His comments followed a report tabled by council regulatory and compliance manager Paul Cooper which estimated the disruption to services would last up to two months.
He said there was no problem with the roof of the building as the building “back flooded in through the back doors”.
“We have to go and get carpeting and furniture, I have no idea of cost at this point,” Rowley said.
“They have all the skirting boards off as they have minimised the damage.
“We have to work with the insurance company.”
