Dave . Reporter iain, ntsb is expected to have a News Conference closer to 5 30 now. Well get the latest on the investigation and they got their first look today at video from on board that train the night of the derailment and crash. They were looking at that video in delaware today. In the meantime city officials updated their part of the investigation and the Recovery Efforts here and they now say everyone has been accounted for. Its been a massive effort. Its been painful. Reporter as city official confirm the discovery thursday morning of an itth victim in the wreckage of amtrak train 188 the mayor said it was a near miracle there werent casualties. We believe we have now accounted for all 243 individuals that we believe were on amtrak train number 188. Amtrak is heart broken for what happened here. Reporter authorities also announced that 43 passengers were remain in area hospitals. Many have been interviewed by investigators on scene as they get to the bottom of what caused the derailment in Port Richmond. Police department has ongoing active investigation criminal investigation into this matter and well continue to Work Together with amtrak and the District Attorneys Office here in philadelphia. Reporter amtrak ceo said repairs continue on the northeast corridor line end hopes rail service will be restored for thousands of daily commuters soon. Limited service at least by monday. Maybe full service monday. Really look at full service for tuesday. Reporter ntsb said the train with engineer Brandon Bostian at the controls was traveling at 106 Miles Per Hour going into a sharp left hand curve where the speed limit is 50 Miles Per Hour. Bostian has not been interviewed by the ntsb. He gave them blood samples and turned over his cell phone. Ntsb always always gets subpoenas cell phone records. Reporter mayor meanwhile walked back his earlier criticism of the trains engineer and the exec seive speed. I often speak from the heart which at times is terrifying. We certainly are not going to prejudge the investigation at this point. Everything is on the table. Speed should not have been there. The question is why was it there . Reporter now investigators tonight have removed five passenger cars and the locomotive from the scene. Theyve been taken to security facility. Theyll use 3d Reconstruction Technology to actually take a look inside those cars before the crash and as the crash happened. We now know their names, we can now show you their faces and also tell you some of their stories. Bob gildersleeves body in the wreckage of the first car. 45yearold Sales Executive had hopped train 188 in maryland. His brave son mark just 13 broke our hearts as he clutched his missing dads picture yesterday and begged for information. Its just its hard to wait. Its hard to keep the patience. This afternoon the italian consulate in philadelphia released a 41yearold businessman from italy jip september pee was also on the train. His death is front page news on italian papers. They say 12 city state and federal agencies have been work working together seamlessly and everything from the first frantic hours of pulling passengers to safety to accounting for everyone on the train and reuniting victims with their families. This team, city state and federal partners, working in collaboration and coordination made what could have been an even tragedy a lifesaving miracle here in our city. We have worked together to work through this tragedy and i cant say enough about the heroism of the First Responders who came to this site right after the accident. Risked their lives to save as many people as they possible. The crash hurt more than 200 people and you heard the mayor just there. He says it is a miracle that more people did not die. Reporter well iain of the 54 patient whos were rushed here two days ago only 11 remain which is indeed good news. Six are in Critical Condition but doctors say they are all stable and improving every day. When they got here they were they were dazed and didnt understand what had happened. Reporter it was a traumatic tuesday night for unsuspecting travelers. More than 50 people rushed here to temple hospital after their train heading from washington d. C. To new york suddenly derailed in Port Richmond. The victims pulled from the mangled mess. The train going over 100 miles an hour when it left the tracks on a curve with a posted speed limit of 50. Temple hospitals chief medical officer dr. Herbert curbing says the injuries are consistent with being force cybillly tossed about the train cars. Lots of fractures and broken bones. People were hurled violently against each other and there was some luggage flying around and some of the injuries were being being thrown against seats and you know, the sides of the train compartments were it flipped over. Reporter temple hospital is a level one traumatic center its staffed regularly trains for emergencies with mass injuries such as tuesday nights disastrous Train Derailment. Extra staff brought in to handle the onslaught of patients. Im very very proud of all the temple team that really helped them get better. I think its remarkable and dramatic we had only one person that died from a very bad injury. Reporter that person was new jersey man 48yearold new jersey man. All the remaining patients are expected to recover fully but that is physically. Emotionally doctors say thats another story. The United States Naval Academy the young mid ship man who died in the crash was a crucial member who will still graduate from the academy. Mid ship man first class Justin Zemser popular student athlete was on a break heading home to queens aboard amtrak train 188. Zemser was in his second year in the Naval Academy and was vicepresident of the jewish mid ship man club. He also played on the academys football team. The Naval Academy is making it clear zemser will not be forgotten. Had a chance to express my personal condolences on behalf of the brigade of midshipmen and i reminded them that the legacy this young man mid ship man third class Justin Zemser will never be forgotten by the brigade and that the zemser family will forever be part of our United States Naval Academy family. The major focus of discussion is positive training control that automatically slows trains down. Today in a press conference, amtraks shared positive train control is already scheduled to be installed. But we will complete this