Reporter the past two summers heron was padding his own business and bought a mercedes as the teens were instructed to lie to aramark with a script stating they were just unpaid volunteers. And the alleged scam went on during the summers of 2013 and 2014. Not just here in new york but also in houston, nashville, and chicago. The problems here were first red flagged by the superintendent at freeport high school. Thats what triggered the investigation. The two men are expected to make bail as the investigation continues. It happened this morning in irrelevant ring ton, new jersey. All of it on surveillance video. Nearly a dozen kids on board. They had broken bones, banged up but nothing serious. The driver said the brakes didnt work. The driver of the bus came out and she ways scared and she was just, like, saying that her brakes are off, her brakes are off. I said it will be okay. We received this information from the new jersey Motor Vehicle commission, it shows horizon link, the bus Company Involved failed initial Service Inspections at an astounding 96 no shortage of dramatic pictures of the crash on the new jersey turnpike last night. Two trucks collided, one filled with medical gas and it so fueled that fire. The one driver of a truck with his leg on fire running from the big rig in serious condition. The Good Samaritans that helped save his life are telling us what happened. Here is kala rama. Anthony wilson was recording what he thought was a tragic accident but soon realized he would be a First Responder with his wife and brotherinlaw. The driver of the tractor trailer emerged from the cab with his legs on fire. The truck driver was obviously in shock and standing there, didnt know what was happening. Trying to get his jeans down, had a belt on. Then we managed to get his jeans down. Thats when i put my feet and hands on him and got him out. Reporter as the explosions got out, they realized they needed to move. The driver dazed and confused started picking up loose change that fell out of his jeans in the middle of the turnpike. After checking out the burns on his leg he headed to the ambulance 100 yards away. He was still in shock. Horrific. A close call. Like jackie said, thats what you do. You dont think twice when something happens, you just jump in and help. Reporter still today their concern is how is the driver doing. We can tell you that he is in serious condition at st. Barnabas medical center. In livingston, new jersey, kala rama, channel 7 Eyewitness News. The Death Penalty in connecticut ruled unconstitutional by that states supreme court. It includes 11 men on death row including Joshua Komisarjevsky and city vin hayes. They were seven sten vin hayes. They were seven tenned to death. Sentenced to death. The new York City Council vowed today to require inspections and testing on all cooling towers which are breeding grounds for legionnaires. Pennals for violating penalties for violating the new laws means fines and possible prison time for those that dont maintain the cooling towers. Mayor de blasio thanking the workers on the front lines. He was at lincoln hospital. They were in the core of this outbreak. This was the go to medical facility. And the folks who work here served with tremendous distinction. The recent outbreak linked to contaminated towers resulted in 119 cases and 12 deaths. The last known case was from august 3rd. Two officers already using their new phones to catch a suspect when the assault calls came in to 911, the cops got the messages in realtime and found the guy. Reporter bill, the officers at the 43rd precinct are some of the first to receive the new smartphones and technology. In fact, its paying off. Today alone it lead to two arrests. You are about to meet the two officers that made the first arrest with the new technology. The call came in as an officer in pursuit and in a matter of seconds, other officers from the 43rd precinct began responding. From the nypds new smartphone technology, officers learned of a warrant for the suspects arrest. Very strong tool. Huge asset to the department. Reporter one of the first to be trained, Police OfficerEdward Espinal embraces the Crime Fighting tool that will provide all 35,000 officers on the force with the domain awareness system. We have access to the department of Motor Vehicles, 911 calls. Reporter august 5th, minutes after getting the smartphones and training, officer espinal and officer foley started watching the 911 calls. I observed a fight on westchester and morrison, a couple of blocks away. A phone number attached to the 911 call. Reporter the officer called it and spoke to an ems worker who described the suspect. He radioed other officers. Responding officers went that direction, recovered the weapon used in the crime and able to locate the person. Reporter the officers believe it took five minutes from seeing the first 911 call on the phone to the arrest the suspect giving the officers immediate access to victims and not having to wait for radio contact speeds the work significantly. With the number right in front much you, make the phone call r dial the number. You have the witness or victim in the palm of your hand. It can help an officer with translation if there is a language barrier, too, working in realtime safes the officers critical time. The officer sees this as a huge push forward. I think this is definitely going to increase the departments success in years to come. Reporter others tracked a robbery suspect and made an arrest today. They passed out at this point roughly 3,000 phones to the officers and they hope to have all 35 officers equipped with the smartphones by spring of next year.
