high of about 85 degrees. our average high for this date, 87 degrees. tomorrow, 88. it will be warm, warm on thursday as well. currently, we are at 72 degrees. we just dropped off, 72 degrees now in the district. 07 in annapolis. 67 in baltimore and dulles airport. salisbury, maryland is at 68 degrees. there is rain to our north and by north i mean in pennsylvania and new york state. most of that should remain well to the north but, as you can see with the movement, can't rule out a shower or two popping up in some northern portions of our viewerring area late -- of our viewing area later on today. there is about a 20% chance. forecast for today, partly sunny, becoming breezy. winds gusting up to about 25 miles per hour this afternoon with that passing shower a possibility. 85degrees for causing a problem on the roads. it was a water main break in upper marlboro. sky folk is there live over south osborne road. now, water main has been repaired but there is still a lot of damage to the roadway and it will be shut down likely throughout the morning rush. this is south is on -- osborne road and 301 highway. you want to try to avoid that. let's head out to trafficland making the trip on the beltway. we have reports of an accident on the inner loop near route 7 off on the right shoulder. some of construction cones out there right now. the lanes are open. it doesn't appear to be causing much of a slowdown. on the outer loop, montgomery county near new hampshire avenue, that has cleared out. you can see no delays at this point as you continue in towards silver spring. we've got some accident activity. you will find delays approaching the beltway. there is a disabled vehicle just inside the beltway on the right shoulder. 370 eastbound at 270. back to you. >> we are following a developing story in northeast d.c. an oil spill in the anacostia river. crews are expected to continue their investigation to find the source of the spill. stacy cohan has the latest. >> reporter: the sun is finally creeping up and that is good news. that is what they have been waiting for to find out what this is. i am south of the location of this spill. it happened around -- between the 11th street bridge and the new york avenue area. when officials got the call last night, they responded and were able to find what is described as a very large petroleum-based spill. however, there is no determination as to what caused the spill. they did take action and erected some booms around the area in an effort to contain this hazardous material to a certain area and it would not leak further up or downriver while they waited for day like this morning. we are expecting crews from the environmental protection agency, the coast guard and d.c. fire and ems will be back on the scene. there were some lane closures and road closures last night. it remains to be seen if any such action will be taken this morning once officials respond to the scene. i'm stacy cohan. back to you. police found viola drath dead in her home on friday. she had reportedly object tape ped several protective orders against her husband albrecht muth. court records show he has been arrested four time since 1992 and charged with domestic abuse. police say he told the "washington post" his wife died from injuries from a fall but an autopsy has ruled it a homicide. the maryland man suspected in the disappearance of robyn gardner is staying in jail for 16 more days. 50-year-old gary giordano from gaithersburg says gardner disappeared after they went snorkeling together. prosecutors wanted to keep him in jail as they investigate the case. the judge grabbed their request but giordano is not charged with any crime and his lawyer says he should be freed. steve? president obama on his bus tour through the midwest. he spent last night in iowa after the first day of the bus tour. >> he said we were asking like terrorists. >> the president faced off with tea party activists at a town hall yesterday. he made a stop in minnesota. the president says he is putting together a new economic plan which he will unveil next month. >> moving forward, my basic attitude is we know what to do. i will be putting together a very specific plan to boost the economy, to create jobs and to control our deficit and my attitude is get it done. and if they don't get it done, then we'll be running against a congress that is not doing anything for the american people and the choice will be very stark and will be very clear. >> some republicans are criticizing the president for for the east coast of the united states. we'll keep watching it but right now, that is where we expect it to head. temperatures across our region look like this. right now, we are at 72 degrees. today" did a survey of top -- 39 top economisted and they essentially said that the chances of the u.s. slipping back into that double dip recession haveries ton 30% that is twice as much as just three years ago. they also made predictions as for gdp growth, for the jobless rate and for oil prices and all of them are not as strong as you would expect. oil price, they say are going are to rye by $13 from where this right now today to $100 by the independent of next year and the unemployment rate currently at # .1% would only dip to 8.2% by the end of next euro -- year as well so not the are expected to resume their investigation to find out where this came from. good morning. >> reporter: good morning. the anacostia had a lot of problems over the year with so many efforts to clean up the river and a fuel spill is not the direction in which environmentalists wanted to go. they were alerted to this at 7:30 last night. i can show you the area that is affected. it is around the 11th street bridge, between there and new york avenue. what is being described as a large petroleum-based spill was discovered by the coast guard after somebody called it in. they were unable to determine the source