CopLinwood Barnhill pleaded guilty to horrible crimes, prostituting 15, 16, 17year old girls from his southeast apartment and possession of a video of the 17yearold performing oral sex on him, but to save the girls from having to publicly testify against him, prosecutors agreed to a deal that will have him spend just seven years in prison. Thats at least two years less than federal sentencing guidelines. This enables everyone to move forward and enables the witnesses to go forward, mr. Barnhill. He obviously expressed a lot of remorse from the beginning. Reporter both the prosecutor and defense attorney here in federal court told the judge the victims never knew that barnhill was a cop. That weighed into the judges reluctant agreement to accept the plea deal, but one of the victims lawyers is now telling a very different story and threatening to sue the city. The victim that i represent knew and understood him to be a cop. She actually wrote in the rode in a car with him and he pulled a gun from underneath the street and bragged about being a d. C. Police officer. Reporter advocates say what barnhill did is all too common. A d. C. Cop was buying, selling young girls for sex, exploiting them commercially and this is just one instance of many youth being exploited for sex here. Reporter barnhill will have to register as a sex offender and serve 10 years probation when he gets out. Advocates hope its a warning to others who would exploit teens. At d. C. Dan cohen of the Abuse Deterrent Coalition says the deterrent formulation in these methods can stop drug abusers in their tracks. Weve been looking the abuse deterrents for years and i thought one of the ways to reduce the abuse was time release drugs. Where did that fit into the solution . The extended release drugs are a very important product for patients in pain. They came on the market about 15 years ago. One of the problems with extended release drugs is that abusers found that by crushing them, snorting, injecting they could get a release of the entire load of the product in one fell swoop and that would cause the high. That made them very interested in those drugs. Reporter this is how it works. There are two active parts of the abuse deterrent formulation in these pills. One is the hardening of the pill that makes it nearly impossible to crush it fine enough to be snorted. The other is a gelling agent that makes it impossible to go through most syringes.
