That time some storms to start to move into areas like Lancaster County berks county poconos, Lehigh Valley you should already start seeing storms by 6 00 p. M. Then that threat shifts over to the east a little more so upper Montgomery CountyChester County upper bucks county moving still through the allentown area by 7 00 p. M. And then that whole area slides through philadelphia. We could also see storms in parts of delaware into south jersey. That would be by 8 00 this evening. At this time we do expect some of these storms to be strong to severe. Then we will continue seeing this whole area shift off through new jersey heading to the shore closer to 9 00 and then by 10 00, i think the threat should be mostly over. But either way we are tracking severe storms off to our west right now. They are approaching so coming up we will give you a closer look at the timing as they move in and what you can expect locally. A burglar is on the loose after bursting into a home and stabbing a woman inside. The home is on china berry drive in white marsh township just off peartree lane. Mitch blacher live on the scene there. Whats the latest mitch . Reporter this is not the kind of neighborhood where you would expect to have this type of situation. We are told by neighbors that the girl is as young as 16 years old who is the victim of this stabbing on this home invasion. You can see the Police Detectives still on the scene. We are told this scene was swarming before just around 2 00 this afternoon, swarming with police swarming with ambulances as well as Police Helicopters over the scene. When we talked to neighbors they were clearly distraught by what had happened. Its terrible. Its really scary. Knowing that i have two young kids and it can happen in a neighborhood like this you always expect it to happen in a different type of neighborhood but it can happen anywhere. You want to talk about statistically how rare a crime like this is in Lafayette Hill and whitemarsh statistically in the last year there have been fewer than 100 crimes in this area only four of those have been violent. Im Mitch Blacher, nbc 10 news. Breaking news right now from delaware county. Police telling us they have just arrested a man suspected of trying to kidnap a girl in darby borough. This attempted abduction happened this afternoon. The 13yearold girl managed to get away and told her parents. Officers swarmed the place where the attempted kidnapping happened and captured a suspect. We will bring you an update as soon as we get more information. Newly released video shows what some claim is a case of Police Brutality at the hands of Philadelphia Police. Today, we are talking to relatives of the man arrested and also asking the Police Department questions. Nbc 10s doug shimell has been working this all day. Hes live at Police Headquarters with the latest. Reporter the family says he has had runins with the law in the past but what happened back in early april did not deserve what was captured on video. Listen. Listen. Heres another black kid being beat by a cop. Reporter tyree carrolls grandmother says he did nothing to warrant being subdued by a growing number of Police Officers on april 3rd. Police say an undercover narcotics unit observed him in what appeared to be a drug transaction at chew and chelten avenue in germantown. Investigators claim tyree tries to stand. He called his grandmom. He lives around here somewhere. I think whats wrong is with the cops. Wasnt doing anything and they beat him like oh, god. Reporter Nancy Carroll had just come from visiting her grandson in prison where he has been held since his arrest. Cops dont say anything. Trying to get over. But he didnt resist. They lied. Reporter Philadelphia Police say they are reviewing the video to see if procedures were followed. I would like to see the cops lose their jobs because if they do it to him, theyre going to do it to a whole lot of other kids. For the very first time in a tv interview, the teacher at the center of a Catholic School controversy on the main line is sharing the story behind what sparked her resignation, her firing actually now that her parents are rallying behind her. Today, i sat down with marjorrie winters. My first question was about her reaction to the news that her marriage was the reason she was being forced out. For me it was the same reaction i had when my mom died. It was a death. Reporter eight years doing a job she loved, she says she was forced out because of her marriage to andrea. She says she told the school about her relationship when they hired her. I was advised to be open with the teachers and the community there but to be quiet with the parents. Reporter you abided by that . I did. Reporter she believes a parent upset about curriculum changes went to the school about her marriage and then to the archdiocese. The principal and i had a conversation over what their options were. So you know she said that so if i refused to resign you know, they would need to fire me. And if they didnt fire me the understanding was that the diocese could pull their catholic identity. Reporter you think the archdiocese played a role or put pressure on the school to have margie fired . It certainly appears that way. Do i know that . No, i dont know that. Reporter the archdiocese has gone on record denying any involvement with the decision. Winters says she doesnt blame the school and that the principal struggled with the decision. We both sobbed throughout the conversation and struggled. Reporter 200 parents showed up at a meeting last night in support of winters and received a standing ovation when she introduced andrea. She loves this job. And its her life. Its her life. I would never have wanted to do anything to jeopardize that. Reporter