Also, the first public hearing on possible ties between russia and the Trump Campaign gets underway in the republican bill to repeal and replace obamacare may be headed for a vote on the house floor. Joining us now live from janesville wisconsin is House Speaker paul ryan. Mr. Speaker, welcome back to fox news sunday. Speaker ryan good morning, chris. Thanks for having me. Chris will you bring repeal and the replace bill to the house floor on thursday as some people have suggested, and if so, does that mean that you know how the votes to pass . Speaker ryan that is our plan. I think this will most likely be arctic to bring it forward. We bring it to the rules committee first. Part of our regular order process is to go through four committees. We will now go to the rules committee. We feel very good where we are. Were still having conversations with our members, we are making finetuning improvements to the bill to reflect peoples concerns, to reflect peoples improvements. The president , he is bringing people to his table and im very impressed with how the president is helping us close this bill, and making the improvements that weve been making, getting the boats, so we feel very good where we are. Its the regular order process. Were going to make those changes at the rules committee that the Budget Committee and others have asked for, so we feel like were on track and we are right where we want to be. Chris so what would you say the prospects that you have the roads and will be able to pass it on thursday . Speaker ryan i feel very good about actually. Its exactly where we want to be. The rail i feel so good about this is because the president has become a great closer. Hes the one who was helped negotiate changes to this bill with members from all over our caucus. I call it getting the sweet spot, you have to get 218 republicans, will come from all different walks of life, to come together to agree on the best possible plan to repeal and replace obamacare. The reason i feel very good where we are, we all, all of us, all republicans in the house, senate, and the president , made a promise to the American People that we would repeal and replace the faulty collapse in law and we will make good on that promise. We want you talk about changes. He will offer what is known up on the hill as a managers amendment to reflect the changes to pick up the final bout you need. I want to go through some of the items that are being discussed about that. Allow states to impose work requirement for ablebodied medicaid recipients. Allow states to accept a fixed block grant for medicaid and boost the tax credits for lower income and older people. Mr. Speaker, will all of those items be in the managers amendment . Speaker ryan those are all things that we are working on and the managers amendment. Were making sure that we get all the language right. As you know, we have this weird thing called the bird role, which is reconciliation. Making sure that these changes that were being discussed conform with this. Weve gotten lots of feedback from conservatives, from governors, from people in all walks of life in our conference, from different perspectives about changes they think improve this bill. We are looking at the kinds of changes we just described were going through that process and we will bring the strangers to the rules committee. Chris you have been talking about this, calling it a binary choice, even though accept that the g. O. P. A bill or you have to stay with obamacare as it exists, and with a lot of people say, as its collapsing. Now youre talking about making changes and this week President Trump said this. If we are not taking care of the people, im not signing anything. Im not going to be doing it, just so you understand. Im in a little way, an arbitrator. Chris in fact, the changes will have to be even more changes in congress, respectfully, sir, this is your binary choice out the window . Speaker ryan no. You are misinterpreting me. The binary choice is when we bring this to a vote, thats when it becomes a binary choice. Until we bring the boat to the floor, we are always making improvements. There is one more to describe whats going on, legislating. We are not actually doing this behind the scenes and making people vote for it, and the president is right. He is the one, im very excited. We have a president who is rolling up his sleeves, its been a very quick learner on health care. He came to the presidency and now hes helping us make sure that would bridge differences with members for bringing constructive ideas and solutions for how to make this bill bette better. Fourth committee coming up, thats always been the plan, to learn, listen, negotiate and improve the bill, make the finetuning, and then bring it to the floor, and that is where it then becomes a binary choice. Thats what i meant all along what i said this, which is, when we bring this to about, either we will keep the obamacare status quo, the large collapsing, five states have one plan left, over a third of the counties in america have only one insurer left. Massive premium increases, he let collapsing law. Or, we replace it with patientcentered health care that works where we give people more freedom, we let the states go back to running their Health Insurance markets. That is what we ran on. This is the plan we ran on all of last year. Weve been working with administration hand in glove and the senate since january to put this together and when the boat comes up thats when it will be a binary choice. Either the status