Maybe clear any leaves out of the drains. Warnings up and down from the virginianorth carolina coast all the way up to maine. Hurricane force wind warnings, marine storm warnings. Consider them the same as Tropical Storm and hurricane warnings at this point. You can see whats going on from really the virginia maryland border here north including the Chesapeake Bay. Off shore waves, they could be 10, 20 feet or more when they come on shore. In the bay talking about waves of 7 feet and coastal flood warnings for the potomac as well as the chesapeake. Here we go. Were looking at Hurricane Sandy. 85 mile an hour winds. This is the new information. Im just seeing this for the first time myself at 5 00 a. M. With gusts to 105. The pressure has dropped another 4 millibars. Wow. Since the advisory that came out at 2 00 a. M. This thing is bottoming out as we call meteorologically getting stronger. What we didnt see earlier is the hurricane being maintained. Remember we had the l. The Hurricane Center believes now this is going to maintain some sort of warm core structure around the middle. The track doesnt look that much different but looks like it will cross the upper delaware bay and looks a little faster. Looks like it will make landfall maybe 10 00, 11 00 tonight. We sped it up just a little bit. Then its going to cross Northern Maryland and across i 83, maybe around hunt valley as we go through the overnight. Tomorrow afternoon at 2 00, it will be in South Central pennsylvania. So tonight into tomorrow and it may be more like 8 00 a. M. Or 8 00 p. M. To 10 00 a. M. Or noon that we have the worst of the weather now with this track and areas north of town winds could be a little bit stronger because theyre a little closer to the center. Were still looking at 60 mile an hour winds around the center of circulation here tomorrow afternoon. Then a turn to the north as we head into wednesday. Finally by thursday morning it will be up here trying to get toward watertown and pulling away. But we have a good couple of days well, bad couple of days of heavy rain and probably damaging wind, especially later on tonight into tomorrow morning. The heavy rains have been across the Eastern Shore, the delmarva. Theyre now starting to move across the bay. Southern maryland, st. Marys, Calvert County seeing it. Even up toward baltimore more moderate rain. This goes down toward the Northern Neck now. Its creeping off toward the west. Even in town were looking at some moderate showers which have been moving in here with the lighter rains out to the west. But although the rain is moving but all the rain is moving off toward the west. Were expecting these Hurricane Force winds in red. The damaging Tropical Storm, more damaging winds here, Tropical Storm, 58 miles an hour, a hurricane. Then the yellow would be Tropical Storm force winds. Ill give you the timetable. By 8 00, some more damaging winds get just east of us covering the bay and look at this. Hurricane force winds delaware, southern new jersey, ocean city as well down to around assateague. Theyll be moving inland. Oh, man, were looking at gusts tonight into 6 00 a. M. , the first time im seeing this potentially gusting to Hurricane Force even in the washington baltimore metro, upper part of the bay. So it is going to be really bad late tonight and early tomorrow and then even into the middle of the day tomorrow well still have the damaging wind. Get ready for Power Outages, trees down, that sort of thing. It seems to be a given. Finally by wednesday morning, potentially still some very gusty winds, 40, 45, 50 miles an hour will pull away here by halloween afternoon. Not a pretty picture. Lets just get to the forecast. Winds are going to be increasing today. Should be in the 40, 50, abe 60 mile an hour maybe 60 mile an hour gusting range, 52. Tonight we dip into the low to mid40s and stay there tomorrow as sandy continues to pummel us with the wind and the rain at least through midday. Maybe down to showers by later tuesday. A little bit of recovery wednesday. By the way in the mountains, weve got blizzard warnings above 2500 feet. There could be a foot or more of snow in spots. So showers on halloween, 56. Thursday im thinking dry, maybe a passing shower friday, still chilly and saturday chilly. Sunday milder. Dont forget this weekend clocks fall back. So well get an extra hour sleep. For me the concern with the roadways this morning is not going to be the volume because so many people are off today, including schools and government offices. Its going to be as howard said as the wind and the rain comes in throughout the day, its going to be the trees down, the power lines down, the Power Outages. Those are going to be our concerns on the roadways. If you do find at a major intersection that the lights are out, treat that as a fourway stop. Its now the law in maryland, by the way. If you come to an intersection where the power is out, treat it as a fourway stop. Generators are set up especially in the district at those major intersections. Metrorail bus, metro access, radio, all services sus radio, all Services Suspended. Storm