This was the scene last week at Walter Palmer leadership learning Charter Schools in northern liberties. School had hundreds more students enrolled and then allowed by a charter. They held a lottery to cut enrollment. The school reportly had more than 1200 students enrolled but a spokesperson for the philadelphia School District says school assigned a chart their only allowed for 675 students. Now, there is no money to provide for them. Suddenly parents are having to scramble and fine a new school for their children to attend. On top of that the district claims an audit from the 2012 13 school year found the school was allegedly collecting money for students not even attending the school. Src, decided they would cap all charters. The but law is very clear. They are not allowed to cap Charter School. It was reaffirmed in 2008, which said not only can you not cap them you can only cap them if they agree to it. Other than that there is not a cap n2005 we were renewed. We were cap. We complained about it. We said we think this is useless and you are intimidating us. If i we wont sign it, we dont get a charter. Up to 2008, parents were saying we dont want our children back in the district. So, we did two things. We added a preschool and then was Blue Ribbon School for seven years. Then we added on a high school tos accommodate those parents. Consequently our growth was just phenomenal. We had 2,000 children on the waiting list. In 2010 when the district refused to pay us for the extra children we had we appealed to the state department of education who a agreed. They said law says if you have the children and you are educating them you should be paid. Cons consequent bye lieutenant the department of education a warded us 1. 3 milliondollar. The district appealed that not mean pleas core. They appealed it the to the appellate court. They sided with us. They appealed to the seventh panel, appellate court, and, beyond the commonwealth and they have agreed with us. But it wasnt until may of this year, that the pennsylvania Supreme Court ruled against us. But for people at home, all they see is charter was for 675 students. And there is more than 1200. Did you just not want to turn those kids away or there was back and forth going on. We didnt want to turn them away but the law is on our side. All the way up to the the Supreme Court. I believe that the Supreme Court ruled wrongly. A contract, requires you have to have offer exceptions. Two parties must be agreed upon. We did not gree towards a charter. So now what happens is we find ourself need to go renewed again in 2010 or refuse to sign the charter because we thought that might be a a loop hole. But we were never taking any children that we didnt believe we were legally having the the right to and court affirmed our belief. Lottery has already happened. The district, continues to, spinned millions of dollars to fight us against us. So what we had had we were forced to move towards having a lottery are. Only fair way to do it. Are they without a school. Are they sitting at home right now what happened was we made sure, our school, these are families i have known for 15 years. Many of them. So we made sure that there were people there. We had Catholic Schools there. We had Charter Schools. We had cyber schools. In that meeting with the the lottery taking place. There were offered these opportunity. We had people coming back, on friday and on saturday, and on monday to help our parents out. You are saying they are getting help they need. They are getting help. We are determined to try to stick with them. Tragedy is, you have to understand is what happening here. What happened, on thursday night, with these families was just an abomination. The tears, the crying, the the disappointment. It the reminds me of like a slave block. Black slaves, you know, sitting around waiting for their fate and some phantom come in and taking out a random number. I know we were just talking about this in the break. You are trying to get money at this point. You have someone who is interested. We are trying to get outside tore help us. These children, they are gone. There is a high school now.
