in the district, 32 degrees. 25 in frederick so a very cold start to the day. it will be a cool day. sunshine today, this morning, as opposed to the last few days when we've seen a lot of cloud cover. it will be cool. highs only in the upper 40s about 10 degrees below normal. we'll talk more about the weekend and the possibility of that snow coming up in just a little bit so stick with us for that. story we have been following out of the northeast d.c. an amber alert for two children has been canceled. >> police a 2-year-old robert andthony anderson and 10-month- old tiara anderson were taken by their father, robert anthony anderson. this morn, be anderson is in cut daind the children were not harmed. we have new details about the murder of an 81-year-old olney man that may reveal a motive in the case. rohan goodlett is accused of killing nazir ahmed in ahmed's home. $40 was missing from ahmed's wallet. he is also accused of killing punyasra gedara as he walked home from work. prince george's county police are investigating a homicide this morning. shooting happened just last night after 9:30. this was in the 4400 block of 2rd parkway in temple hills. police pronounced the man dead at the scene. we have no word on any suspect so far. now to the air traffic controller who fell asleep at the job. safety investigators say the controller has acknowledged he was asleep when two planes landed without getting clearance first and the government is now ordering a second controller to be on duty at the airport at all times. it is a some of that the president of the air travelers association says has been needed for a long time now. >> that is just ridiculous that we don't have two people in the tower while we're manning commercial flights coming in. there are enough flights late enough at night to warrant certainly two people in the cockpit. >> transportation secretary ray la hood is now instructing the faa to exam staffing levels at other airports across the country. fox 5 continues to monitor metro this morning as well and a new crackdown on crime. metro revealed its three most dangerous stations are branch avenue, new carrollton and greenbelt. and the arrests of juveniles are up 10% over the last year. authorities say they are relying on surveillance cameras and they say a 2.8 million grant from homeland security means there will soon be 153 station entrances covered by cameras. >> the capability to view everything that take place on metro. if it is after the fact f we want to found out what transpired, if it is an accident, if it's crime being he with can go back. if it is an event that we are covering, cherry blossoms, fourth of july, we can monitor the crowd. we can do a variety of things with the information that is captured through the camera. >> metro already has cameras inside stations. the entrance cameras should all be installed within a year. we are all going to talk more about this and some of the other problems plaguing the transit agency coming up. richard sarles will join us this morning. up next, what the white house is saying this morning and what is happening to scale back the u.s. forces in the offensive against libya's quake and tsunami two weeks ago. managers at the plant stopped work at two of the reactor this is morning and suspect that one of the reactor cores may have cracked open. the number of dead from the quake and tsunami is officially over 10,000 but 17,000 are still missing. now to the latest out of libya. secretary of state hillary clinton says that the united states is transferring command and control of the no-fly zone to nato. at lines agreed yesterday to take over the operations from the u.s. the secretary of state says it is the next step in military action against libya. she sheds to long ton next week for talks with allies on the operation -- to london next week for talks with al allies on the operation. president obama is expected to speak about the action in libya. some are ask for more briefings both to the lawmaker and to the american people. it is a system plagued by problems and this morning, we are getting answers straight from the top. >> metro general manager richard weekend. speaking of that, here is your five-day forecast. high today, well below normal. only in the upper 40s for today. not a bad looking day. we'll see partly sunny skies. tomorrow, increasing clouds. after midnight saturday night, there is a chance of some snow developing. it will be cold enough. moisture will be moving in. we do think there will be a win the -- a wintry mix overnight that, the u.s. stocks rallied. what is going on with that this. >> some traders are calling this a nothing matters market. ghadafi is hanging tougher in libya and there is the nuclear crisis and look at that. the dow is up by 85 points. futures here in the u.s. higher again this morning. not only is the dow higher, it is within # hundred points of notching a fresh 52-week high. the bull are in possession of a geopolitical situation that seems to be unravel. >> let's talk about the postal siives. they are -- postal service. they are not doing so well. what are the issues going to be with the postal service? what does this mean also for delivery service? are we going to see cuts in that? >> it is not news that the postal service is hemorrhaging money. we are offering their veteran workers, those with 20 or more years of service an at least 50 years old, offering them $20,000 buyouts as they attempt to cut 7500 administrative jobs. they are also shedding seven different district offices and there is even talk that they will -- they want to stop saturday service because they think that that might help save money as well although we heard from the inpostal rate commission saying that the money that the postal service says they would save by cutting saturday service is completely overstated but still, lots of changes coming to the post office right before you have to hand in your tax return if you don't submit it online. >> thankfully, that is done already. let's talk a little bit about what is coming up on the business channel today. talk a little bit about that. >> hike huck easy commute headed out towards the reagan building. early accident has gone. all lanes are open as you work your way down towards the reagan building. no problems reported on the george washington parkway at this time for you guys traveling from the beltway. that side of town out of virginia, headed down past the cia, easy