d.c. mayor vincent gray responds to a story we first brought you on 9news now. >> reporter: this is bruce leshan in d.c. where there is is new anger tonight about the flash flood robbery in the northeast. some suggested the robbery might somehow be justified. >> americas are starving, out of work, losing their homes. so if teenagers need to flash to get food. >> they didn't go in there and get no money. must have just been getting something to eat. >> reporter: but the mayor says what the girls did was immoral. some news coverage he said in a statement of this incident has reported residents questioning whether the robbery could have been morally justified. he said actually morality and the law is quite clear. it is wrong to steal from others. and if people do not obey the law they will be appended, arrested and prosecuted. there is no excuse for this sort of incident. i'm britany morehouse in northwest. following up on one man's fight to right a wrong with the city after he was issued $300 worth of parking tickets after his car was stolen. >> i get the same reaction every time. >> reporter: even though his story has been told many times over, brandon bray still gets a kick out of still telling it. >> how is it possible to get your car stolen and have $300 in tickets over a mont and a half. >> reporter: those parking fines will be admitted once he finishes disputing them through a formal process. still, questions swirl about that citation officer. >> if they are getting paid per ticket, that's -- i think that's a flawed philosophy on a number of levels. >> while the department of public works denies that parking enforcement is rewarred for issuing more tickets, today they tell us the number of tickets issued last year is 1 million, 523,000 plus which amounts to more than 4000 tickets issued each day of the year. this year already enforcement has slapped drivers with 1,400,000 plus tickets equaling a rate of 6000 per day. >> i'm scott broom in crystal city where a huge 9/11 memorial motorcycle ride has ended after traffic tieups between shanksville and here. for up to 20 miles. >> i used to work outside the pentagon. this is really hard. >> reporter: the patriotic spectacle it is, it came with traffic tieups. for many riders for some it is deeply personal. >> time for the country to see what they did to us we are all band together. >> reporter: no apologies here for delaying commuters. >> you're stuck in traffic. maybe 20 minutes. this year a little longer. take that time to reflect on what you have to be thankful for and what those people sacrificed so that you can continue to live your life. >> reporter: scott broom, 9news now. >> the 9/11 memorial ride will cause more traffic tie-ups this weekend. monika samtani will tell us about it. >> if you plan to head out early tomorrow morning take route 50 out of rossland across the key bridge. make your way to k street to new york avenue then head to route 50 in maryland. take 95 to baltimore. now, if you're heading north beyond baltimore toward new york i suggest taking 295 instead of the new jersey turnpike because that is what they will be taking in. as we said earlier it is a 15 to 20-mile stretch of motorcycles. there is another traffic headache this weekend you'll want to know about. the chain bridge will close tonight at 8 p.m. and will reopen at 5 a.m. on monday for repairs under the bridge. out of virginia stick to the g.w. parkway and in maryland the parkway and canal road will be your options. this work is scheduled for three separate weekends. back to you. >> thank you. a funeral procession allegedlyy hassled by the police. timmy hall's funeral procession mourners pulled over in fairfax county. andrea mccarren has this report you'll only see on 9. >> reporter: what began as a funeral procession along the fairfax county parkway to honor 53-year-old timmy hall spiraled into a confrontation between fairfax county police and the bikers who are mourning his death. >> they showed him no respect. i don't think any family during this time should have to go through what we went through yesterday. >> reporter: with lights and sirens the family says police pulled over the hearse an rest of the procession threatening to arrest some mourners. >> they worked very hard to give timmy a send-off. that is an unsult. >> reporter: tim's brother admits he was exas bratted and upset with police. >> thanked one officer for pissing on my brother's funeral and i said that to another officer. he said do you have a problem? >> reporter: rusty turned to walk away. >> jumped in behind and someone said stop don't do it and i looked back over my shoulder and the officer had pulled out a taser. had it pulled out and was pointing it. >> reporter: fairfax county police dispute that. >> if there were 250 cars at that funeral there would have been no problem whatsoever. there were 250 motorcycles. most blatant abuse of profiling and power play i ever saw in my life. >> my father deserves better than that. he was a great man to a lot of people to have this happen to him on this day of all days. it was just unexcusable. >> reporter: fairfax county police now say they are investigating this incident. timmy hall's family and friends want a public apology. >> reporter: a spokesperson calls the incident a misunderstanding that began when the funeral procession left earlier than anticipated. she says it was pulled over because police escorts did not have time to get into position. a mystery at arlington national cemetery solved thanks to one small picture. take a look at it. it was found in an unidentified urn. army special agents have been trying to figure out whose remains they were. after the photo was published in the washington post the girl's family