live at nationals park with a little spring fever. >> all the indicators of spring are here, opening day, the cherry blossoms and the like. but the weather is just not cooperating. it is a drizzly start to the day. it is going to be a cool day across the washington area as well. i suspect they will get the game in but they'll make a decision about that later on this morning. let's take a look at what is happening out here right now as we show you the radar image. we had early morning drizzle and mist across the region. that doesn't show up very well. that is continuing to push off to the east. so theoretically, you would think we have a drying trend going on as you look at this image. we will still be under the damp conditions for the bulk of the day with the chance of some rain redeveloping later on today. current conditions being reported at reagan national airport across most of the area. our temperatures are in the 30s. there are some 40s out there but at reagan national, it is 38 degrees. relative humidity, as you can imagine, 9 #% and there is a breeze out north blowing at about 10 miles per hour. -- relative humidity, as you can imagine, 93%. maybe some rain showers this afternoon as well. my expectation is that they will get the game in. we'll get the official word on that later on. look for a high today in the mid and perhaps some areas in the upper 40s. as you can imagine, a lot will be going on here at nationals park throughout the course of the day. the gates open at 10:30. the game is at 1:05. we'll give you a preview of what is is going to be happening reported headed around towards bethesda. that's a check of your fox 5 on-time traffic. now to the developing story of cia operatives in libya. president obama secretly sent them to libya weeks ago to coordinate with rebels. the rebels have lost a lot more cities through moammar ghadafi's forces in the last few days. the president sent in the cia to figure out what the rememberels need in case he decided to arm them. the operatives' mission is to gather intelligence for air strikes and talk with the rebels. >> we've been quite clear that we've reached you out to the opposition that, we are working with them that, we are trying to assist them in their efforts to bring about that transition to a democratic process. meanwhile, colonel ghadafi's foreign minister defected and turned up in london last night. he is talking with british officials this morning. a look at the other top stories. former d.c. schools chancellor michelle rhee and the head of d.c. teachers union nathan saunders say test tampering may have occurred at some d.c. schools. rhee said the schools should ensure the tests and answer sheets are not left in school offices where they are vulnerable to tampering. sandra aponteers says an investigate found a high pattern of erasure marks in certain grades and certain subjects. the way the study appears to have been conducted, it was conducted in a fashion where they got the results in which they were interested once again. it was clear, look in certain places but do not go in other places. schools chancellor kaya henderson says she is confident in the agency's finding. new developments in the murder of a domino's pizza delivery man. police say paul bennett may have been ambushed. they believe the three suspected killers phoned in the pizza order. investigators say $13 was taken from benefit the before he was shot and killed sunday night in seat pleasant. domino's has offered to help pay for some of the funeral costs. we are learning more bay case in virginia of three children barricaded in a room with a sheet of drywall. as their mother sits in jail, the father of the two older chin is now speaking out. he has custody of the twin boys but says chris mean amoore was granted supervised visitation and unsupervised visits with the boys were five. earlier, they were arrested for trapping their three young dot enters a room with dry -- doug duncaners in -- daughters in a room with drywall. >> this is not just random news. when a name keeps popping up being popping up, you would think they would pay more attention to it. >> he says the denny's. america's diner is always open. the ohio legislature pass a bill severely limiting union rights for 350,000 public worker. that includes safety workers, teachers, nurses and government personnel. the bill allows unions to negotiate wages and certain job conditions but not health care, sick time or pension benefits. it replaces automatic pay increases with merit raises. it also prohibits strikes. the republican governor of ohio is expected to sign it into law. in japan, nuclear safety fails say they are looking into reports that high levels of radiation are now in a village just 5 miles from a plant. it is outside the evacuation zone and we are learning of 155 marines from maryland heading to japan today. they are based at the indian head surface warfare cent are and are specifically trained to monitor radiation levels. the team will not help in cooling the reactors. also making headlines, very low levels of radiation turned up in a sample of milk from spokane, washington. the radioactive iodine was still 5,000 times below dangerous levels. and fda scientist says we get low levels of radiation all the time from flying across the country, watching testifying d.c., down to 37 degrees. dulles is at 36 degrees. annapolis, 39 degrees. hagerstown, 34 so a cold start to the day. only 40-degree temperatures in the fredericksburg and in salisbury, 43. this is what everyone wants to know. are we going to get more rain today? this morn, we have misty conditions, a little bit of drizzle here and there. later on today, i expect to see more of the same. maybe a couple of more showers as well but certainly some drizzle passing through the