closures with anticipated flooding, beach drive, little falls parkway, sligo creek parkway, all those are closed. Most flights are canceled. Call ahead. Metro, marc, acela, vre, fairfax connector all closed. Amtrak for your updates 1800 usarail. That is shut down for today also. If youre traveling on the bay bridge, right now level one Wind Restrictions. No house or empty box trailers allowed at this time. Some of the worst damage could be there. Kristin fisher is live with more on the current conditions. For you its just going downhill so far. Reporter and going downhill very quickly. A level two travel advisory has just been issued for Rehoboth Beach, dewey beach, all of the beaches along this part of the delaware coast. What that means is that nobody except for essential personnel are allowed to be driving on these roadways. For the most part it seems that so far people are taking that advisory to heart. I want to show you why this travel advisory has been implemented so early into this hurricane. Take a look at this video that our photographer shot about two hours ago on the north side of Rehoboth Beach, the bay side. Check out how much water he is driving through. Folks, you still have about 36 hours to go, 36 more hours of solid rain, rising tides, heavier winds. It is just going to get so much worse. A little bit earlier before the travel advisory was implemented, we saw some folks trying to take some pictures, even get out into the surf as bryce harper would say. There probably will be a little clowns here but we wont judge them too much. 36 more hours to go. Already were seeing that kind of flooding on the bay side. I spoke with delawares governor yesterday afternoon around 4 00. He said that what he was seeing then, more man 12 hours ago was already worse than what we saw here during hurricane irene. Hurricane sandy is coming on strong. Heres what he had to say yesterday around 4 00 in the afternoon. Take a listen. I havent seen a whole lot worse than this and the storm is already hundreds of miles its still hundreds of miles away. So what it will be when it actually hits is very concerning. Thats why were asking people to treat this really seriously. Reporter it looks like a lot of people out here in Rehoboth Beach are taking this seriously, although we still have seen a lot of folks out here deciding to ride out the storm. You are seeing the 14foot, 15 foot tall waves crashing into the Rehoboth Beach boardwalk. All the businesses right along the beach have all boarded up. They are all closed down and theyre going to stay this way for several more days. Lots of sandbags, lots of boarded up, taped windows. Really a ghost town over there. You can see the waves just creeping closer and closer to the shore. We are still three hours away from high tide. Farther down in ocean city, i believe their boardwalk is still standing. Social media has been lit up with talk that the boardwalk on some of the piers at ocean city had been wiped out already. That is not the case from what i am seeing on sites like twitter and facebook and folks have posted some pictures showing it still standing. But we cannot get down there nor can anybody in ocean city get to us. Route 1 in delaware is closed. That means folks in rehoboth cant get to dewey beach or bethany beach. Its all closed. Standing water across all of those roadways. A lot of the homes on the bay side are definitely starting to get into jeopardy. So what were going to do, were here at the Atlantic Sands hotel. Weve been here all night. Still very secure. Weve got power on. Felt a little bit of shaking of the building but nothing too major. These hotels certainly built for that. A lot of the homes on the bay side, again, thats what were worried about. Were going to make our way a little bit around town and scope out the damage even though were still so early into this hurricane. Well bring you more coming up in about half an hour an soos as we get as soon as we get set up. I think well be heading closer to the bay side so you can get a better ideas of better idea of what the flooding looks like. For all the people who love to come to Rehoboth Beach, its a wonderful place. We know its going to stay that way after the storm. Lets just hope it doesnt take too bad of a beating. Reporter good morning to both of you and good morning to everybody at home watching on 9 news now. We are here in Old Town Alexandria right on the waterfront, the potomac river. Let me tell you in the last hour, we have really seen the rains picking up and the wind is starting to blow pretty strongly here. I want to give you a picture. Take a look here. This is the ninas dandy, one of these river boats thats set up here along the potomac river. I can tell you low tide here on the potomac was about 3 00 this morning. We dont hit high tide till 8 45. And the water just keeps rising. Its already quite high. Generally what you tend to see in these type of potential flooding situations is it takes about 24 hours before the beginning of the rain starts really hitting major waterways like the potomac because its got to go through the water