At that time under Phase 1B only people 70 and older, Native Americans and other people of color at a higher risk, people 16 and older with eligible health conditions, and people eligible under Phase 1A, primarily health care workers, were eligible. That eligibility has steadily expanded, and this week, the federal government granted emergency use authorization to administer the Pfizer-BioNTech vaccine to anyone 12 and older.
