welcome to 9 news now. i'm angie goff in for j.c. hayward. president obama appears to be ready reveal his new strategy for afghanistan. aides say the commander in chief made a decision following a rare night time meeting with his war cabinet. joel brown has more from the white house. >> reporter: president obama has made his decision on a new strategy for afghanistan. this comes after a rare evening meeting between the commander in chief and his war cabinet. this was their ninth meeting and likely the last one before he outlines the plan in a televised address to the afghanistan. aides expect it will cover more than deploying additional troops. >> i characterize a decent part of it as not just how we get people there but what's the strategy for getting them out. >> reporter: many military officials expect that president obama will send up to 35,000 additional forces in to afghanistan. that would be slightly fewer than the top general on the ground, stanley mccrystal had asked for. he wants up to 40,000 to help to fight the taliban's growing power and prevent them from giving safe haven to al-qaeda. now the white house is bracing for a tough sell. president obama ordered 21,000 more troops in to afghanistan, shortly after taking office. since then, combat deaths have gone up and polls show support for the war has dropped. but if the strategy works analysts predict the poll numbers will turn around. >> in a year we can see progress people will forget their original doubts and be glad there is an exit strategy emerging ahead. >> reporter: president obama's speech to the nation could come as soon as tuesday and then tool top officials including general ms mcterrorist tall will go to captiol hill where they would face tough questions. >> the most sweeping inquiry by any nation involved in the iraq war is beginning in -- beginning in britten. blair backed the bush administration's plans for invasion. the panel may issue reprimands and recommendations but won't lay blame. an attorney for the army psychiatrist accused in the ft. hood massacre said his client will likely plead not guilty. major malik nadal hasan is also expected to pursue an insanity defense at his military trial. malik nadal hasan is charged with 13 counts of me meditated murder in the november 5th shooting. he is in intensive care at a hospital where he was taken after being shot after the attack. authorities in loudoun county say they are investigating two incidents in which a man approached two female joggers and kissed them. the sheriffs office says both incidents happened earlier this month on white water drive in steriling. the suspect is described as an older man, possibly in his mid to late 50s of middle eastern decent. the largest crib recall in u.s. history. reporter: the water main break here is causing traffic tieups and for people who live in this area big headaches. the hole is massive and deep. crews had to dig in the middle of this residential neighborhood section. the 36-inch water main break led to flood basements in some homes. >> when i looked out the front window there was a river running down the street. >> homeowners are nervous about the damage done. >> they say it will take three days to dry out the basement. they are carrying out the walls and baseboard and rugs. >> water service was restored in the area. however, it is continue throughout my presidency. that's why i have made it a priority to broaden the cooperation between our nations. my administration's commitment to india can be seen in our new strategic dialogue that addresses the full range of opportunities and challenges before us and i'm pleased we are joined by the cochairs of our dialogue secretary of state hillary clinton. and our commitment to india can be seen with my personal relationship with prime minister singh. we worked together on economic matters at g-20 summits in london, in pittsburgh as well as la guilla. i consider him a wise leader that unleashed india's extraordinary economic growth. he is a man of honesty and integrity. i respect him and i trust him and i have happily accepted his gracious invitation to visit india next year. now, this spirit of friendship in-- infuses production today and the reason we have made so much progress in recent years. we have agreed to expand trade and investments to create jobs for both of our peoples, americans and independentennians. indian investment in america is creating and sustaining jobs across the united states. the united states is india's largest training and investment partner. there's significant balance in our trading relationships. that i think is very important and reflective of the frame work that we put forward at the g-20 and to sustain this momentum we are to the white house this evening for a state dinner in their honor. >> reporter: everyone wants one, but only a few hundred are lucky enough to get an invitation to the hottest ticket in town, president and mrs. obama's first state dinner. the guest of honor is india's prime minister, sing and his wife. many details are hush hush but the evening is expected to be a mix of washington heavyweights, staff members and hollywood big wigs. expected to attend are secretary of state hillary clinton, but not her husband. former president clinton. house speaker nancy pelosi, and louisiana governor bobby jindal. and from the entertainment world, steven spielberg and m. knight. they will host them under a white tent which will accommodate up to 400 guests. while no one is giving a price tag on the dinner, previous price tags range from 60,000 there's to upwards of several hundred thousand. it is larger than bush's official dinner 2005 with 150 people there. but smaller than the clinton dinner which had 700 people there. top entertainer and pop entertainer jennifer hudson will entertain the guest giving everyone, including the obamas opportunity to dance. >> still to come on from travel and campaign finance arrangements. they will focus on his five day absence in june and his failure to put someone in charge of the state while he was in argentina with his misstress. a survey finds it will be a subdued holiday season for many americans. 93% of the responders said they will spend less or the same as last year. half of the people said they are suffering some type of debt- related stress. the survey was conducted by the associated press. the holiday season usually means jobs for those looking for seasonal work but this year experts say the sluggish economy has caught up to retailers hiring plans. many are trying to get by with hiring as few seasonal workers as possible. some have told perspective employees they will be on a call up list and be called only