area during the course of the day. five-day forecast looks like this. today, look if a high only in the low to mid-40s. we will see possibility of some rain showers tomorrow as well. saturday, we'll see some gradual improvement. on sunday, not a bad day. monday brings with it once again the chance of some rain. here what goes. first two games, washington, d.c. and new york city. we'll take a look at how major league ticket sales are doing. first, though, more on the market with lauren simonetti. what is up with the chocolate prices just in time for easter? it's travesty. >> hershey is raising their wholesale chocolate prices by 10% effective immediately. why in well, energy costs. it is more expensive to package the chocolate and more expensive to transport it. the good news is retails are still have eight week to lock in their purchases at the old prices so your easter chocolate probably won't cost you more but your halloween chocolate will. >> i'll believe it when i see it. as far as money on the markets, we had a great quarter. what do we credit for this and what are we looking for today as we move forward? utah first quarter rapped up today and it is on track to be the best quarter since 1998. the dow gained 71 points yesterday. at one point yesterday, it was just eight points shy of a new high for the year. so this quarter was really strong thanks to energy stocks. dow component like chevron and exxon, they were up about 20% each in the first quarter so obviously, very strong quarter coming to an end today and maybe the end of the week, we'll start to see more volume on the new york stock exchange with people having closed out their books. those traders will start making big moves at the start of q 2. opening day for baseball here in washington and in new york. the yankees playing today and the nationals playing today. we have lousy weather here. expect the fans to come out. how is major league baseball looking at the fans this season? are we expecting big crowds? >> we are. attend an is supposed to rise between 3 and 7% this year. that is the good news. ticket prices, we don't know just yet. we do know they are selling at the high level range. the national average tab a ticket price is just about $26. there in washington, you guys are paying $30 to see the braves -- to see it means optimism reigns supreme and that certainly is true for this year's version of your washington nationals. the reason for all the optimism, well, they've got some new mayors that we should keep an eye on this year. ian desmond is playing leadoff. you've got established stars like ryan zimmerman and pudge rodriguez behind the plate. the boys of spring, they came up from the area yesterday to become officially the boys of summer here at natsfest yesterday. it was bad weather here but yet they came out and met and greeted with their fans. and again, the fans are ready for this year. we know that the player s are ready for ening on day. >> it is fun. we are all lucky to be able to play baseball and have an opening day and the excitement especially in this city, it is special. >> it is always good. i've been in so many and it is always fun. i look forward to that and i'll be ready tomorrow. >> for pudge, i think he is just as excited as he was 15 years ago. so something about it being not in that competitive mode for four or five months, it is easy to get amped up for this one. >> if pudge rodriguez can't get loose later, i'll just tell skip i'm loose. i have abeen out here since 5:00 this morning. it is not that cold here. in the 7:00, the coo of your washington nationalled and talk about some of the new amenities to the ball bark and talk about the new uniforms that have the people very excited. count me among the excited. hopefully this year will be better than last and i think we should. this is a better team on paper we'll find out as the year unfolds. >> thank you, dave. a look at this morning's other top stories now. the former d.c. schools chancellor and the head of the teachers union is speaking out about allegations of test scoring tampering. sarah simmons has more on this story. >> reporter: the former chancellor, michelle rhee, talked with the "washington post" saying that it is a possibility that there may have been some cheating on standardized tests during the time that she was there. she also says -- told the post that she doesn't believe that is the vast majority of the schools that are dealing with that kind of a problem. however, she says this really speaks to the case that we really need testing security both at the state level and the district level. school chancellor kaya henderson, the current cool chancellor, she has talked with fox 5 about this investigation and she maintains that the infirm that did the investigation into this found no evidence of any kind of grade cheating or tam posterioring on the standardized tests. the-- of tampering on the standardized tests. >> the head of teachers union says there were glaring errors. >> the way is study appears to have been conducted, it was conducted in a fashion where they got the results in had they were interested once again. it was clear, look in certain places but do not go in other places. >> reporter: the investigation does not end here. the d.c. inspector general is now getting involved and investigating as well. that is the latest here at tease's public schools. back to you. >> thank you. the house has now voted to reinstate a school voucher program pot -- for the district of columbia students. the new bill who uncrease the annual subsidy to up to $12,000 per student and would cost $300 million over five years. police say a murdered pizza delivery man may have been ambushed. three men face murder charges in the killing of 38-year-old paul bennett that you saw a little