that. we will see sunshine this morning. a couple of clouds but mostly sunny skies. sunrise will occur in 33 minutes. here is a lack at the current stats at the area airports. 46degrees at reagan national. also at dulles. 43 at bwi marshall. forecast for today, it's simple one. lots of sunshine, high temperature today a little bit above normal, 69 for your high in washington. 67 in hagerstown. on-time traffic. >> good morning to you all. fox 5 is monitoring metro and we're now receiving word of troubles along metro's blue- orange line. apparently, the escalators are out of service at the foggy bottom station due to a mechanical problem. the station itself remains open and they have requested shuttle bus service. let's say good morning to the crew in sky fox above i-95 checking out the ride south of the icc work. you will find the lanes are open, no incidents reported south of 198 out of laurel headed down towards 495. an easy drive as you continue warned towards bethesda. the gang is all here, main line congested out of woodbridge leaving the prince william parkway headed for the occoquan. that's a check of your fox 5 on-time traffic. now to a developing story in fairfax county. this morning, police say they have a suspect in custody after a deadly shooting yesterday inside a barbershop. >> it happened at a shopping center along belle view boulevard. stacy cohan has the details. >> the suspect did turn himself in last night. i do have a picture. suspect. his name is hung t. nguyen. he is charged with murder. around #:00 yesterday afternoon, we are told the suspect entered this barber barbershop here, guns ablazing p he hit two people. a 39-year-old barber le hoang was killed. another man is expected to survive. initially the gunman fled the scene. neighboring more -- merchants arrived on the scene. there was a time where this man was on the loose and police were warning people that he was armed and dangerous. late last night, he did turn himself in. i am told he is a former employee of the barbershop although they have not at this point elaborated on a potential motive. back to you. the person would police say jumped and sexually assaulted a woman in fairfax county is still on the run. that attack happened tuesday afternoon in a quiet neighborhood off franconia road in the fairfax county section of alexandria. fairfax county police say the 62-year-old woman was in the neighborhood of waterlily court helping take care of a friend when main came up behind her, pushed her down and sexually assaulted her. police do not have a description of the suspect since they say his face was covered. police tracked down christopher chamblin down in florida. a woman says he raped herself time when she was sick or seven years old and that he threatened to hurt her and her family if she told anyone. he has been returned to montgomery county. police are now looking for other possible victims. another big story we are following. later today, the house is set to vote on the spending agreement that prevented a federal government shutdown last friday. tomorrow, the house votes on a long-term plan to cut deficits. >> worst of all, this is a vision that says even though americans can't afford to invest in education at current levels or clean energy, other though we can't afford to maintain our commitments on medicare and medicaid, we can somehow afford more than $1 trillion in new tax breaks for the wealthy. >> the president will meet with the two cochairmen to talk about their recommendations. more problems continue to surface at arlington national tremendously arlington national cemetery. we will be talking more about this next hour with congressman rob whitman who chairs the husband subcommittee holding a hearing today. an internal audit found there was little oversight of the university of the district of columbia's president's travel expenses. this information does closed yesterday at a d.c. city council meeting. the audit has not officially been released. still ahead, we all need to catch a nap now and then. but vice president joe biden is p catching a little heat this morning for when he apparently dozed off. another potential contender in the 012 presidential race. and the last from long island where police continued their investigation into a string of what they think may be serial killings. what possible connection they have ruled out at this point. more coming up.  former pennsylvania republican senator rick santorum planning a run for the white house. he represented pep pen for two terms in the senate until he lost in 2006. senator karl levine is accusing goldman sachs of lying to lawmakers. he says the senate panel investigation found that executives from the investment jieptd misled congress and his own clients actually up in report claims goldman sachs marketed and sold investments that created a interest. police in new york now using divers and medical detectors to search for human remains for more evidence in the waters off of long island. a total of 10 bodies have turned up along the beach since december. police are not sure if all 10 of the cases arelinged but they do believe they are dealing with a serial killer. they say they are not likely connect todd 2006 deaths of four atlantic city prostitutes. all the budget wrangling may have taken its toll on morning. should be a great day.  after it happened again, the faa is saying they will continue to add second air traffic controllers to midnight shifts at nearly 30 airports across the country after a fourth controller was suspended for falling asleep on the job. federal officials say this latest incident happened at reno tahoe international airport in nevada early yesterday. the agency says the controller was out of communication for about 16 minutes while a medical plane was trying to land. vice president joe biden catching some flak for this. he appears to nod off during president obama's budget speech yesterday. the vice president's eyes are closed for a full 30 seconds before he appears to refocus his attention. we are looking forward to today because it should make up for all the satellite- radar. not much to show you. very different story than what we saw yesterday at this time with the rain showers. no rain this morning. a few clouds out there here and there but you can see a lot of clear sky in the eastern united states for today. this is a ridge of high pressure that is going to be settling in, give us calm conditions for today and for tomorrow. than some changes begin to creep in here late in the day on friday when we start to get some cloud cover building in. then maybe some showers creeping in during the overnight hours friday into saturday. but for today, here is what we're looking at. lots of sunshine, comfortable temperatures. 