george's county schools also closed. in virginia, culpeper, fauquier, spotsylvania, rappahannock and orange county schools are closed today. in fairfax county, bull run elementary school is closed. today. the demeanor of health and human services huge earth humphrey building, the demeanor of labor francis per kin building and the national building museum are all closed. >> also on the list, national endowment for the arts at the old post office, the department of agriculture and the agriculture south building, the department of homeland security offices on nebraska avenue, buildings one and 19. >> the department of the interior's headquarters on c street northwest is closed today along with the demeanor of interior south on constitution avenue. in virginia, the demeanor of commerce offices in franconia, building a, 6810 closed while in maryland, the office of the secretary of defense on rockville pike in bethesda as also closed. now, at the same time, we are continuing to watch hurricane irene this hour. the storm has regained category two strength with 102-mile per hour winds. it could become a major hurricane. folk in the carolinas already stocking up on supplies and food. and if irene moves into the mid- atlantic, it could metten plans for the dedication of martin luther king memorial on sunday where tens of thousands of people are expected to attend. hearing word already that some of the evacuations down in the outer banks starting this morning already. >> tony perkins keeping an eye on that. >> the maximum sustained wind are now at 110 miles per hour so it is growing in intensity. it is expected to move across the bahamas today and tomorrow. so we'll have some maim or impact there and then head towards the east coast of the united states exactly. where it will go remains to be seen. right now in terms the events on sunday, i would have a very big question mark about that as it looks like we could be inundate with heavy rain and very strong gusty wind as well. we have to keep track it was during the next couple of days and see. today, a quiet day in our area. let's look at what is going on out there. we'll start with the satellite- radar composite. it is peaceful out there. we've got mostly clear skies although some clouds are starting to infiltrate the area from our west. they will be with us during the course of the morning. but again, mostly sunshine for us for today and quiet condition. temperatures at the area airports, it is another cool start to the day. reagan national currently has a temperature as we go to the graphics, we can show morning. we'll start off talking about the trip southbound along 270, the crash that was before route 80 in urbana has now cheered to the shoulder. lane-- has now cleared to the shoulder. lanes are open once again. no incidents to report on the top stretch of the beltway between college park and bethesda. eastbound 66 starting to slow. on the outer loop of the beltway as you work work your way for telegraph road, zen activity here. fatal crash remains under investigation. outer loop of the beltway before you reach telegraph road, the through lanes remain closed but the local lanes are open. inbound along the rock creek parkway as you approach virginia avenue, i have an accident inbound. the left lane is blocked. traveling outbound, all lanes are currently closed. that's a check of your fox 5 on-time traffic. >> thank you. the quake centrd in virginia just north of richmond. >> buildings and homes in the central part of the state have the most damage. we dpt more now from fox 5's audrey barnes in culpeper. what is the latest out there, audrey? >> culpeper county has declared a state of emergency because of the earthquake and let me just show you some of the damage here that we're seeing in culpeper. this metal stair railing just ripped right off the structure. that is just part of the problem. a bigger problem is the bricks that fell off many of these historic buildings. they are everywhere on the streets, even church steeple have been affected by the earthquake. joining us live now is wally bunker, the public information officer. what is your biggest task today? >> there are two things we are feeling with. we have to have the county building officials inspect the remainder of the structures that weren't checked yesterday for the integrity and see if they are in any danger or have to be condemned. we are dealing with a major traffic issue because this is the core downtown area. main street is closed for several blocks and it is a major thoroughfare as is davis street which is the main historic shopping district. there aren't too many ways to get through town and that is going to create a problem for people trying to get through culpeper today. >> reporter: quickly, we know that the schools are closed. county offices are closed. you have even have h. to most inmates out of the adult detention center. >> the sheriff's office as a precaution took all inmates and they were transferred elsewhere. some of them have been sent to coffee wood correctional which is locationed in culpeper county, it is a state prison. >> as we look at this restaurant behind us, we see all the brick on the pavement here. that is a lot of what you see down on the other street behind us? >> yes, there is a chimney collapsed in the church right behind this building. where a barbershop was located a block away, there are bricks all over the sidewalk. there are some