On its version. Delia goncalves is live on capitol hill with more on a republican effort to delay obamacare by at least one year. Good morning delia. Reporter good morning jessica. House lawmakers will be working through the weekend now proposing a second bill so the u. S. Does not default on its loans in midoctober. But heres the catch. They will only increase the debt limit if the Health Care Law is delayed by one year. Making sure perhaps republicans can still stall obamacare even if the final budget bill puts funding back in that Health Care Law. Still, texas republican ted cruz, you may remember him, that talkathon senator . Well, hes not willing to compromise objecting to an early vote in the senate yesterday in order to speed up the process before this october 1st deadline. My two colleagues who i respect have sent out emails around the world and turned this into a show possibly. And therefore they want people around the world to watch maybe them and others on the senate floor. Everybody in this body knows how the votes are going to go. This is going back to the house of representatives. The and the house of representatives have said theyve said publicly and theyve said privately, privately, they are going to send Something Back to us. The National Football league has struck a deal with twitter to show game highlights and other video content on the service. Its the first social Media Partnership for the nfl and it comes shortly before twitter plans its initial public stock offering. That is going to be huge. I was just going to sigh a very unusual deal and like you said, amazing. The nfl is so restrictive about their video use the fact that theyre doing any deal with anybody is interesting. Wow really cool. Okay historically black colleges and universities are responsible for producing more than half of the black professionals in the United States. Today a number of institutions are starting to face some financial setbacks. Coming up were going to discuss how a number of hcvus are partnering with Corporate America for strength and financial security. Yo ten after 6 00 on this thursday morning. Weve seen some clouds roll in from the north and the east. Weve got cloudy skies now. Sunrise just after 7 00. And you know what . Probably not going to see too much of that sunrise but if were lucky get a few breaks and get another great show like the last couple of mornings. More sunshine this afternoon. High temperatures back in the low to mid70s. So another nice day ahead. I think we can handle that. Monika . You know i have really hated being the bearer of bad news this week. But thats all ive had on the northbound side of 95 this actually looks great in springfield. Its down in woodbridge all the way to lorton where its jam packed to the early accident that is sitting on the left shoulder. No problems right now except that slow traffic with the lanes open. Ill be back with more coming up in just a few minutes. Mike back to you. Thank you monika. Are historically black colleges and universities still relevant . Thats a question thats being asked around the country in various circles and more than 100 hbcus around the country were initially established with the intention of providing black americans with access to higher education. Now today some of the same institutions produced more than half of all the African American professionals in the country. However some of the hbcuss are also facing serious problems. Ty coo wey is the president. One of the conversations in the news and newsroom. Howard university is one of them. Well documented issues with financial concerns. One of the ideas thats being floated recently is trying to jettyson the hospital of financial responsibility they have for the hospital. Is that one of the steps that can be taken forward addressing howard specifically . Perhaps thats one issue. But i think overall issue with the historical black colleges and universities is just an overall lack of funding. Its been that waistings the inception way since the inception part of the war. Is that relate today government funding . Not at the level it should be or were fating a shutdown. Heres an example of where howard and other colleges could be facing a shutdown . True. But just from a historical standpoint lack of funding on the federal government side as well as the state has been an ongoing issue. When you move forward with other schools and we talk about how schools fund themselves over the years, endowments are a major portion. Is that something that can be improved whether its Financial Management or whether its more donations to the endowment . Is that something thats being looked at . Indeed. And i think the alum 90s are rise alumni are rising to the challenge. Not only with the alumni but with the parents and students. When critics and people are talking in the circles, are they still real rant and historically black colleges still relevanted and needed and to save as many of these as possible do you think . Sure. I think the questions its relevant to ask that question but i think its almost like saying do you like spaghetti sauce or Peanut Butter . I think the future has that same sort of blend everlasting impact as far as engineering foods just name it. Hbcus are relevant in all of the fields thats pert tent to the United States of pertinent to the United States of america. Will you try to reach out to ceos of major corporations too say look these are important institutions and we need to do what we can and maybe also offer some sort of management assistance in addition to maybe just handing a check over . Maybe say look, lets try to go through the books and make sure its as tight as it possibly can be so were not here in ten years. Its been amazing, lately many corporate sponsors have been coming forth to our organization sense we represent all since we represent all 105 hbcus. U. S. Airwayst last month did a spread on over airways last month did a spread on the historically black colleges and universities. Weve been getting calls since then because its been educational and informative and most people in the United States didnt really realize what hbcus are doing for the benefit of the great nation we live in. Sounds like we need a pr tour. That helps out a lot. Thank you for joining us this morning. Definitely an education and we appreciate it. Howard weather time. And mike its going to be another nice day around here. Little different though. Weve got clouds this morning. Last couple of mornings we have clouds and gave us a great sunrise and presunrise sky. This morning the clouds may be too nickel we hope they thin thick. We hope they thin out. Temperatures today will climb into the 70s once again with more sun this afternoon and more clouds this morning. And winds out of the northeast only about 5 to 8 miles an hour and a high around 75. Tonight looks really nice with the High School Football games, temperatures generally in the 60s for that. Cloud cover in pennsylvania and new jersey and delaware and boom moving off toward the west southwest this morning. Behind a weak low in the atlantic. Northeasterly winds at the surface. Yeah thats whats bringing in that low level cloud cover and the moisture. Just a touch of fog this morning around warrenton and culpeper down to louisa in elkridge, West Virginia about three quarters of a mile with visible. Not too much of a problem with visibility. Temps also in the 50s and 60s where weve got the cloud cover. Becausen is 54 and baden is 54 and north beach 163. But as you go west. They have more breaks and longer so heat escapes round hill 49. Same with warrenton this morning and manassas is at 50 and fairfax 54 and rockville 56. Outside on our michael son weather camera, you can almost see some of those clouds just liking a little bit of the light there. They were a little bit higher than last hour. 62 overcast at Reagan National with a northeast wind at 5 more than. That northeasterly wind going to continue thanks to High Pressure to our west. And a little weak low out on the atlantic. That will bring in some of those clouds from time to time today. Model are still trying to hint if you watch care fly see just a little carefully see just a little speck of green here and there. Just a 20 chance of a passing sprinkle today. That will be about it. If you get a moment where you have to turn the wipers on i think thats all were talking about and most of you are not going to see it. We look to tonight. Clear to partly cloudy. Still a northeasterly flow. Then tomorrow very little change in the pattern. Now out to the west well see a cold front on saturday. Approaching chicago here by saturday night, sunday morning. Its going to be east of there approaching indianapolis. That front would be headed our way on monday but its not a lot of moisture to work with. Most of it will get squeezed out along or west of the appalachians, so theres a slight chance of a shower on monday. Yeah our rain chances dont look all that great and temperatures pretty stable here. In fact this weather pattern may stick around another seven to ten days, 75degrees this afternoon after the clouds this morning toot great afternoon. Tonight another great afternoon. Tonight upper 50s in town and upper 50s to low 40s in the cool spots. Tomorrow sunday both look very nice with partly to mostly sunny skies. Highs in the mid 70s. Next week slightly warmer just the slight chance of a shower monday and then were goin be pushing to the egree week. The middle of next joy it now this will not last forever i can guarantee you that. Monika samtani, what is up with the traffic this week . I dont know. Its just been one of those weeks. And were hoping that its just kind of happened all the week and next week will be a lot better because this week as howard says has been really rough. Northbound side of 95 look at that jampacked traffic from woodbridge all the way into alreaditon. The accident there was into lorton. The accident there was cleared