From the Governors Office calls for Pennsylvania Attorney general Kathleen Kane to step down after shes been charged with several crimes. The Montgomery County District Attorney announced the charges this morning following a lengthy investigation. The crimes include misuse of her Office Official oppression and perjury. Kane is accused of leaking secret grand jury information to embarrass two former staffers. The d. A. Says kane was under the impression the staffers had released damaging information against kane to the press but there was no evidence of that. Her actions here today make one thing Crystal Clear beyond any doubt, that no one is above the law. Not even the chief Law Enforcement officer of the commonwealth of pennsylvania. Kathleen kanes driver is also facing charges. Patrick reese is charged with indirect criminal contempt. This is video of kane and reese together last month. The charges against him stem from last august. Thats when prosecutors say reese secretly accessed the files of the grand jury that was investigating his boss. Kathleen kane is the most recent elected official to face charges in a corruption case. Nbc 10 did some research. We found at least nine people in state and federal offices who have been charged or pleaded guilty in the last year. Beaten with a baseball bat. This happened tuesday night in north philadelphia. Watch the bottom of the screen. You see the attacker chasing the victim and hitting her over and over and over again. At one point she tries to run away, then gets back in her car, all the while the guy keeps swinging. If you recognize the man or the car he got away in, police want to hear from you. A horse pulling an amish buggy is dead after a hit and run last night and police want your help finding the driver of the car. It happened last night in an area northwest of dover, delaware. Police say the horse may have become spooked and went on to a nearby road where it was struck. That vehicle failed to stop. Anyone with information is asked to call police. A new reward offer today in the case of an elderly war veteran attacked inside his Chester County home last month. The Citizens Crime Commission is offering 6,000 for any information that leads to an arrest. The 81yearold victim spoke only to nbc 10. He was attacked and robbed by a man pretending to be a water worker. Police have released this sketch of the attacker. Anyone recognizing him is asked to call police. Pennsylvania Governor Tom Wolf announced hes appointing a new Homeland Security director. Marcus brown will start his new job later this month. Browns nomination to lead the Pennsylvania State police was previously rejected. Brown is a former Maryland Police state superintendent. The Homeland Security director post has been vacant since wolf took office in january. Wolf says brown will report to him on issues involving prevention, response and recovery from acts of terrorism. Today marks the 50th anniversary of the landmark Voting Rights act. The legislation guaranteed the right to vote for all africanamericans in the united states. At Philadelphia City hall mayor nutter joined members of the urban league and the committee of 70 to honor the historic anniversary. There was a dramatic reading of dr. Martin luther king jr. s 1965 speech in selma, alabama. The mayor says despite making great strides, the right to vote continues to be threatened. We are committed to fighting to ensure every eligible citizen is able to easily register every registered voter is able to vote and every vote is accurately counted. The injured woman is blind. Both she and her dog are expected to be okay. Delaware is taking another step to encourage people to put sprinklers in their homes. Governor jack markell is signing a new law today which requires Home Builders to provide buyers with an estimate of what an automatic Sprinkler System would cost. It takes effect next january. An Atlantic County Police Department is getting five military vehicles to help during severe weather. Brigantine police have acquired four humvees and a fiveton cargo truck through a federal Defense Program initiative. Brigantine applied for the vehicles after it lost two fire trucks to flooding caused by hurricane sandy. The Police Department says the new vehicles have soft tops and doors and will not be used as they were in ferguson, missouri. Police use of military vehicles came under scrutiny in ferguson. They were used during the demonstrations that rocked that city last year. From the nbc 10 Delaware Bureau taxpayers in wilmington are paying for billboards that welcome Ride Sharing Service uber to the city and taxi drivers arent happy about it. The city funded these billboard campaigns that feature a photo of mayor williams welcoming uber to wilmington. Taxi drivers argue taxpayer money should not be used to publicize a business thats undercutting them. The city will spend 8,000 on four billboards that will remain in place for the rest of the month. We asked the city if its common practice to promote businesses on billboards with taxpayer money. The City Council Communications director tells us it is unusual but mayor williams today told us the city does regularly do things to try to help businesses. Were learning a lot more today about the man who attacked movie goers in a tennessee theater but investigators are still working to figure out why it happened in the first place. Police reports from 2004 show Vincent Montano had a history of mental problems. Investigators revealed he had propane, lighter fluid and may have wanted to set off an explosive. Officers confronted montano inside the theater near nashville yesterday. Members