quo or for repealing and replacing with law. Chris mr. Speaker, as a governing principle, do you believe that every american should be able to get Health Care Insurance if they wanted . Speaker ryan yes i do believe this is a critical need for americans. I do believe that we can have in this country a Health Care System for everyone can get access to Affordable Health care coverage, including people with preexisting conditions. I believe that that is achievable. I believe that that is what we are achieving in this legislation and the answer is not a government onesizefitsall, arrogant micromanaging system where the Government Forces you to buy something you dont want, dont need, or cant afford. The goal here is to get every american access to affordable coverage. That means we have to bring the cost of health care down. That means we dont want monopolies. That is what were doing. Chris let me pick up on this. The congressional budget office, i dont have to tell you, came out this week with a pretty dramatic forecast and they said that 24 million fewer americans will have Health Insurance in ten years under your plan. You said that part of that is that this is what freedom looks like. Here you are. This isnt a government mandate. This is not the government makes you by what we say you should buy and therefore the government thinks he will all buy it. Chris but, sir, is the major decrease in the number of people, according to the cbo will have Health Insurance, is it freedom or is it that some people will no longer be able to afford Health Insurance under your plan . I want to show a specific case with the cbo. Look at these numbers. In ten years the cbo said a 64yearold with an income of 26,500 will pay 1700 outofpocket under obamacare for Health Insurance. Under your plan, the cbo says that same person will have to pay 14,600 because Insurance Companies can charge more than the tax credit that you will offer is smaller than the subsidy that obamacare will offer. What they are saying is that this isnt freedom, this isnt people voluntarily decided not to have Health Insurance, if that your plan makes it unaffordable for people. Speaker ryan there are three things i would say. Number one, with the basically say is obamacare is not going to last. Theres no weight it can stick another two or three years, let alone ten years. They are comparing and obamacare plan that is mythical that wont exist in ten years. The nursing, if people are buying what obamacare will make them buy, they will be able to afford it. Heres the point, we believe we do need to have some additional assistance with people in those older cohorts. We are not going to make people buy something that is so expensive that they cant afford the market is not going to offe offer. That comparison suggests that we will have the same kind of plans being offered that obamacare would otherwise offer. Chris if i may. I want to get to two points. Speaker ryan real quick. The person in the 50s and 60s, the person in the 50s and 60s does have Additional Health care cost than a person in the 20s and 30s, the tax credit adjust for that. You are right in saying, and we agree that we should have even more assistance. Thats one of the things we are looking at for that person in the 50s and 60s because they experience Higher Health care costs. Chris so you will change the plan as the cbo analyzed it . Speaker ryan that is among the things were looking at doing, yes. The point i would say is, we are going to let people buy what they want to buy. We will have more plans being offered, more choice and competition and this is before they do anything to deregulate the marketplace to print competition and lower prices which of the cbo could not and did not analyze. The cbo looked at a little piece of the issue when we know that the secretary of hhs will help bring Market Freedom and regulatory relief to the Health Insurance markets for those 50 and 60yearolds. But even with that, we think that we should be offering even more assistance than what the bill currently does. Thats the point im trying to make. Chris i understand that. To the budget that the Trump Administration offered this week, here is budget director nick mulvaney. This administration tends to change course from a soft power budget to a hard power budget. Chris what he basically means by that is they will be the defense increases spending increases, they will be offsetting and sizable decreases in a lot of domestic discretionary programs. Are you comfortable, and i want to talk about to go into specifics. What really gets down to is not big numbers, but specific programs. Are you comfortable with cutting the National Institutes of health by 20 , are you comfortable with cutting funding for meals on wheels, which supplies food, and seniors depend on it, to 2. 