david axelrod is in chicago and david, welcome back to "fox news sunday". let me add my condollences to all of the other that you received. my sympathy with you and your family. >> chris: thanks so much. i want to start with what barack obama promised in 2008. >> if you don't have any fresh ideas, then you use scare tactics to scare voters. if you don't have a record to run on, then you paint your opponent as someone that people should run from. >> chris: this is what president obama said about the republican budget. >> the budget so far to the right it makes the contract with america a new deal. it is an attempt to impose a radical vision on our country thinly veiled social darwinism. >> chris: this from the candidate of hope and change? >> guest: to say that you don't want to engage in empty scare tactics than we look at proposals on the other side and critique them. that's what campaigns are about and democracy. the republican budget is the wrong direction. massive tax cuts for people at the top and cuts in things to grow our economy like education and research and energy x. cuts in our social safety net. child care tax credit and education credits for our kids is not the direction our country should go. of course, that is part of the process and it is legitimate one. >> chris: that's true. but social darwinism and radical and making contract with america look like the new deal. you don't know if it is massive cuts for the wealthy. the ryan budget is coming up with closing loop holce for the wealthy. when you talk about massive spending cuts. all it is doing is reducing the rate of the growth in spending. >> guest: chris, a decade from now we would have a third less spendog medicaid and that will hit people with disabilitis and nursing homes very, very hard. millions of people will not be able to get the services that they need. in terms of tax, yes, they say that they will offer off sets. we have not heard one off set. the president proposed the closing of loop holes and we have not heard that from congressmen ryan. your hope they will be coming sometime in the future. we haven't heard them. >> chris: in the last week the president made speechs and devoted the entire weekend address to the buffet rulewhen the president introduced the buffet rule he said it was a matter of fairness and we have also stabilize our deficits and debt for the next decade. here's the math. buffet rule of minimum tax of 30 percent. would bring in fren billion over the next decade and the president's budget adds 6.4 trillion to the deficit. david, according to one estimate. the money you would get from the buffet rule would cover just 17 days of the increased deficit under the obama budget. >> guest: first of all, chris, the president's proposal in total would cut the deficits by four trillion over the next decade and put us on the path where the debt is stabilize we are able to manage it and it is three percent of the total economy and that's where everyone agrees we need to be. in terms of the buffet rule. fren billion seems like a lot of money it is a lot of money. when you eliminate the bush tax cuts for the wealthy, that adds another 800 billion dollars. this is a piece of a larger pie along with 1.5 -- >> chris: you didn't agree to cut -- >> mike: let me tell you something. mitt romney want to cut planned parenthood and funding for women's health program. we have to cut foreign aid by 100 million a year. that's because of the deficit. so you can't argue it both ways. >> chris: i am -- if i may, david i will get into that with ed gillespie in the nex segment. the president introduced the buffet rule to stabilize our debt and deficit over the next decade. it is not true. >> mike: he said it is part of an overall plan >> chris: that's not what he said. >> mike: no one can argue, chris. no one can argue that it makes sense that people with million or more to pay less than the average middle class worker in this country. if both stabilizes and an amount of fairsness in the tax system. if ed gillespie and you want to argue otherwise, so be it. but for those fren billion. >> chris: i will have plenty of questions for ed gillespie. i want to ask you question. you say it is not far for rich people to pay a lower tax rate. the president released tax returns this week. it turns out he paid a tax rate of 20.5 percent than lower than what his secretary pays. and if i pay, david, the question i have for you. if the president feels so strongly about tax fairness, will he contribute money to the treasury and they have a problem for this to help with the deficit. >> mike: the reason that his tax rate was so low, 22 percent of his income was donated to charity, fisher houses and veterans houses >> chris: mitt romney contributes a to charity as well. >> mike: there is no porportionality. here is a larger issue. the president's proposal would have him paying higher rate. governor romney's proposal would make him pay lower. we are arguing for a system that is fair. he's arguing for a system that exacerbate the great gaps in our system today. 