Fourth straight day of heavy rain expected in houston as Tropical Storm harvey inflicts devastation on southeastern texas. Today President Trump will visit the area as he leads the federal governments response to first Natural Disaster of his presidency. Hereses t hereses the latest. Fema expects nearly half Million People to file for disaster aide. Floodwaters chest deep in some spots stretching the resources of Response Teams there. Hundreds of volunteers using own boats to save people from in the water and plucking them from rooftops. The death toll from harvey appeared to jump yesterday at one point with news that a van carrying this elderly couple and four grandchildren including this teen was swept away by the floodwaters. Two relatives have reported it. Officials have not confirmed it. When it comes to search and rescue, just about any vehicle that can cut through water is being utilized. These guys are heros to me. We were just over there struggling. Were no heros or anything. Just here to help people, you know. Tens of thousands are now filling area shelters, including houstons Main Convention center. Mayor called it a total care operation. Houston emergency crews getting a much needed lifeline from private citizens with boats. We sent nbc 10 Randy Gyllenhaal to texas and he saw firsthand how ordinary people are becoming heros there. Yesterday afternoon jumped aboard a boat to answer a call for help. Help as many as we can. Get water to those who dont want to leave. Houston, i have a ton of friends and families here. Trying to do what we can. Take a look from the crew. Cars were covered with water at one point volunteers had to turn back because the current along the flooded out highway was too strong for their boat to hand. They said they dont know when theyll be able to return home. They have no idea. Thats how theyre seeing their neighborhood right now. Originally from burlington county. Came to town before harvey hit. Roads in the neighborhood are flooded with roads torn about. Its never been this bad. Never been flooded in my neighborhood. Never seen anything like that. Had no idea we would not be able to get back. The family is trying to look on the bright side. So far heard a few injuries in their hometown. Coverage continues later. Well have a live report on whats ahead for thousands of evacuees who had to leave homes and belongings. Then stories the of service. What people in our area are doing to help. Now new orleans is feeling impact of harvey. Cities issued tens of thousands of sandbags through areas prone to high water. Mayor said the worse flooding there will be today and tomorrow. So tremendous rainfall. They could see another 15 inches of rain in galveston, another ten plus inches in port arthur. New this morning, dramatic before and after photos. Heavy rain sent the bayou river over the banks with floodwaters rising a dozen feet or more in parts of the downtown area. These early stages are preparing to send off people with Specialized Skill sets specifically crisis counselors and Disaster Mental Health specialists. They say addressing the emotional needs of survivors is just as important as any other service. In the next couple of weeks plan to send off more people who offer a different kind of help as well. Our next wave will probably be leadership level folks so folks that handle the logistics and finance administration. Things behind the scene you dont see on the front lines, but keep the wheels in motion for services to be provided. And when this truck leaves philly later this morning, there will be a dozen red cross workers on the way or on the ground. As you can image, every single little bit of help is needed. New insight why a south jersey father made an unexpected guilty plea. Only nbc 10 spoke with his attorney. Took a plea deal offered by prosecutors. Admitted to his recklessness causing his sons death, but his attorney maintains the 23yearold still does not know what really happened the night the child died. I believe him sincere in his wondering what happened and his desire to find out what happened. Im not convinced he did what the prosecution says that he did in the trial. Which is suffocating. Right. Could become a Tropical Storm. If that happens, it will be Tropical Storm irma. Even if that does happen, its going to pass offshore. Comes close enough, storm or not, to give us wind and rain. Wilmington starting to see light rain. Starteds off dry in cape may. Raining right now. Steady rainfall light rainfall in cape may. And into delaware. This is the area that is going to see the worst of the system because its a system that will be offshore. The closer you are to the system, the heavier the rain, the stronger the winds, the higher the surf. New jersey and delaware going to see that. Wilmington getting light rain. In Delaware County and portions of chester county. Berks county getting light rainfall. The redding area, not yet in allentown. The entire area is going to get rain out of this one. Heaviest rain is still well to the south. You can see it just off the North Carolina coast. Thats where the center of the storm system that is coming together is. Right now the winds are at 40 miles an hour. If it becomes a Tropical Storm, forecasted it to become one, thats by 2 00 this afternoon, thats when it gets its name, ma irma. We dont have the warnings for any Tropical Storms, but we will see the wind and the rain and those winds will be strong and the rip currents will be dangerous again today. Two people who survived Hurricane Sandy in new jersey are living through harveys devastation in houston. Super storm claimed his grandmothers house in ocean county. Feels like its almost following me. These big events, but sandy prepared med traumatically for this event. She says just moments after logging onto her computer, he screen froze. She tells us a message appears with a phone number stating it was microsoft and she should call that number for help. Right away i thought it might be microsoft or it might be a scam. She said she called and it was a scam. So i actually hung up and called microsoft. She tells us the real microsoft offered to fix the problem. That would be great. Things werent so great. After microsoft remotely made the fix, it signed her up for a Computer Protection service. She says the company charged her a total of 149. They did not tell me this would cost anything. Believes the company took advantage of her. I thought i had avoided the scam by the first number then i was being scammed again. Reluctantly paid the charge with credit card because she was afraid the original problem would return. Told microsoft she would immediately dispute the charge with her bank. I said i feel coerced into paying this and i kept protesting. She says her bank sided with microsoft. She agreed to this charge. Sent the certified letter to microsoft headquarters protesting the charge. Nothing, no response. After one year of getting nowhere. Contacted nbc 10 responds.
