well before the bw parkway. the remain of car fire have traffic squeezing by using the two left lane. delays on the outer loop starting to stack up out of land jordan headed around towards greenbelt. accident number two occurred on the inner loop of the beltway as you approach the baltimore- washington parkway. that is where we have another two lanes blocked there. i was hoping we would be able to see that. not sure for we can pan out and get that shot or not. we do have another accident reported on the inner loop of the beltway as you travel from college park over towards greenbelt. heads up on the inner loop as well as outer loop traveling between college park and greenbelt this morning. on the other side of town, you will find your land are open as you continue new silver spring six- year-old victim in that case at a nearby park. maryland's general will return to annapolis tomorrow to begin debate august bill that would extend gambling in that state. governor o'malley unveiled new legislation that would allow a sixth casino authorize table games and allow all casinos to operate 24 hours a day seven days a week. local resident are still frustrated with pepco's response to all the power outages. >> that is why maryland regulators are now giving customers a chance to voice their concerns at public hearings. melanie alnwick live with the latest. >> reporter: good morning. pepco executives told investors that its company performed about ao. par with all the other utilities in the state in getting power restored and pepco intends to seek a rate hike in order to cover the cost of the storm. that derecho was called a hurricane-like storm without the benefit of a hurricane warning. at one point, some 702,000 pepco customers were in the dark and some remained that way for more than a week. the maryland public service commission begins a series of state-wide public hearings to hear directly from customers about their experience about the power outages and their utility companies. about 200 people pack hearing in rockville, most expressing outran that pepco would ask them to pay more money for service this did not receive. pepco did not specify how much of a rate increase it would be asking for. now, last month, regulators did reject a similar request by pepco. pepco had asked if a $68 million rate up crease and regulators in the state said no, you will only get $18 million. that amounted to about $1.89 per month and we will see what happens with these continued rate requests from pepco given all of the outrage that customers broke out monday night at the chevron refinery about 10 miles from san francisco. hundreds of peopled intoed hospitals with health complaints. the refindery has been the target of complaints and lawsuits by residents. the cause of the fire is still under investigation. airports nationwide are making some changes after a few scary moments in the sky at reagan national last week. the faa is suspending all opposite direction operations. that is when controllers direct some planes to take off and land from the opposite of the usual direction. the procedure was in place at reagan national last tuesday and the faa says there was a miscommunication between air traffic controllers about reversing the flow of traffic to and from the runway. a frightening ordeal at one d.c. metro station. >> that's a lot. >> this is at 355 in montgomery county. the crew in sky fox over the scene. this one involve a dump truck and a vehicle. the outer loop of the beltway, traffic is able to get by as you work your way past university boulevard headed all the way over towards this accident scene. so again, dump truck, the car collided. you will find one lane to the left getting by. delays are stacking up leaving university boulevard out of silver spring headed in towards bethesda and making yor way around towards 270. only the leflane is able to get by. a rubbernecking delay out of bethesda. if you are traveling the beltway outer loop, you are down to about five miles per hour headed north from before 50 to the inner loop of the beltway. now, a crash involving the overturned vehicle northbound on the baltimore-washington parkway just north of 450. head up leaving prince george's hospital headed back out towards the beltway. that's a check of your fox 5 on-timetraffic. -timetraffic. >> thank you. our big story this morning. pepco says they are planning to ask if a rate hike in the fall. >> this comes despite customers' recent frustrations with pepco's response to thousands of power outage during the june derecho storm. we'll have melanie alnwick talking about that in a live report. a lot of people are frustrated about that. it was hot and trees everywhere. >> we'll check in with melanie in just a bit. the university of virginia's chief operating officer has resign. he stepped down in the wake of ongoing questions about what role he played in the attempt to oust school president theresa sullivan in june. >> i remember that. sullivan was reinstated about two weeks later after donors, staff and students protested. his wife, sharon, also resigned from her marketing position with the university. some of our other top stories, a 25-year-old chillum man is charged with kidnapping and sexually assaulting two young girls. this is not the video we're taking a look at here. this man right here, police say charles amofa abducted girls from a thrift store on university boulevard in hyattsville on two separate owe indications. the first happened on july 9th. a police officer made the arrest at a park after the latest incident on monday. police have identified a body found in a prince george's county creek as that of a missing d.c. mother. 22 engineered shavon philip was last seen on surveillance video dropping her daughter off at i day care in d.c. last wednesday. her body was found inside a did you ever el bag in a creek in fort washington two days later. -- inside a duffel bag in a creek in fort washington two days later. no word on a possible suspect or cause of death. police in arlington county are investigating the suspicious deaths of two men. the victims were found inside an apartment on north cull pep are street yesterday morning. investigators found no weapons on the scene. police are asking anyone with any information in this case to give them a call. now to a story you will only see on fox 5. a d.c. man who ordered a flat screen tv online received his package but it wasn't a television. take a look at. this when he opened the box, this is what he found. a semiautomatic rifle instead of a tv. now, he ordered that flat screen tv that he wanted through a third party seller on amazon.com. the shipping lap label had his name and address you but the invoice indicated it should have been shipped to a gun shop in