but now theres an accident closing dumfries road right here north of hoadley road so be aware of that as well. Dumfries north of hoadley. A live look out on the northbound side of 395. On the northbound side of 395 on the traffic land camera, looking at the traffic thats gone upstream from edsall to seminary. Very slow and eave this as well. Back over to the maps, this time on the north side of town here at New Hampshire avenue. Some slow traffic as you leave college park well go back to that camera shot here. On New Hampshire avenue. And looking fine until you hit Georgia Avenue where its going to slow down in Silver Spring on the outer loop westbound 495. Back to you guys. Another look at the question of the morning now. Happy friday by the way. Its 6 18 facebook friend william millton wrote b. And c. That would be gaining weight and too many male friends. He says hey dont judge me. I say this and my spouse does too. Try snapshot today no pressure. Nice car. Sure is. Make a deal with me, kid, and you can have the car and everything that goes along with it. [ thunder crashes, tires squeal ] so, what do you say . Thanks. But i think i got this. [ male announcer ] the allnew cla. Starting at 29,900. Just three more Days National the nationals 2013 season officially comes to anened and of course thats when the offseason questions will begin in earnest. Thats because Davey Johnsons retiring after theyre all done. Whos going to be the manager next year and can they do a little bit better . Remember at the beginning of the season they were on Sports Illustrated as possible world series winners. A lot left to be done. Dave owens is here and he has senior Baseball Writer paul white with him to look ahead to 2014. Nats not going to the playoffs. What happened to this Baseball Team this year . Did the pressure really get to them . You know you start to wonder. At first i didnt think so but they played so well in the second half of the season. When the expectations dropped off. Lowered. Maybe. You know, but that being said, maybe thats all part of the process here. They they stepped forward too fast. A year ago. If it had been two years in reverse, probably be saying this is really going well. Theyre on their way. So much of what i hear from you for the nats to take the next step it has to be non baseball stuff. We know on paper this is a very good Baseball Team but the non baseball stuff they need to get that hashed out. The most important decision they have to make this off season is whos going to be the next manager . Because that guy is going to have a lot to do with what this clubhouse becomes. What does this team need from a manager . Are there some names and are there some people out there that you might want to consider being the next manager . I think they really need a guy with cachet everywhere. In the clubhouse, with the fans around the league. Even though there are very confident guys on the team now with the franchise, probably not going to cut it. This is the phil jackson kind of job. [ laughter ] it is teed up for the guy who wants really . Thats what the team is and thats what baseball people think around the country. The zen master. Thats why joe girardi the free agent has to look at this. Ron gardenhire in minnesota. Highly respected guy. Heck if they really wanted to they could get Mike Scioscia from the angels and work out a deal. One last question here. Possible offseason moves that we might see with this roster because we know again on paper theyre pretty good but do they have to make a tweak here and there . They have to be very careful because you dont want to break up the core of this team. Thats whats going to keep the team winning. The dan haren spot in the rotation. You can make that a little bit better. You have to look at adam laroche isnt going to be here that much longer and you dont know what hes going to hit if he stays. Weve got to start to look at that position. Where do you go forward . Not a Major Overhaul i dont think. And if youre planning to head northbound on i95. This is an accident in the hov lanes in lorton blocking off that right side of the roadway. Youve got about a five mile backup both in the main and hov lanes northbound on i95 at least it is jampacked this morning. Once again. Really a terrible week for 95 commuters. Ill have more coming up in my next report. Youre watching wusa9. Im Terry Mcauliffe, candidate for governor, and i sponsored this ad. For 30 years ive worked as an obgyn, my job is to protect the health of women. So im particularly offended by Ken Cuccinelli. Cuccinelli wants to make all abortion illegal. Even in cases of rape and incest. Even to protect a womans health. I want a governor whos focused on schools and creating jobs, not someone who wants to do my job. Whos Ken Cuccinelli to interfere in the lives of women across virginia . Good morning, a live shot from the u. S. Capitol is going to be a very busy place in the coming days. Hopefully to avert a Government