pennsylvania. major road closures in what turned into a patriotic spectacle. a long section of u.s. 15 outside of leesburg. scott broom is live from crystal city where the 9/11 memorial riders are still coming in. look at the line behind you. scott? >> reporter: yeah, this is huge. the vast majority of the bikers are in now. i counted. it took exactly 28 minutes to get all of these thousands of motorcycles here into the parking area where they are ending this ride tonight. this is the upcoming 10th anniversary of 9/11 adding a lot of emotion to this event. it is a line of motorcycles that snake unbroken for up to 20 miles. a rider or passenger for each and every victim of 9/11. adding up to 2,996 people on about 2000 motorcycles. >> u.s.a. >> reporter: and at every overpass near every small town along the way between shanksville, pennsylvania, and the pentagon people came out to wave and frequently emotions spilled over. >> i used to work outside the pentagon. so this is really unbelieve. >> reporter: patriotic spectacle it is it came with traffic tieups so big that many government reporters were asked to treat it like a snow day and work from home. the ride stopped midway between shanksville and the pentagon in hagerstown, maryland, where the outlet mall was the only place with a parking lot big enough in all of western maryland to handle what looked like an ocean of bikes. for many riders this event is deeply personal. >> reporter: a firefighter from long island, a rescuer who was called to the collapsed twin towers the day they came down. >> it is time for the troubled spots. >> right now, anita, flash flood in montgomery county, prince george and baltimore and anne arundel county. storms setting up right now just right along the northern tier here. hagerstown 6 p.m. morgan county west virginia and berkeley county west virginia as well. setting up right in this area and will have very heavy rains and possibly ones like again yesterday. perhaps some small hail. we will zoom into this storm which is hitting hagerstown. there is definitely some hail in this storm just to the west of 9. this is route 9. there is hedgesville, just south of 70 here. and this is headed right toward clear spring and right toward williamsport and i guarantee there's some hail right in there. there's also a good deal of hail right here just to the northeast of martinsburg up 11 and up 81 between martinsburg and williamsport. everything heading off to the east-northeast. so right now the main threat seems to be in the northern tier. nats got lucky last night. think they will tonight again and get their ballgame in. we will keep you posted. bedford county, pennsylvania, under a flash flood warning until 6:45. remember, do not cross any streets by from d.c.'s mayor of some of the comments you saw exclusively on 9news now last night. the mayor saying there is no execution for the flash mob robbery in the northeast yesterday. some people suggested the food was stolen because people were hungry. >> really. >> some people said it on tape. it has really provoked a huge debate. if the young women were hungry and unable to afford food -- and there is no way of telling from looking at the videotape. could this be acceptable? the mayor says no way. >> reporter: 10 young women as brazen as can be strolling into a bedding road northeast convenience store grabbing candy, pops, chips, soda and ice cream and running out and some residents are suggesting stealing in this case may somehow be justified. >> in the state of the economy somebody's hungry, who's to say what's right and what's wrong? >> they ain't going in there and getting no money. so it must be just going to get something to eat. >> reporter: the mayor responded directly to our reporting. some news coverage he said of this incident has reported residents questioning whether the robbery could have been morally justified. actually, he said, morality and the law are quite clear. it is wrong to steal from others. and, he said, if people do not obey the law they will be appended, arrested and prosecuted. there is no excuse for this sort of incident. but some residents apparently think there is an excuse. >> americans are starving. they are out of work, losing their homes. so teenagers need to flash to get food... >> reporter: law enforcement not buying are just as guilty as those who committed the crime. economy aside, it is still considered stealing. linda shiplet bleven says how bizarre. i can't believe people can can done this behavior. the teens prince george's county investigators are trying to find the cause of the house fire that put one firefighter in the hospital. the fire broke out overnight near queen avenue in beltsville. it took firefighters nearly an hour to put out the flames. damage estimated at about $150,000. the good news is no one was inside when the fire started. tonight there is outrage brewing after three convicted murders known as the west memphis three were set free. they spent nearly