by the end of the year. I believe we will probably be the only railroad in the United States and in the western hemisphere that will have positive train control. Reporter along that were safety measure experts and elected officials have begun to discuss the need for see belts on trains. Opinions vary on seat belts for trains but an attorney who specializes in railroad lawsuits told me that people who are focused on crash Safety Measures are really missing the point. You want to prevent the crash in the first place. As we airplanes although airplanes do have seat belts and passenger attendants the real focus of airplane safety is that the airplanes never ever crash. Reporter mr. Myers also told me that seat belts perhaps could help some but they arent the overall solution. Seat belts werent going to help the people who were the most badly injured or killed in the rail cars that completely toppled over and in the one rail car that was completely shredded shredded. Reporter many people who say seat belts on trains will cause more injuries as there are people who support them but after tragedy like this, we can expect the discussion and the search for Safety Solutions to continue. The ntsb has been hard at work here now for about 2. 5 days continueing to go over the crash scene and things like that. Today they tell us they got their first look at video from the train amtrak train 188 that was on board the data recorder. It gives a front view of the derailment and the crash that was look at in delaware at amtrak facilities down there. Investigators are expected to tell us what they saw on that video and a little bit more about the investigation. They have removed five passenger cars and the locomotive tiff from the crash scene here as they continue to probe exactly what happened. This investigation is still moving in two directions. Heres what they had to say about the investigations today. Speed should not have been there. The question is, why was it there . We certainly are not going to prejudge the investigation at this point. Everything is on the table. Physical Police Department has ongoing active investigation, criminal investigation into this matter, and well continue to Work Together with amtrak and District Attorneys Office here in philadelphia. Reporter now the speed issue continued to be brought up today about the train doing 106 Miles Per Hour as it approached a curve. That was almost double what it should have been at the speed in that curve is 50 Miles Per Hour. The speed did get reduced to about 102 as it hit the curve there and derailed. Again, investigators looking closely at that. Theyre also talking today about whether the train was being operated manually by the engineer at that point or if it was on to some type of auto move coming out of 30th street staying. They dont know at this point. They need to check that out as well. Again theyll do 3d reconstruction on each of the cars to see if that would tell them exactly what was going on before the crash and during the crash inside those vehicles. That takes about a half a day for each car. They will do that and they have started that process down at the secure facility where those cars are being kept. Again, we expect to have an update from the ntsb momentarily here at the scene but again they have not appeared here at the podium. He also leaves behind his daughter and his wife in addition to that son mark. Hes 45 years old. Hes a Sales Executive out of maryland. He was taking the train, of course, he got on in Baltimore Area and he works for eco lab. Another victim we learned about today is a woman her name is laura fin more, 47 years old shes from douglas ton, new york. She works in real estate and according to her obituary her family says she was an absolute powerhouse a deal maker and she is sorely missed. And also today late think afternoon we learned about 41yearold jip is he pee paris here on business we spoke some people from the italian consulate today and theyre releasing a statement reportedly spoken with his father before he got on the train. We now know that eight people have been confirmed dead in that deadly derailment on tuesday night. We also know that that train was traveling 106 miles an hour when it hit that curve. So speed was obviously a factor and the ntsb will trying to determine why that happened. The big question now is why . We do know 106 miles an hour through a curve where the speed limit was just 50 miles an hour but again were waiting for a live update from the ntsb. As soon as it happens well bring it to you live right here on fox 29. The engineer at the controls has given blood samples and turned over his mobile phone to investigators as well. The ntsb says the train with Brandon Bostian at the controls was traveling as iain told you 106 miles an hour going into a sharp left hand 50 miles an hour curve. Federal investigators have not interviewed bostian. In pittsburgh a Freight Train derailing this morning noun investigators are trying to figure out what went wrong. About a dozen 48 cars toppled on the tracks. No one is hurt and no Hazardous Substances spilled. The cars were empty. The train belongs to the Allegheny Valley Railroad and the company is not commenting on what happened. Ntsb is right now briefing us on its investigation into the deadly amtrak derailment. Lets listen in. Good afternoon. Im robert fumwalt board member with the inform tsb. It had been reported that the engineer of the train would not talk to the ntsb but i havent trying to beat those rumors down for the last day or so. Im very pleaseed to report that we have contacted the engineer and he has agreed to be enter viewed by the ntsb. And we look forward to that opportunity. We will be meeting with him in the next few days. While were talking on the topic of interviews, we have started interviewing passengers who were injured, passengers that are currently in the hospital. We want to fine out their perspective of things. We want to fine out where they were seated and their injury patterns so that we can start core row lateing their seating with the injuries or crash worthiness issues. Ive said before that theres a forward facing video technically called track imagery corter and weve got some information from our review of that. Weve got good quality video up to the point of derailment. We can see the see the track being illuminated by the trains headlights and it also shows the speed of the train and that is what weve been able to do from that is create somewhat of a timeline. 