Shutdown is the goal. Live look there. It is 63degrees leer in northwest d. C. Thank you for joining us this friday. Im mike hydeck. The green light was on. So maybe thats a good sign. Im Jessica Doyle in for andrea roane. Hes on the weather terrace with your forecast. And notice no jacket here. Its comfortably cool in the low 60s in northwest d. C. Little milder than it has been but some of you well west of town still seeing some 40s. Jessica alluded to it. Sunshine later as we look at our michael son weather camera. Cloud cover, thick enough we dont have the beautiful skies like we have had the last couple of mornings, we have a lot of darkness still. That sunrise at 7 301. Some early clouds and sunny and i think another beautiful afternoon with highs between 72 and 77 and a lot of that depend on when that sunshine can burn off some of this cloud cover. You notice those low clouds in pennsylvania and new jersey. Theyve been advancing to the west southwest and now in toward even Southern Maryland and the Northern Neck. Much of the wusa9 viewing area. With the clouds no longer to move in its a little cooler like warrenton at 49 and a touch of fog that way as well. Laurel 56 and reston 52. Going into the 70s once again this afternoon. Weather is really fine. Traffic, thats a whole other story, heres monika. I tell you what. It is really rough on the northbound side of i95. Ive been telling you about the accident up in lorton in the hov lanes in the right lane. Guess what . Our sky 9 is over another accident. This is further north on 95 just before the beltway. You can see the police and the cones set up here. If youre planning the head northbound on i95 maybe reconsider. Because you have a lot to deal with because of those two separate accidents. In fact oj go to the stat 50 camera and i can show everyone the backup on the northbound shadoof i95. Solid side of i95. Solid. This is what it looks like from woodbridge. At least Prince William parkway up to springfield with the two separate accidents. One in lorton and one before the beltway. Back to the maps and the red here. Up north and inbound on i66 youre going to be just fine. No problems to report at this time. More coming up back to you guys. Wow. What a week it has been traffic wise. Unbelievable. The news is back in the mornings. See you at 7 00 and happy friday. Happy friday to you. Thanks have a great day. Well, the first high level talks between the United States and iran in more than 30 years started to take place yesterday in new york. Secretary of state john kerry sat down with his iran yawn counterpart and some other diplomats. And the move was made possible by the election of a new moderate president. Rouhanied he made some rouhani. He made some comments this week that iran may be willing to address concerns about the nuclear program. Thousands of these weapons continue to pose the greatest threat to peace. 16 u. S. Intelligence agencies including the cia reported that iran was pursuing research which could enable it to produce nuclear weapons. Syria has reached an agreement with five permanent members of the United NationsSecurity Council to hand over its chemical weapons. It removes the threat of a possible u. S. Air strike which the president had considered in august. The full council is expected to approve in deal. This afternoon the senate will vote on a continuing resolution which would keep the government running after the current budget expires on tuesday. But the democrats plan to take out the house provision that would defund obamacare. Which makes passage in the house unlikely. So it sounds like a stalemate all over again. Delia goncalves is live on capitol hill happy friday delia. Reporter happy friday mike. It may not be too happy for folks on the hill and for a lot of these Government Employees who will be put on notice today of possible furloughs if congress does not act and come to a compromise before the deadline. But to many House Republicans, obamacare is a deal breaker. However, even if they dont get their way in the budget bill, House Republicans have proposed a second bill that would still take a bite out of the Health Care Law. That second bill would avoid a u. S. Default in midoctober by raising the debt limit. Only if obamacare is delayed by one year. Many say default would be catastrophic and much worse than a Government Shutdown that we all know is pretty bad as it is. If a deal is not reached by october 1st, thousands of nonessential Government Employees will be furloughed. Services like passports and irs refunds delayed and national parks, museums and monuments would close. I will not negotiate on anything when it comes to the full faith and credit of the United States of america. Now the president says im not going to negotiate. Well, im sorry but it just doesnt work that way. Reporter so while folks here on the hill are debating with only three days left, the stakes are pretty high for folks around the country including residents here in the