Reporter last night, a scene of panic and confusion. 151 people needed to be evacuated. Most were not able to get to safety. Rather, they had to be rescued. With a fire quickly burning, it was a race against time to get residents to safety. I went through hell and more. Surviving the fire and then surviving the cold. They are 80, 90 years old and everybody was really cold out there. I was outside. Oh, m oh, my god, it was cold. The 93yearolds body started to go numb. Everything else was broken. It hurt. I couldnt use my right hand. I couldnt use nothing. Full ambulances rushed back and forth from the scene to hospitals, busloads of people were taken to a temporary shelter here on westchester universitys campus. Getting them off the buses was a struggle and there were plenty of volunteers holding wheelchairs and the firefighters were loading them in and people were there with blankets covering them. Investigators say 19yearold brandon wilson, who used to live inside that home, broke in to rob it and killed carter. Physical evidence linking the defendant to the crime was found on an outside window as well as the victims shirt and a piece of gym equipment that was used in the murder. Investigators carried out 30 search warrants and found video of wilson on hopkins street where neighbors have been awaiting todays arrest. Carter died of Blunt Force Trauma in an upstairs bedroom. Investigator George Spencer has been sorting through this. Tell us what you have uncovered. Reporter know that personal care facility where this inferno started is fully licensed and in Good Standing with the state. We also found that the nursing home on that same property run by the same management has been recently sanctioned and cited by overseers. Today, we learned that state watch dogs gave the nursing home operating on this same campus a number of fire safety related citations in recent years. In september, 2014, four citations, including failure to maintain electrical wiring and protect electrical receptacles from damage in three locations. In august, 2015, three c citations, one for failure to maintain the Sprinkler System n september of last year, three more, failure to maintain corridor doors to close and resist the passage of smoke. We tried to ask whether Fire Suppression systems were in place and working property across the philadelphia . It is still under investigation. We havent been able to get into the building. It is too unsafe. Reporter state record confirm it was put on a provisional license for four months and fined nearly 10,000 for Health Care Related violations discovered in september of last year.
