Nbc 10s Randy Gyllenhaal reports it is directly linked to our soaring temperatures. There is definitely increases due to the heat. Reporter alan bruno is a registered nurse at the emergency room at Delaware County memorial hospital. He says as temperatures soar so do the number of people needing medical attention. Right now the boost is moderate but that could change with the mercury expected to go even higher next week. They are coming in very sick. Reporter he says they are dehydrated. When they hit the er. The medical teams work to quickly pump fluids back in. Part of the problem is that people are staying out in the heat way too long. They are becoming dizzy and lightheaded, having a little nausea. Reporter asthma and other breathing disorders are also sending people to the hospital. In addition we are seeing mild to moderate cases of heat illness such as heat exhaustion. Reporter e. R. Doc israel bower says thirst and dizziness are the first signs of a problem. Another worrisome symptom is when you start to sweat a lot and suddenly stop. That can be a sign already of severe danger. You see a man running down aramingo avenue in Port Richmond away from the scene of the murder of a young mother. Today, Philadelphia Police were back in the neighborhood where the 22yearold mother was found shot in the head late last night. According to investigators, stephanie dzkowskis boyfriend went to the store and left the door open. Somebody got in and she was shot in her bedroom with her 2yearold daughter nearby. Friends and family left messages candles and flowers outside her home on aramingo avenue today. A neighbor chased away somebody from the scene last night but police never caught the gunman. Everybody loves her. Everybody that knew her, loved her. We cant figure out who would hate her so much to want to just do what they did. The 2yearold daughter was not hurt during the shooting. Police say it appears the mother was targeted. A new lawsuit filed today in connection to that deadly amtrak Train Derailment in Port Richmond in may. The suit was filed on behalf of Rachel Jacobs the ceo of a tech company who died in the crash. She was riding in the first passenger car. Her family accuses amtrak of willful deliberate and reckless disregard for the safety of its passengers. On the night of may 12th the train traveling double the speed limit left the tracks as it hit a sharp curve. Eight people died. 200 others were hurt. After the derailment a lot of people heard about this positive train control or ptc. Its a Safety System that could have stopped the amtrak train from derailing. Rail lines around the country were facing a deadline by the end of the year to install ptc on the tracks but now congress has voted to delay that deadline. Tonight, the nbc 10 investigators are asking why and who it benefits. Thats coming up at 5 30. Also tonight, cole hamels says goodbye to his fans and philadelphia. New information about this deadly crash at allentown road and route 663 in quakertown bucks county that happened this morning. Police now say one of the drivers ran a red light. Three vehicles were involved. One person died, several others were hurt. Today flags are flying at half staff in new jersey to honor a fallen emt. Youre looking at video of the flags at the Camden County criminal justice complex. 22yearold patel died last saturday while responding to a call in east brunswick. A car crashed into the ambulance. The ambulance had its emergency lights and sirens activated. No patients were inside. It was supposed to be patels last day on the job before starting medical school. Firefighters and red cross volunteers will go door to door installing free smoke alarms in high risk neighborhoods. They will also educate people about hire safety. Cell phone video shows sheriffs officers smashing the window of a mini van to rescue a 2yearold boy yesterday in north jersey. A costco employee in hackensack says he spotted the child crying in a car seat. That boy was drenched in sweat. As nbcs Tracy Strahan reports, the mother is charged with child endangerment. Thats the sound of Bergen County sheriffs officer breaking the window of that mini van in an effort that likely saved the life of a young child left inside. Before i even approached the vehicle i could hear the child screaming and crying. Reporter he showed off the baton that helped rescue the child left sweltering alone in the mini van of a costco parking lot on one of the steamiest days of the year. Cell phone video captured the moment the toddler covered in sweat was pulled to safety then cuddled by the officer who then yelled at the childs mother. No sorry. Today the national Highway Traffic Safety Administration unveiled a new campaign called wheres baby look before you lock. Today Emergency Personnel performed a simulation demonstrating the procedure that would take place when someone reports a child stuck in a hot car. Authorities say its not just parents who need to be aware. We have our responsibility. Look before you lock but if you see a child in a car, you must act. That is a life that you could save. Officials also pointed out that when it hits 77 degrees outside, temperatures inside a car can reach lethal levels within ten minutes. It was supposed to be installed on rail lines all around the country by the end of the year. Why has congress voted to delay that deadline . Nbc 10 investigator Mitch Blacher has been looking into this. You found several reasons behind the delay. Reporter the nbc 10 investigators have been closely tracking progress on installing that Safety System called positive train control. Some railroads say they wont meet the end of the year deadline. One local Commuter Railway told us they are pleased with the delay. The technology missing from this stretch of track in Port Richmond was supposed to be installed across the country by the end of the year but since some railroads say they wont meet that deadline, senator john thune introduced legislation to give them more time. Everybody acknowledges theres no way the end of 2015 people are going to get there. So we will just have this mass chaos because this committee failed to act . Not as long as im the chairman. Reporter senator thune used new Jersey Transit as an example. The commuter line joined dozens of others in saying the deadline was unrealistic. The senate voted to give passenger and freight railroads nearly 200 million and until the end of 2018 to install the Safety System. In a new Jersey Transit spokesman said they are pleased about the extension because the Commuter Railroad was not going to have positive train control on all of its tracks by the end of the year. The spokesperson tells us new Jersey Transit will need until at least 2018 to fully implement ptc. Senator bob casey of pennsylvania wanted to give all railroads 500 million to get it done by the end of the year. It raises a lot of questions about whether or not we are going to achieve the level of safety, the degree of safety we would hope for, especially in the aftermath of what happened in philadelphia. Reporter since amtrak 188 derailed