidewalk slipping around today already. And just take a look at how much snow we had some 2 inches on that car. Its going to be a lot of cleanup happening this morning. So were urging people, one, salt and shovel the sidewalks outside of your house. Maybe wake up a little bit early, chip in to help out your neighborhood because theres still a lot of snow on the ground. And if it starts to freeze, its going to get real tricky out there. For now, live in pennsport, Randy Gyllenhaal, nbc10 news. And if youre in the city, youre required to do it. The streets in manayunk did little to melt conditions on the steep side streets in this hilly part of the city. The snow made yesterdays ride home a total nightmare for many drivers. Commutes normally under an hour took drivers double or triple that time. One driver trying to park went crashing through a fence and dangled over this wall. Nearby rox borough, snow covered streets were a challenge for neighbors who navigate them every day. Theyre all sliding into each other. We have that van up there and grand marquees crashed into each other. For the last two hours weve been pushing cars out. In Montgomery CountyFirst Responders had to handle nearly 50 accidents during the height of the commute. Snowy sidewalks and driveways also have to be cleared. Last night nbc10 was in east arden Montgomery County where this neighbor shoveled away piles of snow so he and others could walk safely this morning. This morning a state trooper who was shot and killed by a man while being dragged by that mans car is now being treated for injuries. Police say the driver took off dragging the trooper. Thats when police say the officer shot the driver who died at the hospital. State police are investigating the incident. In Delaware County investigators say a candle sparked a fire at a Retirement Community that forced residents out into the cold. Crews responded to Newtown Square last night. Firefighters doused flames. No one was hurt. Residents are now back inside in an undamaged part of the complex. A philadelphia trash collector could potentially lose his job for taking a package right off the homeowners front steps. As you can see it was caught on this surveillance camera. Heres what we know, the incident happened in fishtown. A neighbors camera shows City Recycling worker picking up the package, walking to the back of the truck and then putting it inside. More video shows the truck around the corner with the worker removing a box that looks similar to the homeowners package. We spoke to a neighbor who didnt want to reveal her identity but told us that the video was from her familys camera. This guy paid for a Christmas Present and you can see it clear as day on camera that the worker just picked it up, put it on top of the recycle bin. People spend money around the holidays to buy their loved ones gifts. And for somebody to do that its just wrong. Neighbors say somebody did eventually bring the package back to the homeowner. The Streets Department tells us depending the full results of the investigation the worker could be fired. Happening today, the Sheriffs Office in philadelphia will hold another gunlock giveaway to help children from accidentally being shot by unprotected weapons. Free gunlocks will be handed out. The latest round of gunlock give aways in the city began yesterday. Nbc10 was in frankfurt, Sheriff Deputies handed out gun safety pledge cards to kids to make them aware of the danger of firearms. And just since august philadelphia has marked three accidental shootings involving children. Just last month a 3yearold shot herself after finding her fathers loaded and unlocked gun. Federal officials estimate that nearly onethird of accidental gun deaths could be prevented if gunlocks were used. Coming up this morning, back on track. It wasnt the amount. It was the timing we were concerned about, but still had impressive amounts from such a fast moving storm. Media picking up over 3 inches of snow. King of prussia over 2 inches. About 2. 2 inches in philadelphia. 2. 5 in cherry hill. Newark picked almost 2. 5 up and toms river 3. 5 inches of snow. Now thats stopped. Were not looking at more snow out there. Were going to be dealing with the icy roads and the slush out there this morning. Tammie sou it is chilly in cape may, everybody below freezing this hour. Wilmington 31 and feels like 13, thats why you have to cover all the skin up. But look at the winds out of the south and southwest. Theyre going to warm us above freezing today and were going to get melting out there. Nothing showing up on Doppler Radar right now. We have a little wave coming out of the great lakes and maybe somebody gets a flurry, especially in the Lehigh Valley and poconos today. So let me walk you through hour by hour. Were starting cold in those low 20s and upper teens. By this evening theres that little wave, perhaps somewhere near the poconos, again and Lehigh Valley. We wake up tomorrow to 31, but clouds move in very quickly. Tomorrow night we could see some rain in the area, that may wash away whats left of the snow that doesnt melt today. A little later this morning volunteers will load up trucks with donated toys and clothing along 19th street near logans circle. Drivers will then deliver items to more than 600 homes for foster kids and children in need. Also today, the Wilmington Fire Department will sponsor a food and toy drive. It all begins at 9 00 this morning at the Trolley Square acme on north dupont street. Theyll also be collecting canned goods and toys. Well share the role a Police Officer played in this donation drive. Now with the final version of their tax reform bill in place, republicans Controlling