92 i take he will not contribute money to the treasury. >> mike: that's not the way we operate our tax system. we don't run bake sales and volunteerism. we all kick in according to the system. look, the fact that mitt romney pays 14 percent on 20 million income is not the issue. the system permits that . he would perpetuates and enhance it. >> chris: let me turn to the economy. three presidents sought a election since 1976. hen row ford had gdp growth of 5.4. jimmie carter unemployment 7.fiveminus 3 percent. bush 41, 3.4 growth. latest numbers for obama 8.2 percent unemployment and 1.7 percent growth. this president has the worst unemployment rate and second worst growth rate. given that record, why does he deserve reelection? >> mike: you asked me that question seven or eight months ago. and the numbers were higher than that. and obviously those numbers are coming down. we have created. there is no doubt that we walked in the greatest economic crisis in the great depression. six months before office. the country lost four million jobs. and in the last 21 months. 4.1 proist sector jobs created. in the bush session that began in 2001 and recover from that recession. we created 7 times as many jobs in the last 33 months than he did, in after his recession . people look at where we are. and it is where we are going. we are going to create an economy that the middle class can grow and wages are grow hard work is rewarded and everybody from main street to wall street plays by the same rules and will we make those investment in education and research and development or shred that and have an economy where people at the top. >> chris: i will give you an opportunity of a closing statement. >> mike: i -- >> guest: i am answering your question. 92 you went off on a talking point. fox news poll shows romney with a edge but the president's aprouval rating is down to 42 percent and 51 percent disapproving. even with all of the battering that romney took in this long primary season he's running neck and neck with the president and your guy is below the 50 percent aprouval rating that is generally considered crucial for a president seeking reelection. isn't barack obama vulnerable. >> guest: i don't think we should spend a lot of time on your poll. in february it was 8 points different . and unless you believe there is seven less -- seven million less democrats i wouldn'tut much credence. and by the way, in your poll, where you have us plummeting and doing better among independents. there is not a person in america who could say that could be true. that. we said it is a close race. we won 53% of the vote in 2008 with the wind in our back. of course it is going to be close. in the end of the day. the american people want to choose a vision to hold out the greatest possible opportunity for them. >> chris: -- and i am -- >> guest: and not go back to the policies. >> chris: and that is, if i may, i wanted to ask you in the final question. one paragraph. what is the choice in the election. >> guest: between economy that produces a growing middle class and gives people a chance to get ahead and their kids a chance to get ahead and an economy that continues down the road we are on. and everybody else is running faster and faster just to keep pace. we need to take that first route that honors our fundmental economic values that made this country great . we need to promote that kind >> guest: washington post liberal economist. and the washington post even acknowledged but you agree more men than women lost jobs in the recession. >> guest: before president obama took office. but more women since president obama took office. it is not good. it is's bad thing and we need to reverse that. we have the highest poverty rate for women in 17 years. economic growth would lift people out of poverty and help them provide for themselves and the children. a lot of women see the cost. come back more and more because of the high gasoline prices. new don't get much for $20. >> guest: a lot of people put $20 down and come back more frequently. 92 turn to the romney policiless toward hispanics. he called the arizona crack down on illegals a model for the nation and veto the dream act in the current form and that illegals should self deport. how does he persuade the hispanics. >> guest: there is a thought that they are -- >> chris: how can he convince them he is sensitive. >> guest: because they care about job creation and opportunity and entrepreneurship . tend to be entrepreneurial. >> chris: is it okay to stop member in the side of the road and ask for papers when there is no evidence they are illegal. >> guest: federal law said that you have to be able to demonstrate citizenship if stopped for violation. i could be wrong. regardless this is one that governor romney supports. and the fact is, when you are talking to hispanic voters just like africa-american and asian marked for identification american and men and women they are concerned with thab jobs and debt and deficit. president obama promised to cut it in half and in his time increased the debt than all of the 43 predecessors combined. >> chris: the president released his taxes on friday and romney filed for a 6-month extension. knowing it is a issue. why couldn't he have the tax returns ready to announce now . since he turned over 23 years of tax returns to john mccain when he was vetted for vice-president. why doesn't he release all of them to the american people. >> guest: starting with the extension. like millions of americans he filed for an extension . he's waiting for other information to come in that he doesn't have control of. there are forms and make sure they match up. he's paid estimated taxs and released estimated income. when the forms are completed and filed after that. he will make them public. this is not out