other buildings with some cracks that could possibly end up that way and that is -- those buildings were condemned. >> thank you for being with us today. back to you. let's head back into d.c. right now. the washington national cathedral closed to visit irs today while experts try to assess the damage from the quake. when the quick hit, the church bells started to bring and limestone came crashing to the ground. also damaged, three of the four pinnacle on the tower. everybody inside the cathedral able to make it out safely. the quake is raising concerns also about the safety of our nuclear power plants. the two facilities near the quake's epicenter were both automatically taken offline right after of the quake. this is for major damage reported but one of the generators used to keep the reactors cool failed. the public was never at risk though. our coverage of the east coast anyone. he faces several charges. parts of the pentagon evacuated yesterday after the earthquake hit. this is video as awful these folk streamed out of the government's biggest building. witnesses say the low rumbling increased to the point that the building was shaking. people ran into the corridors and as the shaking continued, there were shouts of evacuate. our live coverage ever the east coast earthquake continues this morning. >> we'll take a look at the scene in prince george's county. some of the residents not happy with that decision to keep some out of their homes. we'll be back in just a moment. there have been reports of several aftershocks following yesterday's earthquake. nothing coming close to the initial 5.8 quake that hit just before 2:00 yesterday afternoon. this is some of the more severe damage at tyson corn are. d.c. and prince george's county schools are closed this morning so they can take a real good look at the buildings to make sure they are okay. in virginia, fauquier, culpeper and flouts county schools are closed today -- and spotsylvania county school are closed today. the federal government is open but some federal buildings are closed. there is a full list of those on myfoxdc.com. now, let's check in with tony perkins. he has the latest on our weather. it was enough that there was an earthquake and now we are looking at a hurricane to watch over the next couple of days. >> yes, we do. hurricane irene, you know her by now. we've been talking about her a little bit. now a cat gory two hurricane. it regained strength overnight and during the early-morning hours. maximum sustained wind, 110 miles per hour. you can see a clearly defined eye. it is a pretty good-sized hurricane. it is moving to the west and north as we speak. and what is going to happen with this is it is going to track across the bahamas today and tomorrow, really meek a beeline for the bahamas so they have hurricane warnings in effect there. they will see drenching rains and very strong gusty wind. again, right now, those maximum sustained wind are at 112 -- sorry, 110 miles per hour. the projected path of irene, we'll go to the graphics now. this is what we call spaghetti tracks. the to believe track vary rather wide by but all of the tracks with the exception of a couple take it up along the east coast of the united states and whether or not it make landfall remains to be seen but it is still a major hurricane as it is moving across the mid- atlantic. a category three hurricane in all likelihood and heading right into new england. the timing of this remains to be seen. we think for us, we could feel the effects saturday and particularly on sunday. down to the south in the carolinas, the outer batchs, places like that, early than that at the end of this week. so irene bears watching. it is a serious situation and could be a major hurricane later today. here is a look at the temperatures around our region. a cool start, a farley cool start to the day -- a fairly cool start to the day. 66degrees in the district. 58 in baltimore. manassas at 55 degrees at this hour. you can see the clouds beginning to move in. they will break up somewhat. they will be a feature with us during the morning hours. a little more humid today as well. high about 86 degrees. that is our average high for in date. tonight, not as cool. 70 for your overnight low in town. partly cloudy skies. five-day forecast tomorrow, get some clouds building in here in the afternoon, a chance of some afternoon and evening thunderstorms. warmer and more humid. 90degrees. same for friday. saturday, first part of the day, clouds, breezy, latter part of the day, the win begin to pick up. rain moves in here and in all likelihood, sunday is a washout with heavy rain, strong gusty wind and thunderstorm. the timing on this remains to be seen. we have to fine tune this as we get closer to the weekend. now, let's go to julie wright to find out what is happening with traffic. >> it is turning out it be a very busy morning out here. let's say good morning to the crew in sky fox. they went up to 27 0rbg found the accident activity southbound 270 before route 80 in urbana. they already moved it over to the shoulder. -- they went up to 270, found the accident activity. all of the activity confined to the shoulder but it is at a crawl southbound 270 heaving i- 70 head south. your better bet may to be stick with 355. uses that at workaround for those coming on the southbound side leaving spread rick headed in towards damascus and out towards germantown. if you are traveling