Gov. Phil Scott unveiled a plan Tuesday morning intended to return Vermont to "normalcy" — with masking and social distancing still encouraged — by the Fourth of July, although there was some concerning news about a surge in cases among young people.
The "Vermont Forward Road Map to Reopening" involves three steps over the next three months, beginning on April 9.
Step 1 will allow unvaccinated Vermonters to cross state lines without requiring quarantining, as long as they receive a negative COVID-19 test within three days of returning to the state. Visitors can come to Vermont without quarantining as long as they receive a negative test within three days of arriving.
