But in the meantime, a Tropical Storm watch in effect for the delaware beaches and the jersey shore as the storm tracks a couple of hundred miles offshore and weakens into a Tropical Storm over the next couple of days. More on the detailed impact hour by hour coming up. And at the jersey shore, people are preparing for jose. Not long after the beaches took a beating from Hurricane Irma. Jersey shore reporter Ted Greenberg is live in longport. Another potential problem that could be created for the shore, coastal flooding. Reporter it is, jim and jackie. And the wind is picking up. We have these waves are getting bigger day by day. For some people, its been a day to prepare for the worsening conditions on the way. The ocean getting angrier as jose churns in the atlantic making waves at the jersey shore. Its really rough out there. The winds are high and the waves are high. Public works is helping build up the dunes. Hope actually the sacrificial sand will go, not our dune infrastructure. Reporter along with four rounds of minor to moderate flooding through wednesday with the highest water potentially coming during tuesday evenings high tide. This woman decided to leave her moms place in flood prone West Wildwood and head home to willow grove. Id like to be in my real house, in my real bed and get my car out of here mainly. Im not afraid of them. Reporter john just got one of his boats out of the bay and is relocating the other to a safer spot. My house faces the northeast opened to the bay so it gets a lot of wind. Reporter certainly not great beach weather out here, but anyone who decides to step foot in the ocean is really taking a big risk. The surf truly is dangerous with the lifethreatening rip currents. Live in longport, Ted Greenberg, nbc 10 news. As jose swirls off the coast of the u. S. , Hurricane Maria is on a potentially deadly course with several islands. Puerto rico was largely spared by irma but jose could be catastrophic. Its de ja vu for the people who live there. They are stocking up on food, water and plywood a few days after stocking up for irma. Puerto rico has not been hit by a category 4 in nearly 90 years but maria is packing a punch more than year yeah. Erin coleman has more. They are getting ready for round two. They are trying to raise tens of thousandsle dollars for the tens and thousands of people that have no water or power after Hurricane Irma and now maria is coming. It was a celebration of puerto rican culture at Philadelphia City hall. But on the minds of so many here was lingering in the atlantic. Hurricane maria is now on track to have a direct hit with puerto rico. My family is very worried about what is going to happen. We have families there.  its very real for us. Its scary. Reporter maria is following the devastation path of irma just days after the category 5 tore through nearby islands leaving thousands without homes and businesses demolished. Hurricane warnings have been issued again. Which is why organizations like philadelphias Puerto Ricans are doing what they can to help, trying to raise 100,000 to buy generators, water filters and food. You think about what we need water for, to shower, to drink, cook and then the refrigerators go bad, too. The people we spoke with today are extremely nervous about Hurricane Maria. They know how serious it is and the storm will be there in the next 48 hours. Jacqueline . Erin, thank you. Port reuerto rico could tak direct hit. Yes, thats right. 125mileperhour winds. Thats increased 5 Miles Per Hour since late this morning. Its rather large in size. Its starting to approach some of the wayward islands. Monday night into tuesday evening, it looks like it will start to increase to a category 4 hurricane and thats what it will maintain as it possibly makes landfall over puerto rico. This is Early Morning through thursday morning. Thats the time period for it to pass through puerto rico. It could waiver one way or the other but either way its going to be an impact and then its going to head to the north over parts of the bahamas this weekend. Those areas were also impacted by maria. In fact, take a look. Ive overlaid the line the path that irma made not too long ago and they intersect at one point. The difference is this doesnt appear to move towards florida. Lets talk about the impact towards puerto rico. Storm surge projected at 6 to 9 feet. Hurricane force winds are likely. 74 Miles Per Hour sustained or above. And rain, 6 to 12 inches and isolated areas up to 2 feet of rain are possible. Krystal, thank you. New legislation proposed by pennsylvania congressman pat meehan would require schools to educate students. There could be some kind of accountability on student aid and other things but thats not what were trying to do. Its too expose what inappropriate hazing is and compel there could be a response to, you know, those who are overseeing these rituals. The congressman said hed like to see organizations go through things ahead of time and throw out any inappropriate rituals. For parents who might look at these reports that could be coming in the future, i spoke with the Campus Safety expert today who told me schools reporting zero incidents should raise a red flag. There comes a point that the amount of money youre getting balancing against how much the increases are in health care are not meshing. Being fair is providing our teachers with a competitive wage. Police say a 9yearold and 8yearold were on park lane around 4 00 yesterday afternoon when a silver suv pulled up. A man was driving and a woman was in the front seat. The man asked the girl if they wanted to go for a drive. The girls said no. A Chester County woman who was hurt by acid is going to stay and finish her schooling. All four are doing well now and will stay to finish their studies. A woman was arrested for the attack. Police say shes mentally ill and this was not a terror attack. London police made another arrest in connection with last fridays subway bombing. Security video shot before the blast shows a man carrying the same type of supermarket bag in which the bomb was found. 