Reporter the head of the resorts beach patrol says at least five beach goers have needed treatment for heat exhaustion in the past couple days alone. You sit in that sand and you know its real hot and some of these people dont hydrate themselves. You got to drink a lot of water. Quite honestly you should be down by the waters edge. Reporter thats where crystal planted her chair at 9 00 this morning. It didnt take long for the prime spots on the sand to quickly fill up. I have to. Its too hot back there. Reporter for a good part of the day there was no cooling sea breeze to bring relief. Even right along the coach it felt like 96 making the 73 degree ocean extremely popular. It was so hot we literally spent probably most of the hours in the ocean. You would come out and the sun would burn your skin as soon as you got out. Reporter lifeguards tell us many of the people who have been suffering from heat exhaustion are older folks. They say with the humidity as high as it is even sitting under a beach umbrella like some of these folks might not be enough to prevent it. Im ted greenberg, nbc 10 news. Now to the nbc 10s Delaware Bureau reporter tim furlong. How are people dealing with this heat there . Reporter take a look at this view at the river tower condominiums in wilmington. If i lived here i assure you i would spend a lot of my time fighting the heat over here at this very nice very private little pool high above the city of wilmington. How hot is it in delaware . My grandma says she dropped an egg it would have cooked. Reporter that hot. A sweltering snowman melting get your walk in early dont sit outside for lunch kind of day. These guys had to be out here. There is brickwork to be done. They did have a strategy. The trick is to start early and acclimate through the day. Keep hydrated and youll be okay. Reporter the guys dont go inside tblghe building. They say if you get a taste of a c you wont go back outside. Signs tell you to use the revolving door which helps keep the heat out. We found few people making the walk over here today. To another big story we have been following. New information this afternoon about the man police are talking to about the murder of a recent drexel graduate. Charges are now filed but they are not murder charges. Nbc 10s Rosemary Connors has the latest from Police Headquarters. Reporter thats right. Police are holding the 56yearold person of interest in the murder of the recent drexel graduate on a burglary charge after investigators say witnesses placed him inside the victims Apartment Building when he was not allowed to be there. He had been fired from his job as a Maintenance Worker one week before the murder. It was last thursday when 27yearold Jasmine Wright was found strangled inside of her apartment in west philadelphia. She had recently earned a graduate degree in Public Health from drexel university. Detectives did not find any signs of a struggle or forced entry inside her apartment and so for that reason they suspect the victim either let her killer in or that the person had a key. Even though witnesses have told police the former Maintenance Worker the person of interest was in the building on the day of the Murder Police have not been able to prove that he was actually inside that victims apartment. We will continue to be out here at Police Headquarters throughout the afternoon checking in with police. In the victims neighborhood the Monumental Baptist Church will be holding a candlelight vigil in her honor this evening at 7 00. Im Rosemary Connors, nbc 10 news. A former Philadelphia Union boss was sentenced to more than 19 years in prison today. Joe dougherty was convicted overseeing violent tactics to get jobs for Union Members. He was ordered to pay more than a half Million Dollars restitution. Prosecutors say dougherty encouraged violence vandalism and intimidation to get construction jobs for members of iron workers local 401. Nearly a dozen Union Members pleaded guilty in the case and several testified against dougherty. The judge said he considered that dougherty, at 73 years old, but he had to impose a sentence that matched the seriousness of the offenses. Serious case he committed serious criminal activity so we are certainly happy to bring this case to a successful conclusion. Doughertys Attorney Says he plans to appeal both the conviction and the sentence. Maybe you saw this on the nbc 10 app today. Overwhelming demand for septa to stop the sale of special rail passes for the popes visit. Septa telling us too many people went online at the very same time to buy the tickets. The system just couldnt handle it. Nbc 10s doug shimell is in norristown where people tried and failed to get a ticket. Reporter for septa, there are a lot of unknowns for the Transit Authority and its system with the upcoming popes visit. They found out what the first one was this morning. I wasnt expecting to go on at 9 00 and have it be a done deal. Reporter it was easier buying Rolling Stones and Jimmy Buffett tickets but kathleen says buying a septa pope pass didnt happen. I couldnt find anyplace where you could actually make a purchase. There was nothing on my screen that you could click on. We were overwhelmed. Reporter