table. Its got to go through the tributaries and make its way here. Were already very, very high here. Weve done this drill many times before. Ive been at this location for many storms and i can tell you ive never seen it quite this high this early on in a major storm. That being said, 8 45 is our high tide this morning. Then tonight its going to be about the same time 8 45 p. M. Thats when this is probably going to be the worst of it if youre talking about today. Driving through Old Town Alexandria, we can tell you the sandbags have been handed out and some people are using them, but im not seeing them everywhere. We only saw sandbags in about 10 of the businesses and houses here in the area. Were about three miles away from Reagan National airport. When we drove past that this morning, it was open. It will stay open but that doesnt mean your planes are going to be getting out. Theoretically the airport is open until 10 00 this morning but i havent seen any planes going in and out. Weve been hearing dozens upon dozens at Reagan National alone have been canceled all morning long. Thousands along the eastern seaboard. If you have a flight out, thats probably not going to happen for you today. Youre going to have to hunker down. I will tell you, too, another big surprise is how cold it is outside. You tend to think about these late october storms. You dont think about just how cold it is. But with the weather, with the rain, with the wind its very, very chilly. So were going to keep an eye here on this situation. Obviously our main concern at this point for our location is the potomac river. Were going to keep an eye on it. Well let you know if it starts to get to a point where its going to jump the bank. That will be our main job this morning. Were going to stay on location in this position as long as it stays safe. Winds have come up. This thing is expweg strong is getting strong. As it transitions from tropical to extra tropical you hear kristin and jessica talking about how cold its getting. You think its cold now, its only going to be in the 40s tomorrow and above 2,000 feet i got a graphic for you and show you the winds and waves off shore. Theyre gusting almost 58 miles an hour the last time i checked. Theres a buoy just off shore. Theyre going to get a band of heavy rain moving in. Well see it moving toward us as we get toward the afternoon hours. At least here in the metro you still have a few hours. I know its raining but you can still get out and do some preps. Whats the projection of getting gusts to 35, 50 . We could get 50 mile an hour gusts here in the metro later this afternoon. And tonight could be up to 70. Its not going to be pretty. Heres a look. We start with the day planner. Ill get to all the graphics. Well take our time showing you everything you need to know. We have wind and wave action going on. Ive got to get my computer in the play mode. That certainly would help everybody, especially me doing this presentation. Well do the day planner. Were looking at heavy rain and strong wind becoming worse and worse as we go throughout the afternoon. Temperatures slowly dropping. Theyre not high now, in the low 50s. For the folks out there, bundle up. I hope you have good rain gear because this stuff will cut right through you. I was out in isabel at solomons island. I was soaked head to toe but thankfully it was 80 degrees. This is not fun to be out in. Category 1 storm. Pressure has dropped to 946 millibars. It was 4 millibars higher three hours ago. Thats a sign of a rapidly deepening storm. The winds have come up from 80 to 85. Gusts to 105. Its moving north and will make that turn to the northwest and then maybe west, northwest as we get into the evening hours. Landfall up a little bit from the last advisory. Still south of Atlantic City with a landfall about 11 00 p. M. Give or take. Well start to feel Hurricane Force winds before landfall. Looks like it will take a track across the northern delaware bay. Even by Tuesday Morning at 2 00 a. M. , 75 mile an hour winds still with this storm as its near philly. By tuesday afternoon still 60 mile an hour winds. Looks like maybe east of harrisburg or something in that range. So it doesnt move very quickly from here to here. Thats a Long Duration wind storm for us. Heavy rains. Winds potentially gusting 60 to 70 miles an hour. Maybe half a foot of rain. Potentially even a foot in some areas east of the bay. Soggy grounds, strong wind, trees down. Power goes out. Its going to be a mess. Then as we get into wednesday, this storm is going to pull up into new york state thursday morning and will not be much of an issue for us. A couple of things i want to point out. Some of the winds and waves. Weve got waves on the east side of this potentially over 40 feet there behind our animation bug going on. Off to the west winds now gusting 38 miles an hour. Virginia beach. 43 norfolk. This is the buoy i was talking about at the top of the weather cast with andrea. This is about 15 miles east of rehoboth. 