of the ordinary to get an extension >> chris: what about the 24 years of return. >> guest: that is a classic attempt by the obama campaign to try to distract many of the things i talked about. >> chris: i am asking about it? >> mike: john mccain released two years . john kerry released two yearrs of tax returns and in 2012 governor romney will release two years . complied and going over and above for financial disclosure in releasing two years of tax returns >> chris: is it true that you are taking the lead in a search for a vice-presidential running mate and any thought to naming that running mate early and not a week before the convention to give romney help on the trail? >> guest: yes, i saw that report about me heading up the vice-presidential nominee. it is not my focus in my brief time with the romney campaign. early vice-presidential pick, the fact is, romney campaign and only emerged what i think the presumptive nominee for the republican party about a week ago . so the focus has been rightly on trying to secure the delegates. there is a shift going on ins of his speech on economic reedom >> chris: you know we are running out of time. >> guest: i don't know if that is the case >> chris: to name early. >> mike: i don't know. >> chris: i was going to ask you the same in two or three sentences . what is the choice for voters? >> guest: if we are going to have a dynamic pro growth economy based on free enterprise and lifts people out of poverty and upward mobility for someone like my father who was an immigrant and become a maul business owner versus a government-centered society one that requires you to meet mand dates and comply with regulations and fill out forms and seek waivers, where people in washington d.c. are making decisions how people spend money as oppose to free enterprise and personal religious freedom and help to create more jobs than we have seen. >> chris: we'll leave it there. please come back sir, thank you for coming. up next. u.s. confronts to rogue nations. the panel tackles what to do about iran and north korea after this quick break. >> it is worth an attempt. we have to be realistic. iran is not a rational government. i was in israel when martin said they were a rational . >> chairman of the joint chiefs it was laughed at in israel. this is a country that doesn't think that the holocaust happened . shoots their own citizens when they protest an election. that is not rational. i don't think you have confidence in the credibility of a government that never acted with any rationality >> chris: you think it is worth having the talks or not? >> we are talking and fine. but watching the delay. you think that iran is calling a time-out on the construction and the effort to move toward nuclear arms? i don't think so. >> chris: jeff, how important is north korea and and iran and the obama's handling of both. how important will that be as issues? >> it is significant. i mean, the foreign policy is something that is not in the forefront. we think it is about the economy, but four years ago, we didn't think that the election was about the foreign economy. election is looming large over the campaign. and one of the things governor romney will have to do as he moves in the spot of being the nominee, is either attacking the administration or sort of standing down on things like iran. it is a central part of what the voters will look at. it is not in the forefront of their minds. but the foreign policy accomplishments. i am holding off on them f. something bad didn't is happen that would be a good thing for the obama administration. 92 brit, we'll turn to north korea that failed to launch a long range missile and there is speculation to make up for that they may engage in a nuclear test or launch a bigger rocket. what if anything can we do about north korea. >> everything i said about iran applies fully more to north korea. this is a rogue regime that cut off ties from the rest of the world for decades now. it is back ward, it is benighted and governor huckabee is right. the iranian regime is not season. that applies more so to north korea. i don't think economic sanctions will make much difference. the drive for a nuclear weapon is strong and that is the position from which that country want to deal. and if china put pressure on north korea that might make a difference. we haven't seen this administration or the last one to get china to do that. >> the latest attempt and failure from the north koreans came just weeks in which the obama administration is sending tons of food aid in return for a moratorium on missile and nuclear test. does the administration look foolish to try to make the deal? >> you don't want to say they are foolish to try to make the deal. i glea with brit. we are not dealing with anything remotely rational in north korea. there is no way it will work as maybe it would work. there was little hope that it failed. but a sense of them being transparent. but that disapated when they trotted out the new missile that may or may not be in the parade afterwards. i think the effort itself is worth while. you want to always try to do it dipmatically. >> chris: governor, from your point of deal worth while to make the deal and like charlie brown trying to kick the football? >> i think you are right. it is basically tied right now. what is important about the poll. it goes to the real of the gender gap. it is not a 15 point advantage. in our poll the