septa had just put its 10 Regional Rail passes on sale at 9 00 a. M. For the popes visit. In less than 15 minutes of the site being activated we started getting calls from Customer Service and social media letting us know things werent working well. Reporter septa says it had no choice but to suspend the online sales until they figure out what happened. We tested 900,000 visits to the site and 1700 Transactions Per Second and things worked well over the weekend. This morning, however, we were overwhelmed. Reporter they are trying to figure out was it that there were well more than 1700 Transactions Per Second which is what they tested for. Septa said they only sold about 200 tickets of the 350,000 they had for sale online. A p operates nearly 300 supermarkets under several names including pathmark and super fresh. This is the second time in five years the company has filed for bankruptcy. Its stores will stay open for now but in the coming months it will close 25 of its least profitable stores. Those include stores in philadelphia berwin folsom Kennett Square toms river, new jersey along with claymont and wilmington, delaware. New information about a fire at a Payless Shoe Store in upper darby. Police say they have the arsonist responsible now. He was already under arrest accused of stealing from the store along 69th street. Investigators say james morris told them he was using a lighter to look inside a closet at the store. Thats when a box of christmas tinsel caught fire. Hes charged with stealing scrap metal from the business. Police tell us he was secretly living on the second floor of the building. Now he is charged with setting the fire. Flames just gutted the store on july 6th. Several other businesses were also damaged. A 21yearold man was shot and killed in front of his father during a violent night in philadelphia. He was shot three times in the face near his home in feltonville. The victims father chased after the shooter, who fired again at least three more times. No arrests have been made. Hes one of eight people shot overnight. An accident involving an overturned ambulance in nicetown left eight people hurt. Sky force 10 over the scene this morning. That ambulance collided with a van at fox street and hunting park avenue. Three of the injured are children. No one is seriously hurt. More surveillance cameras will be keeping an eye on crime in chester. The city will be installing more than 100 cameras, the first in the sun hill section, the 750,000 grant from penndot, Widener University and the city is funding this project. The Delaware County district Attorney Says the cameras will send live pictures to a new surveillance hub which police can watch. There were 30 homicides in chester last year. Body cameras are now part of the Police Uniform in lower makefield township. Officers and detectives can now record, store, track and manage all audio and video encounters with the public. You are now one text away from getting emergency help in Montgomery County. The county commissioners launched and demonstrated their new text 911 service today. It will allow people with hearing or speaking disabilities or people who cant speak when calling 911 to be connected with an emergency dispatcher. A penn state student is dead after falling from a balcony while studying in spain. She was going into her senior year at penn state. She was in seville, spain as part of a study abroad program. She fell and died on saturday. Investigators say it appears to be an accident. She was from york. The alleged drunk driver who crashed into a limo killing four members of a bridal party has pleaded not guilty. Prosecutors say his pickup truck tboend tboned the limo. He allegedly tried to run from the scene but Police Caught up with him and made the arrest. He was arraigned from his hospital bed yesterday. The women who died were between 23 and 24 years old. Four other women and the limo driver were hurt. Its a day to remember the lives lost and forever changed by the Movie Theater massacre in aurora, colorado. Today marks three years since the attack. 12 crosses with the victims names can be found on a sidewalk in that community this afternoon. On each cross is a heart that includes a picture of a victim. 70 teddy bears also sit near the crosses. One bear for each person who was hurt. It was on this day back in 2012 that james holmes opened fire during a midnight showing of the batman film the dark knight rises. He was convicted of first degree murder last week. Donald trump is not taking anything back. Today he clarified his criticism, saying he has a problem with the senators record on Veterans Affairs and veterans issues. In usa today oped, trump accused the media of distorting his words after he said saturday that senator john mccain was not a war hero. On the today show trump said mccain is a war hero but that hes done a terrible job for veterans. Trump says thats the point he was trying to make. Im saying john mccain has done a horrible job. Security council gave its nod to the agreement. Council members unanimously endorsed the deal this morning in belgium. Under the agreement, Irans Nuclear program will be curbed for a decade. In Exchange Iran would be freed of crippling International Sanctions but the sanctions would snap back into place if iran fails to meet its obligations. Congress has 60 days to decide whether to approve or reject that deal. An historic day for relations between the United States and cuba. The two countries restored full diplomatic ties after more than five decades of frosty relations. The cuban flag now flies outside the countrys new embassy in washington after a ceremony this morning. The milestone move marks the start of historic new era ending 54 years of hostility between neighbors. Isolated thunderstorms developing in parts of the area and midweek relief. There is no doubt about that. Right now, its a little bit on the hazy and hot side. Not quite as humid as it was this morning, though. 