5 million elderly americans . Speaker ryan i was a is the very beginning of the budget process, a process i have worked with for many years. They submitted their budget, it will go through the congressional system. What typically happens as a president submits their budget and Congress Takes it from there and make necessary changes to that budget going forward. We are seeing an increasing defense because we think our military has been hollowed out. I will say that nadh is something that is particularly caught a stomach popular congress. We really think were kind of getting close to some breakthrough discoveries on cancer and other diseases. That is something that i think and congress you will see probably some changes. But with respect to any one of these types of programs, this is the beginning of a very long multistage process of budgeting and i do believe at the end of the day we will honor these priorities, in particular our defense spending priorities. Im glad that the administration got going. I want financial pressure, i want spending caps, because that makes us focus on cutting spending that is wasteful spending. There are a lot of programs that are wasteful, that arent measuring up to the goals that they are supposed to achieve. If you want that kind of fiscal pressure, so you go after waste, you go after abuse. You go after programs that are succeeding their goals while we honor our priorities. This is the beginning of that long process, and encouraged that we are up and starting wit with. The white house gave us numbers so we can get started, thats what encourages me. Chris less than a minute left. I want to ask you finally about President Trump. We are now into week three of his allegation that that the Obama Administration wiretapped trump tower. This week, he swept the brits into it, he swept the germans into it. The question i have is, sir, and i dont expect her to comment on that, but isnt this a big distraction from the very ambitious legislative agenda that you are trying to get through congress . Speaker ryan its why i focused on the very ambitious and trying to get through congress. Im not really focused on these things. Only to the extent that we have a committee that is investigating, i think you have the chairman coming on next. The president and congress is already working on this. Theyve asked us to investigate this. We will investigate each and everyone of these things, all things related to russia. That investigation is ongoing, its not complete. Lets see this investigation run its course. We have not seen evidence that you just described. I think you will probably get the answer from chairman nunes in a few minutes. Chris President Trump son and optimistic about the health care what legislation while democratic leader Chuck Schumer slams it. Its time now for our sunday strategist karl rove, dr. Ezekiel emanual, one of the architects of obamacare, neera tanden, head of the liberal think tank center for American Progress and Fox News Contributor rachel camposduffy. Same question i started with speaker ryan, while the house passed a version of repeal and replace this week and how damaging, and how much of the republicans had to respond to that cbo assessment score that 24 million fewer americans would have Health Insurance under this plan in ten years . It is a damaging number, but when you look under the surface, it starts with felty millard fewer people in the next figures not having insurance. Virtually all of those the cbo says are a result of the end of the mandate, that is to say, the penalties that are inflicted upon people who dont buy insurance. If they are not inflicted with a penalty, then they will not buy insurance. If the republicans have a different approach, which is, lets provide fair tax treatment in the form of a tax credit to the people who are selfemploye selfemployed, because they dont get their insurance from their employer and the people and Small Businesses that dont get coverage. The cbo has historically underestimated the effect of market choices like that, as it did in the Medicare Part d. They overestimated the impact of what a government mandate would do. Chris all of the conservatives in the house what that heart care or for this do you think that they will hold their nose, mixing my metaphors here . They wanted something spread they couldnt figure out what those things work, they stumbled into a couple of them, and they are happy. I think the biggest one is is that more people are on medicaid who are ablebodied without children that there ought to be a work requirement that if you want this government benefit, much like we did with welfare, you have to be looking for work or working to get the benefit chris for an architect of obamacare, you have been surprisingly open, and we have discussed this in the last weeks to at least the idea of amending the law. What you think about where they seem to be headed with this bill . Thats a disaster. By 2026, one in five americans will not have insurance. That is worse than before the Affordable Care act was created. That is not a place we want to be. Its basically australia with no insurance. By the way, their notion of affordability, we will bring down the premium, how are they going to bring down the premium . There is nothing in this bill about cost control. They were burned out agreement by not covering a variety of services. Chris they say in other parts of the process and the regulations by tom price in the legislation, they also, you just heard speaker ryan say, they will use the tax credit to make it more affordable for the 65yearold that i talked about. As your numbers show, they have to boosted by 10,000 and that doesnt seem to be in the cause for mr. Mine. More portly i will say you will see the premiums may become down, but thats because theyre not covering services and the deductibles will go up. Its going to be worse for people. The institute so that when you analyze this bill, premiums will go up on average 13 for americans. That doesnt sound like a good deal for most americans and especially the americans that voted for trump. Chris i was going to talk with a budget. Lets just talk about this. Rachel. Its really hard. The architect of the bill, this bill is not working, its in a death