Before Covid-19 cleared our streets, prohibited public gatherings, stalled protests and forced each person to withdraw into her room, there were two remarkable movements against the government. From December 2019 to March 2020, up until the pandemic lockdowns began, protests against the Citizenship (Amendment) Act (CAA) sprang up across the country in one of the early defiances of the second stint of the present government. The result has been that in four long years, GoI has not notified the rules of the legislation.