other thing is that romney is ahead by 14 with the men. when it comes to two categories of voters, rommny is argue ability doing better. my sense is, the race is closer and romney is tide or ahead. that is a lot better than you expect after his having been battered in the primary season . obama ought to be well ahead by now. this ought to be a good moment. it is not. my sense is that barack obama is in serious reelection trouble. >> chris: susan in >> there is a gender gap. 19 points in one poll with the women and governor romney is well ahead among the men and big gap with the latinos. no matter who wins. will we have a president who is the president of what white men or women and latinos and whatever. it will make it hard for somebody to lead when there is so much polar in the voting >> chris: governor, the key is, when a president seeks reelection, whether the oma cam - campaign will make him him versus romney. or romney make it a obama record. at this point and i know it is early on, who is winning? >> romney has the upper hand. it is all incumbent elections are about the incumbent . that's the advantage rom no has. two things that ought to be disturbing to the obama care regardless of david axel rod's feeling. 37 percent of the people thought that obama's is hurting the economy versus 31 that thought it helped. that is troubling to obama. 67 percent people polled are unhappy with the direction of the counselry. that is nothing to do with romney. that is about obama. if he can't turn it around that his policies are hurting the economy and that many people and two-thirds are unhappy with the direction he will not be relected as president. >> chris: jeff, your sense of the race where it stands right now and how badly damaged has romney been by the primaries? we talked with ed gillespie that he's trailing by double digits with hispanic and women and working class. how much repair work in >> you hit on the exact thing. the hispanic voterss and women. i am not sure mr. gillespie has an worry. he's just been on board . we know what the election is going to be about. it is a tight election that will probably be fought over eight or nine states and in the end of the day fought and won in as few as four states. the obama cam campaign with the tactics and building this big campaign aparratus whiches. but they haven't been able to perwade people that he is the reet steward of the economy. all of the number in washington show that the economy is getting better. they don't feel it. voters know their brother in law and sister-in-law that is out of work. 92 the washington post poll show that scen percent of people think they are in a reseddings. >> that is a key challenge for the obama administration. that is even up election right now >> chris: governor huckabee should romney pick a running mate soon or or later as i suggested with edgillespie and who should he pick and what about the fellow named mike huckabee. >> i think the choice should be marco rubio. he shouldn't give it more time. there is no advantage in picking them early . that gets machine else on the campaign. you can put all of the potential vp people. and when you name someone they are all. the mart thing is send them all out and make them think they are going to be the vp and make it as late as possible. you don't give opponent my distingished people here. >> chris: what about mike huckabee? >> i haven't gotten a call and i doubt i will and i merely go about my business. >> chris: soon or or later. >> it is always mauler than you think. i think that senator rubio is one of them . not the only thing. the essential thing can this person be president? i don't think we'll have a sarpalin where someone is out of left field. we'll know if it is senator rubio or tim paul noty. my guess it will not be soon. it takes a long time to vet someone . i don't think it will be that soon. >> chris: bret. we look over. we want to get this thing over with and seven month to election day. what is the key to the campaign. debates or the condition of the country? >> mike: no, they know who i am when they come on and the kind of questions that i asked all of my. i didn't start early asking questions until i was 38 years old . i have to do certain things. i mean before we lost yourr brother, i used to do all kinds of -- commercials. >> chris: commercials. >> mike: that's correct. i have to raise the kids. therefore i will do whatever we do. after we lost peter, i said i can't hide behind that anymore and what i will do is in the memory of your older brother peter. i am ging to do something that i am proud of doing and that he would be proud to have me do. >> chris: as you look over the whole career, all of the places that you have gone and people that you have met, what do you make of it. myon and wallace from massachusetts having this extraordinary journey? >> mike: it is extraordinary. it is just -- i sometimes can't believe it. can you imagine talking to elanor rooserelate back in 19pen? that was an extraordinary question. 92 i want to ask you a question in the book, you asked thomas fenton in 1973. and i am asking you. do you hate getting old? >> mike: well, i tell you what, i had my hearing aids fixed today so i could properly hear you good. >> mike: i can't see as well i used to be able to play tennis. i now have stop me from smoking. a pace maker and had it 15 years. yeah, i don't like getting old. >> chris: you don't retire because?
