Horace man arrested for terrorizing, other charges following shelter-in-place order in Fargo

FARGO — The shelter-in-place warning has been lifted, the perimeter removed and 29-year-old Horace resident Joshua O. Hoelanderson has been arrested following a standoff with the Fargo Police Department early Saturday morning, Jan. 23.
According to Fargo Police Chief David Zibolski, a patrol officer driving along the 2800 block of 13th Ave. S. noticed a vehicle tailing him around 4 a.m. Thinking the motorist was attempting to request assistance, Zibolski said, the officer pulled into a parking lot located along the 1300 block of Page Drive. The officer said Hoelanderson subsequently got out of the vehicle and approached his squad car. During what Zibolski termed a "brief confrontation," Hoelanderson allegedly told the officer that he had a gun before running back to his vehicle and driving away.