94 degrees, the winds 11 miles an hour. Feels like 98. The feelslike temperature yesterday got up to 105 because of that higher humidity. The temperatures about the same as what we saw yesterday. 88 in pottstown, one of the cool spots. 89 in reading and allentown. 90 degrees in dover, millville, georgetown, but the humidity is higher down to the south. We had a west wind for much of the day so even the beaches got well into the 90s. Little bit of a sea breeze cooling things off. Lewes getting showers in the area. Look at this feelslike temperature, 104 degrees in dover. That was 108 yesterday. Its less stifling than it was yesterday. 102 for the feelslike temperature in Atlantic City. Weve got a couple isolated showers down here. A couple in northeastern cecil county in maryland that are weakening and one down in the corner of Sussex County delaware and maryland south of bethany beach. This one shower looks like its headed towards lewes but thats about it at least for now. The future cast showing that temperatures of course very very high and then some isolated showers, mostly south of the philadelphia area and then they fall apart pretty quickly as the sun goes down. But last night we got only down to 81 degrees so by tomorrow morning, 78 79 thats an improvement. But its already 85 in Atlantic City. Yeah, thats going to be another hot day. The wind starts to shift a little. We dont see much in the way of showers. Maybe some at the shore tomorrow. That may be the best chance of seeing any kind of storms tomorrow. Then we get the relief. The hot weather is with us now and with us tomorrow but then its out of here. At least for several days as youll see. For tonight, its mostly clear, warm and humid, 78 for the low in philadelphia. 68 north and west. Just an isolated shower mainly down in delaware. Hot but not quite as humid tomorrow. Weve had dry conditions out there, we have not had any showers in the philadelphia area and the watches and warnings we have had the excessive heat warning in effect for the philadelphia metropolitan area until 8 00 tonight. The heat advisory for the surrounding areas, again, just until 8 00 tonight. Truck if you can hold off a few hours for doing a run or anything else strenuous outdoors things will improve a little. We will have an official heat wave because it will be 90 plus tomorrow but not as humid as today. Today was not as humid as yesterday. Yesterday was just oppressive. It was 95 but felt like 105. 108 in dover. Look at the temperature in dover now. Its 90 degrees. 94 in philadelphia. You think well more comfortable there. Not really. Its 104 for the way it feels because the humidity is so high in the southern parts of the area. Atlantic city feels like 102. Wildwood 100. 98 degrees in philadelphia. We do have some isolated showers generally south of philadelphia. Got one in salem county. Thats that small one. Little bit more significant out toward lewes, delaware and south of bethany beach. Reporter our News Partners have been working on this information for three years, crunching numbers, naming names and assigning surgeons adjusted complication rates. Its information you might find valuable but it is not without controversy. All over the country and right here in the Delaware Valley patients have access to a new way to look up information on surgeons. We are providing for the first time the complication rates for about 17,000 surgeons. Reporter Marshall Allen is pro publicas health care reporter, the nonprofit News Organization looked at medicare records from 2009 to 2013 noting surgical complications. The data looks at more than 64,000 medical problems things like misaligned prosthetics, accidental punctures, infections and deaths related to eight kinds of elective surgeries. The complications are not necessarily caused by a surgeon but they haveppened on the surgeons watch. One of the biggest complications for patients is telling wheres the best place to go for the surgery. Reporter they crunched the numbers and gave surgeons complication rates based on how many procedures they performed versus the number of complications. Using an algorithm the group took into account risk factors such as a patients age and Health Conditions before coming up with what they call the adjusted complication rates. People do more research shopping for a flat screen tv or toothpaste in america than they will looking for a doctor thats going to perform one of the