Waterville board considers plan to convert vacant building into housing for homeless

The city's Planning Board on Tuesday voted 7-0 to recommend the City Council rezone 8 Highwood St., a former office building, to allow for apartments for families and seniors, as well as "crisis housing" for homeless people awaiting more permanent housing.