of the National Police s. W. A. T. Team shot and killed him as he tried to escape. We are hearing the 911 call from someone inside that theater. I was in the Movie Theater like literally a minute or two ago, and this guy, this shady looking guy stood up, looked like two bags he walked towards the back of the theater and he pulled out like a hatchet and started attacking this family and then he pulled out a gun and we all ran out of the theater. One man was cut on the shoulder during the attack. No one else was killed. Jurors in colorado are deliberating the sentence in another Movie Theater shooting case. In 2012 james holmes fired shots inside a theater in the town of aurora killing 12 people and wounding 70 others. A jury found him guilty. Today they began deliberating whether to sentence holmes to death. For the first time in nine years, bill cosby is being ordered to answer questions under oath. A judge ruled cosby must give a deposition in a lawsuit brought by a woman who says cosby sexually assaulted her in the 1970s when she was 15 years old. Cosbys attorneys call the suit an attempt to extort the star. Cosbys deposition is set to take place on october 9th. Nearly 40 women have made similar allegations against cosby in recent months including Andrea Constand who claims cosby drugged and raped her at his cheltenham home in 2004. Her lawsuit led to the deposition where cosby admitting to obtaining drugs for women he wanted to have sex with. Cosby has denied the allegations and has never been charged with a crime. The top ten republican contenders are set to do battle on national tv in less than four hours. There will be 17 debaters in all but the focus on the frontrunners such as donald trump and jeb bush and scott walker will be at the forefront here. Nbc hosts the debate on january 17th which will be held in charleston, south carolina. Three cities in new jersey are joining forces to fight Illegal Dumping across the state. Camden trenton and secaucus all partnered. The effort led to 34 arrests for dumping in state parks and other protected areas. There is a new mobile app that makes it easier to report people suspected of dumping trash where it doesnt belong. Since the program started a year ago, authorities have made more than 60 arrests. More than 200 Young Professionals spent the day beautifying Tacony Creek Park organized by a coalition of young professional groups. The event is focused on giving back to the community. Has hired some unusual seasonal help this summer. Instead of a landscaping company, how about a herd of goats . 30 goats will spend the next two weeks grazing at the historical congressional cemetery. They will help get rid of vines, poison ivy, ground cover. A spokesperson for the cemetery says the goats are great for the environment so no need for chemicals. They are also pretty affordable. They are really cheap. You bring it down 30 goats over two weeks, theyre about 1 a goat an hour. You cant get human labor like that. This is the second time the cemetery has used the goats to help maintain the grounds. Pretty nice day for us. Temperatures very comfortable, humidity also low but now we are seeing clouds increasing and we are tracking rain. At least for Lancaster County already, we do have showers moving in. Most of that rain will be staying south as we go through tonight and even tomorrow and by the weekend, we do expect more clearing to take place. The models have come into better agreement today that the area of low pressure moving in will be clearing out a little more quickly for your weekend. 80 degrees for allentown, 78 west chester, mid 80s in philadelphia. Low 80s south jersey and delaware. The humidity being low really helps it feel more comfortable outside, too. Locally, satellite and radar showing just the cloud cover at the moment. Some light showers mostly in Lancaster County and that also is starting to move into Chester County. Maybe a few sprinkles there but most of the area is dry. What you see over lancaster, mostly light rain near harrisburg as well. This is the leading edge of some of the rain that could be moving in as we go into the overnight hours tonight. Live look at center city from the Adventure Aquarium you see overcast skies so quite a change from earlier today. Now we are starting to get the increasing cloud cover and look at the rain back off to the west and southwest all part of that same system. Big area of low pressure spinning around kentucky and tennessee. Its pretty much going to slide straight to the east which would keep it to our south. The best rain chance is really going to be for new jersey and delaware. Here is future weather. As we go through the rest of the evening, more clouds move in by 11 00 p. M. We could certainly have rain around the philadelphia area and some more rain for south jersey and delaware. Through the overnight hours. Then early tomorrow morning, theres a chance we could still wake up with some rain in parts of delaware and new jersey. Heres a look at the big picture now. You see that area of low pressure. Its essentially going to stay to our south. Models have been more consistent with that today than yesterday. By 7 00 p. M. Tomorrow evening, you see that low. Most of the rain staying just to the south. Delaware and new jersey best chances for rain will be in those areas. By saturday morning, the lows right offshore. Theres a chance we could still see lingering showers along the shore points, but now the models are picking up on this low moving away maybe a little faster, so clearlying would take place earlier. Sunday pretty nice conditions for just about everybody. For the shower and delaware