most important operations of their life. Reporter dr. Mackary is a professor at Johns Hopkins hospital. He consulted on the project. Whats important to a surgeon is sometimes the technical aspects of how we throw the stitch and how well the patients recover in the immediate short term. Whats important to the patients is often whether or not they are debilitated, how long their recovery is. Reporter the nbc 10 investigators looked through the data and found most hospitals and surgeons in our area fall into pro publicas low or medium risk categories but something in the data stood out. According to pro publicas analysis, the surgeon with the states highest complication rate for Knee Replacement and the second highest in the country works at Pennsylvania Hospital. The doctor performed 133 Knee Replacements covered by medicare from 2009 to 2013. Of those, 16 had complications. We also found Pennsylvania Hospital is above the National Average for hip replacement complications. We reached out to penn hospital a spokesperson tells us the hospital does monitor individual surgeon complication rates but did not provide any specific detail. That spokeswoman declined our request to go on camera to answer our questions but did email us statements. One reads in part penn medicine reviews all readmissions and we can find no valid records that would support any of the conclusions pro publica has made. Another disputes putting sole responsibility for complications on surgeons and it says in part it is pretty impractical as it fails to recognize the social determinants of health that influence patient outcomes. The further you look back in the rear view mirror its harder to look up the road. Reporter michael is with the hospital and Health System association of pennsylvania. He says three years of federal funding has made Health Care Better in the state. You saw a 26 improvement. Reporter he says Pennsylvania Hospital sends information on every patient to the state. He says pro publicas data is limited because it only considers medicare patients. He is also concerned about a lack of context into a patients socioeconomic status. Are they able to get to physical therapy and do the exercises, what kind of support do they have for transportation to get to rehab, are their families supportive in doing that. If those things arent happening or they have other Health Problems that makes complication rates higher. Reporter he believes getting this information out to the public encourages people to talk about Better Health care. Our hope is that will engage the consumer the patient, in looking after themselves but also asking the right questions. Reporter one of those questions might be what is your complication rate. The doctors we spoke with didnt actually know their complication rates until we told them about pro publica data. Mitch blacher, nbc 10 news. Researchers say more than 28 million baby boomers will develop alzheimers by 2040 more than 50 of that generation will be diagnosed by 2050 when all boomers will be over the age of 85. Researchers say age is the biggest risk factor for the disease. The cost of caring for those patients projected at nearly one quarter of medicares budget. Critically ill Heart Patients will now have access to the worlds smallest heart pump at a local hospital. Doctors and nurses at Lankenau Medical Center received training today for the pump which acts like a temporary artificial heart pumping blood throughout the body when the heart is too weak to do it itself. Doctors say the pump provides time for the patients heart to rest and heal. The advantage of the technology is that it could be placed in very rapidly and a person who is very ill, when theres not time to set up an operating room for a more invasive support device. So its way more humid in southern parts of the area than northern parts of the area. Everybodys going to get a little bit of a break from the humidity tomorrow. We have one pretty heavy shower now right near lewes, delaware and its not moving very much so some places getting a lot of rain and most of us are getting nothing. We just have isolated showers around, as you see on future cast, as we go into the next few hours. Tomorrow, not a whole lot there. Certainly not in the morning. We could see an isolated shower or storm developing during the afternoon. Weve got a front coming through that will be providing less humid air. So it will cool off a little bit but the humidity is going to be the huge difference that will be out there. By wednesday, theres nothing on the radar. There are no clouds, no humidity. It is just going to be delightful for the second half of this week. Once we get rid of that extreme heat. And we will. Tonight, mostly clear, just that isolated shower as you saw down in delaware for the most part. Warm and humid, 78 for the low in philadelphia. 68 in some of the northern and western areas. Which will have the humidity go down a little bit. Tomorrow it will be hot, not quite as humid in much of the area. So thats why we dont have the heat warnings for tomorrow. That will make it an official heat wave but it ends at only three days because wednesday, i dont think its going to hit 90. Much lower humidity.