came forward. they say this young girl is from ashburn. now she is 19 and second year at the air force academy. the remains belong to her grandmother. worries about the stability of the global economy made for another up-and-down day on wall street. the closing bell this friday the dow down more than 172 points after a very rough week. the nasdaq finished the week down almost 39 and the s&p 500 was down by 17 points. the rollercoaster trading days on wall street may be far from over. the des crisis is only intensifying in asia and europe. their financial problems creating a domino effect worldwide. this as u.s. economic growth is already faulter. >> i think it is a very serious, serious time and i think people have pause to be seriously concerned. >> jpmorgan is the latest wall street firm to say there is increased risk america will slip back into recession. so are you nervous about another recession with all the ups and downs all around the world or do you think this will pass and things will, in fact, stabilize? [ male announcer ] send your taste buds a sweet shiver with mcdonald's mccafé frappe. a creamy blend of ice, coffee and mocha. or caramel. mmm. sweet. ♪ ba da ba ba ba casey anthony's parents are getting rid of some of their daughter's belongings. her father george took her white pontiac sunfire to a junk yard where it will be turned into scrap metal. prosecutors used the vehicle as evidence during the trial. that's where they claim human remains were found in the truck. casey anthony was acquitted of murdering her 2-year-old daughter last month. dr. fill sits down with casey anthony's parents for their first televised interview. it will be on channel 9 starting at 4 p.m. that is september 12th. after nearly 20 years behind bars and then known as "the west memphis three" are free men. they were convicted of killing three eight-year-old cub scouts and dumping their body in an arkansas ditch. during their 1993 trial the murders were portrayed as part of satanic rituals but d.n.a. evidence emerged that called their convictions not proofable. britians' royal family trying to draw attention to the communities ravaged by the violence. the duke and duchess wanted to see the aftermath upclose. they >> this is a cry for help. >> britain's prime minister david cameron is vowing an all- out war on gangs and gang culture. so far more than 1000 people face charges for their participation in the violent riot. topper will be back to tell us whether this wet weather sticks around through the weekend. let's hope not. the latest technology keeping college students safe and it may save you right here at a local university. stay with us. students at the university of maryland are getting a new tool that could be their high- tech eyes right at a crime scene. a college park professor developed a first safety app for smartphones. if a student is walking on campus, encounters an emergency or a crime, all he or she has to do is start the app on their cellular device. it immediately tells dispatchers where that student is and then feeds videos and images to the police department. it will be available on september 1st to students and staff. right now it only works in college park. tonight's health alert. the dangers of flip-flop. the shoe has never been a favorite of foot doctors but people still insist on wearing them when the weather gets hot. the flat shoes are bad for your feet's arches and don't give support. they can cause blisters as well. >> if you just get what people call slides, rubbery-type flip flops it is even more dangerous than trying to do something barefoot. >> the doctor says you don't have to completely give up your flip flops. they are great at protecting your feet from bacteria in a public shower not so great you are going on a hike. a 6000-pound elephant who lives at the national zoo is giving scientists a glimpse of just how smart elephants can be. researchers suspended snacks on the tree just out of the reach of an elephant. he pushes a box and tire over to help him. scientists say this is the first time an elephant has shown cognitive problem solving. >> only humans, chimps, dolphins and elephants have been chosen to have these aha moments. he has the capacity to be almost as smart as we are. >> maybe that's a stretch. >> you don't know. >> no, you don't know. scientists conducted this same experiment on two other elephants. no success. they think because this is a really young guy that helps him with the problem solving. it is pretty amazing. >> and food. is he a young. good motivating factor. >> motivation, indeed. >> what's going on? >> new warnings. severe thunderstorm warnings for fairfax county until 8 p.m. for the district including arlington as well. access this all on our website wusa9.com. as well as our interactive radar. we will zoom in. first we are going to go off to the east and this storm has really been just kind of back building. it started kind of over here just south of woodmore. now extended back into forestville. inside the beltway now and actually reaching into the district. this is a massive storm in terms of rainfall. rainfall rates 1 to 2 inches per hour. i did see hail in it earlier just to the south of 214. right now i just see heavy rain in it. that's a monster storm. causing flooding. a storm around the bowie area. one area in prince george's county and that's why you are under a severe thunderstorm warning until 7:30. hunch is it will be extended. now go down to the south stween woodbridge and quantico. storm straddling 95. don't see hail in this storm. i did just to the west 20 minutes ago. either way hefty rainfall rates and possibility of flash flooding. we will widen out and a little bit. where will they go in the next hour?
