[laughter] freeze frame high-five, g.p.! . new at 11:00, a local mayor takes the power outages into his own hands, and now some residents are beaming with gratitude and electricity. also tonight, why the defense for brittany norwood says her soccer career may have led her to kill. plus dealing with people with aids. find out how your tax dollars were averted. this is 9news now. but first, right now montgomery county police are working a barricade situation. this is all happening in the 7900-block of coach street. that is in potomac. >> you're looking at a live picture from the staging area. police have shut down coach street and river falls drive and they say that there is a man inside the home. he claims to have weapons and he may be a danger to himself. we'll bring you an update as soon as we know more. also tonight the dc attorney general says money that is supposed to be used to help aid patients instead went into building a strip club. >> and we're talking about a lot of money. more than a quarter million dollars. matt jablow with the details. >> reporter: there is no question about what goes on here in northeast washington. it's a strip club. a high end strip club, perhaps. but a strip club nonetheless. the problem with that, according to the dc attorney general, is that it's supposed to be a job training center for people with aids and hiv. in a lawsuit filed today. dc attorney general is suing the owner of the property. jones's non-profit operation. the lawsuit alleges back in 2006 jones received more than $300,000 from the city's hiv program. the money was supposed to be used to build a job training center for aids patients but he instead used the money to build a strip club. >> does cornell jones have anything to do with your nightclub? strip club. >> nothing. zero. >> reporter: james redding is the club 's current owner. he says he bought the company 18 months ago when the only thing on it was a run down building. jones is not in anyway involved in the strip club and never has been. >> that's correct. >> reporter: redding who is not named in the lawsuit also says that as far as he knows, the allegations against cornell jones are not true. that jones never built a strip club on the property and as far as redding knows never intended to. >> it said miracle hands on the building when i walked up to buy it. there were 8 or 9 offices in here and i demoed them and then started fresh. >> reporter: we were unable to contact cornell jones tonight for a comment. his organization's website says their mission is "to implement strategies and programs designed to meet the needs of the city's most underprivileged and negotiated communities". >> thank you. all but four schools in prince george's county will be reopening tomorrow. those are glenarden woods, heather hills, rock ledge and tall oaks. all schools in st. mary's county are still closed tomorrow. and here is a look at the latest power outage number. dominion has restored power to all of the northern virginia customers in the dc metro. they still have about 1200 out in fredericksburg and 3,044 left in the rest of the state. pepco has around 5300 customers out. bg&e has more than 170,000 outages. while hundreds still sit in the dark, one prince george's county neighborhood finally has their lights back on. but as ken molestina tells us, there was a major snag in getting it done because the county and the power company couldn't see eye to eye. it's a story you'll see only on 9. >> reporter: according to the mayor fred robinson at the center of the delay was a massive tree that came down and a debate over whose job it was to get it out of the way. a sign of gratitude after nearly three and a half days of waiting in the dark sits along church road. >> i'm happy the power is back. >> reporter: it's along this street that hurricane irene knocked over a massive tree causing power outages to the area. >> it's frustrating as heck when you try to come out and find out that the road is blocked and it's blocked because of trees down and we just can't get the right resource there to remove the problem. >> reporter: the mayor fred robinson says the tree came down right at the boundary line between prince george's county and the city of bowie so neither municipality could figure out whose responsibility it was to get it out of the way. that was the first problem. then when the mayor decided to have the city crews undertake the job, they discovered live power lines were still on the fallen tree. >> so it took a little while to get bg&e to get the right people here. >> reporter: the tree was removed and they restored power to the majority of the area. neighbors say they're grateful the mayor and the electric company were finally able to solve the problem. >> are you happy the power is back on? >> very happy. relieved. >> reporter: the mayor tells me at the height of the outage, more than 11,000 people were without power. as of last check, that number is now closer to 3500. in bowie tonight, ken molestina, 9news now. talk about a really bad day. new at 11:00, a semi truckdriver didn't quite make it under an overpass in northwest creating that mess. wow. a photographer was on his way back here to the station on the east street expressway near the kennedy center tonight when ekama cross this. you can see the roof of the trailer was literally ripped off forcing the rest of it to just come apart. did concussions make brittany norwood crazy enough to kill. that is what the defense lawyers say and ask for more time. their that he re, norwood's -- theory, norwood's soccer career may have left her with soccer damage. she is accused of killing her co-worker at bethesda's lululemon athletica store crushing her skull and severing her spinal cord. she then created an elaborate crime scene to try to cover it up. >> there have been noted concussions in a sports career. so, no, she has a history of concussions. that's something we're going to look into. that's for sure. >> judge robert greenburg denied the defense request to delay the trial until february. the case is set for october 24th. now to another high profile case there is a chance that gary giordano will walk free tomorrow. he's linked to the disappearance of a friend he took to aruba. she disappeared a month ago. he claims she disappeared while they were snorkeling and tomorrow he will be in court in aruba. prosecutors will try to keep him in custody. but if they can't come up with some more evidence, the judge may just set him free. the obama administration is offering some hints about the press's job plan which -- president's job plan which he is going to announce next week. >> well, when we asked our own gary nurenberg to look into it, he en dang erred his own -- endangered his own job by admitting what it is. nuremberg, have you done your work yet. >> reporter: i have. and derek pays more in payroll taxes than i do. the payroll tax is something workers pay for the right to have a job. you get taxed because you're working. and that is separate and distinct from your federal income tax withholding. it is 7.65% of what you make and your employer pays 7.65% too. and it may be a focus for the president. >> next week i'll be speaking to the nation about a plan to create jobs and reduce our deficit. >> reporter: he has already cut the tax paid by workers