spiral. The cbo says theres no death spiral. Thats not accurate. First of all they are measuring what is before the house this week. The bill includes three parts. It includes whats going to happen when the hhs secretary does the things hes going to do to the bill and to regulations and also, the third part, which is really important, thats where they will take on across state lines. Chris a bunch of other stuff. Its a huge driver. Chris playfair. For your district, your husbands district, 45,000 people lose Health Insurance from this. People cant use the insurance they had because the premiums are going up and the deductibles are so high. They had coverage that they will lose. Chris your ignoring what she said and the fact, which is that the premiums are going up and the deductibles are huge, so you have to pay enormous let me finish outofpocket expense before you even get the advantage of it. And youve got insan the country that are pulling out. Theres no choice. The cbo did announce that the Affordable Care act today as compared to the rind belt. Thats what they looked at. Thats what people are looking at when they think 45,000 people are going to lose coverage. The Affordable Act is not collapsing. This is false. There are places that bring in let me just finish. There are places saying that the Affordable Care is, what ryan r crump care will. Trump noticed let me say one thing. Donald trump promised workingclass people, and they relied on it, they would keep it. Now paul ryan them. Chris talk about premises. We were promised or premiums will go down 2500. You can keep your plan, you can keep your doctor. All these wonderful it will not add a dime to the deficit. I didnt interrupt, so stop. This year the average premium increases 25 . On top of a double digit last year. Is so quick to count numbers. They are looking at onethird of what republicans are offering, but within two years, we will have a 10 decline in premiums under the republicans. They love the cbo number when it comes to 14 . Love it how they dont love it chris thats not accurate. Lets make three quick points. By 2020, premiums are supposed to go up by 20 , and then they will be down for younger people but up for older people. The second point is, one of the ways that will drive the premiums down is by driving her deductibles off. That is not a good thing. Chris you have to know all about that. They will drive them up even higher. The third point i would make is that this is not a bill that is actually going to be beneficial for people. They will throw a lot of people on medicaid off coverage and they will transfer a lot of costs to states, which will put them in a very difficult spot in cutting their enrollment. I love the new found concern for younger people. To say all these older people are going to have the premiums go up. The premiums are going up because obamacare makes younger, healthier workers subsidized older, less healthy workers, and then why are we surprised that obamacare is not getting the percentage of younger, healthier workers to make the system work . What is the answer to obamacare . One of its leading architects has three suggested answers. Increased payments to Insurance Companies so they can hide the premium increases. Increased penalties on those without insurance, penalize people even more. And increased subsidies for those in the exchanges. I think dr. Emanual was pretty serious in these that none of these is doing anything but throwing money at a broken system. His plan has 100 million for ability. It saves over 300 billion. Chris you said earlier this week that there was no evidence of the trump claim that he had been wiretapped in trump tower by president obama during the campaign. Then on friday you got a response to questions from the fbi on this issue of whether or not they had any evidence of surveillance there. I know you cant say much about it, but based on what you receive from the fbi on friday, do you want to amend your statement that there is no evidence of wiretapped . Chairman nunes no. I actually saw this a couple of weeks ago. A president doesnt go in physically wiretapped something. If you take the president literally, it didnt happen. I think the concern that we have is that whether any other surveillance activities that were used. We note that general flynns name was unmasked. Was there a physical wiretap of trump tower . No. There never was. The information we got on friday continues to lead us in that direction. Chris i want to make that point. There is no evidence that there was any wiretapped im not talking with president obama doing it, but his administration no evidence of any wiretapping of trump tower . Chairman nunes there was no warrant that im aware of to tap trump tower. Chris thats after you receive this information. Chairman nunes thats accurate. The other issue that is still remaining out there is the unmasking of names, the leaking of names. We have a lot of surveillance activities in this country and i think the concern that the Trump Administration has is where they actually using surveillance activities to know what they were up to . We know that that happened with general flynn. We know that his name was unmasked and we know that it was leaked out to the press. Chris our understanding of that is because that was because what regular surveillance, not you, but the government had regular surveillance of the Russian Ambassador. Sergey. What im asking about is something i will get back to the unmasking in a second. The question was that there was