district. Now we all know that the districts budget is controlled by congress. So if the government shuts down, that means d. C. Pretty much shuts down too. But a pretty risky move by the mayor. Mayor gray has deemed all district employees essential Government Employees. Meaning they would still work if the government shuts down. But that move may be illegal and it could force some employees to face jail time or fines. Mike, jessica . Back to you. Maybe a sprinkle monday. I think another seven to ten days of this. Woohoo. If you like that i love it. I know a lot of people do but between lawns and gardens and we need to water i know ive given up. Youve given up . Just rocks out there now . Let me ask you this, when that happens we have a dry stretch and considering what time of year it is. Does that mean the colors are going to change more quickly . Already seeing some change out of it. Its the stress from the trees. As opposed to a beautiful fall with the wet weather we had in the spring and early summer. It may hamper i think the fall colors due to that. That is one of the things weve been talking about back in the weather office. Erica grow and topper and i. A little concerned for that. Weatherwise, no real weather concerns. Starting with some clouds this morning. You can see the clouds over d. C. And unlike the last couple of mornings, these clouds are just a little bit too thick and too low to give us the colors weve seen and by the way we have a great Photo Gallery of them at wusa9. Com. Our day planner on this friday morning, well were going to be mostly cloudy i think for much of the among here. Temperatures slow to rise here to 68 by 11 00 with more sun this afternoon. And maybe a scant 20 chance of a sprinkle passing. 73 at 3 00. I think well get to 75 for the high with the northeasterly wind and the 5, 8, 10mile an hour range. Another very comfortable afternoon. Clouds have been moving . And we have northeasterly winds at the surface and you can see the clouds moving off to the southwest here. See how theyre coming in from the east down to the parts of the Northern Neck . Not quite to reedville yet but theyre north of you. New lynn is seeing the cloud cover here and Colonial Beach as well. The clouds have moved in. Fog is formed over where weve had the breaks, its better in culpeper and orange and visibility there is a couple of miles or less. Temperatures where the breaks are are colder in the mid to upper 40s once again. Cumberland, winchester martins burg but under the cloud cover upper 50s and even lower 60s. Gaithersburg 57 and leesburg this morning running at 546789 were scanning the skies for you with our michael son weather camera and again lots of clouds this morning here in d. C. Sunrise at 7 01. Weve got 62. Northeasterly wind at 5 miles an hour. And the relative humidity at 78 . All right, so clouds to start. And a mild day. Theres a lot of warmth in the middle of the country and look at that winter has already begun. Ive seen snow totals in wyoming and montana in the foot and a half category. Yes, at the Higher Elevations but you know places like jackson hole you have to start thinking oh they got to be maybe thinking about running the lifts here soon. Off the atlantic weve got an area of low pressure. This may start to really wind up into something a little bit tropical. Or hybrid storm that could be affecting parts of the northeast. Although the canadian maritimes more likely going to see this. With this storm offshore and High Pressure to the west were going to continue with the northeasterly winds over the next few days. So occasionally well get the low cloud banks to come in off the ocean like we have this morning and theyll blow through. Some sunshine then. A comfortable dry breeze for us, the only headache as a meteorologist is do we have the morning clouds and fog . Or do we just stay with the sunshine . Very much like being on the west coast. When it gets that marine lay tore move in. A front layer to move in. A front here monday but i dont think rain chances are very high. Again another seven to ten days. 75 this afternoon. Another great afternoon with a cloudy start. Tonight were in the 50s and light winds out of the northeast and east. Nearer to 50 in the suburbs and 58 in town. Tomorrow and sunday looks like a great weekend. A few clouds and lots of sunshine. Highs in the mid 70s and lows in the 50s and then warmer next week. This is the slight chance of a shower on monday. They greene begin at least at the prim begin at least at the Prince William parkway this morning and thats woodbridge solid up to springfield where the accident is cleared to the shoulder. Miserable here. In fact the stat 50 camera and this is what it looks like right up in line from woodbridge and look at all the people stuck in traffic. Youre sitting aable home. Reconsider using this road. Over to the maps, you can see on the beltway for the most part all around town is just the usual slow spots here on the north side of town.
