New video shows what happens in the seconds before a North CharlestonPolice Officer shot and killed a man running from a traffic stop, this video released in the last hour showing officer Michael Slager stopping walter scott. After the car is stopped a minute or two, thats when scott gets out and runs away. Seconds later a video taken by a bystander shows officer slager shooting eight times as scott runs. The 50yearold was shot and killed. The naacp is now demanding that North Charleston police create a citizens review board to address complaints against officers. Tonight our Investigation Continues into the missing dashcam in the case of a driver thrown onto a virginia highway. Investigative reporter russ ptacek joins us now in a case where it is the word of two consequence versus the word of a driver because only one camera recorded video. Somehow that audio was not there. Russ . Thats right. There is no audio during the entire confrontation. Experts say when video there is doesnt show the driver assaulting police and doesnt explain why the Orange County deputy threw 52yearold Stuart Fitzgerald to the ground or why he now faces 15 years in prison. The only video camera that was working didnt record any audio according to authorities because of a malfunction, but listen. 25 minutes after the confrontation overmodulated audio could be heard on that same dashcam the rest of the night. Without audio you cant hear me screaming, asking them. Im screaming oh god, please help me, please help me. Thats when i was on the ground screaming that, when i was on the car. I was screaming god, please help me god. Reporter the officer standing closest to the camera is from the gordonsville, Virginia Police department. Shes there when the Orange County deputy throws Stuart Fitzgerald to the ground. Shes required by policy to wear a body camera, but the agency says she wasnt that night because their since replaced cameras were then malfunctioning. That backup vehicle arriving from the town of orange has a dashcam. The agency acknowledge both it and another Orange Police car were there. Look at the center of the chest of that officer from orange. Thats a body cam. Officials wont tell us whether it was recording, but Orange County sheriffs officials repeatedly said we are not aware of any other video besides what you currently have in your possession. The agency also claimed it was unaware of its deputy taking any photos or videos with a handheld device. The agency has since changed its story saying this evening i discovered one of my patrol sergeants had taken photos of the defendants face and of the car hood. The town of Orange Police issued a statement saying, i know body cameras were present that night with our officers. The question becomes did they have them on .