and breadth of this event because they were losing daylight. they erected some booms to surround the immediate area of the spill and to contain. it the plan was to resume the efforts this morning to determine the source and the best method of clean-up. they will be working with the environmental protection agency. d.c. fire and e much s were on the scene last night as there were some road closures surrounding this effort to contain the oil spill. we'll see what is needed this morning in terms of a response. that will determine whether or not there will be additional road closures. it is being described as a large event and something they are quite concerned about. i'm stacey cohan. back to you. a helpful tool in d.c.'s parkette amnesty program is being extbded now. it was supposed to expire mop but will now con to run through september 9th. d.c. has collected nearly $400,000 in the first two week of the amnesty program. drivers with tickets given out before january 1 extortion plot in australia is expected to be arraigned in louisville, kentucky. >> police saw his plan involved using a fake bomb. >> we are enormously relieved that an arrest has been made in the united states. >> and fbi s.w.a.t. team has captured a 50-year-old man in connection with an attack on an australian teen. >> he broke into the house and attached what purported to be a bomb around her neck. >> reporter: the crime happening nearly two week ago at the teen's home in sydney. >> left that woman in a distressed condition to then cope with some 10 or so hours of torture almost. >> reporter: once the bomb squad arrived and removed the device, it was determined it did not contain any explosives. officials are hailing the heroics of the officer who stayed with the frightened girl during her ordeal. >> many other officers sat with the victim, some for hours on end until the situation was resolved. >> the suspect in this case has been identified as paul doug peters. a joint effort with the fbi and police in australia led to his capture monday afternoon in a kentucky suburb about 30 miles northeast of louisville. >> mr. peters was arrested without incident by our louisville fbi s.w.a.t. team. >> reporter: it is being reported the crime might rob a part of an alleged extortion attempt but police are keeping tight lip a bad possible motive. >> the actual ins and outs of motive and everything else are yet to be determined. >> peters faces charges that include kidnapping and break and entering. he is expected to be extradited to australia. a woman who attacked arch earlier this year struck again, this time lashing out against a matisse painting. susan burns was arrested last week after she slammed a matisse against a wall over and over again. luckily the still those langerring rains and some breezy conditions as well infiltrating the mid-atlantic region. now, with the way these showers are moving, we can't rule out a shower or two developing primarily north of the washington area later on today. some of you might see it. i think most of you will not. it will be dry. here is your surface map. there is that low. here comes high pressure. that will give us good conditions for tomorrow. but the difference between the low and the high, that is what creates the wind. so those winds will pick up right now. they are blowing around 12, 13 miles per it? excellent question y that is i good question. >> i'm going for say it is -- to say it is one and done. >> i think they hike it built to their open space figure cases. >> thrls >> unless there are some quarter birds out there that like to take advantage it was. >> it all depends on the bird. some birds, one and done. some bird will come back and some birds, they will find an abandoned nest and say, look at this place, honey. >> saves me some works. >> many birds -- can they expand? >> they will come back but they'll alter the nest, they'llup date t. >> they'll do a little remodeling. >> exactly. so it depends on the species. some birds return to the same general nest site every year but not necessarily the same nest. for example, robins do that. same general area, man even the same tree. not necessarily the same nest. most perching birds only use a nest once, steve, as you said, although some song birds will use the same nest for successive broods during a single season. so that is -- >> so they keep it for the year. >> then they'll come back the next year and build something new. many bird including house wrens and blue birds will return to the same nest but will build on top of that old nest or they will alter it, adding a foyer or a master bedroom suite. >> some kind addition. >> they will alter it in some way. >> it depends on how much hgtv they're watching. >> we're joking. hawk, oils and eagles will usually use the same nest over and over again. >> those are some pretty extravagant nests. >> when those nests are abandoned, you will find other bird will sometimes come in. it is just like when woodpeckers peck out a hole in a tree, in a hollow tree or something, once they move organization other birds will use the same pace. >> that is a lot of work. >> i'm surprised they don't have i homeowners association, just start building some condos. >> they may. we just aren't aware it was. >> they're a lot like us. more than we realized. >> we have some silver spring. southbound 270, a bit of volume here heading past 109. we do have report of a medical emergency near the truck skells so watch for any activity -- scales so watch for any activity going on there. south osborne road closed between route 4 and 301 crane highway. water main itself has been repaired but still dealing with some issue on the road there. also, brandywine road at ice plant road, we've got a wreck reported east of cherry tree crossing road in bridge county. if you are heading inbound route 5, branch avenue, watch for delays approaching brandywine. that's a check of your
