they heard no fighting or screaming before the accident, they only heard a thump and then saw that black car peeling out of the parking lot. >> we saw the car moving. >>reporter: this woman peered out of her window and through the darkness of night saw a body on the ground. her husband called 911 and went out to investigate. >> the cops told him to wait and just see if the body is moving. my husband went and took a closer look. the head was moving a little bit. >>reporter: neighbors say the street lamp has been out for nearly a month, so it's unclear if that played a role in the deadly hit and run. >> when you hit someone, it's another thing to come out and call the cops. >>reporter: police say the driver of the black toyota left the parking lot at a high rate of speed, slamming into four parked cars before bailing out of the vehicle. detectives focused their investigation on this basement apartment leaving with several stacks of paper. neighbors telling us off camera a young is fighting for his life after police say his father snapped and killed his mother, his sister and then the man committed suicide. the calbert county sheriff is still gathering evidence. they're trying to determine why frank hayward slaughtered his family yesterday morning. court records show that his wife, 31-year-old cynthia hayward complained about domestic abuse when she filed for a divorce in 2007. but she chose to go to counseling instead. >> it's horrible. i've seen a few of my s.w.a.t team days and these are the worst case scenarios. you know, you want to do something to help and there was nothing else we could have done. we were very fortunate, i think, to actually save frank hayward, iii. >> we take domestic violence very serious. the facts about what led up to this horrific event are unknown at this time. >> authorities say that a great aunt living in the home managed to escape unharmed and she called 911. a woman in damascus, maryland is expected to survive after being shot in the head with an arrow. this happened last night on moxley road near larrugut lane. police say someone was practicing archery with a cross bow when the arrow went through a bale of hay, ricocheted and then struck the woman. the arrow did not penetrate her skull. the federal reserve is wrapping up its two-day policy meeting today. investors are anxious to see if fed chairman ben bernanke will announce new steps to give the economy a boost. bernanke has said that the central bank will take action if unemployment remains high. but experts say the economy has not slowed enough for the fed to provide stimulus. there was rare agreement on capitol hill, and it will keep the government running. democratic and republican lawmakers have reached a budget deal on a six-month, stopgap spending measure. the agreement is designed to avert any chance of a government shutdown this fall. the legislation is expected to pass next month. we're going to turn our attention now to the olympics where there is a new controversy involving badminton players. officials disqualified eight female players today after determining that they lost on purpose in order to improve their draw later in the competition. meanwhile, swimmer michael phelps has become the most decorated olympian of all time. monica villamazar has more from london. >>reporter: crowds booed as eight bad thrpt minton players from china, indonesia and south korea made mistake after mistake. >> it's a shame for the sport. in my eyes they should be stopped or be thrown out. >>reporter: olympic officials disqualified the players, saying they played poorly to guarantee a better spot in the final competition. michael phelps will make history with his 19th olympic medal, and he did, bringing his team to victory in the final leg of the race. >> he's the greatest olympian of all time. he's awesome. >>reporter: phelps broke a 48- year-old record to become the most decorated athlete in olympic history. an hour earlier he scooped up a silver in the 200-meter butterfly. the race was so close, phelps' mom thought he had won. >> i can't imagine what these guys go through training their whole lives for [ obama ] i'm barack obama, and i approve this message. embattled residents of damascus are receiving some much needed aid. domestic and international orses are distributing food and -- organizations are distributing food and supplies. it's been nearly 17 months since syria's government began a violent crackdown on protesters. the conflict has evolved into a civil war. the opposition tais at least 29 people were killed by government forces today. electricity has been restored in india following an unprecedented blackout. about 670 million people lost power during monday and tuesday's outages. coal miners were trapped, train passengers stranded and there were huge traffic jams in the capital of new dehli. the new prime minister says there will never be a repeat of this situation under his watch. president obama is in ohio today where a new poll has him six points ahead of republican mitt romney. this is the president's third campaign trip to the battleground