they say there has been an outpouring of support in the community. Well new information about a deadly crime wave. We told you about it earlier this week. Police now believe a new jersey man has been on a killing spree leaving seven people dead including his cousin. Prosecutors charged todd west from elizabeth with murder. Police say he killed three people and hurt a fourth in elizabeth all within a couple of hours late last month. He is also accused of killing his cousin back in may. On sunday police say west and two others crossed into pennsylvania and killed someone in easton before going to allentown to kill two other people. Police say the allentown murders and easton murder happened about 45 minutes apart. Detectives tell us the same hand gun was used in all seven murders. West was arrested in allentown on monday and police still dont have a motive for all these killings. Police and the fbi are searching for this woman wanted for holding up a Philadelphia Bank this morning. You can see her face is covered up by what looks like muslim attire. Authorities say she threatened workers saying there was a man with a bomb outside. It happened just after 11 00 this morning at the Citizens Bank on bustleton avenue in the northeast. Police say she drove off with a man in an older model burgundy car that may have had a baby in the back seat. Hard to forget this crash from april. It closed a road in Montgomery County for two days and killed one of the Truck Drivers involved. Now the other driver is charged with homicide. He is accused of a long list of crimes. Police say he swerved into the other lane and when he tried to turn back into his own lane his trailer detached slamming into the truck behind him. The impact killed the driver of the other truck. Police say olivo had a pennsylvania license he got because he knew his new york license was about to be suspended. Chemicals spilled all over south park avenue in lower providence avenue, closing it down for two days. Breaking news right now on a massive data breach the government says hackers stole the Social Security numbers of more than 21. 5 million people. Those numbers belong to federal workers, their spouses and children. This breach was originally discovered in june. Its been linked to china but officials Just Announced the fact that 21. 5 million Social Security numbers were compromised. Now to a developing story in South Carolina. The state house passed the bill early today. That measure says the flag must be removed within 24 hours of the governors signature. In Washington House republicans scrapped plans for a vote to permit the display of Confederate Flags at cemeteries run by the National Park service. What exactly is the tradition of the confederate battle flag that were supporting . Is it slavery . Rape . Kidnap . Treason . The Confederate Flag has flown on the state house grounds in South Carolina for 54 years. When it was put up as a protest of the civil rights movement. Once again, that tradition will end tomorrow. Happened around noon. Police closed nearby streets while peco crews worked to fix a burned transformer. We just checked. About 25 customers still without power. Police arrested a homeless man in connection with this fire right here that burned through several stores in upper darby. 54yearold james morris is now charged with criminal trespass and theft. Police say he was squatting on the second floor of the Payless Shoe Store on 69th street giving scrap metal to another man in exchange for alcohol. Police say morris was inside when the fire started monday and believe he and possibly several other people had been living in the building for some time. Authorities tell us they found no evidence arson is involved. There are some signs that possibly there was electric up there and were trying to determine whether it was there or it was tied in at one point and not tied in properly. Thats some of the things were trying to evaluate with the debris thats up there right now. Contractors are working with officials to restore three buildings still closed because of the fire. Wont be long before same sex married couples will have federal marriage benefits. The Justice Department is working to make sure all married couples have benefits. That means programs for veterans, the elderly and disabled will now cover same sex marriages. The Supreme Court ruled in a 54 decision last month that the constitution provides the right to same sex marriage. Tone it down. Thats the message the head of the Republican National committee is giving to donald trump. The request was in reference to the president ial candidates controversial comments about illegal immigration. Those comments have sparked outrage and backlash from the latino community. A source tells nbc news the chairmans request came during an almost hourlong conversation with trump covering a wide range of issues. Authorities have launched an investigation after photos showed a couple having sex on the roof of the federal courthouse in harrisburg. U. S. Attorneys office was made aware of the photos yesterday. A spokesperson says the pictures depict the couple engaged in sex acts on the roof of the Ronald Reagan federal courthouse but she didnt say who is conducting the investigation. Its not clear how the couple got access to the roof. We have new information now about a new jersey teacher fired after her students wrote notes to a convicted cop killer. She is now suing the Orange School board trying to get her job back. They let her go after her third grade class wrote get well letters to mumia abu jamal, who is serving a life sentence for killing Philadelphia Police officer Daniel Faulkner in 1981. Theres a new push to expand prek nationwide being led by a senator from our