in philadelphia the nbc 10 investigators found three of the largest freight Rail Companies in the country have spent nearly 3 million lobbying to delay ptc installation. All three said they are committed to safety and supporting the delay had to do with their inability to meet the 2015 federal deadline. Clearly the sooner things get implemented the lower the level of risk and thats where i come from. But im also a realist. Reporter this doctor is a Railroad Safety engineering expert who says while installing positive train control is important, it should not come at the expense of other safety measures. He points out freight trains travel slower than commuter trains. He says freight operators are more concerned about broken tracks than speed. I dont want to do this by stripping resources from other areas which potentially have greater safety impact than even positive train control. Reporter the house of representatives still has to vote on this delay. Amtrak and septa say they are both on pace and fully expect to have positive train control throughout their rail lines by the end of the year. Im Mitch Blacher, nbc 10 news. The three month transportation bill keeps money flowing to the states for road projects through october. The Senate Passed the 8 billion extension yesterday, just one day before the deadline when funding for Construction Projects will have stopped. Perhaps you have heard of el nino. Tonight, the piece of Evidence Police are looking into to find out who did this. For nearly a year and a half without answers, families of those on board Malaysia Airlines flight 370 will have to wait another day. Investigators say it will take at least that long to figure out whether debris found is from that missing jet. They are working to determine whether a piece of wing that washed up on the Indian Ocean Island this week belongs to the missing aircraft. Flight 370 disappeared 16 months ago. There were 239 people on board. Authorities have sent that wing piece to a facility in Southern France for analysis. The facility is regarded as europes leading center for analyzing aircraft wreckage. The man who discovered the debris says he found part of a shredded suitcase nearby as well but officials are expressing skepticism that the suitcase is associated with the wing part. From what we understand so far, theres much less reason to be positive about the suitcase. Theres no obvious indication its been in the water a long time. Investigators have found what may be a maintenance number on the wing piece that could help them figure out what plane it belongs to. After a week of looking for these two florida teens, missing at sea, the coast guard says it will suspend its search at sunset. The two vanished last friday. The 14yearolds went fishing off the coast of jupiter, florida. Searchers found their capsized boat sunday but there has been no sign of the boys. The coast guard says today crews still scoured the waters from florida to South Carolina but that search will come to an end in a matter of hours. The boys families plan to continue with a private search. August starts tomorrow and for People Like Us on the east coast, that usually means bracing for the peak of Hurricane Season. But we could avoid that thanks to something called the super el nino. Meteorologist Brittney Shipp is here to explain why it could keep our Hurricane Season quiet this year. Thats right. Im here to break it down. El nino is a large area of above average water temperatures in the tropical pacific. Its hard to believe but this actually affects our weather. It affects the weather around the world and also helps produce strong thunderstorms in the pacific. Those thunderstorms actually make it more difficult for hurricanes to form in the atlantic. Its because hurricanes dont like wind shear or when the upper level winds keep changing direction. Thats why this strong el nino this year which could possibly become a super el nino could mean its going to be a quiet Hurricane Season. It only takes one strong hurricane, however, to make it a bad season but overall right now we are tracking several factors that suggest we could be dealing with a quiet 2015 Hurricane Season. The good news is we do have relief from the humidity. We have seen humidity over the past several days and now we are seeing much lower levels. Makes it more comfortable outside. He captained kellys oregon team in college. When kelly called offering a chance to reunite here in philadelphia, thurman jumped at the chance. He has a vision. He has a mindset that he wants to win a championship. Some coaches like to water the situation down and not get your hopes up about winning the super bowl but thats why we play the game. Reporter thurman already has a super bowl to his credit. He won two years ago with the seahawks. When he looks at the eagles, he sees comparable characteristics. Theres a lot of similarities. Reporter when diane walked down to the basement of her home there was no friend but an intruder. A 3yearold female bear. I was terrified. Absolutely terrified. I ran up through the house, i grabbed a phone on the porch, i called 911 and she said can you safely get out of the house. Yes. Reporter the bear came in through an open back window after ripping the screen off. The furry creature worked her way to the living room. I was giving my cat those little temptations. There were a few left on the table. Thats what the bear was eating. Had cat food first, then finished his meal with peppermint patties. Reporter Police Quickly responded and found the wrappers on the floor. The bear left the home as officers arrived. Thats when an officer shot and killed her. When it heard or saw me it lifted its head. Thats when i realized it was a bear. Reporter according to new jersey fish and wildlife when a bear invades a home that animal is considered a threat deemed category one. The response is to euthanize it. The Department Says this year alone there have been ten home invasions by bears in the state. I walk out and im scanning is it safe for me to walk outside. Reporter the bear invasions are becoming more and more common. They think the cubs are learning this type of behavior from their adult bears. As far as diane, she plans to put a railing on that window so no bear ever invades her home again. As you heard ray mention, the new Jersey Department of Environmental Protection says bears that enter homes are considered immediate threats and are put down to protect people. Reporter homicide investigators have been speaking with both witnesses and the family of stephanie dzkowski all day and right now, they believe she was specifically targeted. Meanwhile, friends and family cant believe that. They say she was so well liked in this area and they have been adding to a growing memorial here all day. It was a sleepless night for friends and family of stephanie dzkowski, especially the ones who went inside her bedroom and saw her body. My whole insides were shaking, scared. A lot of blood. Her family says she had no enemies. Now they feel most badly for her daughter who had to see her mother covered in blood