earlier. authorities believe the men phoned in the order and then stole $13 from bennett. bennett was shot and killed sunday night in seat pleasant. turning now to the developing news of cia operatives in libya, president obama secretly ordered them to go earlier this month. >> as fox's ainsley earhart reports, some lawmakers are questioning that. >> reporter: cia operatives are on the ground in libya. they have abeen there for several week as part of a shadow force. their mission to gather intelligence for military air strikes and to talk with the rebel who are battling colonel ghadafi's army. >> we have been quite clear that we've reached out to the opposition, that we are trying to assist them in their efforts to bring about that transition to a democratic process. >> reporter: the libyan rebels have been forced to retreat in some areas. but in the face of this challenge, there is optimism. >> they had time to consult with the arab league. they had time to consult with the united nations. they didn't have time to consult with the united states congress before committing men and women in combat? >> a big goose egg. >> oh, teddy. >> maybe today though. >> i think today. >> we're voting for you. we're rooting for you. he has been training during the off season. we think teddy could do it today. all right, guys. thank you very much. screech is here too. let me tell you what is going to be happening today. the main event is the game. the game gets under way at 1:05. there will be the hall of fame induction and a military tribute, a couple of military tributes that will be taking place during the course of the pre-game ceremony. the first pitch will be thrown out by five members of the various armed forces and the mayor will make the play ball announcement later on as well. we've got more coming up in just a little bit. guys, get along, teddy, warm up. do some warming up now. we'll have more from nationals park coming up in just a little bit. let's find out what is going on with traffic. here is julie wright with the latest. >> i'm he voting for ted -- i'm voting for teddy. i'm rooting for him. fingers crossed. we have a couple of accidents to point out for you now if you are traveling westbound on 50 headed over towards i-97, accident activity reported here, car into a tree. we have a portion of i-97 tied up just north of route 50. forest drive at route 2. we have reports of a gas leak with fire and rescue units responding. northbound 210 at palmer road, accident involved an overturned vehicle. some traffic is able to get by under police direction but that is tying up your drive there. crash still tying up the right side of the roadway on 66. look for delays slowing leaving braddock road. delays inbound on 66 out of manassas. this portion of georgia avenue approaching new hampshire avenue remains open at this time. northbound i-59 slowing as you travel out of woodbridge headed across the occoquan. delays continued newington to springfield, 395 tied up beltway to duke street and again at the 14th street bridge. that's a check of your fox 5 on-time traffic. a common ingredient in many foods is the subject a lot of controversy. now, the fda is considering a petition by consumer advocacy groups to either ban some food dyes or put warning labels on product. mel andy alnwick has the -- melanie alnwick has story. >> cspi is specifically concerned about eight dyes that they say are linked to reactions. the consumer group notes on its web site that many companies do make naturally colored product as well and says the fda ought to reconsider its position. >> until a year ago, the fda had always said food dyes have no effect on children's behavior. now, they are slowly changing that and they seem to be ask untiling that food dyes do impair some children's behavior because dyes have no health benefits whatsoever. we should get rid of the dyes. >> reporter: the food industry says it is not just snack foods but healthy foods are dyed to make them more appealing too. artificial colors are are preferred because they are brighter, more stable and cheaper than natural coloring. >> it is not that it is not possible to replace the colors but really, when it comes to replacing them, there would be a lot involved and also a greater expense could possibly be incurred by switching to a natural versus an artificial color. >> reporter: the arbitrator in all of is is the food and drug administering. the agency does say that for children who have adhd and other behavioral problems, food dyes and other substances can make the issues worse. >> cspi says the study only looked at effects of individual dyes, not the comenations or the cumulative impact. the panel will listen to more testimony tomorrow and decide if the fda sudden regulate dyes, require better studies or do nothing at all. clint eastwood is directing a film about j. edgar hoover and he was in arlington last night. some got a handshake in return. also in town, leonardo dicaprio who is playing hoover in the movie. it is not too late to try to spot him. the movie will film. in downtown d.c. throughout this weekend. the nba is looking into jz's visit to the university of kentucky's locker room. the rapper is also the partial owner of the new jersey nets. the nba wants to know if he was trying to talk to some future draft picks. under nba rules, team personnel cannot have contact with plays are who aren't yet eligible for the draft. up at 7:00, we all have days with we feel down. these guys feel, let's just say blue every day. >> they are not in a glum mood. they are actually blue. we are going behind the scenes of the blue man crew. stick with us. we'll be right back. this is a strawberry pop-tart. and this is the warm fresh baked taste... of a strawberry toaster strudel. see the difference?