69degrees for your high today. that is actually a few degrees above normal. winds will be light. then for tonight, we'll see a few clouds. it will be cool overnight. 49-degree for your low in town and a little bit cooler than that outside of town. five-day forecast, check it out. tomorrow, not a bad day, 65 degrees. that is right about normal. some afternoon clouds saturday. right now, it looks like a washout. i got to say. showers and thunderstorms are likely. temperature, 62 degrees but an ugly messy day. sunday, not bad. partly sunny, 64. on monday, mostly sunny conditions and a high of 70 degrees. now, let's find out what is happening on the area roadways with julie wright. >> all right. we'll say good morning to the crew in sky fox. they are checking out our drive as you work your way southbound along 270. you will find the lanes are open as you work your way southbound leaving 109 headed out through hyattedtown and out through the truck scales. we have delays as you continue down to 118 in germantown. chopper brad is zoomed in there now. two lanes headed past democracy boulevard. no problems traveling between college park and bethesda. no incidents to report right now if you are trying to work your way in through fairfax. you will find that lanes are open on route 50 headed in towards the beltway and beyond. no problems to report out on 66. we definitely have slowdowns there as you work your way in from manassas. northbound i-95 approaching route one, accident activity reported in the center of the roadway. the beltway itself between an and del and merrifield runs without incident. live shot of travel on 395 coming across the 14th street bridge, awful your lanes here are open. there are no incidents to report at the wilson bridge. for those coming in from the east off of route 50, it is still a quiet trip out of annapolis through bowie headed for the beltway. that's a check of your fox 5 on-time traffic. electronics pioneer sydney harman has died. he passed away from complications of leukemia. he is the founder of harman international industries, the pearent company of numerous electronics brands. he served in jimmy carter's ad mark as deputy secretary in the commerce department. he was surrounded by his wife, former california congresswoman jane harman and their children. he was 92 years old. the people behind chipotle trying to take on another fast food in its first test run here in d.c. time is on your side if you haven't filed your taxes yet. this year's federal deadline is april 18th. it is because the district observes a holiday, emancipation day tomorrow. the holiday normally falls on the 16th but that is saturday so it will be observed tomorrow. so again, what is going on. >> yesterday, we finished up to the up side but not by much. dow up just seven points. the s&p 500 up just slightly. the reason was j. p. morgan started out as the big winner and ended the big loser. their profit rose by 67%. you would think that would be good news but if you looked closer into the report and the ceo said the foreclosure problem is still weighing on us, the financial sector tanked yet and this morning, due futures are red now. chipotle has been doing very well as far as the market activity is concerned. they are trying something new here in d.c. >> chipotle is a wall street darling. the stock is at an all-time high up 30% this year. many people like chipotle, me included. now the popular burrito chain thinks it can bring the cut myization, fresh ingredients, that big line that kind of moved quickly to do that asian style. so the name will be called the shop house southeast asian kitchen. it opens in washington this summer and we'll see what following a deadly shooting inside a fairfax county barbershop. stacy cohan is live at the shopping center with the latest details. >> the news comes as a relief to some that were very concerned because as of late last night, police were saying the suspect is armed and very dangerous. we know he has turned himself in. i have a photo of him here to show you. he is 44-year-old hung t. nguyen of the 7800 block of heritage drive in in annandale. he is charged with murder. about 2:00 yesterday afternoon, police say the suspect barged into the barbershop here at the belle view shopping center and opened fire. he shot and killed 39-year-old barber le hoang. customers of the barbershop are simply stunned. >> a very, very nice family atmosphere. everybody was very happy. seemed like everybody knew each other. never any hostility, nothing like that that i could ever imagine. >> reporter: it would appear that the suspect did know his victim or victims. we are told he was a former employee of this barbershop. there has been no further explanation on the reasons behind the shooting. i'm stacy cohan. back to you. >> thank you. a look at the morning's other top stories. three of five men charged in connection with a series of drive-by shootings in d.c. found not guilty. the shootings happened in the trinidad neighborhood in northeast back in 2008. a 13-year-old boy and six others were injured and you may recall it led police to set up controversial checkpoints. this morning, a call for help to find a missing teenager. her picture is right there on your screen. this is 16-year-old deshan attempt herring. she was last seen at her home on tuesday night on piney branch road. she is in need of medication. if you have information, call montgomery county police. larked will -- lawmakers will vote today on the spending bill that was agreed on last friday. the house is also voting "a long-term budget plan that