Congress could start voting on the measure as early as tuesday. The bill includes a 10,000 cap on the state and local tax deduction. And the 750,000 cap on the mortgage Interest Deduction for new home sales. The measure also gets rid of the requirement to buy health insurance, a key element of obamacare. Republicans say theyre confident the plan will grow both paychecks and the economy. This april 15th when you file your taxes, that is the last time you will file under this monstrous broken tax code. Republicans now believe they have the votes to pass the tax bill. Senators marco rubio and bob corker moved from no to yes after their colleagues made their Child Tax Credit more generous for low income families. Philadelphia city council is giving a gift to drivers who have not paid their old parking tickets. A new bill forgives tickets issued before 2013. But there is a catch if you fall into this category, you have to pay off any ticket you received after 2013. Say you have a dozen tickets from 2012 you dont have to pay them, but you have to pay anything after 2013, or you pay a 50 fee if you havent gotten one since before 2013. Well climb to 28 at 8 00 this morning but thats not enough to really start melting the snow despite the fact well see sunshine. I think the fact we have southwest winds is going to give us a little bit of a boost, but by the time we get into 11 00 or the noon hour, weve then climbed above the freezing mark and well start to see a lot of that snow on the roadways melting away, perhaps not as much on the grassy areas. And anything in shade is going to take a bit longer, but thats what were expecting today. Its going to be a bit slushy out there, sloppy at times. Doppler radar, theres nothing out there. That stopped last night. If you go out to pittsburgh, some snow showers for them, theres a wave making its way across the great lakes. And its kind of clipping the western part of the state. What does that mean for us . Well, nothing really in philadelphia. Maybe a few extra clouds this afternoon, but when we go hour by hour and take a look at everything, temperatures start to climb. We have sunshine. We get a few high thin clouds through here. Later this afternoon part of that wave could clip the Lehigh Valley, perhaps the poconos bringing some light snow showers there. But much of the area, especially from philadelphia south and east sees plenty of sunshine. Then overnight we drop down to, oh, right around the freezing mark either side f it. And by tomorrow morning thats where we wake up. We start with some sun and high thin clouds. Clouds move in, were going to be looking at potential of some rain coming through here tomorrow night. This would be light rain and probably wash away a little bit more of that snow. By monday its out of here in time for the morning commute. Were going to be looking at temperatures hovering near freezing but climbing into the 40s. Were trying to track any storms that might come our way. Theres two were watching that possibly could form. One of them is actually going to come out of the northwest and its going to affect minneapolis, chicago, milwaukee, detroit. Thats going to be thursday and friday. Another one forms in texas. It slides up out of the south just like the one did last saturday. And it looks like perhaps by the time we get into sunday we could be looking at maybe a snow, a rain, a snow ice mix. So were going to have to keep an eye on this, but this could be travel problems. And it could also mean that we might or might not see a white christmas. Thatd be nice, right, guys . Absolutely. The brandy wine Valley Baptist Church gathering diapers for lower income families in the city of wilmington. When a wilmington Police Officer told his friends at this church that diapers are in demand for the less fortunate, the Church Congregation responded in a big way. They now have a mountain of diapers that will go directly to families in need. Its awesome to watch how when given an opportunity how people step up to say, yeah, we do want to make a difference. We do want to help. We do want to show the love of christ to people in our city. Church members gathered yesterday to put the Holiday Gifts together for deserving families. Reporter the snowy owl was still alive, but bob could see the endangered bird was clearly in trouble. Are you stuck . Reporter wedged inside a car grill after getting hit on a highway. It was very calm. Probably still in shock. Reporter the recently retired Atlantic CityPolice Captain was on his way into the gym in north field wednesday morning when he and another man stopped to help the young owl in the parking lot. Getting word of the creatures predicament, veterinarian marc n newkirk soon joined the effort. These guys literally were pulling the grill apart. I reached in and slowly kind of worked the bird out. Ive never encountered an owl that close let alone a white snowy owl. It was definitely a unique opportunity. Reporter wrapped in a towel, newkirk put the bird in a box and brought it to his animal hospital. The owl treated for shock and found to have a broken wing. Snowy owls have been making rare appearances at the jersey shore in the past several weeks after flying all the way from the arctic. To see this beautiful gorgeous creature and what a privilege to be able to help it. Tristate bird rescue and research in newark, delaware, now caring for the owl. It underwent surgery friday morning to stabilize its wing. I hope it survives. You know, it was a beautiful owl. I love animals. And, you know, i hope it survives the accident. Reporter im told the owls prognosis is guarded right now, but the hope is that it will be able to return to the wild.