54 mile an hour wind gust. Sustained winds at 40. Seas 23 feet. Saw the video of the waves crashing into rehoboth. We have waves gusting to 39 in ocean city. Relatively calm here in d. C. Lots of water coming ashore, the Eastern Shore into the west side of the bay now. Thats snow in the mountains. Were not growing to talk much about the snowstorm thats going on, the blizzard that will be going on above 2,000, especially above 3,000 feet. 10, 20 inches of snow at the highest elevations. Gusts 60, 65. Its going to be ugly. The moderate rains across the bay coming now into the west side of the bay just about into d. C. Southern maryland, st. Marys county down to the Northern Neck, youre seeing moderate to locally heavy rains. Even here in the metro some moderate rains. Its only going to be increasing here as we get into the afternoon. Lets talk about the wind field from sandy. An enormously wide storm. Tropical Storm Force Winds extending like 450 miles from the center. Hurricane force winds more than a hundred miles from the center. The orange and the reason we make a distinction with the 58 mile an hour winds strowct turly, structurally, evening firing wise this is a level of wind that becomes more damaging too and especially the Hurricane Force winds. Hurricane force winds reach the coast this evening. By 8 00 all of us will be dealing with Tropical Storm force winds. The more damaging winds by 8 00 encompass the bay, our eastern counties and look at the Hurricane Force winds from southern jersey across most of delaware, down through ocean city and assateague and moving toward easton and denton. By 2 00 a. M. , these are considered sustained wind forecast from the national Hurricane Center. By 2 00 a. M. , theyre forecasting potentially these very strong winds of 74 miles an hour to be in toward the metro, especially on the east side, southern maryland, the entire bay, the entire state of delaware, the southern half of new jersey with those other strong winds even by 8 00 going all the way out into eastern west virginia, going down almost to richmond, just past fredricksburg, going into the Northern Neck. This is 8 00 tomorrow morning. Were talking a very extended period of damaging wind gusts. Even as we get into tuesday afternoon, we still could be looking at winds gusting at 2 00 60 or higher from d. C. North. As we get into the evening, thats when the winds maybe 40 to 50 in the gusts. You get the idea. This is going to be a Long Duration problem. Even wednesday morning potentially some winds still gusting close to 40, 45 miles an hour. This is not going to be pretty. 46 in winchester right now. 46 in luray. Weve got 55 on the bay in annapolis. Temperatures steady or slowly falling throughout the day. Want to show you just outside light rain to moderate rain being reported at Reagan National. Winds north at 15. Our barometer is 29. 51. Youre sensitive to pressure changes, youre going to feel it big time the next couple of days with the humidity at 86 . And one thing before i get to the forecast, our rain potential and this model does tend to have a pretty aggressive rainfall on it. But its still believable given the tropical connection to this system that we could have still another 8, 9 inches of rain the Eastern Shore into delaware. Here locally now were starting to get into the 4 to 5, 5 to 6, brown is 6 do 8 as you get closer to the bay. Everybody in orange, thats in the 4 to 5inch category. Soggy ground, strong winds, trees down. Your final preps that you can make here in the metro the next few hours, ill say it again. Pack your freezer. Even if you just take jugs of water and freeze them, the more mass you have thats frozen, the longer it will stay cold. Secure your lawn furniture. Clear leaves from drains. Sleep downstairs tonight if you have trees near your house. Play it safe. Sleep downstairs. The worst of the weather will come obviously this evening through probably midday on tuesday. We did have that accident at connecticut avenue. If youre planning to head over in springfield, of course lots of people do have to go to work today. In fact, i have the metro spokesperson on the phone with us. Welcome, dan. Ready for a long few days . Yeah. Were expecting this to be a long few days, no question about it. And it starts right now as weve sus spended Services Suspended service as you mentioned across the entire service. No Metro Bus Service or metro Access Service till further notice. We wont have a decision on tomorrows service till probably after 6 00 p. M. Today. We wont know until that time what customers should expect for tomorrow. This Service Suspension may continue into tomorrow morning and perhaps even later than that. It will all depend on the damage from the storm and what the National Weather service is telling us in terms of weather forecast. I think a lot of people are asking us as well. You made an early decision last night to close the system early this morning. Why did you do that . Well, there were three factors that came into play. One is the National Weather service gave us some updated information with higher wind speeds than what they were previously talking about. The second thing was the federal government was indicating