gulf and in new orleans with the storm. -- a lot to talk about. lots of politics to talk about. >> the storm made landfall near the mouth of the mississippi river just before 7:00 last night. this is a first major test of new orleans' new levee system since hurricane katrina struck seven years ago today. emergency officials are now reporting at least one levee breach this morning. isaac is a slow-moving large storm and flooding is a big concern this morning and already becoming an issue as we have checked in with reporters throughout the morning. let's check in with tucker barnes. >> we are in the worst of it as we speak. extremely heavy rain in the past couple of hours since i got to work here during the 3:00 a.m. hour. the rain has picked up across new orleans. they had a wind gust about 70 miles per hour in downtown new orleans in the past hour. when you take a look at the radar, it is just extraordinary. the bad news, the storm moving very slowly. >> it is staying there which means that you get more rain. >> it is sitting and spinning. still a hurricane. maximum wind still 80 with gusts to 90. i don't know if we have live shots or if we'll go straight to the radar. let's take a look. there is your radar. you can see the slow-moving nature. note is the banding features, the dark are yellow and oranges just pulling that up off the northern gulf. so this story will continue to develop here during the course of the day. the heavy rain and gusty wind will continue across southeast louisiana, mississippi and even parts of alabama here for several more hours. and by several, i moon maybe 12 more hours because the storm is movinso slowly and then they can start to clean up. but the storm is still developing and still very strong at this hour. the pressure has fallen a little bit overnight. that tells us the storm like to keep its intensity for several more hours. local weather, we are looking great here. very cool overnight. low humidity. 70degrees in washington. 65 in ocean city. not a lot to talk about with our weather. it will be a gorgeous day here. we are lucky. lots of clear skies and low humidity. high temperatures expected to top out in the wort of fuel involved in a crash and burst into flames around 2:30 this morning. sky fox is live over the scene. let me just show you what is going on traffic-wise. for you guys traveling northbound on i-9 5, the right leap -- on i-95, the right lane is closed. can you not exit from 95 to 286. let's roll that for thible that jason smith, our photographer, took for us earlier this morning. you will find that the portion of 95 to exit onto 286 remains closed. the ongoing investigation, you will fine that there is clean- up ongoing at this point and investigation because one person was pronounced dead. you will find traveling off of 286 southbound to 295, that remains closed. a lot of bailout traffic headed over towards route 1. now you've got the combination of bailout traffic so route 1 really well below speed headed north from the occoquan headed towards telegraph road. northbound i-9 5, the right lane is closed in line. big dehas out of woodbridge with an incident at lorton that would ban all abortions and gay marriage. romney's wife ann made acase for her husband but the highlight was new jersey governor chris christie who gave a rousing keynote address. jot people have no patience for any other way anymore. it is simple. we need politicians to care more about doing something and less about being something. and believe me, believe me, if we can do this in a blue on august 1th. -- august 18th. a lawyer for a teen accused of opening fire inside a baltimore county high school says the boy did not intend to shoot anyone. robert gladden, jr. is being charged with attempted first degree murder and assault. police say walked into the cafeteria at perry hall high and fired a shotgun at random. his lawyer says the gun fired accidentally when he was rushed by teachers and he brought it to school to intimidate bullies but did not aim it at anyone. a prince george's county police officer who died in the line of duty has been laid to rest now. officer adrian morris was killed in a car crash while pursuing suspect as a the more than a week ago. thousands of officers from around the d.c. region turned out for the funeral service. the police chief posthumously promoted morris to the rank of police officer first class. we continue to track hurricane isaac for you this morning. >> the storm made its second landfall on the louisiana coast about an hour ago. there are reports of at least one levee breach outside of new orleans. we'll go live for an update when fox 5 morning news continues. we are continuing to watch live pictures here coming in to us right there from our crews in new orleans as hurricane isaac continues to slowly churn around there and just dump more and more water on there. issues of flooding already a concern. as wisdom mentioned, a left i don't where some water has gone over the top there. we'll get -- a levee where some water has gone over the top there. we'll get an update when