Welcome to cbs this morning. A major highway in one of americas biggest cities is shut down after a deadly collapse. Crews were preparing to demolish an old bridge in ohio when part of it fell. A construction worker was killed and a semi truck driver was hurt when he ran into the debris. It happened on interstate 75 in northern cincinnati Adam Clements is on the scene. Good morning. Reporter good morning. Nearly 50 firefighters and emergency crews swarm a southbound portion of i75 in cincinnati expecting the worst. Something went wrong and a tragedy has occurred as a result. Several hundred tons of concrete and asphalt came crashing down after a collapse. We heard a loud noise, ran outside and saw that the bridge had collapsed on top of the semi truck. By the time the ambulances and things were out there. Reporter one construction worker was killed and the driver of this tractortrailer whose truck was hit by a fallen piece of the bridge was rushed to the hospital. The semi driver was very lucky, a matter of seconds and his fate would have probably been different. Reporter the portion of the bridge that failed was undergoing demolition and was closed to traffic at the time of the collapse. Traffic was backed up for hours and officials are warning drivers to expect delays this morning. This is not should or could. We anticipate at least a 48 hour closure of i75 south. Reporter Americas Network of bridges is under increasing scrutiny. One in nine bridges across the country has been rated deficient. Of the 27,000 in ohio more than one in five is in need of serious repair. The killed construction workers body was pulled from the rubble. Thank you. This morning isis is demanding a 200 million ransom for two japanese hostages. The islamic militants say they will kill these men if japan doesnt comply within 72 hours. Japans Prime Minister calls saving them a top priority. Holly williams is monitoring the situation from istanbul turkey. Reporter this is the first time isis released a video publicly demanding ransom money. You have 72 hours to pressure your government to making a wise decision by paying to save the lives of your citizens. Rep of the japanese men on the left. He is an experienced journalist who was reporting on the conflict in syria when he disappeared last year. The other man claims before his capture to be a private security contractor. The militant in the video speaks with a british accent and seems to be the man dubbed jihadi john. The japanese Prime Minister says his government will make utmost effort to secure the release of the two men but declined to say whether japan will pay the ransom. President obama goes to capitol hill tonight to update congress on the state of the union. His speech comes during the best Economic Conditions of his presidency but the worst political conditions. Doing everything he can for the middle class to make sure they have the oppor to succeed in this country that he had growing up in a middle class family. That is his mind frame is to make sure that we are doing everything we can to make sure that middle class families can succeed in this country. That is basic bottom line of the american dream. You say going on the offensive. The president has threatened at least five vetoes. You know the president threatened to make sure that bills that dont have the middle class succeed and crank odds up against them are not into law. I think they would be wise to change the rules to ensure there is a neutral custodian. Reporter the referee appeared to swap out one ball that didnt pass muster. Several more were also reportedly taken out of play. Brady tried to laugh the whole thing off. You get the sense that you are able to grip the ball better than the colts last night . The browns are under investigation for improperly using cell phones during games. In 2012 the coaches and players on the new Orleans Saints were suspended. In 2007 patriots reportedly caught spying on the sidelines. The clear cut case that they were cheating reporter that 2007 infraction cost belichick and the patriots hundreds and thousands of dollars of fines. The pope is getting attention this morning for saying catholics do not have to breed like rabbits. He said followers should follow responsible parenting. Allen pizzey has the popes itinerary. Reporter the official reason to visit is to attend a massive rally for catholic families in philadelphia. No one should expect it to be that simple. In the first place francis record for rallies makes it a major challenge for organizers. Speaking to reporters on his flight home from asia francis laid out some of his u. S. Itinerary. In a preview of the kind of message he will be bringing francis said he would have liked to enter u. S. By way of mexico border saying it would have been a beautiful thing as a sign of brotherhood and help to the immigrants. The irs is open for business and today americans can begin filing electronic and paper returns. With changes from the Affordable Care act tax filers should be ready for delays. Jill schlesinger is with us. What are the important changes . The biggest is the Affordable Care act. You have to account for whether or not you had insurance. There is basically four broad categories. One is you were covered by an employer plan or government plan. You qualify for one of the governments exemptions so you didnt have to sign up and get care. The third, you qualify for a premium tax credit meaning you went through the market place. You can get the credit no problem but you have to wait for a tax form to come before you start to file. And then the individual shared responsibility payment is a penalty that you pay for not having coverage. Those are your four broad categories for Affordable Care act. We have been talking about the budget cuts here at cbs at the irs. What else can taxpayers expect to be effected. There is going to be many fewer people available to help you out. That is the call and the waiting. It means there are fewer people that the irs help you around fraud. Fraud is a huge deal right now. The irs gives five big tips around fraud. First of all, they say we dont actually send email but if you get called by someone who says i am from the irs and they demand payment that is a red flag. The irs will not call you ask for a payment. If they say we have to pay your taxes right this second the irs does not demand payment from a phone call. The third thing that they do differently is many of the scams are saying you have to use a debit card to pay us what you owe. You dont have to do that. Coming up in this half hour a prosecutor in argentina found dead hours before he planned to accuse government officials of a cover up in a terror investigation. Authorities say it was suicide. His family and friends say that is not what happened. Havoc on floridas road why police cant do much to stop motorcycle riders who say they are spreading a message of peace. Usa today tells us about police radar that can detect people behind walls to sense movements including breathing as much as 50 feet away. As many as 50 agencies started using the devices. The technology is raising privacy concerns because a search warrant is not needed. The New York Times says this years millennials are set to outnumber baby boomers. The motorcycles and atvs were riding down this road in miami. It is illegal to drive them on the streets here. Police say they didnt want to stop them. They were in fear of endangering more lives. The bikers came from across the east coast. Organizers say they had been planning to ride for months and use social media sites as a virtual Bulletin Board to gather a crowd. They road down highways and freeways at speeds of up to 70 Miles Per Hour disrupting rush hour traffic. There were easily hundreds of riders in this swarm, some banning together after the citys parade. The message of mondays rides, bikes up, guns down. Even though the riders were pushing a message of peace. We are going to run every light there is to run. Reporter police say they broke the law. Less chance of being stopped, less chance of being caught and punished if you are with a large group. That overwhelms the capacity of Law Enforcement to intervene. Reporter the group has become at times menacing resulting in confrontations with Police Officers and other drivers. In september 2013 in new york city a swarm of bikers chased and attacked a driver of this suv, smashing in his window after the man struck two bikers one of whom was left paralyzed. This video from october 2014 shows a man on a motorcycle taunting a california Highway Patrol officer who eventually drives away. The motive is attention and bonding with the group. Officials who followed the investigation into the 1994 terror attack, a bombing he blamed on iran. On sunday he was found dead just before delivering damming testimony linking argentinas president to a cover up. Police removed the body of Argentine Special prosecutor from his home on monday. The mother of the 51yearold lawyer discovered him on the floor of his bathroom. Argentine Authorities Say a. 22 caliber handgun and shell casing was found nearby. In a recent interview he acknowledged that pursuing the case was risky. Unfortunately, his concerns obviously came to fruition. You believe he was killed . I suspect he was killed. I dont know. A preliminary autopsy has shown no signs of murder but the death has not been ruled a suicide, either. The details are under investigation.