state in four weeks. tara mergener has more now from the white house. >>reporter: president obama is campaigning in ohio today where a new poll has him leading in that battleground state and two others. a quinn pee acuniversity, -- quinnpiac, cbs "new york times" poll shows in all three states they view president obama more favorably than romney, saying the president cares more about their needs and problems. >> president obama has an edge and it's because of this sum irtype on slawt. it looks like he's having some success. >>reporter: 4/10 voters say romney's business background will translate into more jobs. >> i believe that mitt romney has the background, the experience and the record to fix our economy and put americans back to work. >>reporter: most of those polls said no matter who wins the white house, they don't think either candidates' policies will help put more money in their wallet. romney returns to the campaign trail in colorado tomorrow, but he's running a new campaign ad criticizing the president's support of the auto industry bailout. >> i received a letter from general motors, they were spending my credit line. >>reporter: romney's campaign is also put up more than a dozen anti-obama billboards in orlando, florida, where the president is campaigning tomorrow. tara mergener for cbs news, washington. >> the poll surveyed about 3,500 likely voters between july 24th and july 30th. let's go to massachusetts where a camper crashed into a pole this morning. reports say at least one person was rescued when the vehicle plunged into the water in brockton, massachusetts. police and firefighters are on the scene and rescuers are saying that the driver may have had a medical issue. celebrated author and playwrite gore vidal is being remembered today. his neff eye says vidual died from complications of pneumonia at his home in hollywood hills. as a boy, he lived in washington. gore vidual was 86 years old. they were married when they were teenagers. they had four children and then they divorced 20 years later, and now 85-year-old lena henderson and roland davis are back together. four generations of their family will be on hand in buffalo when the two remarry this weekend. roland proposed over the phone on easter, even though the couple had not seen each other since 1996. he thought it was a good idea after returning to buffalo following the death of his second wife. roland says that he always had it in the back of his mind that he and lena would get back together. congratulations. howard has our forecast coming up next. >> very warm out here, kind of sticky too, j.c. and that humidity has led to some thunderstorms. we'll look at that when we get back, over towards fairfax county and a few other spots. want to get to the allergy update, better news than yesterday. grass pollen is back in the moderate category, trees and weeds are low. doppler 9000 and the seven-day forecast coming right up. the state of virginia is holding its first-ever beer craft month and the first-ever craft brew festival on august 25th. i have with me mike kilolay. he is the chair of the state's craft brewers guild. now, i know virginia is famous for its wines. it has great wines. >> we're trying to make it famous for beer. >> i'm it willin' ya, i didn't know. >> we have about 40 craft breweries in the commonwealth and i have five of them right here. this is a real exciting time for virginia. it's virginia craft beer month and then on the 25th we have our big festival in nelson county out at devil's backbone. >> so what will happen at that festival? >> there's going to be a whole bunch of music. there's going to be great beer, over 20 virginia breweries right now, it's just a beautiful part of the state and it's going to be a real great event. >> people don't know about your breweries. >> we're really trying to make it more well known, you know, we put a lot of love in our beer and, of course, that love comes out of the tap. >> so what makes them so special? >> well, we have a wide raipg range of breweries in virginia which have been producing award- winning beers. devil's backbone is a small pub of beers for the whole country. we just have a lot of great beer coming out of the state. >> people have a tendency to just go to the store and they pick up one of the major names. where can you find the virginia beer? >> you can find them at most beer and wine shops. you can also find them in a lot of grocery stores, whole foods, wegman's, that sort of thing. you'll start to see a much larger beer selection. >> if you're not familiar with the names, just ask. i'd like to try a virginia beer. >> don't forget these are independent businesses. >> yeah, local. >> and when you buy a pack of devil's backbone, the money is going back into the community. >> the festival is august 25th at the -- >> nelson county at devil's backbone and we have some food and beer pairings here. first one i have is a kolsh which is a german-style ale. >> i'm not a beer drinker, but maybe i'll start. thank you for being here with us. we're going to get the forecast from howard right