two decades locked up for a shocking crime. the killings of three young boys. we find out why prosecutors decided to let them out. >> reporter: convicted murders were stunned at their sudden freedom from an arkansas prison after 17 years. >> still very much in shock. still overwhelmed. you kind of have to take into consideration that i spent almost a decade in absolute solitary confinement. >> reporter: the men known as the west memphis three were teenagers in 1993 when they were convicted in the gruesome killings of three 8-year-old boys. the bodies of the three 8-year- old boys were found mutilated in a ditch. prosecutors decided to cut an unusual deal with the men because new d.n.a. surfaced in the last few years and they didn't think they could win a new trial. the three agreed to plead guilty to the murders in exchange for their freedom. >> the only thing was we will let you go if you admit to guilt. that's not justice anyway you look at it. >> reporter: movie stars brought the case to attention. they thought the boys were being targeted for being social outcasts. even some of the victims' parents are now on their side. >> they are innocent. they did not kill my son. >> reporter: as part of the plea damien ekhles was released from death row. jason baldwin said the only reason he agreed was to save his friend. cbs news. >> the prosecutor says he believe the case is closed and there are no other people involved. it was a rough start for one driver in maryland this morning. the person stopped at 7-eleven. the suv was actually in drive and surged forward through the front doors and right into the convenience counter. the good news is no one was hurt but police are investigating. safety investigators are trying to find out why a small plane ran off the runway at the montgomery county air park today. emergency crews rushed to the scene. no one was hurt and no leak of any allegheny county up in cumberland until 9:15. that just crossed. going to zoom into the first storm up in hagerstown. this had hail in it, no doubt, just a little while ago. heavy, heavy rain. rainfall rates 1 to 2 inches per hour and not moving particularly fast. this is hail just to the south of 9 and just to the west of hedgesville, all right. everything is pushing off to the east-northeast. williamsport getting heavy rain right now but no hail. a heavy rain headed towards clear spring and heavy rain headed towards hagerstown in the next 30 minutes or so. now, we are going to move to the east a little bit. frederick county. this is not a severe storm but a heavy storm just north of woodsboro. drifting off to the east- southeast slowly producing rainfall rates also of 1 to 2 inches per hour. down to the south, our friends in southern maryland have a pretty good storm right here around st. leonard. another storm also down south of luesby. looking for severe weather in southern maryland. very slow movers. down in this part of the world it can flood very easily with all of the relatively flat terrain. come across a flooded road don't try to cross it. we will widen back out, put this into motion for the next hour where are things going to go? for the most part they are going to slowly sink east and south very, very slowly. see it moving into frederick. moving down i-270. if you go out past leesburg up 15 you may have some problems with heavy rain. not under a severe thunderstorm watch but, again, the main threat will be heavy rain and flash flooding. these are the counties highlighted we talked about before. montgomery county, prince george's county, anne arundel and points north up to baltimore. flash flood watch until 10 p.m. look at the lightening with these storms. if you hear thunder you have to take cover and go indoors, stop whatever you are doing. tremendous amount of lightening just to the south of hagerstown and other warnings are in investigation on why it happened when we come back. ññxt nine people dead after afghan militants used two car bombs and a small team of assailants. among those killed are two police officers and three guards. a sixth person now died after being hurt when a stage epp collapsed at the indiana state fair. a 22-year-old college student. a strong wind gust toppled the metal scaffolding holding lights and other equipment. the scostledding literally came crashing into fans waiting for a concert by the country duo sugarland. an outside firm is still investigating the accident. meantime, people are leaving flowers and signing condolence books. this is in belgium. it happened yesterday evening. about 60,000 people were at this festival when the storm blew in. violent winds uprooted trees, toppled car was stolen. coming up on 9news now we are following up on one man's fight to right a wrong. violence. aruba authorities are putting off the search for robyn gardner until next week. police have detained gary giordano as a suspect in her presumed death. our martin savage brings us the latest from aruban authorities. >> they say gary