area. Pennsylvania senator bob casey is sponsoring the measure. It would be part of a rewrite of the no child left behind program being debated by congress. It would cost 30 billion for the fiveyear pilot program. Casey proposing paying for that plan by closing tax loopholes for corporations who claim to be headquartered overseas. We should at least make that tax avoidance strategy more difficult to achieve. Thats what this would do. Some local School Districts we talked to say they worry that after the fiveyear test the program will no longer be funded and they will be stuck paying the bill. Heres the breakdown on how many children could be helped by caseys strong start amendment. In pennsylvania, almost 94,000. In new jersey more than 42,000 and in delaware more than 15,000 children would be impacted. After some showers early today, we have managed to have a lot of dry weather in between but now were going to be getting some more thunderstorms and some of those could be severe with damaging winds, maybe even a tornado or two in the area by the time it moves through tonight. And so the Severe Weather threat tracker is different than it was yesterday. Yesterdays threat was more flooding. Today its down some because everything is going to keep moving. Lightning threat is higher the high wind threat thats the Biggest Issue that were going to see. We are likely to see at least some damage today. Hail and tornado threat higher than even in a normal Severe Weather episode. We have the highest risk of Severe Weather right in our pennsylvania counties although there is some risk in southern delaware and parts of new jersey but the farther west you are, the closer we are to this tornado watch thats issued right now until 9 00 Lancaster County westward. This watch may very well be extended during the next hours, stay tuned for that and well see what part of the area that covers and the potential for some tornadoes in the area. The conditions are more favorable. Thats what the watch means. Doesnt mean there are any actually out there yet. You can see there are storms out there in the middle of pennsylvania, western pennsylvania. There have been some reports of some damage. You can see its all moving to the east and theres no doubt theres going to be storms in the area but lets check out the timing here. By 6 00 everything is still pretty much to the west. So things are slowing down a little bit and so by the time everything gets toward the shore, we may lose a lot of the heating of the day. Thats why the threat is bigger in pennsylvania than at the jersey shore. Look at some of these big, big storms developing. The latest computer models showing some of these, earlier models showed lines of storms and bows of storms but these individual storms have the potential of some very strong winds. Look at this. This is 8 00 tonight and this is just northwest of philadelphia, parts of montgomery and chester counties with some of the extreme rain. That goes into the rest of montgomery and bucks counties and then into new jersey by 9 00 or 10 00. We will get even closer with this in another half hour to show you whats going to happen hour by hour. But you can see as we go into tomorrow, there really is not going to be any kind of threat. Weve got some great weather coming once we get rid of this tonight. Look at this. For the shore, 78 degrees saturday and sunday sunshine humidity is decent the wind is not bad. The ocean is not bad. Now look at the poconos. 80 and sunshine saturday 82 sunday, low humidity. Weve got some spectacular weather for the weekend. For tonight, weve got the thunderstorms moving through, ending from west to east 70 for the low in philadelphia, 66 north and west. During the day tomorrow mostly sunny and less humid. Yeah its going to be warm upper 80s, but its not going to be sticky like it was. That northwest wind is going to keep things fairly comfortable. The sevenday forecast theres the lower humidity tomorrow. A really nice weekend, kind of hot, but the humiditys not bad and theres no rain or thunderstorms. That starts coming back on monday and once that comes back yeah were in for a potentially stormy week next week with a lot of humidity, just about every day. We want good weather for this. Officials say the creation of the board would be enough to keep a strike on the back burner for the immediate future. The engineers have been working without a contract for more than four years. We called nj transit for a response but havent heard back. From the nbc 10 delaware bureau, changes could be coming to the way people in wilmington put out their trash. City council will take up a proposed change tonight. Under the plan residents would be given a 65 gallon trash bin that would be emptied once a week. Anyone who has too much trash to fit into the bin would be required to use cityissued trash bags at the cost of 1 apiece. The goal is to encourage people to recycle more and throw out less. The city wants to increase recycling from 20 to 25 . That trash could be blowing around this evening. We could be looking ahead to another night of downed trees and power outages, too. First alert chief meteorologist glenn hurricane schwartz is tracking storms. Might be a good idea to bring in the trash cans. Central pennsylvania is under a tornado watch. That weather is less than a couple hours away. Im tracking the rain and timing of these storms next. Plus nuclear neighborhoods. The nbc 10 investigators are looking into emergency plans for communities surrounding the eight Nuclear Power plants in our area. What they found and how to know if you live in the danger zone. Tornadoes and damaging winds are a potential threat as nbc 10 first alert radar tracks storms moving in later this evening. We have