The second man has not been identified by the Sheriff's Office, but the RCSO said that the man was charged this week with 14 counts of first-degree recklessly endangering safety and one count of arson to a building. The only person charged this week that fits that description is Malcolm I. James, 27. He allegedly set his apartment building on fire Saturday during a mental health crisis.