they were considering closing the federal offices in the washington, d. C. Area which is something they ultimately did. And the third was we were getting feedback from the commercial Power Companies expressing concern about their ability to provide power to us to continue to run service. So when we heard those three things and of course keeping the safety of our customers and employees at the forefront, we made the decision like many transit agencies up and down the east coast to preemptively suspend service. Obviously its all about safety. You said you will make a decision about tomorrow at about 6 00 tonight. Assuming that when you do begin to reopen in the next couple days if that should happen, lets say tomorrow, i assume that the rail system and the tracks will be thoroughly checked outside. Can you operate the underground system in the meantime . The main two things to know about the underground system, the question is are we dealing with power problems, do we have the power consistently to maintain safe operations. The other concern for underground will be flooding. If we make it through the storm and we dont have those to issues, then we would be able to restore service in the tunnel sections of the system. Above ground as you mentioned is probably going to be a bit more problematic. Were expecting debris and downed trees to be a problem in the above ground areas. That would probably determine when you can resume bus service as well. Theres no question bus service will be impacted for several days once the storm clears out. You mentioned metro alerts. We appreciate that. That gives us the ability to target on a routebyroute basis what customers can expect. Certain bus routes will be less affected than others. By tuesday afternoon, still looking at the storm at 60 mile an hour winds. Not too far from the harrisburg area. So were certainly going to watch this very carefully. All sorts of problems. If youre planning to head over to the bay bridge, they remain in a level one wind restriction which just means no house or empty box trailers. If they decide they dont want you to go through, they will not let you. Those Wind Restrictions will change quickly today, later today as the winds increase. Howard mentioned how the storm is strengthening so i changed into my winter jacket because the rain is starting to come down a little bit harder around the wind is starting to pick upper here also. My photographer is going to zoom you in above the sign. You can see two flags that are flapping in the wind. Well come back to that in a little bit to show you if the winds are picking up even more. In the meantime here at the dock if you come down with me here, just stepped into a huge puddle. The water is already coming up here to the end of the sidewalk. The water level where the boats are docked, theyre already at about maybe a hands worth away from coming up to the wood. You can already see this morning a little bit of rocking of these boats, including this huge charter boat behind me. Were going to show you some video from over the weekend, how this town has prepared for Hurricane Sandy. People boarding up businesses and homes, putting up sandbags in front of their doors and also making sure that their emergency kits are taken care of. We know the mayor was giving out free sandbags over the weekend. As far as we know, trash pickup for this afternoon is still on schedule. Well let you know if we hear otherwise. Were tracking Hurricane Sandy. While many of us are facing Power Outages as the storm gets closer, those near the water are also preparing for flooding. Jessica doyle is live in Old Town Alexandria with the potomac often wakes its way on to the streets. Theyre prepared for Something Like this and you say the water is continuing to rise even as we speak. Good morning. Reporter good morning to you, andrea. Good morning to everybody watching this morning. First off we want to say stay safe. Be prepared for this storm. Thats what weve been doing here in Old Town Alexandria. Driving around we saw the sandbagging out. The sandbags were handed out yesterday afternoon. At this point they are gone. So youre left to your own devices at this point. Hopefully you thought ahead and were able to get some of those sandbags. I want to show you the potomac river. Our photographer is going to show you this dock to give you an indication of where the water level is here on the potomac. We have about 2 feet before this jumps the bank. Let me give you an idea of the situation were facing here. Low tide was at 3 00 a. M. This morning. High tide is 8 45. On a normal day without this kind of weather that were facing this morning, the water would rise an additional 3 feet. It will be interesting to watch today where it goes because weve already had so much water dumped into the potomac and of course the surrounding areas that its making its way, that water through the tributaries and headed right here to the potomac. Let me show you the dandy. This is one of the river boats here on the potomac. Wow, its really gusting at this point. Its hard to hold my umbrella up straight. This