19 minutes later, an explosion set a fireball through a subway car. Two dozen people were hurt and police are holding two other suspects. The city of philadelphia made a vote on reserve funds to pay for a threeyear police contract. A state Oversight Board is scheduled to vote tomorrow on whether to do it. The mayor says the plan being voted on is not final. The Mayors Office says various departments will be asked to make budget cuts as a part of the process. Now to pennsylvanias budget battle that has the state delaying payments on crucial services. The senate today reconvenes with a house plan to end the stalemate. Lawmakers in harrisburg have been working for three months to plug the budget hole thats more than 2 billion. On friday, the states main bank balance plunged below zero. The governor says that means nearly 2 billion owed to School Districts will be delayed. Crews working to restore power to hundreds of thousands of people are still in the dark in florida after Hurricane Irma. But there are signs that things are returning to normal. More than 400,000 homes and businesses in florida remain without electricity this afternoon. More than a week after irma slammed into the states. Schools in the miami area are among those. They got power back this weekend. That meant it was back to class today. Some students werent thrilled about it but they get it. I just dont like going to school sometimes. But you have to go. You have to go. Yeah, you have to go. You do have to go. So cute. Many of the schools in the miami area served as shelters during the storm. All right. To our first alert weather now and radar here tracking jose and the impact on our area, especially the jersey shore. The delaware beaches is why weve issued a first alert to get you prepared for the different threats. Heavy rain, coastal flooding, damaging winds, all a big concern and the question is how big of a concern and when and where exactly. Thats right. All eyes on that map and on glenn with a look at the weather and the storms out there. Glenn . It looks like the real significant weather will be confined to the coast. Were going to have a breezy day in philadelphia with a few showers around. Hardly going to notice that theres a hurricane out there. These are some of the clouds ahead of jose. You can see its a very, very large system. It is moving straight to the north. It will then make a bit of a right turn so its going to stay way offshore. Right now, the center of it is over 400 miles away from Atlantic City and its only going to get a little bit closer. So were not going to be expecting any kind of wind damage from this storm and the coastal flooding and even street flooding would be pretty much confined toward the beaches. Thats why those are the only places that we have a first alert out for. Thats through thursday morning. The oceans going to take a while to calm down after this. And jose is not going to move that far away. The rip current risk high, high winds at the coast, moderate coastal flooding. Tomorrow night, this is when the big problem would be occurring. Atlantic citys high tide, 7 45. Tomorrow, minor coastal flooding tomorrow morning. Minor again perhaps wednesday morning. Tomorrow night is the worst. Rehoboth beach, minor coastal flooding there, too. You can see the circulation and all of the heavy rain which is going to stay away from us. Here we are tonight, the first showers start to come in. Weve got a northeast wind. Tomorrow mornings rush could be nasty at the shore, as you can see, with the northeast wind and the rain showers so you can see some of the yellows and oranges. There could be some real downpours. But look back here towards the west. Much of our area gets little or nothing out of this. And the core of the hurricane, way, way off shore. Hundreds of miles away. Then you can see it getting closer to cape cod as our winds turn into the north. So from wednesday, that maybe a pretty decent day, too. Because its going to be spinning way, way out there. Then we look down to the south. This is going to be a big problem. The islands that were destroyed by irma are more up here. They are going to be more grazed by this than hit directly like they were before. The next target is puerto rico. Its moving right in that direction and, unfortunately, it looks like its going to slam right into that island of at least a category 4, possibly a category 5, which is really catastrophic. And then after that it may pass a little east of the bahamas and then theres a lot of questions as to what is going to happen because of a possible interaction with jose. This is the track of irma, by the way. So its not going to follow the irma track into florida. For tomorrow weve got clouds coming in and watch the showers in Atlantic City, even by morning while other parts of the area have some decent weather. Thats the wind symbol and the rain. Just a few showers across much of the rest of the area. Well tell you about the rest of the week coming up. All right. Sky force 10 is overhead in bucks county. You can see the fire truck on the left. This is