>> we're going to look at this, find out what the ability was, and we'll take the appropriate action. >> reporter: three secret service agents who broke property kols and allowed the salahis now are on administrative leave with pay. intending the outcome of the ongoing investigation. >> we must dissect every fact, we must learn the lesson and fix the problem. and after we do these things, we need to give thanks that no lives were lost. >> reporter: the homeland security committee has not given up hope of interviewing the salahis. they will be subpoenaed to appear. if they don't, they could be held in intent to congress. they are not allowing the social secretary to testify either. so anita, the saga continues. >> it certainly does. audrey barnes, thanks. the carjackers who insulted the daughter of the u.s. senator are in custody tonight. striking in a most unlikely spot last night and caught in the most unusual way. scott broom live in northwest dc where this all got started. okay, scott. >> all right, derek. it is busy out here. what, nine blocks from the capitol. a lot of people are around, considering it a safe neighborhood. but last night, right at this intersection. a couple of carjackers, knocking on the senator's daughter's window. asking directions for them to grab that air out there. and they take off with her suv. >> reporter: the 22-year-old is a bit sore and shaken in the wake of the carjacking incident according to her father. the tennessee republican. >> thankfully she's fine. she's really sore. and you know, taking care of them as you can man. >> the daughter was at this intersection in the heart of the busy downtown washington when she was grabbed by the neck and thrown from her chevy tahoe about 9:15 in the evening. >> and this is just 10 quarter area, you know, about nine blocks from the capitol in a place that it only stays ut there -- stays out there and considered very safe. >> two suspects fled in the suv. >> they did have an on star service. >> what the suspects did not know that the senator's daughter, they had on star in her tahoe. and that is the automatic security and crash detection system you may have seen advertised on tv. that tracks vehicles by gps. just about midnight, they called police to report that the tahoe was parked at the taco bell restaurant. a restaurant that happens to be about 100 feet from the towns police substation. two suspects were arrested without incident. there were no weapons found. >> they didn't know there was a tracking device on the vehicle. of course, on star, given a general location, 6250 central avenue. and that's when the officers responded here and located the vehicle. >> pretty incredible. i mean, how quickly they were able to apprehend the folks in maryland about midnight. we were able to identify the suspects that they had in maryland and come back home. >> so on star saves the day, julia is just fine tonight. the senator was just having dinner a couple of blocks away. he told us as soon as she called him after calling police, he ran right over here and was able to comfort her. sources close to the investigation. they are telling us that the suspects are steven austin and walden conner. being held out there. so they are being charged with unauthorized use of the vehicle we expect them to be brought back here to washington to face the charges. reporting live at 7th and d, northwest downtown, scott broom 9news now and wusa9.com. >> to think that there is an on star commercial coming out with something about this. the sunsetting on the mild september day. gorgeous, but colder air is moving in. and there is snow in the forecast which makes topper very happy over there on the weather center. top? and this begins that discussion. >> reporter: they are considering cutting the services like running less buses and the trains on the holidays and eliminating the buses in areas that have local bus services. and if fares are raised, it would not happen until this summer. >> we're at the very beginning of what it is going to be a 7-month, 8-month process. >> reporter: even though that some metro board members are not ready to talk about possible fare increases, many metro riders, they are ready to give their opinion. >> and they had enough already. >> just off to drive through the city. >> you never see the decrease in the fares of the ridership of fares. they try to cover the shortfall for them. so it needs to work both ways. >> reporter: people want to know exactly how much fares may increase. but they did not give those specifics. in washington, i'm lindsey mastis, 9news now and wusa9.com. >> according to metro, some of the reasons for the low ridership is high unemployment and the cost of labor, pensions, and health care has been a major increase in costs. officials say the new arrow train at dallas international airport should be up and running next month. the underground train between the main terminal and the gates passed their final tests on tuesday. testing delays, forcing the train's opening to be postponed to after the holidays. well, that new york hos test that outed them canceled the news conference today. as terrell brown admitted transdepressions, still aren't going anywhere. >> tell us about the nature of your relationship. >> reporter: the woman who initially triggered the tiger woods scandal won't face cameras today. rachel's lawyer, abruptly canceled a scheduled news conference, due to what she is calling unforseen circumstances. two other women have now been linked to the golfer. woods has not acknowledged any specific relationships but said on his website, i have not been true to my values and the behavior my family deserves. a neighbor told florida troopers what they saw at the scene. >> was he conscious, unconscious?
