We have different technologies that they may not have that help us locate missing people. And also search for fugitives. This is a case where a Police Department has to call the bureau first or does the bureau see whats happening and make the call and offer their services . We have such closeknit relationships with local agencies that a lot of times we have them on task forces. We work with them in different ways that allow us access to them every day. So when we see Something Like this happen or they come to us to ask us for help, we are already there. We work hand in hand with them a lot. So its easy to just say hey, we can help you with this. But in the relisha rud case, an 8yearold girl who is still missing and hopefully not dead, police were searching for kahlil tatum who subsequently was found dead himself. He made it to the ten most wanted list of the f. B. I. How does a person, a suspect, get elevated to that level of search . Well, he wasnt ten most wanted but was definitely on our most wanled list. Basic wanted list. Basically what happens with that, we ask the u. S. Attorneys office for a warrant and it allows us to bring in every resource we have. It then becomes a federal case. We have the ability to do billboards and we work with media and we have a National Network of media reps who reach out to local individuals not local individuals but local communities and things like that so we have the ability to sort of shine a light on that case in a way that most local Police Departments dont have. So we get people to see those photos and the pictures as quickly as possible so that we can find these people. The bureau also has a program called the child abduction Rapid Deployment program, and that again shows how every moment is critical in finding a child once theyre missing. Yes. And those who want to conceal carry, must provide a reason why and fill out a detailed application. Critics expect this redrafted bill to be challenged in court. I dont think theres going to be a large number of people who will get a license. The the requirements are rigorous. The new rules are based on similar laws in several other states with strict conceal carry policies. The council acted because a court ruling overturned the citys blanket ban on conceal carry. Lets start it off with a look at the flood watch thats in effect because of this approaching rain. You can see it doesnt cover the entire metro but it covers the beltway and all the counties that surround it. It also covers the city of baltimore and the counties that surround that beltway. So on our storm timeline, were looking at the first raindrops approaching from the south but that rain will move into the Northern Neck and southern virginia during the p. M. Commute. It wont move in into the immediate metro area until after the p. M. Commute is done. So were dry on the beltway during rush hour so great news for those of you who still need to get home. Heavy rain and wind toward midnight. Right around midnight, a couple hours on either end will be the worst of it is what its appearing right now but still going to be raining during the thursday morning rush. Right now only 64 degrees in gaithersburg. 64 in hagerstown as well. You can see its actually warmer closer to the storm system. This storm system has a lot of warm air aloft. It has almost a kind of tropical feature to it but its not going to have nearly that kind of impact for us, thank goodness. Here it is, that area of low pressure. You can see the heavy rainfall toward norfolk and were looking at the area of High Pressure getting nudged out of here. So that was the area that made things so spectacular yesterday. And now were overtaken by the cloud cover. The rain is pushing its way up and evaporating before it hits the ground as of now in southern virginia. But that will change as we head into the evening. You see that here on 9 futurecast. So we have all this dry air in place. The first raindrops are not going to reach the ground but after 6 00, we will see that rain move into the metro area. The oranges and yellows are an indication of heavy downpours. At least its happening when most of us are in bed. Midnight is when some of the heaviest rainfall is going to occur but stepping out the door thursday morning, 5 00 a. M. , and it is still raining pretty intensely, especially the beltway and along 66, Prince William county, Fairfax County seeing some of that heavier rainfall. The end of the thursday morning commute, its still raining but at least the rain is lightening up. As we head into the afternoon, well start to see some breaks in the cloud cover.