we come back. anncr: it'll start out now down to kdfw where our sister station is down there. jennifer meyers i believe down there for us. we understand, jennifer, down there, that plaquemines par, outside of northerly ends has already had a levee breach. explain how devastating this is for that area. >> it is not really a breach in a tip we'll sense. it is actually a topped levee. it is a nongovernment levee and the flood waters reached about nine feet so you get the spillover. what we're hearing in terms of reports that homes have nine feet of water. people are having to go to their third floor to escape some of those flood waters and flood rescues are in place right now. so that is what we're getting the reports of right now. as you can see, this is improved conditions over the past hour. about an hour ago, things were much, much worse. the wind blue to the point at some points you couldn't even stand. we were seeing windows breaking from debris hitting them. we are here on canal street, a very famous notable place. a lot of people know those big panes of windows, some of the debreathe was shattering those windows. we have seep stall trees down. we are not seeing structural damage in terms of major structures. it is mostly just vegetation issued and in terms of flooding, we are seeing good drainage down here so flooding not an, so far. but we've also seen a lot of the places around here sandbagging and putting up the big metal greats out in front ever the door so that the water that does fall doesn't get blown and forced under the doors and causes damage inside. people did the right thing yesterday. for the most part, we haven't seen a whole lot of people on the roadways or civilians out and b mostly, police forces or reporters and media. >> now, you mentioned the flooding situation down there where people have been putting down the bags and we see a lot of rain and we see the water in the streets. give us a sense of how bad it is or maybe it is not that bad right where you are in the area where -- which is known as the downtown part, the french quarter, the canal street. how bad is it down there as far as flooding is concerned? >> in terms of canal street, it is fine. we are seeing here just the driving wind. what is happening is because we are near downtown, you get the tall buildings so you get this effect that basically funnels the wind. we are seeing high are winds here than most places around the rest of the area but in terms of flooding, that is just not as big of an issue. live from canal street in new orleans, wttg. >> all right. thank you so much. stay safe and i had sea a stay dry but i think that is nearly impossible in the middle of all this. now, let's check in with tucker and get the latest on our weather. >> winds gusting 74 miles per hour in downtown new orleans. i just looked in past 15 minutes. >> you could see her getting blown around pretty good out there. >> that is hurricane force conditions. storm intact. not a whole lot of changes with the storm overnight. it is moving very slowly. just not losing a lot of strength here and sort of a worst case scenario for northerlien over the next several hours is they will just be inundated with one band after another of extraordinarily heavy rain. there is a live look and you can clearly see the eye of a hurricane right here off to the north and to the east. that is where the worst of it has been during the last several hours and new orleans right there. we did see a heavy band move through in the past half hour. we are getting a bit of a break as we just saw in the live shot. look what we have in store for northerly ends as they are expected to get again just extremely heavy amounts of rain. millibar pressure 969 millibars. the movement has been extraordinarily slow, stationary for much of the overnight hours. now moving off to the north and west finally at six miles per hour. any time you've gone around the beltway at sick miles per hour, you know that is very slow -- at six miles per hour, you know that is very slow. parts of southeast louisiana can expect 7 to 14 plus inches. i found a spot at lake front airport that has already picked up over 7 1/4 inches of rain. as you saw, we still have several more hours, probably eight, 10, 12 more hours of rain. flooding will become a major issue here over the next several hours. let's talk about the track of isaac. the slow movement here over the next couple of days, wind currently -- sustained winds 80 miles per hour, gusts to about 90. initial pressure, i mentioned 969 multibars. notice what happens here. here is the good news. the recommend newschannel tens get up into parts of the country that really need the rain. eventually places like st. louis will get some good rains. we may be impacted by the remnants of isaac that will bring us some showers and thunderstorms towards the end of the weekend. maybe some showers and thunderstorms latter half of sunday and early monday. otherwise, look how quiet we are. there is our cold front from yesterday. today will be close to perfect for summertime weather here with highs expected to be in the mid-80s and that is after a very comfortable start. check out your current temperatures. 