any surveillance of trump tower. I want to play with donald trump that this week. Here it is. We will be submitting certain things and i will be perhaps speaking about this next week. Wiretapped covers a lot of different things. I think you will find some interesting items coming to the forefront over the next two weeks. Chris as i said, would lead to the unmasking issue, which is a serious issue in a moment. Do you know what hes talking about . Is there any evidence of any surveillance, electronic surveillance . Chairman nunes if hes talking with the unmasking of names, so if there were other surveillance activities were names were picked up and then unmasking occurred, and that was spread throughout the Intelligence Community, that is very possible, and we dont have the answers to those questions yet. I dont know if the president has those are not. We had a deadline of friday for the nsa to get those names to us, that were unmasked through the fisa system. We didnt get those names on friday. Until we get those names we cant rule those out. Chris you will have a hearing tomorrow, we can talk about fbi director comey will be there. Nsa chief mike rogers will be there. What you hope to learn about hearing . Chairman nunes we are excited about this because for the first time the American People, and all the Political Parties now are paying attention to the threat that russia poses. We will highlight that. We will highlight the fact that we know that the russians were trying to get involved in our campaign, like they have for many decades. Theyre also trying to get involved in campaigns around the globe over in europe. It will be good to highlight that. Secondly, we are worried about analytical integrity. We dont know how information changed and if a change because in december, beginning of december, the assessment was that the russians were trying to get into our election process and cause problems. But that changed a month later and they said no that they were trying to help donald trump. We need to get to the bottom of that. Also, whether or not they did try to help trump, and if any Trump Associates or anyone else was involved. Chris is a little confusing here. Its clear that Michael Flynns conversation with the Russian Ambassador were swept up by electronic intelligence, heres the name of the american thats illegal that would look to the public. Do we believe there was any specific doing all anybody other than mike flynn who was swept up in this . Chairman nunes of your right to point that out because the one crime we know it is been committed is that one, the leaking of someones name through the pfizer system. That is a crime that has been committed. We dont know the answer to that. Thats what were trying to get the bottom of. Where there any other names that were unmasked, leaked, and leaked out . We dont know that yet. Chris do we think there was any surveillance of people in trump world, or do we think that there was surveillance of other people like ambassador kisliak and that these folks were talking to them were incidentally swept up in the conversations . Chairman nunes if you look at the folks that are working in the white house today that are involved in the Trump Administration, i dont think theres any but one that is under any type of investigation or surveillance activities at all. When you consider when you look at what happened to general flynn, its a very, very concerning. This is something the president has a right to get rid of him, hes not in administration any longer, but he is an american citizen, he was talking to the Russian Ambassador, talking to diplomats in this town. It occurs on a regular patient as you know. I probably talked to a dozen diplomats a week. We should not be going after our diplomats and making them into if its wrong to talk to diplomats in his town. That is his job. Chris i want to ask you i want to its a little bit confusing, two bottom line questions. First, is the chairmans stomach House Intelligence Committee as you sit here on march 20th, have you seen any evidence of any collusion of what i will call trump world, campaign officials, associates, trump world and the russians to swing 2016 president ial election . Chairman nunes a very simple answer. No. Chris no evidence of any collusion. And this is after getting this information from the fbi. Chairman nunes everything i have up to this morning. No evidence of collusion. Chris do you believe that there are elements inside the Intelligence Community or the fbi that are leaking information like the name of mike flynn, like perhaps the fact that attorney general sessions met with the Russian Ambassador to undercut the term presidency . Chairman nunes i think thats pretty clear. Its pretty clear that thats happening. Theres even been stories written about it in numerous newspapers talking about how they said they left breadcrumbs around to hurt Trump Administration. Chris so you believe that there are people inside the Intelligence Community . Chairman nunes i dont think so anymore. I think it was largely people who were there, at classified information, cornell no longer there and decided to leak it. We went to what end . Chairman nunes clearly to leak Michael Flynns name talking to the Russian Ambassador. That was clearly designed to her general flynn and the president S National Security advisor. Chris to think this will all be cleared up with your hearing tomorrow . We do this is the beginning. What we are trying to get to the bottom of this is just the beginning. Another week