How about this . 7 34. Police in upper darby receive a report that a man is shooting up heroin into his arms while riding on a septa bus. Officers responded to the scene, with medicine. With something called narcan. Do you shoot it up into your nose, it blocks the effect of the opiates, in the heroin. And trying to prevent somebody from dying. He was saved, then arrested, after he recovered. Upper darby Police Superintendent Michael Chitwood joins us now. So, explain to me exactly what this narcan does if he is shooting heroin . Basically this individual is unconscious, probably, headed toward deaths doorstep. Narcan what it does it is opioid drug or if you will that reverses the addiction it, only works on people who have opioid overdose. It is a life saving techniques Police Departments use. Unfortunately we save a life, but once we save the life, the person who is addicted will go back to using heroin or whatever other opioid is used. Going back to the bus, he collapses on to the floor. Now, did the Police Officers have the narcan or did the emts have it . The Police Officers have narcan. Every car is equipped with narcan. And every officer is trained to use the narcan. This happens, this has been happening a lot. What, 50 cases in upper dashy . Weve used narcan over 60 times in about 14 month, and were saved about 58 lives. Now, did he have heroin, like the packets, the bags, on him on the bus . He did. He had four bags on him, in his wallet, we found these after we revived him. He got off the bus. Why didnt he get arrest the right then . Number one we just saved his life. Two, we wanted to analyze the drugs. He had to go to the hospital. He went to the hospital. He was treated and released, he was back on his way that afternoon. We looked at the incident. We look at each case individually. There were drugs. He had commit add crime. He had used public space to shoot up the heroin, endangering other people on the bulls, so we decided to arrest him. Did you hear about the mayor up in ithica, new york, im sure you have, he says what we need in our cities is a safe spot, like a safe room, where these they could go up and shoot up heroin . I totally disagree with. That will we should spend our time and effort getting these individuals help, not making them zombies. Ive seen heroin addiction for 50 something years. And it is horrible. And what it is doing now with the purity thats on the street, people are dying, every day, and to legalize or give them safe zone, we need a safe zone to help people into rehabilitation. But inspector, hes doing it to himself. Why is it the Police Responsibility to get him into Addiction Program . Because we got to deal with the fallout. We got to deal with the burglaries.