69 in washington. 66 this morning in leonardtown. look at the 50s off to the north and west. five-day forecast, we do have a warming trend but a lot of sunshine the next couple of days. threw the thunderstorm up on sunday. we'll have to see where the recommend newschannel tens of isaac track but we could be dealing with that by late in the day sunday. let's check traffic way up towards the scene. this crash involving a tanker truck which caught fire leaving one person dead. an ongoing investigation and clean-up from a big fuel spill that was out there on the roads isaac pounding new orleans with some heavy rain and strong wind right now. the category one storm made its second landfall on the louisiana coast earlier this morning. so far, more than 250,000 people are without power along the gulf coast right now. >> meantime, authorities say a storm surge driven by isaac is overtopping the levee in the plaquemines parish just south of new orleans. we are hearing reports that home have been flooded with up to nine feet of water and residents are being forced up to the third floors to escape. isaac is a slow-moving storm and officials expect more flooding throughout the day. >> where the levy is overtopped, apparently a very rural area but still something to keep an eye on. there are folks that do live down there and it is getting nasty. >> yeah. in fact, the worst of it over the past couple of hours and the worst yet to come. the storm is moving so slowly off to the west-northwest at just six miles per hour that this story i'm afraid will continue to unfold here all day long as they are just going to be inundate by hour after hour of very heavy rain. there is a live look. you can see the eye of the hurricane very, very discernible there on your satellite-radar. tracking up to the west- northwest at just six miles per hour. the yellows and reds you see very heavy rain rates. we have a tornado warning. two separate tornado warnings which continue for parts of louisiana and it is just spinning up that moisture right off the northern gulf. maximum winds by the way with the storm still 80 miles per hour. we got to 90 so it hasn't lost any of its intensity overnight. the center of circulation has remained just over the water here for much of the nighttime hours. things should improve later this afternoon although they have several more hours of heavy rain. i know during the past hour, they had a rain band in new orleans that brought a wind gust of 75 miles per hour. so again, hurricane force conditions now felt in the city of new orleans and this will continue here for several more hours. i'll have more on isaac in just a few minutes. if you are headed out right now, it is gorgeous. 69degrees in washington. our involving a tanker truck loaded with about 9,000 gallons of fuel. it took them about 45 minutes to extinguish this fire. and now you are finding the delays. the right lane remains closed on northbound i-95. the ramp from northbound fairfax county parkway to northbound i-95 is also closed with this ongoing investigation. vestigation. jason smith gave us live ground shots from earlier this morning. you can see the closures where the light rite lane remains closed off the interstate. the ongoing investigation continues at this hour. we are not sure when the investigation will be completed but we called him the rock star of the republican party. he gave quite a speech last night. what are conservatives having to say this morning about it? >> reporter: he gave exactly the kind of speech his support is just love, fiery, going after president obama critiquing him for his economic policies for what governor christie says is a lack of leadership. he accused president obama of just paying attention to polls and not enough about policy and trying to improve the current rich he talked a little bit more than himself than he typically does, talking about his parents, his mother, father, giving a little bit more of a window into him and his family. a lot of people hope he considers running for president himself in a few years. so they appreciated hearing more about him. he was there to say he supports mitt romney as president. here is a little bit of what he had to say. >> leadership delivers. leadership counts. leadership matters. and here is great news. i came here tonight to bring you this. we have a lead fore america. we have this nominee would will tell us the truth and lead with conviction and now he has a running mate who will do the same. we have gore mitt romney and saying it would disrupt classes. the event is being held at the wireless pavilion off campus. d.c. police have released new surveillance video that may be connected to a robbery and assault. a capitol hill father was severely beaten near eastern market august 18th while walking home from a restaurant. he is facing a long road to recovery as investigate investigators search for a suspect. >> reporter: investigators believe that that surveillance video