northbound on 270 leaving rockville headed into gaithersburg, accident activity here before the exit for 370. a lot of equipment on the scene. from this camera angle, it looks like i'll have traffic squeezing by to the left on the northbound side of 207 headed from shady grove road up towards 370 and out towards the rio. southbound, you will find your lens are open. big delays as you continue from springfield. fatal crash, outer loop of the beltway at telegraph road. it remains under investigation. the through lanes are closed but the local lane remain open. but unfortunately, all the rubbernecking is still stacking up your ride on the outer loop headed in towards maryland. local lanes are open. through lanes remain closed. that's a check of your fox 5 on-time traffic. the earthquake keeping hundreds of people out of their homes in bridge county this morning. >> the red cross has set up a shelter in hillcrest heights after damage to two apartment buildings there. at last check, around 07 people are using that shelter. after the quake hit, county building inspectors determined the structural damage was bad enough to condemn two apartment buildings. resident were not allowed back up side for any reason leaving hundreds looking for a new place to stay. as you can imagine, the evacuees just want to be back home. >> you within to us least cost our own homes, our own rooms, we can shower, safe, go to somebody's homehuntertv.comless shelter. we're not drug addicts. we're not homeless. we have apartments here. >> it is very frustrating because, if they were able to go in there several times, they could have accommodated some of us, those that have medical problems and those that have to work. >> this is all i have. i have two small children. i was only able to take out my medication. they weren't letting us take out anything personal, high jeep. it was devastating. >> we are told it could be days that those people could be evacuated. let's take a look at the scene outside freedom plaza as all these folks left work early. the quake the strongest to hit the east coast since 1944. for many of us, the strongest in our lifetime. it was felt as far away as toronto, ontario, canada. we're back in a moment. somewhere in america, a city comes to life. it moves effortlessly, breathes easily. it flows with clean water. it makes its skyline greener and its population healthier. all to become the kind of city people want to live and work in. somewhere in america, we've already answered some of the nation's toughest questions. and the over sixty thousand people of siemens are ready to do it again. siemens. answers. a lot of people turned to facebook and tweeted and minutes after yesterday's quake. that is some of the video from yesterday. you can see 14 p.m. as the quake happened. there you see the wine bottles falling off the shelves. the d.c. quake became one of the top trending hash tags in moments after the quake hit. by 1:55, facebook said the term earthquake and in nearly three million status updates. >> here is a look at what of you are saying. tyler writes, my mother was working in d.c. and she was so scared. i was shocked that all of a sudden it happened now. yvonne willis says she was also at work and it got her thinking about how prepared everyone is in situations like that. she says already under way on the small north carolina island of okracoke. it is home to about 800 year round residents and thousands of tourists each summer. first ferry left the island this morning with about a dozen cars on board. the wind sustained about 110 miles per hour. >> gusts to about 125. it will be a close call around the washington area. >> you think it will get some rain at least? >> on the shoulder southbound 270 before you reach route 80 in urbana. this is northbound 270 as you approach 307 just north of shady grove road. we have the local lane blocked northbound on 270 north of shady grove but before you reach 370. if you are in the local lanes, you will be dumped back on to the main line. so again, if you are coming out of rockville coming into gaithersburg, you will be dumped back into the main lines before you commit towards 370. a lot of equipment on the scene for this crash. we have some absorbent spread into the highway as well. this is on the northbound side of highway against the rush hour flow. southbound 270, can you anticipate some rubbernecking delays passing the queen. on the southbound side, all of your lanes are open. we'll update the ride here. outer loop of the beltway as you con to work your way over towards telegraph road, accident investigation from this morning's fatal crash which occurred back in the 3:00 hour continues. the outer loop of the beltway before telegraph road, it is the through lanes that are closed. the local lane remain open. as a result of this crash, you will find big delays right now from before van dorn street headed in the direction of the wilson bridge. local lanes are open. through lanes remain closed. that's a check of your fox 5 on-time traffic. this was the deal jed. you were probably stuck in this mess yesterday afternoon. hope not. hope you got home safely. -- this was the deal yesterday. the grike gridlock brought on by thousands of people -- the gridlock brought on by thousands of people heading home at the same time. lauren demarco was watching the roads yesterday for us and she joins us now in the studio with more on this. it was a mess, lauren. >> it