now. >> those beer pairings go down for the festival and i'll set you up there. and when you listen to somebody who knows what they're doing, it works very well. day planner. we've got a chance for thunderstorms this afternoon scattered about. we've seen some this morning north and west of d.c. 86 by 3:00. high today about 88, but still 86 at 5:00, 84 by 7:00. we'll drop into the lower 80s, about 80 by 9:00 p.m. so if you're going to the nats game tonight, yeah, there could be an isolated shower or storm rolling through here. i think for the most part they'll be in good shape. big storms overnight down south. we've been watching the activity late this morning in jersey, the dell marva and then showers and storms from fredrick and montgomery and areas now in fairfax county, through loudoun and even up into carroll county. want to take you to live doppler 900hd. there's some thunderstorms with lightning coming out of them, from the side of manassas, slowing towards lowerton. woodbridge may be headed your way. we see lighter showers from this from the beltway from 66 south through anondale headed towards springfield. we're watching a hefty shower in carroll county. a little lightning and thunder with this guy here from winfield moving off to the south and east. for later this afternoon it's the activity that's developing out to the west now, near wardensville here in west virginia, near morefield, we're still seeing some just to the west of woodstock. this is going to increase in activity, move off toward the southeast and then we're going to have to watch that for the afternoon and early evening hours. our temps, big difference where we had the rain. low- to mid-70s from fredrick to leesburg. now up to 84 in washington, in petersburg west virginia we have 85 degrees. you can see partly to mostly cloudy skies. we're looking off to the south here from our roof camera on our michael and son weather shot this noon our. 84 degrees under mostly cloudy skies officially at reagan national with a dewpoint of 68. that gives us a relative humidity of 58%. it's on the muggy side. i've been outside on the weather terrace, it's muggy. we have a lot more showers and storms along the coastal areas. still enough instability that we're going to have to worry about those showers and storms popping for the afternoon. you can see it on the futurecast. we're going to pop some, we'll quiet down again tonight and probably see a few storms, or fewer storms the next couple of days. that will allow things to heat up. speaking of heating up, want to take you to the tropics. an area of low pressure about 1,000 miles east of the winward islands. this could k ernesto in the next couple of days. it takes us to the winward islands. here we are friday late in the day. and through the weekend mainly through the caribbean here. the northernmost models have it up toward the bahamas, maybe jamaica by early next week and maybe after that yucatan, florida, gulf of mexico, this will be the first thing we've had to worry about in a while. let's talk to you about your forecast, upper 80s, not too hot, scattered sphorms. that commute this afternoon could be delayed a little bit. tomorrow and friday green because i think we'll have fewer storms, so hotter temps after being in the 60s and low 70s tonight. 93 tomorrow, 95 on friday. looks like a hot weekend for the first week in august. temperatures 90 to 95. just a couple of afternoon storms here and there. next week, though, here comes another front late sunday and monday with storms, 87 on monday, tuesday dry and 88. stick around, 9 news now will continue in a moment. over the next four months, you have a choice to make. not just between two political parties, or even two people. it's a choice between two very different plans for our country. governor romney's plan would cut taxes for the folks at the very top. roll back regulations on big banks. and he says that if we do, our economy will grow and everyone will benefit. but you know what? >> the good news is that we have hit our bottom and this is showing throughout the united states. phoenix, arizona is up 7% in sales, compared to a year ago. now, it has been said that there's bad news because we've hit our bottom. the good news is people aren't waiting and waiting saying, well, i want to wait until we hit our bottom, and what we are seeing, especially in this area that prices are going up. houses are selling. the inventory is down, and, you know, it's good news and it's even showing it's changing to a better market for buyers. and, of course, the interest rate is excellent. that's what i meant. >> the price is going up. >> up. >> so inventory is low. so if you have a house that's for sale, now is the time to put it on the market. >> that's exactly right. >> did you hear that, j.c.? so, yeah, this is a great time. and interest rates are low. >> that's exactly true. >> what are they now? >> they're 3.9%, 3.7%. >> they went up a little bit last month, but not much. still, below 4% is unheard of. so let me ask you this, for the buyer, are they able to get mortgages now?