giordano is talking to authorities. now that he has been transferred they have been able to interrogate him on a regular basis but he picks and chooses what questions he wants to respond to. authorities say if they ask him a question about something new he generally gives them an answer. but if they try to go back over material they've covered before he doesn't respond or he says, look, i've already told you about that. and authorities here believe that that's a shrewd strategy on his part. probably he's aware that one of the ways that interrogations are done is to recheck your story over and over to see if you vary in the telling at all. he's trying to avoid doing that by simply not responding to their questions. i also asked authorities just what is his attitude like during these q&a q& question and answer sessions. authorities here look upon the accidental death and dismemberment policy he took out. the policy on her alone was 1.5 million. so they continue to question that. we had a conversation with american express. they do say in order to take out a policy like that gary giordano would have gotten robyn gardner to sign off and admit that he would be the beneficiary. meanwhile, a search is expected over the next few days in the area where the couple was last seen to try to find any trace of robyn gardner. lesli? >> all right. thank you. the associated press reported that gary giordano tried to claim an accidental policy he took out on robyn gardner. >> lots of twists and turns. finding redemption in parking tickets. the tickets were issued after a man reported his car stolen and they kept piling up. after 9news now first shared his story he was finally able to reach somebody who can help. now as britany morehouse reports he is expected to get all the tickets canceled. >> they are shocked every time. >> reporter: even though his story has been told over and over he still gets a kick out of repeating it. >> it doesn't make sense. it is really interesting. >> reporter: he talks seriously about the repercussions of getting $300 worth of parking tickets on a vehicle reported stolen. >> i'm really fortunate that this is not my primary mode of transportation. i take mass transit. i ride my bike. for someone who that car is their primary mode of transportation they would be in a lot of trouble right now. >> reporter: trouble because it how it all happened. during the first interviews we learned how his car sat with no ignition in it and the trunk wide open. >> smells awful. >> reporter: we learned how after a neighbor reported it, it still wasn't towed. not until police called bray and he paid for the towing. a cost he will have to swallow now. but thankfully he has been told by a rep with the department of motor vehicles that those parking fines, well, they will be dismissed when he finishes disputing them through a formal process. still, questions swirl about that citation officer. >> if they are getting paid per ticket, i think that's a flawed philosophy on a number of levels. >> reporter: the popular assumption is when you don't pay this, the person that tickets you actually gets incentives so we looked into it. while the department of public works denies the employee is rewarded. the tickets amount to more than 4000 tickets issued each day of the year. this year already enforcement has slapped drivers with 1,400,000 tickets equaling a rate of 6000 per day. a lot of tickets. but at least bray can say a handful of them make for a good story. britany morehouse, 9news now. >> bray still has to mail in a police report and formal description to the d.m.v. before his tickets are gone. meanwhile, the department of public works tells us as of right now they will not be changing their process. so that means the citation officers are not told that a vehicle is stolen for their protection. an arlington cemetery mystery appears to have been solved. take a look. we are talking about the mysterious picture of a figure skater found by a contractor in an urn and they didn't know whose remains were. the skater is a 19-year-old girl. her mother kate came forward after seeing the picture in the washington post. she says rachel's grandmother's ashes are in the urn and the family included this photograph of the young rachel since she was so close to her grandmother. the first recorded sea turtle nesting site in delaware appeared to be doomed until some volunteers appeared to help. a park ranger saw a sea turtle building a nest and laying eggs yesterday morning but volunteers noticed it was below the high tide line and they moved the eggs to a safer spot. >> there are a lot of factors going against that. the fact that this is not a normal nesting location. it is too far north so therefore too cold. it is also later in the season than usual. we will monitor the nest. >> the new nest looks just like the original and the whole area is fenced off. it takes 45 to 90 days for turtle eggs to hatch and park workers will be keeping a close eye every day.