beaches, friday you are looking at cloud cover, scattered showers around temperatures about the mid 70s. Saturday we expect it to be windier along the shore and the beaches. Temperatures mid 70s. Drying out as we go through the day. By sunday pretty nice. Sunny, low 80s. Tonight, more clouds around and rain later in the night, overnight hours, mostly south. Upper 60s, philadelphia. Tomorrow showers mostly for new jersey and delaware. Thats where the best rain chance will be. Drier as you get farther north and west. Lehigh valley poconos, you may see a pretty decent day tomorrow. Then clear through the day saturday so the day could be developing very nicely for the shore but it will be a little windy. By sunday looking very good but of course, we will keep our eye on that rain for you as we go into tomorrow. The great news is temperatures stay in the 80s over the next seven days. It was in the Early Morning hours last friday as surveillance cameras capture a man chasing a woman and slamming her on to the sidewalk not once but twice. This is very upsetting because this is a terrific neighborhood. Reporter neighbors are now looking closely at the suspect, seeing if they recognize him. Inside mitch cohens hardware store, he cant believe this assault happened on a block he considers safe. When you hear this the first reaction you do panic. Because this is our neighborhood. Reporter this woman was returning home late and alone. The man got away with her cell phone and there wasnt anyone else to intervene. Meantime, we are seeing really comfortable conditions. The humidity is still pretty low at this hour too. Heres a look at the radar. The clouds are on the increase. Overcast skies for much of the philadelphia area with some rain moving in mostly west through lancaster and Chester County very light rain or even just sprinkles in parts of Chester County. I dont expect anything heavy as we go through this evening. But overnight tonight, we could see some heavy showers moving in. Again, not for everybody. Big area of low pressure off around kentucky and tennessee. This is the area we will be watching for tonight and into early tomorrow possibly early saturday, too. Its basically going to slide to our south. Thats why not everyone will see the rain. Driest areas still look to be points north and west of philadelphia. Heres what future weather is showing through the late hours tonight, the low gets closer and it will be just to our south so that will start to swing us some showers for the overnight hours and for tomorrow possibly through parts of new jersey and delaware. They are probably taking all precautions. This is a National Special security event run by the secret service and they are establishing for themselves what they deem to be appropriate in security. So were seeing two things. We are seeing large tracts of land large roadways being kept clear for two reasons. One, to stop the adversary from coming in with a vehicle, car bomb, truck bomb and two, should an event occur at the scene, you will be able to egress or move the people out in unobstructed roadways. What kind of security measures should people expect if they are going into center city . Its a good question. I think there will be a few. You will see a very large police presence. That will hopefully deter a lot of people who wish to engage in traditional criminal activity but its what you wont see, the cctv cameras that are being monitored, the special agents working the crowds doing profiling of individuals in the crowd, or looking for known suspects that have been they have on their radar they will be looking for. The family of 11yearold Laquan Lattimore tells us the boy drowned. Lattimore was last seen monday afternoon on his bike. New jersey education Officials Say schools will not change the way they evaluate teachers in the Upcoming School year. New jersey began using test score data to evaluate teachers under a 2012 law. The results were supposed to account for 30 of teachers evaluation scores. Beginning last year test results only make up 10 of teachers evaluations. The new decision extends that policy to this year. This next story may not be a surprise to College Students but it turns out textbook prices have risen more than 1,000 since 1977. Thats according to nbcs review of bureau and labor and statistics data. Its more than three times the overall rate of inflation. Now your nbc 10 first alert weather with meteorologist Sheena Parveen. You probably noticed the cooler temperatures this morning and they have stayed a little cooler through the afternoon, just about the mid to low 80s. We are done with the heat wave. No heat wave in the next seven days. But we are tracking rain now, so the rain is moving into some counties mostly lancaster and chester counties at the moment. More rain overnight tonight but it wont be for everybody. Tomorrow the rain will mostly stay south of philadelphia. Best chance will be new jersey and delaware. Then we go into the weekend and the models are more consistent with moving the rain away. We have seen an increase in clouds, overcast skies, center city. Temperatures still the mid 80s. Humidity is low. It feels really comfortable outside. Only 72 degrees in the poconos. 80 allentown. 78 degrees right now in pottstown and west chester. 81 glassboro and millville. 