65 seconds before the end of the recording the train speed went above 70 Miles Per Hour. 43 seconds before the end of the recording the train speed exceeded 80 Miles Per Hour. 31 seconds before the end of the recording the train speed was going 99 Miles Per Hour. 16 seconds before the end of the recording the train speed was going through 100 Miles Per Hour hour. Just before entering the curve is when the engineer applied the engineer induced braking to put it into emergency braking ill describe it as seconds mirror seconds into the turn we could see the train tilting approximately 10 degrees to the right and then the recording went blank. Some other things weve been able to do today weve developed test and inspection plans for the rail cars and the locatelocomotive. Weve damage the pre departure train 188 britt left Union Station two nights ago. Which includes the pre departure brake test and there are anomalies noted in any of those inspection records. We will continue to examine all of the inspection records for the train. Today we interviewed the manager of the amtrak manager in charge of training and qualification of Railroad Engineers also, interviewed the train dispatchers who were involved in dispatching this particular train. Reviewing the track inspection records one of the records that we have is the track geometry records. You may recall the day before the accident a track geometry inspection vehicle drove over the rail, rail two track two that this train was traveling on on. And there were no anomalies noted with the track inspection, track geometry inspection. Weve completed the on site 3d laser scanning of the first two cars. Of course the first two cars were those that were damaged the most. That would be the Business Class and the quiet car. One of the things i said we would be doing would be to test the signals the train control signals that are alongside the railroad track. Weve tested most of those. The only ones that we have not tested are those ones that are in the vicinity of the derailment site just because we havent been able to have good access to those but we are going to test those tomorrow. With the track signals that we have already inspected downloaded the recorders from there are no anomalies noted with those recorders. With those signal recorders. With the signals themselves. No anomalies noteed. The ntsb has released the site back to amtrak. One of things well be doing in the comeing weeks we got to wait for the track to be repaired and the cat nary to be repaired. One of the things we will do is a site distance test, well take an exemplar train under similar lighting and environmental conditions, lighting and weather conditions. Well take a train and see how far out that curve would be would come into vision. People have asked people ask asked if this train was operating on time and train 188 departed philadelphia 30th street station it departed philadelphia on time. The 30th street station. So it was running on on time at that point. Somebody asked earlier today one of my oneonone interviews what type of locomotive it was and ive checked on that. It was an electrically powered locomotive so of course it received its electricity from the overhead cat nary called an acx64. This is one of the newer models that amtrak is placing into service and this particular locomotive was placed into service just over a year ago. We have received excellent cooperation from the parties to the investigation which would include amtrak, the federal Railroad Administration and also would include the city of philadelphia for everything theyve been doing. Have you been able to determine if the speed increased manually or did the engineer decrease the speed. He wants to know if the speed increases if we can tell were done manually and at this point we dont know that. We think that we will be able to, h we interview the engineer, we would like to find out those types of things. But just from the track imagery corter it just shows the speed alone. So it doesnt tell how the speed got there. Question right here. Theres ban lot of talk about the. inaudible . To make sure that i get the last part of your question. Let me so the question basically i think centers around positive train control which amtrak refers to as this access stands for automatic civil Speed Enforcement system. Thats amtraks version of positive train control and the question is what positive train control have prevented this accident . Let me answer that by saying that positive train control is designed one of the four things that it is designed to do is to prevent over speedy rail manies. Derailments caused by over speed speed. So here looking at an over speed situation that did derail so from that i can confidently say that an operational positive train control system would have prevented this i can say confidently positive train control would have prevented this accident. Was there a second part of that i did not quite get . The signal system on the opposite side of the train. inaudible . question from reporter . The system that amtrak currently has is basically the equivalent of positive train control and amtrak has that System Installed through a great deal of the northeast corridor. But its currently not installed on this section of the tracks. Yes, sir. Can you tell us in terms of what you found so far in terms of the speed is that a rapid acceleration . You went through the steps of how fast maybe we dont understand. Is that a rapid acceleration . Is that a rapid acceleration . I think thats a subjective evaluation. Whats rapid and whats not rapid . I just laid the figures out there and let them stand on their own. The question right here. Two questions. inaudible . The question was there has the tox testing been completed . And the other part of the question was, is this does this train have dead man switch or an alerter . Or both. Let me check. What do we know about that . Tox testing is not completeed. Not completeed. Samples have been taken. How how about the issue of the alerter versus the dead man switch . Well, the alerter is what people would think as the dead man switch. Thats something that were looking at the functioning of that. Lets take these questions one at a time. First one which ive already forgotten was laughter . The tox tests.