is a dock here at this point. Well watch to see if they decide to take this off the docking and take it out into the potomac for safety but again we have about two more feet before this water jumps the bank and were going to face flooding situations here in Old Town Alexandria which of course tends to be a major problem. So im going to send it back to you guys in the studio. The rain really picking up. The wind gusts are starting to pick up here as well in old town. Get some shelter, jessica. Well talk to you later on in our newscast. Jessica was saying theyre anticipating high tide. We know what problems thats going to be about 8 45 this morning. Youre looking forward to tomorrow and we may not be looking forward in a pleasant way. Theres another high tide at 9 00 tonight. Could be worse then. But tomorrow morning could even be worse. The high tide is 9 26. Im talking for Old Town Alexandria. The winds are going to be northwesterly today. So thats sort of pushing water out of the bay. The problem is tomorrow as the storm gets to our north and winds turn more with a southerly component, that will draw water back into the bay. There will be more water. High tide at 9 26. The full moon going on, too. So tomorrow mornings high tide at 9 26 might be the worst of the high tides that well be dealing with here. Lets just deal with the bad news today. Lots going on. Obviously we have our dangerous hurricane out there. Fran decisioning transitioning at some point to this extra Tropical Storm. A monster noreaster like we might see in the wintertime. Were dealing with this transition, the battle from summer to winter. The folks above 3,000 feet with the blizzard warnings could see 10 to 20 inches of snow. Maybe a foot or so into garrett county. Im not growing to talk more about that. Im going to talk more about that. Im going to talk about sandy. Were already hearing some of the rain moving n. Weve seen the rain increase just in the last our or two here in washington. Temperatures by noon in the low 50s. Steady or slowly falling temps. By 5 00 about 50 degrees. Winds northwest at 35. They could be gusting 50 or more by 5 00 p. M. Even here in washington. Were watching the storm which is way off shore. In fact, its east about the virginianorth carolina boarder now. Still some rains just getting into the outer banks in northeastern north carolina. Raining heavily in norfolk. Our weather watchers in reedville over five inches of rain already since yesterday. 3. 2 overnight. You can see how the heavy bands of rain continue to move off toward the west. Heres the latest on sandy. Hurricane with winds of 85 miles an hour. Gusting to 105. Pressure down to 946. This is stronger by 4 millibars than it was three hours earlier at the 2 00 advisory. That is a sign of rapid intensification. 90 mile an hour sustained winds at 2 00. Expecting even further strengthening. The question is it 90 or 95 as it comes ashore tonight at about 11 00 p. M. Just south of Atlantic City. On this track even at 2 00 75 mile an hour wind. By 2 00 p. M. It only weakens to 60 miles an hour winds. That is a long time to be battered by damaging wind gusts along with the heavy, heavy rains that well be looking at as sandy comes ashore. I mean rains could be in excess of six inches here in the metro and more east. It could be a foot or more in some spots. Heres a look at the winds and rains. Hatteras 30 feet. Virginia beach 25 feet. Right now this buoy has waves of 23. Winds gusting to 54, sustained at 40. Were gusting to 38. The white numbers are sustained winds. The blue are the gusts. All these northerly winds along the coast. This would be pushing water out of the bay now. When the storm passes and the winds turn southerly, the water will come back into the gay gusting to 39 down in into the bay gusting to 39 down in this area. Starting to pick up. Look at orange to almost red, a sign of the heavier rains that have been coming in. Alexandria. Jess, get ready. The rain is going to pick up even more down by you in the next halfhour. This goes down into the Northern Neck as well. Locally you can see the moderate rain across d. C. , moving into fairfax county. Loudoun county, its coming you to. Same with Prince William and fauquier and culpeper. Everybody actually. The wind field is impressive in a bad way. By 8 00 60 mile an hour winds by the bay. Well be in Tropical Storm force winds and potentially Hurricane Force winds could be coming across the region during the overnight. These are sustained winds forecast from the national Hurricane Center and its much worse than it was last night as far as those winds. 52 today. Heavy rain and wind could be gusting 50 by tonight. Tonight the gusts could be up to 70 or more with heavy rain, especially through midday tomorrow. Maybe showers in the afternoon. Cold, 46. 56 on wednesday with a shower or two possible. Thursday finally dry, still breezy, 56. Dont forget this weekend we turn the clocks back. Another thing to worry about. Monika . The good thing is that we had lots of time to prepare. We had our team here all weekend telling you what to expect. Its coming.