80 degrees in dover. As we go overnight tonight, temperatures may still feel a little on the cool side but then we will get the development of more rain through the area. Not for everybody, but currently we do have some showers around. This is mostly light rain for parts of Lancaster County across 76 Chester County may be seeing a few sprinkles out there. I dont expect too much more as we go through the next few hours. Its mostly going to be overnight tonight that we start to see more rain developing. Big area of low pressure off to the south and west so all the wet weather is coming in ahead of it. This low is going to track just to the east and just to the south but that will be giving part of the area higher rain chances than other parts. Many of you may not even see the rain as we go into tomorrow. Heres future weather. We go through the overnight hours, the low gets closer rain chances increase overnight. Then by tomorrow afternoon and evening, that low should be just to our south. Thats where the bulk of the moisture will be and offshore. The best rain chances tomorrow will be for new jersey and delaware especially along the shore and the delaware beaches. Then we go into saturday and this low is moving away a little better than it did yesterday when we showed saturday morning. So today the models are more consistent with moving it offshore faster which is better for the shore for saturday more clearing. Then we go into sunday the low will move even farther away. Sunday will actually be a pretty nice day. Take a look at the future rainfall totals. We expect most of the accumulated rain to be south of philadelphia through new jersey and delaware and as we look even farther south, that is where we expect a majority of the rainfall through virginia and north carolina. We do expect it to be staying mostly to our south. As far as the shore and delaware beaches are concerned for tomorrow, we will see the cloud cover, some scattered showers. Temperatures about the mid 70s. Saturday, a windy day but we will start to dry out with mid 70s and improvement especially for sunday looking pretty good along the shore and the beaches. Tonight, more clouds, rain late tonight. I think most of the rain will start to develop after about 10 00 p. M. Most of it will be south of philadelphia mostly as we go into tomorrow as well. Upper 60s for the low in philadelphia upper 50s areas north and west. Tomorrow, again, new jersey and delaware best rain chance. Drier the farther north and west you go. Temperatures in about the low 80s. Still pretty comfortable. Saturday mid 80s. Sunday, mid 80s. We stay warm across the weekend and if you look at the next seven days rain chances return monday through wednesday but we dont have any more 90 degree temperatures, not in this forecast. Officials in new jersey are moving in to help a dolphin who appears to have lost its way. We will tell you how they are trying to get this wayward mammal back to deep water. People in Central Jersey are abuzz about a dolphin that appears to have lost its way. We showed you this video last night on nbc 10 news at 11 00. You can see the wayward mammal there giving people a show as it makes its way down the south river in old bridge middlesex county. Today, police and wildlife officials tried to give the dolphin a little help making its way back to open waters. Nbc 10s Brian Thompson gives us an update on the efforts in old bridge. Reporter the rescue effort began at high tide this afternoon. A bay keeper boat operated by the rareton river keeper trying to push and guide this dolphin down river to deeper water. Discourage the animal from sticking around the area and encourage him to move to deeper water a little closer to the ocean. Reporter as hundreds of people came and went through the course of the day to watch this apparently healthy dolphin swim in this narrow section of the south river, Marine Mammal stranding center and other officials huddled over various rescue options. This boat idea was the first one they came up with but for onlookers it was a delight to watch a dolphin in the suburban community roughly ten miles from the sea. Last night was my first time. Reporter police had their hands full directing traffic on this narrow bridge while protecting onlookers like this family, who had to take a look at this welcomed visitor to old bridge. I like dolphins and i like looking at them. Reporter you have swum with dolphins. Yes. Reporter which is better swimming or watching here in old bridge . Old bridge. Reporter plan a failed. The dolphin totally ignoring efforts to gently guide him down the river during high tide. For this community, it means at least another day of dolphin watching. Weve got deer and weve got raccoons and weve got dogs but never a dolphin. Reporter plan b is to bring him high tech acoustic gear to try to ping him down the river. What he told police today that hes never told them before. First, pennsylvanias top Law Enforcement officer is in trouble with the law. Attorney general Kathleen Kane today was charged with perjury and abuse of power along with several other criminal charges. There are calls for kane to resign but she vows to stay on the job. Kathleen kane is denying the criminal charges. Nbc 10s Deanna Durante has been following the investigation for months and was in the courthouse in norristown when the charges were announced. Reporter prosecutors have painted a picture of a woman who wanted revenge. They say she used her office and her staff to try and embarrass former staffers. This was her war based upon the evidence conducted without regard to the rules, without regard to the laws and without regard to any Collateral Damage the battle might entail. Reporter its a battle Kathleen Kane says she will continue to fight. The now criminally charged attorney general says she will not step down from her office. In a written statement, kane says i remain committed to leading the office of attorney general and doing the job the citizens