pennsylvania. he called d.c. police. they came to his house and confiscated the rifle which is illegal in the district. >> they were a little confused at first. they had never seen anything quite like it. they just sort of took my information and said well, we'll handle this weapon because it is illegal to keep here. it is illegal to transport in a car. so it can't be returned. you can't deal with t we have to take it away. they took possession of it. >> now, says the package was left in the hallway outside his apartment and anyone could have gotten into t a third party seller did ship that package, not amazon. we will keep you posted on this story. >> so bizarre. investigators in wisconsin say they may never know why 40- year-old wade michael page went on a shooting rampage inside a sikh temple and the people of oak creek are still trying to come to grips with this weekend's mass shooting. >> they held a vigil and six simple crosses are now on the lawn outside the temple. in rockville, about 1,000 people showed up at the sikh temple to pray for the victims. coming up, just two days after a successful landing on mars and nasa has some color photos for us. the rover curiosity has been very busy and we'll take a look straight ahead on the other side of break. plus, we've got traffic with julie wright. tucker barnes will be talking about weather. and we've got the world reknowned ask the weather guys coming up. fox 5 morning news will be right back. pean. reporter: the world watched as nasa scientists celebrated curiosity's successful landing on the red planet. now, they have even more to celebrate as the first color pictures of mars are sent back to earth. >> every time we get a new one, we all crowd around the screen and watch the first images come up here. >> reporter: this photo shows the distinct mountain ridges of the crater and you can see how it leads up to mount sharp, which is curiosity's next stop. >> looking at the dust covers on the various cameras on curiosity, we know that a left dust was kicked up over the course of these events. so hopefully, we'll able to get even better images, more detail in these. >> reporter: the photos were tape with an image handler nicknamed molly. >> the molly is a focusable color camera. this is the first color image of the landscape where we've landed. i waited a long time for this to come back. >> reporter: in the the meantime, years will start booting up curiosity's various instruments and scanners and cameras. it will continue to send back photos of what so far has been a successful mission. >> curiosity is still healthy, what we call surface nominal mode and still in great shape. >> reporter: the rover won't be making its initial movements for a few weeks. first, engineers need to make sure all the systems are check and operational and are worth the $2 billion where tucker barnes and i put our big heads together to answer your most pressing questions. today's question comes from tracy burnett. she asks how do predict humidity in advance being how much it is going to be and how long it stays around? >> good question, tracy. >> i have a simple formula. i just look at sarah's hair. >> no, you can't tell by that. >> your hair looks really good today. did you just get it cut. >> yeah, last week. thanks for noticing. >> you can't win. >> here is the teal. relative humidity is all about the amount of moisture in the air. the more moisture there is in the air, the more uncomfortable it feels to us. you all generally know that. we talk about it in two ways. we talk about relative humidity and the dew points which tucker just did. >> and we'll do it again. she wants to know, in particular, how can we predict how uncomfortable the air is going to be. it is all about air masses. we can look at -- we get into what we call a pat western a bermuda high tip inally in the summertime. the area of high pressure gets parked to our east in the atlantic ocean and because air flows clockwise around it, our winds come out of the south and the southeast and sometimes out of the southwest off the gulf of mexico. the air in the southeast atlantic and the gulf of mexico is very warm and very humid this time of year. it can hold a lot of water. once of the principles of weather is the warm are the temperature, the more water that can be held. that is why, even if it is very humid in the wintertime, we are not complaining about how up comfortable it is. with the temperature in the 80s and 90s and triple digits and you have a lot of humidity, you notice it. it gets very uncomfortable. so it is all about weather patterns and it is all about wind flow this time of year. that is what helps us know ahead of time what we can look forward to. if the wind are out of the north and northwest, we would know we've got some quieter, drier air moving in. >> what's so funny, sarah? >> nothing. you're fine. >> no, please. >> nothing to do with you. >> we talk about the dew points. sometime people wonder what is the dew point. >> let's go it that. >> we'll show you they are high. it is uncomfortable outside. >> what do you want? >> i was hoping we would go with max 2. when the dew point is 60 to 64, not too bad. as it goes up into the 70s, it becomes increasingly uncomfortable if not oppressive when it is 75 plus. last couple of days, our dew point temperatures have been in the upper 60s, low 70s. >> people who wonder what is the dew point temperature. it is the temperature at which dew would form, which means the air would be saturated with moisture. >> it can no longer hold any more water. that number changes with -- or that dew responsibility number will change with the actual air temperature. can we go on to max 2 now and we'll show you the actual dew point temperatures. annapolis, 75. 75 in quantico. we are into the start off with the crew in sky fox. we've had two separate accidents traveling between connecticut avenue and 355. as you travel over towards 355, this is the second accident which occurred on the beltway. again, you will find that the right side of road is blocked. sky fox pans out and goes back, you will find another crash involving a dump truck and a car. also on the outer loop of the beltway, closer to connecticut avenue and again, it is the two left lanes that are able to get by as you travel on the outer loop. we've got delays on the beltway overall from 215 to 450 with the car fire on the shoulder. we have this accident here with the dump truck and the car, traffic squeezing by to the left. the second accident over at 355 where the left lane is squeezing boy. from 95 national park service announced it hopes the reflecting pool will reopen at the end of the month. the new reflecting pool features a tinned bottom, sidewalks and nighttime illumination. it willery new