was captured shortly after the violent assault on t. c. maslin in the early-morning hours of saturday, august 18th. now, maslin's wife is asking everyone for take a careful look at t. the video is from the exxon gas station on pennsylvania avenue not far from where t. c. maslin was believed to have been attacked. investigators need help identifying this car which is believed to be a 2005 hyundai sonata and the three people inside it. police say those people were attempting to use maslin's credit card at the gas station. maslin had been out on a friday night spending the evening at the nationals game and then going out for a late night snack at the tune inn on pennsylvania avenue. he was robbed and violently assaulted while walking home after midnight. for the first time, maslin's wife is speaking in public. he says she uses a white board to communicate. >> one of the greatest moments we had is that i wrote him a message. i didn't read it to imbut it said can you put up two fingers. i held it up for him and he did it. >> reporter: dozens ever residents on capitol hill gathered to hear from d.c. police chief cathy lanier and talk to her about their concerns about the recent spike in robberies across the district. coming up a little bit later, we'll talk about just exactly what is happening with that crime it is category one still? >> not likely to get much stronger. it is not weakening either. overnight, the pressure fell another millibar so the system just remains infact, a category one hurricane. it is not moving. it was stationary for several hours overnight. it is finally on the move and, as i mentioned, moving just sick miles per hour to the west- northwest. >> this is not common. you said this is not usual. >> it is unusual for a storm to be moving this slowly that is this strong. it is not unheard of. >> okay. >> so the location couldn't be worse with the eye just to the south and to the west ever new orleans and southeast louisiana here. you can see that eye very, very discernible. i keep using that word over and over again here. isaac lifting off to the west- northwest at just six miles per hour. i have aseep people walking fast are than that. very heavy bands of of rain. you can seat banding in the tropical storm that continues to take place. it is just lifting the moisture up and throwing it back into land areas here including the city of new orleans where they're picking up some very impressive rain total in the last couple of hours. that particular band of rain brought several inches of rain in about an hour's time to parts of new orleans. they have had hurricane force gusts in new orleans. the wind will only get worse as that eye wall gets closer to new orleans over the next couple of hours. we're in the done with the worst of this storm. it will continue to just rage down here for several more hours and then very slowly during the day lift off to the north and west. here are the numbers to take a look at. just digging these up. wind gusts, 78 miles per hour. rain now, 8.37 inches at lake front arrest port on lake ponchartrain in northern new orleans. it has been dark down there for the past several hours and i'm sure when we get some light this morning, we'll see lots of signs of damage down across southeast louisiana. tornado warnings as well. let's do local weather. couldn't be nicer around here. we've got sunshine in the forecast. overnight lows, look at that, back into the comfortable range. 69 in washington. 63 this morning in gaithersburg. we are 66 in leonardtown. very comfortable conditions around here. we have the 50s breaking out. 59 in frederick and in martinsburg. combination of warm temperatures in the mid-80s and low humidity. a lot of sunshine today. it will make today i think close to perfect for late summertime weather. it should be nice and dry. warming trend as we get into the weekend but lots of sunshine for the next several days. high pressure keeps us nice and dry. back into the low 90s by saturday. the thunderstorms you see on sunday, that could be the remnants of isaac. it would be the remnants. we would not be dealing with a tropical storm or hurricane here. we could see some showers and thunderstorms. there could be plenty of moisture available depending on the exact track of what name. this is the segment where tucker barnes and i put our big heads together to answer your questions, weather-related or otherwise. today's question is a timely one. it comes from karen smith in waldorf, maryland. she writes in part, why during events such as hurricane isaac when all the governors, mayors are telling everyone to get out of town ahead of a major storm do all the news services rush in to cover the story? it just seems to go against all the safety issues the very news people issue. >> we get this question a lot. >> it's great question. happy to take some time to answer answer it. i think i started doing the weather in 1992, 1993, something like that. over the years, particularly when i was at abc and good morning america, that is one of the hall mashs of those network morning shows. they