cuts deficits by $6 trillion. >> nothing serious about a plan that claims to reduce the deficit by spending a trillion dollars to tax cuts for millionaires and billionaires. >> we don't believe lack of revenue is a part of the problem. we will not be discussing raising taxes. >> the pre's proposal is to cut $4 trillion over 12 years -- the president's proposal is to cut $4 trillion over 1 years. the proposal includes money to make traffic improvements around military facilities. the pentagon is ready to help out at alexandria's mark center. those traffic improvements will come years after the new jobs arrive. john henrehan has the latest. >> reporter: the military construction projects are enormous. congress approved the base relocation and closure commission, brac, decision to move thousands of jobs onto the secure posts. little or no consideration was given to traffic patterns surrounding the military properties. at bethesda, the metro stop, for example, is on only the western side of of wisconsin avenue. an estimated 3,000 pedestrian crossings a day now occur on maryland 355 when the new walter reed army hospital opens here, that number of pedestrian crossing is expected to swell to 7,000 a day. many more cars will drive here also. the new federal money will pay for improvements to adjoining intersections and will construct a pedestrian tunnel under wisconsin avenue and elevators to metro on the navy side of the roadway. is this enough to do what needs to be done there? >> no it isn't enough to do what needs to be done but it is an important first step in doing what needs to be done. >> reporter: roger berliner believes it needs some kind of bus rapid transit system. at fort belvoir, the main roadway, route one, is only two lanes in each direction, totally inadequate for the thousands of new jobs coming here. the new federal money will be used to widen route one, add a median to make it safe are and put in pedestrian improvements. the only problem, even with the $300 million in new federal money, the traffic improvements at both belvoir and bethesda are two, three or four years away. the jobs and the traffic are schedule to arrive in september. john henrehan, fox 5 news. the pentagon has told lawmaker it will pony up $20 million for traffic improvements around the new mark center facility in alexandria right off 395. that office complex there near the intersection of seminary road and beauregard street. about 6400 defense department workers will be transferring there beginning in september as well. actability errors will be the subject a house meeting today. reports rereel widespread unmarked graves and graves marked incorrectly. there is a probe into a single grave holding eight sets of remains. we'll talk more about this next hour with congressman rob whitman. the mayor of a maryland town has been evicted from her home. brentwood mayor xavier montgomery-wright's belongs were piled up in front of her house. the town council ordered the mayor out of the house. montgomery-write steered clear of cameras. her landlord says he has done all he can do. >> of a haven't very sympathetic -- i've been very sympathetic. i have tried every avenue to work with her, period. when you are sitting there making mortgages and someone is not paying their rent, you know, you're taking food off my table. you pay your bills just like anybody else. i don't care whether you're mayor, president, it doesn't matter. you got to pay your bills. >> that is just part of her problems. the town council childrenned the mayor for unauthorized use of a town debit card. the mayor has denied wrongdoing in those cases. simon sentence could be 10 years in prison p under federal sentencing guidelines, it would typically be somewhere in the area of 15 to 21 months. kobe bryant now apologizing for his outburst using a for ask the weather guys. the most popular segment on this station. tucker barnes and i putted our big heads together to answer your most pressing questions, weather-related or otherwise. the question comes from robin in kensington. robin asks what causes the jet treatment to change pattern. this is an astute question. we talk about the jet stream is moving down to the south but we never get into the details because we don't really have time. what causes the jet treatment itself to move around. the answer is simple yet complicated. tucker wants to handle this one. here is what i have to say. he has been pulling his hair out. i could teach a whole class on the jet treatment. simplify it. >> it's deep question. really a philosophical question up there with like would am i? >> no it's not. >> it feels that way this morning. i'll to the best i can with it. here is the bottom line. we have different air masses on the planet and we often talk about the cold air coming from the north, coming from canada, the cold, dry air or the warm humid air from the south. different air masses and where they develop is where we see the development of the jet stream. it is in the upper layers of atmosphere, 0,000 to 50,000 feet. you get very strong winds that develop right along the clash air masses. that can meander and form eddys across the planet as it travels around. that is the answer in a very simplified form. >> so, for example, areas of low pressure and high pressure, the upper level winds are going around those areas of pressure. >> certainly in the case of high pressure, right. >> cold air is denser and heavier and so it has a tendency to kind of displace warmer air. if it does so, we watch jet streams develop. here is a sort of a schematic, an illustration of a typical polar jet and subtropical jet and there are many different jets that develop across the planet depending on what part of the earth we're looking at. the one that -- well, the polar jet in the wintertime and the subtropical. . we can be hot and stick y for week and week. >> the jet stream is kind of like julie wright. it just follows the sun, tries to get as close to as it possible. sometimes, just meanders. >> maybe we should have had you explain that. >> very good. that is well put. >> i like to have cliff notes. >> that was really good. >> well done, tucker. robin, thank you