a deadly accident. It involved a car and a motorcycle in feasterville. This is Central Avenue as sky force 10 pushes in. Its going to stay offshore, which is really fortunate for us and the rest of the United States coast, too. But its going to have an impact at the shore because hurricanes are not a point and so even though the center of it tracks offshore, the circulation covers a large area, maybe even hundreds of miles. So its going to be tracking like this and the closest point should be about 200 miles off shore. And this is usually the weaker side of a hurricane. So we have a couple of benefits here and so were not expecting any kind of disaster and this is going to be kind of a mess with coastal flooding and beach erosion. Jersey shore and delaware beaches have the first alert through thursday morning. Its going to take a long time for the ocean to calm down. We have the moderate coastal flooding. That should be the biggest issue, and some beach erosion and gusty winds but i think with the storm that far off shore, were not going to be seeing a lot of winds Strong Enough to cause damage. Here we are in the computer models very much in agreement that its going to the north and not coming this way. Then it makes a bit of a right turn so it doesnt even make landfall in cape cod. It moves farther off shore but now once we get past thursday, it has a chance of starting to move back toward the United States. That is where the real complications come in the forecast. Down the road a bit. Tropical storm watch in effect for the jersey shore and the delaware beaches. The Tropical Storm warning up in cape cod, for example. Lets talk more about the direct impacts of jose and also, of course, maria, to see what will happen with that in a few minutes. Crews are working to clear a deadly accident in feasterville. One person is dead, as we told you. The next is opened but traffic is delayed in the area as that situation remains there. Well continue to monitor this for you. Right now at 4 00, more trouble on the tracks for septa. The experts are asking if the safety of drivers in jeopardy. The first two incidents were at the 69th Street Transportation Center in upper darby. The most recent, less than a month ago. Mitch, a lot of concern for riders over their safety. What do they need to know . Jim and jacqueline, three accidents in under nine months. Thats the safety questions that they are facing when four people were injured in the first of these accidents and they continue with saturdays derailment. First in february, moments after dropping off passengers i heard a big bang. Septas cars derailed. And then six months later, an Early Morning crash has some septa passengers injured and leaving congressman bob brady to say this. Septa should stop this line. Reporter and then a lowspeed derailment. This is one of the worlds most foremost experts on Railroad Design and safety. He looked for a Common Thread between the three accidents and didnt see one. I would have been more worried if all three of them were of the same cause and hadnt been properly corrected. Thats clearly not the case here. Reporter septa has said little other than that they are investigating the accidents. They have assured that the railway is safe but have been unable to elaborate. Septa is seriously concerned about safety. Reporter the investigators looked through federal Railroad Records and septa has paid out 57,000 in damages. I think some reassurance by septa that it has a very aggressive Safety Program in place and its continuing to do that would be appropriate. And that reassurance is coming here at 6 00 when for the First Time Since this accident took place this head of septas operations is going to be on camera. Were very fortunate that this storm is staying off shore because it certainly could cause a lot of trouble if it had tracked up the coast, for example, or made a bit of a left turn or hit the shore. The center of the storm is over 400 miles away. As it tracks to the north, it gets closer but not probably closer than 200 miles off shore for the center. With this track, its going to cooler and cooler waters. Its in the 80s right now. That supports the hurricane. And remember, the track takes it on a loop. If it starts looping back this way, it goes back into the warm water and it could restrengthen. Thats a possibility. The coastal flooding is the main thing to watch at our shores. Atlantic city, rehoboth beach, high tide and combining with those problems. In the meantime, the core of the storm stays offshore and spins some of the outer bands our way. Thats a band coming in tomorrow morning perhaps for portions of the jersey shore and things get really nasty. High tide plus downpours and that could cause some flooding in the streets down toward the shore. But meanwhile, theres hardly anything going on from philly back to the north and west. Just a few showers as the core of the storm goes up toward new england, as you can see, and conditions improve around here. Now, theres jose. Theres maria. Maria is going to be much more of a problem. It is intensifying rapidly. Its likely to be a category 4 or 5. Theres puerto rico. Unfortunately, the track is taking it right there. 130mileanhour winds so its now a category 4. That just came in. And expected to be a category 4 at least with 155mileanhour max winds as it goes into puerto rico. They have not been hit with a storm this bad in close to 100 years. And then it goes towards the turks caicos and stays east of the bahamas. And then it could be very interesting as we go into the end of next week and weekend.