was gridlock. rush hour started early and very difficult to keep up with that. we had a lot of the traffic signals out and officials did what they can to ease the system but they just can't handle everyone leaving at once which is actually pretty alarming if you think what would happen if we were in a situation of continued danger in the district. reversible roads in d.c. were quickly switched over to the outbound flow only and in virginia, officials lifted all the hov restriction. it just wasn't enough. as you mentioned, it brought back memories of 9-11 and more recently of the january snowstorm. this ways test of what to do in a large scale emergency situation. the transportation system failed. john townsend of aaa says commuter need to be more prepared as well. >> most people don't know about the plan. most of us don't know about the policy and the playbook. for example, there are emergency routes out of the city called e routes but most of us don't know them. it is symbolized by the flag of the district on major roadways that leads you out of the city. but most people don't understand that. they haven't done their homework. they haven't been school in this. >> reporter: there are 25 primary evacuation routes in the city and there is a web site where you can go to punch in any address in d.c. and find the best way out. of course, this is important do and this earthquake should serve as a reminder that everyone needs to have a plan. but i will say i type in the address of a friend would lives on massachusetts avenue and the evacuation route for him would be to use the southeast- southwest freeway and then the 14th street bridge. can i tell you yesterday, that was a parking lot as were most of the outbound routes. so along with being prepared, it is important to remember not to panic. stay alert and aware of your surroundings and use your resources for updates. be sure to talk with your loved ones and. another issue, public transportation with all of workers evacuated from their buildings and decided to head home, metro was at capacity. some people were forced to walk downtown because the buses were full. we had reports that some buses or some of their signs were reading out of service. that turned out it be a gps issue. metro says they alerted the drivers to quickly switch the signs manually. metrorail saw major delays because they switched to a 15- mile per hour speed limit as a precaution. this morning metrorail service has been restored. there are no delays reported. good news there. back to the evacuation route web site. i want to mention we will link you to it damage to buildings and homes in that central part of the state. audrey barnes is in culpeper with more this morning. good morning. >> reporter: good morning. a state of emergency has been declared for culpeper county in the wake of that earthquake. another aftershock at 8:00 last night rattled the nerves of people living here once again and many spent the night wondering what kind of damage they would find in the morning. now, in the core downtown business district there is plenty of damage. three buildings have been condemned including two on main street. several streets are closed to allow engineers an inspectors to do their work. a lot of important properties have been touched by this earthquake including several historic churches. >> the church is historic. it was used by both armies, negotiate and south during the civil war and it predates the civil war by about 20 years. so it is a big part of culpeper. >> reporter: and what you are looking at now is the facade of this italian restaurant. a lot of bristol-myers squibbs came off that building and are now lying in the parking lot below. that is what we are seeing a lot of in the downtown business district. a lot of bricks came off that building -- a lot of bricks came off that building and are now lying in the parking lot below. >> back to you. virginia governor bob mcdonnell among the many people shaken up by the quick. >> i was on the phone with my son who is a student at uv. a i was in my office and felt building begin to shake. i ask mild son to hang on. he said dad, i feel it here too. that is what i knew it was something more than a local event or just something going on with our building. >> the govern says there does not appear to be widespread major damage across virginia. the washington national cathedral also closed to visitors today. when it hit, the church bells started ringing and limestone came crashing down to the groundful also damaged, three of four pinnacles on the main tower. everyone inside the cathedral made it out safely. the earthquake forced some prince george's county residents out of their homes. >> the damage was bad enough at one apartment building that it had to be evacuated. we are live with a lock -- a look at the shelter that has been set up for those residents. fox 5 morning news will be right back. pmsi' tuesday's earthquake certainly caused damage in prince george's county. official there have set up an emergency operations center to try to track any problems that may still occur. >> some of the damage is keeping hundreds of people out of their homes in hillcrest heights after two apartment buildings were deemed unsafe. holly morris is live outside a shelter set up for those displaced residents. >> reporter: we seeing some people that are obviously getting a much-needed place to stay. there were two apartment