and may ask for an extension of that in addition to cutting the tax for employers. >> it reduces the cost of hiring somebody. so right now it's cost you 7.65% to hire someone in addition to the raises that you pay them. after a tax reduction of 2%, it will only cost you 5.65%. so it's like anything. if you can reduce the cost, people tend to engage in more of that behavior. >> reporter: hiring more workers in an economy with a stubborn 9.1% unemployment rate. white house reporters say the president will likely propose more spending on infrastructure, roads, bridges. headline news during the debt ceiling debate and they're unlikely to buy infrastructure spending. >> i don't think that there is any appetite for that in this country right now. >> reporter: the president may also ask for extended unemployment benefits for the long-term unemployed if they get job training. >> one of the problems we have as an he which is that there is a mismatch between the jobs available and the work force. job training makes a lot of sense in terms of getting the work immediately. we're not going to do that. >> reporter: we'll get the details next week, the president trying to create jobs in a tough economy where unemployment seems stuck. >> not to sound cynical, but are we talking as much politics as economics in all of this? that coming up. my name is ashley. i was using cascade actionpacs. they just didn't have that brilliant shine. when i took the finish challenge, i could tell there was a difference. my dishes had a shine on them. i'm moving on to finish quantum. take the finish challenge for yourself. if you don't see a difference, it's free. more american troops have died this month in afghanistan in nearly ten years of fighting. at least 66 were killed in august. nearly half of them when they shot down a nato helicopter. 30 americans died in that crash alone. most of them elite navy seals. 60,000 american troops will stay on the ground in afghanistan until the final pullout in 2014. and many of those fallen soldiers will be buried at arlington national cemetery. since the scandal surrounding the mismanagement of the grave broke, they have a count. members of the army's historical guard have been snapping photographs of every headstone using smart phones. those photos will be matched with records to ensure that every burial site has the remains it's supposed to have. one soldier calls it matching faces with places. >> most of us that served overseas at one time or another we have lost friends, comrades, buddies. and to come out here and show them honor and respect by documenting these headstones and making sure that all of the records are straight, even our small role in taking all these pictures a huge honor. >> the soldiers have been working during the overnight hours to get out of the heat. a spokesman for the arlington national cemetery says it's just too early in the process to tell how many discrepancies have been found. military officials hope to be done by the end of this year. when a football team gets in trouble, you fire the coach. when a mayor gets in trouble, you fire the chief of staff. and that is what vince gray did back in march while fending off allegations that his organization was giving jobs as perks to political allies. now gray has brought in a whole new team, a couple of outsiders. his chief of staff is christopher murphy and andrea pringle. have you ever had one of those days just dragging your tail down the street. this is how the day looks. this jaguar driving its tail, the bumper off and guess who. yes, that is marion barry behind the wheel. we asked the ex-mayor what happened. he was a little testy at first. did somebody hit you? >> hit and run. i'm not discussing it anymore. understand that there are more important things in the world. >> when you live in the ghetto, all this stuff happens. hit and run drivers. they key your car. >> barry says it actually happened a week and a half ago. he says the car was hit while parked outside his home in southeast and he has filed a police report. emanuel marlo wears a cap at work, but we think he needs a cape. he sells beer at the park and that's when he's not saving lives. a couple of home stands ago, he actually saved a teenage boy who seemed to be choking to death. >> he started turning blue. and i just knew that it was time for action. and i went over and i gave him the heimlich. >> after three thrusts, he was able to dislodge a large piece. >> after you heard, it took about three times and he was able to dislodge a large piece of chicken from the teenager's throat and then he went right back to work selling beer. he didn't even get the teenager's name. the national's ball club is trying to find the man to see how he's doing. the hawk and dove is where members of congress took a break. it's where vietnam war protestors gathered before and after their rally. a young marion barry had a career in politics. it is one of washington's political bars. bad news is it's closing. good news not forever. it will have a new owner and brand new look. he plans to close the hawk in october, do a top to bottom renovation and reopen next spring. and, let's face it, it is a little long in the tooth and could probably use it >> the people are thinking i want to be there right now. it's gorgeous. >> it is great. >> i love it. >> summer kind of coming to an end. we still have some great summer days ahead of us the next couple of days. labor day weekend we're looking at that. we are also watching tropical storm katea gaining strength as we speak. and it has right now sustained maximum winds at 60 miles an hour gusting up to 70 miles an hour. it is moving west, northwest at 21 miles an hour. here is a look at a track that katia could be taking. and could be gaining to hurricane strength by tomorrow sometime. and becoming a category one by tomorrow night perhaps. and then the longer range models a category three hurricane. a major hurricane by the weekend and staying out in the water not impacting land quite yeted. but -- yet. but it looks like we'll have to watch it. it looks like some of the models are saying it could impact the caribbean. so we're still watching katia. right now temperatures it is gorgeous outside. low 70s around downtown. 61 in gaithersburg. frederick 63. martinsburg 63 and culpeper 61 degrees. dew points are still low. here is a look at satellite radar picture. we'll see clear skies overnight into tomorrow. still lots of sunshine thanks to high pressure. and we're going to see this nice pattern stick around through tomorrow and through much of thursday as well. so cool and dry morning commute. don't forget the sunglasses. a very nice wednesday once again. now, wet possibly as soon as friday and the weekend does look a little unsettled for some folks. here is a look at the future cast. high pressure is still dominating our weather pattern. it's still in control and building into the mid-atlantic through tomorrow which is why we'll still see lots of sunshine, dry conditions. a few clouds may roll in late afternoon. the only showers could be way out in the west. but scatter stuff. i don't -- scattered stuff. i don't expect it to be affecting us. thursday looks just as good too and we may see scattered showers but, again, out to the mountains. overnight what can we expect?