from now, a week from tuesday on the 28th we have an additional hearing with at least three more witnesses. We are trying to get to everyone who for lack of a better term was at the crime scene, and we are trying to bring them all in and see what they knew, when they knew it, if they know about the leaks, if they knew about his name being unmasked. These are all questions when you took at the bottom of. Chris to make it clear, when you talk about the crime scene, we were talking about the licking of american names that shouldnt have been leaked as part of the problem. Chairman nunes thats the only crime weve known thats been committed right now. We know a lot has been broken, and we need to get the to the bottom of it. As to the relations to the russians, we are happy to look into it. Chris secretary of state to tillerson. Let me be very clear, the policy of strategic patience has ended. We are exploring the new range of Diplomatic Security and economic measures. All options are on the. Chris but, while tillerson is in china and here is a picture of it, north korea has just tested a new rocket engine. A couple questions, how urgent is the threat that north korea is going to be able to put a Nuclear Warhead on an icbm missile, and should we seriously consider the military option, whether its a strike by the u. S. Or getting south korea and japan to boost their military capabilities . Chairman nunes the closer the north korean regime gets to being able to deliver a Nuclear Weapon, we will have to be in a position to take some type of grant of strike. We hope that it doesnt come to that. This is an unhinged regime. You have 20 Million People living in extreme poverty. Im actually very impressed. Ive never met the new secretary of state yet, but im happy that we are getting off of this strategic patients, which was our last policy towards north korea. I think at the end of the day, something may have to be done, because we cant afford to let a Nuclear Weapon go off in seoul or tokyo, or United States for that matter. Chris from today, out of turkey, and turkey, they are saying that the Trump Administration is considering the extradition of an islamic cleric who has been in the country and turkey wants to get him back what they say it was the architect of the attempted coup against turkish president can i know anything about that . Chairman nunes i find that hard to believe. The government is becoming very authoritarian. Nato has been a strong ally of ours for some time. The chairman of the senate Intelligence Committee and the ranking democrat senator warner are approaching this in a mature fashion. The only thing, chairman nunes was right. The name of one person has been leaked in violation of federal law. All the rest is conjecture of which there has been no evidence on either side. Chris general michael flynn. This is your area of expertise, but can this kind of thing get in the way of a president trying to get something as complicated as obamacare or in this case the replacement of obamacare through congress. The whole thing as a distraction inside the west wing and you see mainly a distraction by his people were trying to cover up without contradicting their boss. There has never been a shred of evidence, its a baseless charge that in fact there was spying on the trump tower and whiteware devoting any attention to it, i can make a something tomorrow. Chris wallace, what did you embezzle . Its ridiculous. Theres no evidence. Would you say its baseless if there was collusion, we know about russian hacking and we dont know the extent of it. Until we get the extent of it. There is evidence that there is hacking going on, and that is the important issue. Chris my question is, because we have known that for months now. The continuing mystery is did the Trump Campaign collude with the russians . We dont have any evidence of that. I dont think thats the only question. The question is whether the russians influence our election, and that is a very serious charge that we have not gotten to the bay south. That i do think is worth looking at. Chris there is no evidence of collusion . Yes or no . Speak stomach there is not at the moment. We have a report saying that russians did try to influence the direction and influence it. Not influence the outcome. Chris lets not talk about that. Thats kind of subtle. This is the issue. Democrats are literally just asking for public investigations of this issue because there hasnt been public discussion of this. A month in any committee that you can do it. Thats the reason i find it so weird they want a 9 11 investigation, because Hillary Clintons loss was a result schumer says of a 9 11style attack by the russians. And i believe he should be held accountable in that hearing. Karen springer tweets this, can republicans just go to the Nuclear Option right away and get gorsuch on the court right away . Which is talking about is the fact that the g. O. P. Majority could change the rules as the democrats did back in 2013. They did it with lower court judges. Republicans could do it with the Supreme Court nominees to make it 51 votes instead of 60. They pour salt in the words of democrats because they are so angry that donald trump gets to pick this nominee and also potentially two or three during his presidency. They are going to pressure both schumer and everybody else to complain about this, to try and block this, to have a filibuster, but the truth is, i think when gorsuch goes on for these parents, everybody will see that is intelligent, hes brilliant.