Team Coverage in the First Alert Weather Center watching this storm track as well as the timing. Nbc 10 first alert chief meteorologist glenn hurricane schwartz begins with where the storms are right now. Glenn . Theyre in central and western pennsylvania right now. They continue to move in our direction. Thats why we have a first alert weather day. Most of the day has been nice and quiet but now things are about to change. Severe thunderstorms are likely in at least part of the area by the time this system moves through tonight along with some damaging winds and maybe even a tornado or two. The conditions in the atmosphere are more favorable for that than you would normally see at this time of year. The highest risk of that Severe Weather is in the orange area generally in our pennsylvania counties although there is a chance of this weather in delaware too. I would add much of delaware into that risk as well. We see the storms moving in through central pennsylvania fair amount of lightning developing, but we dont have anything that is truly severe in pennsylvania yet. There were a couple reports of some damage in southwest pennsylvania, couple of hours ago, but really nothing since then. This area continues to move to the east and its moving into areas more favorable for the Severe Weather. Thats why theres a tornado watch thats issued that goes all the way up to Lancaster County and a new watch may be issued within the next hour to extend that into parts of our area. So the threats of different types of Severe Weather are different each day. Yesterday it was higher for floods. Today, the lightning is up the high wind is the highest risk the damaging winds over the next several hours. Meteorologist Sheena Parveen has more on the timing of the storms. Thats right, glenn. We are also talking about the heat and humidity ahead of the storms. We look at that too, because that in many cases fuels the thunderstorms, it keeps them intense longer and thats what we expect as we go through the evening. Temperatures in the mid to low 80s. 88 in dover, 86 in reading and areas north and west that are already in the 80s, we expect the storms to move in there first. The reason why is because we have this cold front so the air ahead of it is pretty unstable. Thats why were really seeing that threat for Severe Weather. Take a look at the 90s to our south. We are really in the warm and humid sector of this. That will keep fueling these through the evening. Thats why the Severe Threat stays in the forecast. Take a look at future weather. The timing puts the storms in right around 6 00 p. M. Temperatures by that time should get a little bit warmer than now so some more spots could be in the upper 80s by then. There you see storms in parts of berks county Lancaster County into the poconos, approaching parts of delaware. By 7 00 p. M. Even closer to 8 00 the storms really make progress into the philadelphia area, parts of bucks, Montgomery County, moving into parts of south jersey. By 9 00 as you quickly start to cover much of south jersey and head to the shore by that time. Temperatures will already be dropping down no theinto the 70s with the rainfall. Damaging winds, the threat of Severe Weather will stay around as we go through tonight before all the storms leave the area. Coming up glenn has a closer look at the timing and what you can expect locally and how the weather will change quite a bit. There are eight different Nuclear Power plants in and around the Delaware Valley but the nbc 10 investigators discovered if something goes wrong, evacuation plans are limited. Investigative reporter Mitch Blacher found the emergency plans varied throughout the region. Reporter 120 million americans nationwide live within 50 miles of a Nuclear Power plant. But Emergency Managers throughout our threestate area are only required to be prepared to evacuate a small percentage of those people. The nbc 10 investigators found the federal government only requires counties to plan for an evacuation within ten miles of a Nuclear Power plant. The Nuclear RegulatoryCommission Says more isnt necessary. We met Dennis Farley as he spent an afternoon with his granddaughter taking pictures at valley forge. Its 11 miles from the Limerick Nuclear generating station. Right now as were standing here there is no plan to evacuate this area if theres a problem at limerick. Well there probably should be. Reporter farley knows all about a nuclear emergency. He was in the heart of the three mile island accident as state h. R. Director in harrisburg and he was taking pictures then, too. Picture after picture shows president carter on scene of the abandoned capitol. It was kind of unlike anything else i have experienced so i dont want to ever go through that again. Reporter the Delaware Valley is surrounded by Nuclear Power. Take two plants for example. In new jersey and delaware the salem generating station has 70,000 neighbors within ten miles and 5. 6 million within 50 miles. In pennsylvania 293,000 people live within ten miles of the limerick generating station. 8. 