. this is 9news now. thanks for joining us. i'm derek mcginty. >> and i'm anita brikman. tonight shocking new details come out of an 18-year-old bizarre kidnapping case. >> california police have arrested a convicted sex offender and his wife for abducting little jc dugar back in 1991. but now we find out what happened after that is harder to stomach. she hadn't been seen or heard from in 18 long years. >> there are no known attempts for her to reach out to anybody. >> so when she accompanied the sex offender, his wife nancy and two children in his parole meeting, authorities got suspicious. during questioning, they discovered that jc, now 29 and called alyssa, was really the 11-year-old girl kidnapped back in 1991 near her home in south lake, tahoe. and it turns out, phillip had fathered the two children with jc. >> none of the children have ever gone to school. they've never been to a doctor. they were kept in complete isolation. >> the two girls are 15 and 11 which means jc go pregnant at age 13. authorities say the three lived in a secret area behind the home. >> the back yard had sheds, tents and outbuildings where they spent most of their life. neighbors say they never saw jc or the girl. >> it's kind of a shock because right here in your neighborhood somebody has been kidnapped and living here for how many years? >> jc's step-dad, who saw the abduction, says he, too, is in shock and worries about his state of mind. >> i'm right now thinking that she's basically a 29-year-old and 11-year-old memory. >> police arrested both phillip and nancy on suspicious of kidnapping. he's also held on suspicious of rape and lewd and lascivious acts with a minor. jc has had a supervised reunion with her mother and sister after 18 years apart. >> and now sources close to that investigation say phillip has admitted to kidnapping jc 18 years ago. >> all right. we'll switch gears now for a quick check of the weather forecast. topper here is here first. >> we have some thunderstorms showing up now. and we're still tracking danny. first things first, here is your forecast. showers and storms possible. temperatures kind o on o o the mu ide. temperatures 7doho m s show your 9000. ton eryverye is getting some storms tonig. bu thosehatre aretiet gngha mm.onr e tstst wen through and abobout to cross over intout easte cntyd hegardrgithe manassas. anwe we managed to t make it to 91 today. 78 downtown. 72 in frederick. we'll come back and tell you where the storms are going to move and we'll have the latest on danny. derek and anita. >> topper, thanks. he has been called the most dangerous man in the world and chances are you've never heard of them. andrew stack spent the evening getting the low down on the man who helped countries like iran, north korea and libya get the hands on the nuclear blueprint. he joins us now live. >> reporter: well, derek, his name is abdul kahn and he is regarded by most as a national hero. khan is considered the father of pakistan's nuclear program. >> he brought back from the netherlands apparently some materials that he had stolen. >> former pakistan analyst says khan didn't just assemble the team that developed the bomb. >> there is probably no greater atolomerife tore? in the 70s, 80s and 90s, he went onto share nuclear secrets with nations. >> he had particularly good ties in saudia arabia. he dealt with libians, iranians and north korea and who knows who else. it was a matter of getting rocket technology in exchange for knowledge. >> reporter: eventually, pressure from the west led to khan being placed on house arrest for five years. but that amounts to quite a lavish lifestyle. >> he had a hotel in tim buck two. on the other hand, no freedom of moment to go around the country or certainly to leave the country. >> reporter: and house arrest did not allow us to tear gait khan. >> they never have given us access to him. and we accepted it because that was a price for keeping, we thought, pakistan cooperative in the war against al qaeda and the taliban. so we paid that price. >> reporter: so he says the real problem for the u.s. is not knowing if khan shared nuclear secrets with al qaeda or other organizations. at this point khan is no longer under house arrest. but to this day, he isn't allowed to leave pakistan. in the information center, andrew stack 9news now and wusa9.com. >> thanks for that, andrew. well, a television crew got way more than they bargained for down in cocoa beach, florida. take a look. >> hey. >> hi, rose mary. >> i'm not rose mary. why in the. man had kidnapped her and her children. she'll spend 9-23 months in jail. she says her father couldn't take it. identity thieves have arrested bernakes. from there their banking account was swept up into a march larger scheme. they now show they confessed to depositing checks from the account. tens of thousands gathered in boston to pay their final respects to senator ted kennedy, and we are live inside of the jfk memorial in boston. the line formed early this morning. many who knew the senator inted mittly say -- intimately say he loved his country and loved to serve it. the public viewing continues until friday. saturday morning a funeral mass will be held folloy by a private burial in arlington national cemetery. the state of massachusetts now has an open senate seat for the first time in 25 years. the question is how long will it take to fill the seat and who is going to be sitting there. current massachusetts law require a special election 145 days after the seat becomes vacant. but before his death, senator kennedy wrote a letter to state leaders asking them to appoint a temporary replacement sooner. >> he, like i, supports the current law that provides for a special election about five months out after a vacancy occurs. and he also made a reasonable request that the govt governor be permitted to appoint someone to serve for that five-month period until the special election occurs. and that is imminently reasonable. >> the governor says he would sign a change in the law if the governor approves it. he says it's important for massachusetts to have two and then about to cross over the river into montgomery county. these are heavy. not severe. rainfall rates 1-2 inches. they're going to cross over 270. they're headed towards gaithersburg, alleghany and probably into rockville. we'll put this into motion in the next hour. seneca, you're going to get hit again. ash burn has already been hit pretty hard. and germantown will still have heavy rain on top. again, not severe. but let's hope your gutters are clear. back to the computer we go. temperatures 74 gaithersburg. 74 vienna. not bad. now, tomorrow morning mostly cloudy with showers and storms. they could be here in the morning. howard will be here at 4:55. by afternoon, more showers and thunderstorms. a bit cooler, though. highs only around 80. and winds southeasterly at ten. some of the storms could have some heavy downpours. satellite picture radar combined, these showers associate with a front. and there's a lot of tropical moisture down here that we're monitoring very closely. it may be drawn up with the front and danny in the course of the next 24 hours. in the meantime, danny is not very well organized still. not a clear definition of an eye. i mean of a center rather. it is about 478 miles south, southeast. and it's on track to stay off shore for us for the mid atlantic. we do have showers out to the west of us. and these will be growing in intensity as we england. i think boston will have winds tropical storm force. us, again, we're going to have some surf problems but that's about it. so heavy surf. some rip currents. much like what bill did. some of the beaches may be closed this weekend. so it's not going to be a washout. heavy rain is possible friday. no winds, no rain from danny here in the metro area. scattered showers and thunderstorms on
