we are not finished yet. we have got more work to do. we are going to build an american we believe in. >> later at an event when tv cameras were not in the room telling reporters the republican's vision of government is an approach that will, quote, fundamentally cripple american. even though he didn't mention him by name, he refers to rick perry. perry says it was outspoken that president obama would use the burning of 1,500 homes for a political attack. businessmen herman cain was the surprise winner with 37% of the vote. he yels beat perry, romney and michele bachmann. >> there may be slicker candidates and there may be smoother debaters but i know what i believe in and i'm going to stand on that belief every day. >> reporter: perry spokesman said, quote, we still have work to do. to the budget battle now in congress. it's threatening another government shutdown. congress has until fray to come up with a pressure to keep the federal government operating. the senate is scheduled to vote today on its plan. susan mcginnis is in washington with more on this. susan good morning to you. >> terrell, good morning. >> reporter: it's true, americans could, again, face the possibility of a government shutdown. what congress is haggling over now is a tiny fraction of the budget that is intended for victims of national disasters. for the third time this year, a federal shutdown is looming. today, the senate is expected to vote on a temporary funding measure after rejecting a house bill friday that would have kept the government running through mid november. >> this is a basic function of congress which is a key to keeping the government running. what we ought not do is play politics with those. >> reporter: to help victims of floods, tornadoes and other natural disasters. republicans want spending cuts to offset the extra money but democrats insist that would cost thousands of jobs. if congress doesn't reach a deal soon, government funds could run dry this weekend. fema could go broke as early as tomorrow, leaving many disaster victims begging for action. >> you hurt lots of people like banks and wall street. we need help now. >> reporter: congressional leaders talked over the weekend, but reported little progress. with approval rating already at an all-time low, both parties are blaming each other. >> i believe it's mostly centered in house with these tea party republicans who say on every issue, we are going to make this a make or break. >> everybody knows we are going to pay for every single penny of disaster rate that the president declares and that fema certified and the house sent over a bill that does that. the senate should have approved it. >> reporter: many economists warn continued gridlock on capitol hill will only stall the nation's recovery. the house is right now on a week-long recess but members are expected to be called back to reach a deal. >> susan mcginnis in washington for us, thank you so much. in afghanistan this morning, an american was killed in an attack at a hotel near the u.s. embassy. the hotel in kabul reportedly housed cia offices. the gunman was an afghan employee, a plumber. he was skilled as a second american said to have been slightly wounded in the shooting. in london six terror suspects due in court today. the men arrested last week what is called a major counterterrific operation. two of them were allegedly willing to become suicide bombers. saevent man is being questioned. in new york, in an interview on "60 minutes" ray kelly told scott pelley about the situation. >> something on our radar screen. i mean, extreme situation, you would have some means to take down a plane. >> reporter: do you mean to say the nypd has the means to take down an aircraft?
