USPS refuses to replace the rusted Cluster Mailbox Units in Columbia, Maryland

Could it be that the Post Office has changed its policy since the GAO report, fifty-three years ago?  That it no longer purchases, maintains and replaces CBUs at its expense?  Not even in Columbia?
