Septa related story a a terrifying scene where a woman is ripped off the september bus. Police say she was taken by force and if you look at the window you can see the mans hands, smashed the window. While the bus driver takes off thinks he got away from the socalled crazy guy, next thing a couple blocks later is there a pontiac grand am or grand prix with temporary delaware tags pulling in front have of him to the point where he is just forcing him to stop the bus in the middle of the roosevelt boulevard in the outer lanes and the guy gets out, again, and at that point, would the man is like let me off, let me off, and then there is people waiting for the bus, there is people at the bus stop going what is going on on here. The it happened early this morning around 2 30 on oliver avenue where dave kinchen is. Dave. I just got off the phone with one of my Police Sources in trenton. We can confirmed five people were shot, that is right, five here at the the general area of oliver and cool ledge. This is where were told this all happened at an apartment complex where three women and two men were sitting outside 2 21 this morning. We are told there was some sort of argument that is what police tell us and someone drove up, two men drove up in a black acura, one got out and fired several shots from the handgun. We were told all five victims were hit in various locations, one person hit in the chest one in the back and one in the shoulder and leg. One person had a grazed wound. Were told they were all survived. Lets go to the video as we talk about this and police are checking surveillance cameras, as well, there is two in the area, they have not gotten footage yet but they are looking for the shooter and vehicle. We understand a black acura. Two people in that vehicle. One who got out and fired shots. We dont know if it is the driver or the passenger, but we do know from witness, neighbors also who didnt want to go on camera that there was an argument they overheard in this area, as well. I cannot believe how civil it has been up here. If you have a candidate who has been funding liberal democrats and funding the washington establishment, it is very hard to imagine how suddenly this candidate will take on washington. There are more 18 years old who believe they have a better chance of seeing a ufo then a Social Security check and we have lot of seniors who are very nervous. Superintendent doctor william hite is planning to bring back fulltime nurses and counselors at all 214 district schools next year. Right now they only have access to these services a few days a week due to bubbling it constraints. What was it, three years ago i think we were talking to you, how many years have you been here. Im in my fourth. I remember three years ago we were talking about laying off like 3800. A thousand good a total of 5,000. Nurses and counselors. And everybody else, too. A lot of pink slips flying all over the place. Indeed. Nurses and counselors at every school. They are all back. They are all back. Not yet. So one of the things, everyone that we laid off, several years ago, music teachers, counselors, they are all back. We have recalled all of those individuals but now we want to move beyond that and move beyond that to make sure that there is a fulltime counselor. Did i miss it, is there money falling from the sky. And a fulltime nurse in every building how are you doing it. We will do tonight two ways. Number one, governor proposed a budget for next year and we have to finish this year, but for next year that budget also has additional monies for School Districts across the commonwealth and we want to use those investments to return essential services to schools, and to all of the schools, in the city of philadelphia. Hold on, isnt the keyword propose, doesnt it have to be passed first. That is how we have been operating every year but what is different in this year and all of the other years is that we have gotten to a point where we are beginning to stabilize. We had a small surplus two years ago, six milliondollar. We had a larger surplus this past year that came about late, cigarette Tax Collections werent up, and the city ref knee were up in may and june which came too late for to us do anything last year with those monies. Now, whether the governors new budget, with that budget the propose that had would allow us additional investments. It has to pass, doctor hite. Yes. But unlike every other year we have been talking about this time of the year what we have to cut. And what we need in order to fill deficit now is to get the resources in order to have these fundamental resources in schools. That was a highlight. What was the other highlight. Turnaround schools. So there is four new proposals. What are they. Four new schools, that would be in the turnaround model. It will be roosevelt, rose, moones and mitchell. What does that mean, these are very slow performing schools, they need help. They are the lowest performing schools in the the district at the moment and we need to do something that it will inject urgency in the quality of the experience that the children are experiencing . What does it mean . It means we will focus on those schools. The it means that we will have kindergarten through second grade classes, at the 20. That is when you you sianni teach them how to read. We will have coaches that will be with teachers, helping them with math instruction, reading instruction and new technology at the school. A comprehensive curriculum approach where they will go through three week cycles. Is there a big benefit. Sound like a great model but when it comes to teachers and principals will to have reapply for their job. Absolutely. It is important. This is an important point. Two things, one that is in the collective Bargaining Agreement that if, in fact we address schools for renaissance or turnaround that up to 50 percent of all of the people have to apply on the district and cannot keep more than 50 percent of those. Half of the people will lose their jobs then. They will in the the lose their jobs, they will in the work at that school. Other part that is really important is that these are new models. These are new models where they are strict behaviors and activities that we will be asking individuals to do. So it is really important that the teachers who sign on for that, sign on to something that they believe in, that if they dont believe in it, there are other schools this they can work. They will lose their job hat that school and go somewhere else. They will have to reapply somewhere else. They will go back in the pool of individuals, we have plenty of vacancies. What does the teachers union, say about you this are wiping everybody off the slate there and reapply. We have done this before. This is not new. We have done this with historically at prom ace contacted my, renaissance schools, and redesigned schools this has happened before as i indicated earlier, it is a part in the collective Bargaining Agreement.