accepted you to the location. so i covered some 20 hurricanes during my time there including katrina and the like. you would think it goes against the grain and i cannot tell you how many times my producer and i, very good friend, gary type, we would be in our suv with our equipment and what have you and a satellite truck in front. us and maybe one other truck behind us, literally the only vehicle on a rod way going into a town. >> kind of eerie. >> it was very eerie and strange. the other side of the highway would be jam packed with people leaving. i think every time we did it, i said at some point what are we doing? >> exactly. >> the bottom line is this. governments, the first responder, all that, know that we have a job to do and actually, they kind of welcome it because the media is helping to get the word out about what is going on, how dangerous it is. all of the media, unless you are crazy, all of media take all the utmost precautions to be as safe as possible in those situations and usually, in a case of something like isaac, there is one or two hotels that stay open -- they don't stay completely open but they provide rooms and the like for media. have you no power or anything like that. they're not feeding you. you bring your own food. you take the necessary precautions and you do the best job you can. >> it is pretty wild. when i want to new orleans after hurricane katrina and everybody was leaving -- we have video of you. >> covering the storm a week later. there was nobody there. a lot of people left town. there was the media and the military, floodling everywhere. this woman had to be rescued from her house. it is eerie to be in an area like this. i like really young back then. it wasn't that long ago. it was pretty eerie to be in a town where all of this is going on and you're like the media, we're there. everybody else is either looking for higher ground or on their way out. >> you did this last year with irene. >> yeah. yes, i was in irene last year down at ocean city. everything you talked about, it was just amazing. but i've had a lot of people approach me in the past year and she said to me thank you for being out there because i have a summer house there. i vacation there and i wanted to know what was happening in ocean city. i wanted to know if the city was still intact. and there were only a few media outlets that were there at that hour. >> it is a job to do. >> you know what is coming and how to prepare yourself. you are in a safe position. we've seen the camera coming in and outside of a building when we've been tossing to live pictures. >> if things get really, really bad, frankly, you can't broadcast if it is really, really bad. you bring the mast down. you use a satellite truck where you don't have to put a mast up. your cameras positioned in such a way usually it is up against the wall or some place where there is some protection. you really -- it is a calculated risk. and no one wants to get hurt. i actually did in one of the storms, both my producer and i, we were on a beach and the sand blew into our eyes and we both had to go to the hospital. we had corneal abrasions. >> a lot of the forecasters down in new orleans are wearing glasses now. >> i started wearing goggles for some of those in i was in that kind of location. >> ski goggles or -- >> i don't remember what they were. >> these are live pictures that were coming to us from down in new orleans right now. that is the camera we've been noticed going inside, taking cover and coming back out. >> it is important to know that the media is posing no hardship when they are there. everyone who needs to get out gets out. the media elects to go in. it is understood you have a job to do and a story it tell. a story to tell. >> you are on your own. >> definitely. >> you take the waders and everything you need to cover yourself and proct yourself and sometime you're down there for three, four, five days at a time. >> you need to cover yourself and protect yourself. >> hurricane katrina, we had to sleeve in rv's. you are staying in the rv with other news crews. >> that's right. >> you are on your own. you just have to be cautious. >> there you go. excellent question. hats off actually to everyone who does do all that. because it is dangerous. you don't get any sleep. it is crazy. what the tanker truck was carrying t took 45 minutes to extinguish the fire and clean- up continues at this point. the tanker truck which caught fire around 2:30 this morning left one person dead. this is the clean-up that is ongoing. northbound i-95 is where the wreck occurred. northbound i-95 to the bottom right of your screen now with all lanes open, activity still on the shoulder with big rubbernecking delays headed north leaving the prince william parkway headed out to the accident scene. if you are coming northbound, you are in a big backup well before the prince william parkway. accident activity up ahead at lorton has been moved over to the shoulder. lanes are open top stretch of the beltway. no problems between college park and bethesda. innorthbound new york yeaf,