1 million live within 50 miles. In the aftermath of japans Fukushima Nuclear disaster the u. S. Nuclear Regulatory Commission ordered americans to evacuate at least 50 miles from the site. Scientists, nonprofit groups and at least two members of congress say that should be the american standard. U. S. Wind pattern maps from the day of the fukushima disaster show if a similar accident happened in the United States on that day, fallout from nearly every plant would have escaped the ten mile planned evacuation zone. This isnt a wacky idea. Reporter this is the executive director of the disaster accountability project. He met us in middletown delaware, 11 miles from the salem plant and one mile outside any plan to evacuate. Were not saying a problem is likely. Were not trying to scare the public. What we are trying to do is say look, the whole purpose of Emergency Planning is to prepare for unexpected events. Reporter if the nrc says to evacuate 50 miles from a japanese meltdown, why not do the same thing in the United States . Again, im not ruling out the possibility that evacuation might be recommended in an area after an accident. Its a question of the level of urgency. Reporter dan dormand oversees 17 Nuclear Power plants in the northeastern United States. Theres a possibility you may evacuate people beyond ten miles. Why not have a plan for that . Because the resources that have to be applied to do that is not warranted by the level of risk and the time you need to do it. Reporter he says there would be plenty of time to broaden an evacuation plan beyond ten miles. County government general evacuation plans would work in that situation. Its not something that sits well with Dennis Farley. The federal government says its fine . Reporter you trust them . No. Reporter there is nothing preventing county and state governments from planning beyond ten miles and we wanted to know what is the harm in having a plan. We are also hearing calls from members of congress to expand the Emergency Planning zone. Thats coming up tonight at 5 00. Researchers say the risk is small and is not associated with all antidepressants. The study found a slightly elevated risk for Heart Defects associated with prozac but no links to the drugs zoloft lexapro. The study did not prove the medications cause birth defects. Restaurants are getting an extra year to add calorie counts to the menus. The fda is saying they have until december 2016 to put calorie information where you can easily see it. The new rules are controversial. Even movie theaters will have to post calorie counts. The fda is making the move hoping people will make wiser choices about how many calories they are consuming. Philadelphia mayor Michael Nutter is back home after what he calls a tremendously successful trip to mexico. The mayor spent three days in the city of puebla meeting with political leaders. The threat is lower today for flooding than it was yesterday. We had some flood advisories yesterday. The lightning threat is going to be higher and the wind threat is the highest of all. The hail threat a little higher than normal as is the tornado threat. We have a lot of clouds around out there and that has kept the temperature down a little bit and that may also suppress some of the storms a little bit. The warmer it is the more fuel goes into the storms. 83 degrees right now. The wind is out of the south so its still trying to warm up here, and we have a couple hours left for that to happen. The highest risk of severe storms is just where the storms are starting to move in in pennsylvania, so interesting to see whats going to happen the next hour or so. The pennsylvania counties having the highest risk and the tornado watch up until Lancaster County until 9 00. This may be extended but it all depends on what happens in the next hour just to our west as these storms start coming in. You can see this line here coming in toward harrisburg. If it strengthens, likely to extend that watch. If it weakens, it may not because the conditions are supposedly more favorable here in eastern maryland and parts of Southeast Pennsylvania than they are now where the storms are. So they should be intensifying. Well see if that happens. We told you we will go in close. Here we go. 6 00 tonight, you can see these pockets of some big thunderstorms coming into berks county, Lehigh Valley and the poconos. That is really heavy, this purple here near pottstown could signify hail and strong winds coming in. Allentown getting hit hard. Theres 7 00 and we are talking about upper bucks and montgomery counties northern Chester County. By 8 00 we are in central bucks and central montgomery counties. Thats a big intense thunderstorm there. Then theres more coming in northern delaware and into south jersey, 8 00 to 9 00. As it goes toward the shore and clears up in pennsylvania. So thats a lot of bright colors there indicating several strong to severe thunderstorms expected. So well see what happens there. Once they go through, the weather is really going to improve around here. Setting us up for a really nice weekend. Theres the shore. 78 degrees saturday and sunday light wind too. No rain. No rain in the poconos. Low humidity there, too. We are going to get the reward there once we get through tonight. Evening thunderstorms, some of them possibly severe. 70 for the low in philadelphia 66 north and west. During the day tomorrow lot more sunshine and a lot lower humidity. Its been very sticky lately. I feel like me growing up in these streets, every time i step on to that field, i feel that passion in my heart, i feel my city i hear the fly eagles fly song in my head. I mean its part of me. We told you the storms were going to be coming in late today and into this evening and thats why we have that severe storm threat for the next several hours. Damaging winds likely in some parts of the area maybe even a tornado or two in some places. Just in the last couple of minutes, we have had significant changes. The severe storm threat still greatest in the pennsylvania counties but in the areas in yellow still have some chance as well. Now, its been dry for much of the day today after the morning showers that we had but now were seeing those thunderstorms coming closer and closer into the harrisburg area now. This is a tornado watch in the yellow but now just in the last couple minutes, the severe thunderstorm watch for much of our area until 11 00 tonight.