buildings in the hillcrest heights area that were deemed unsafe for the resident to go back in and stay the night. the red cross set i'm shelter here at the hillcrest heights community center and karen kendra holmes is with the red cross. she shoipsdown me this morning. how many people are there in. >> right now, there was up to 50 and one person went to work this morning and that is 49. we had like a total of 121 that came in to the center overnight and then they dwippedeled down. >> reporter: sure. can you give us an idea of what the set-up is in there? >> we have three sections that are set up in there. we have the families that are off in one section and then we have the single men and women in another section in the building separated, of course. >> how are people's spirits? what is the talk in there? >> effect has been pretty up right now. some of them have talked about their experience, this being the first time in an earthquake and stuff like that. but overall, they know that wear here helping them and we're trying to get their mind off of it by talking to them and stuff like that. >> reporter: have you been given any idea how long the shelter will be needed. >> as long as possible. we're trying to see -- the county is trying to get them set up in other places right now. until that happened happens were we'll be here. >> reporter: it is fair to say it will be ale while until they can go back into their actual apartments. >> probably so. i condition say exactly how long but yeah. but if not, they'll set them up for other locations to be -- you know. >> we saw you already go peak a breakfast run. >> at mcdonald's. >> you are looking for food donation, right? >> if we could, that would help tremendously. otherwise, it will come out of red cross' budget. >> but you did get some donation already? >> i think they did during the night earlier. but this morning, we had to pay for it over at mcdonald's. >> but you got some towels donated by a hotel. >> the sheraton at the national harbor. they donated towels so the klein could take showers this morning which was great. >> how does the rest of the day play out? what is the plan here? >> they will have some people come in and talk to them about seeing if can get some other places to play. we'll have games going for the kid and tv going for theling ones to watch cartoons this morning. >> thank you so much. of those two apartment buildings, we are talking about a little over 500 people that are displaced. so it is a big amount and so while there is a small number here takie shelter, there are a lot of people dealing with question where do i go today here in prince george's county as a result of this major composite. we are seeing mostly clear skies but see those clouds just beginning to move in, reagan national reporting mostly cloudy skies right there. the cloud will be with us during the morning hours but they will have a tendency to break up and we'll see lots of sunshine during the course of the day today. this rain system remains to the north. that doesn't impact us today. we'll have a dry day across the region. irene is a category two hurricane at this point. it is really impacting the bahamas or will begin to impact the bahamas, turks and caicos today. hurricane warning in effect for all of those regions. one to 3 in. , 3 to 6 inches of rain depending on where you are. inundating rains for the bahamas. very strong gusty winds. maximum sustained winds right now, 110 miles per hour moving to the west-northwest at nine miles per hour. it is likely to become a major category three hurricane later today. forecast for us for today though, mostly sunny skies after some morning clouds. a little more humid today. 86-degree for your high. tonight, partly cloudy. not as cool. tomorrow, 90 degrees. as the day progresses, we'll have a chance of showers and thunderstorms popping up in the afternoon and evening. the real changes come this weekend. we have question marks for the weekend because a lot depends on the track of hurricane irene. right now, the expectation is that saturday, cloud will move in. it will become breezy and we'll get rain late in the day saturday or saturday night. i would have to say at this point, sunday looked to be a rainout with heavy rain, very strong gusty wind and thunderstorms moving through. that is the likelihood but again, we have to wait and see exactly what the intensity of irene is, how close to the coast irene is and all of that. some of it remains to be seen. >> all right. >> all right. right now, we turn our attention to ask the weather guys, the segment where turn and i put our big heads together to answer your most pressing questions, weather- related or otherwise. as can you imagine, yesterday afternoon and last night, the weather guy opinion was inundated with earthquake questions -- opinion was inundated with earthquake questions. our question today, during the earthquake, everyone in my office felt a weird pressure in their heads and is it normal or are we all crazy. >> shing she answered her own question y air all -- i think she answered her own question. >> you're all crazy. we are don't know what it was. it is very odd that she says everybody experienced the same thing. scientists don't know if this happens or what it means. there has been some study that talks about headaches being -- or a weird sense of pressure in your head being associated with earthquakes. there is no definitive proof of