commute for you so far. 395 picking up the volume and slowing. duke street headed out to seminary road. no problems reported on the beltway between annandale and merrifield. southbound 270, not so busy here in german up two. lanes are open headed out towards the split. that's a check of your fox 5 on-time traffic. fox 5 is monitoring metro from unruly teens riding the rails to broken escalate ires on fare hikes. the system is facing a lot of problems. >> and the man in charge of fixing those problems joins us now. metro general manager richard sarles is here. we want to say thank you for joining us this morning. first off, we want to talk to you about the escalator issue. we know this is -- you know this is something that has come up quite a bit. we had an issue at the foggy bottom escalator where there was just a pile-up essentially. and it has since come out that there was something lodged into it? was this something left behind by a crew working on thette he's claitor. >> there was a piece of cloth that got caught in the escalator and caused it to dislodge. >> however, that focuses on one of the problems there. we have he would escalators. some manufacturers have gone oust business and they aren't been kept up and maintained the way they should be. at foggy bottom, we had started replacement there. it is part of a $148 million program to replace -- rehab 144 escalators. >> i want to follow up on that. right now, only about -- from a report that you were looking into, 40% of the maipt nan is done on time but you are looking to try to improve that at least to 60%. you would like to do 100% obviously. but what are where do you plans to tried to improve that despite the fact that i know you said parts are difficult to come by. >> that is one of the things we are trying to do in acquiring parts or re-engineering parts. this is all making up for not investing the proper amount of funds in our system. we fell behind. we are paying for it. we are now trying to rebuild the system. we a six-area program and we are aggressively moving that direction. >> we do a regular story here on the show called monitoring metro. and normally what we do is we tell the commuters the a escalator and elevators that are out of service. we have noticed it is about 15 or 16%. is that what a normal business should be seeing? is that higher or lower. >> we should be in the low 90s when we we have things well maintain the but it will take years to get there. we have a pending crisis before us with regard to congress. at least in the house of representatives, they are threatening to take away the $150 million a year that we were promised by congress. if that happens, we are losing$350million a year. >> that leads for the fare hike issue. what who be the plan at that point to make up that huge budget gap? >> i don't see that we could make that up. what will happen is we'll have if you are tier deterioration of service as a result. the trains will operate less on time. there will probably be more problems with escalators. so that cannot be lost. it can't be made up with fare hikes. >> are we looking at service cuts? i know that has already been talked about. how much further are you willing to go down that road with that and fare hikes. i know that is a delicate balance. >> moi proposed budget would there would be no fare hikes and no service cuts. >> and looking at the violence, the teenagerss and up i'm not just pinpointing teenagers but it seems to be a disproportionat te amount of teenagers. just one e-mail send to us. this person says every evening i ride the green line home. thisperson says i'm thinking about just swallowing the cost of gas because i'm afraid to ride metro in some areas. how do answer this? >> that is a tough one. anyone who sees things being very rowdy fool a certain sends of unease. we have redeployed our police. we met just in the last couple of weeks with the interim chief of prince george's county. we are looking for more cooperation and we're getting more cooperation to help police this. what goes on in the system is a reflection of what goes on in the streets above us. we are working with the schools. they can be helpful in alerting us to problems at the schools and when schools get out, we can redeploy our police to try to cover that. >> a new report pin pointed the danger or troubled spots. now, the money or the surveillance cameras that will go to the stayings. can you tell us more about those stations. as the chief an yesterday, we have received a grant for more cameras. the cameras we have in the system go back 35 years sometimes and they're in the as good as the ones that you can buy today. we will be putting that in. it will help us monitor what is going on. what that does is record incidents and allows us to identify people and hopefully apprehend them. >> another thing we want to talk about. the june 2009 accident changed a lot of things on the red line. there were ntsb requirements that were put into place. i know there has been work also to bring new cars into the system. where do we stand with the requirements if they are being met yet at this point? >> we pledged and we have advanced towards addressing every one of the requirements of the ntsb the biggest one and worth almost 3/4 of a billion dollars is to replace the 1,000 series cars that were involved in the accident. the order has been placed. the engineering is under way and they are starting to advance on the prototypes for that. we have been making advancements there. importantly, what came out of the ntsb was to improve the safe thank you culture at metro. i think we've made significant advances in that. the tri-state oversight committee just yesterday praised wmata for the advances they've made. >> can you explain how? >> the safety department now reports to the general manager. the safety department increased its number of people by 40% and we brought in professionals who are experienced in rail and have made a significant difference in upgrading the safety culture. and as well as embedding safety people in each of the major operating departments so that people are out there in the field looking at things strictly from a safety viewpoint. everyone is becoming more safety conscious. >> we should have started off but it seems like we've been talking to you for i along time. you have just been unanimously confirmed as the general manager. but it comes after 40 years of experience in the transit industry. how do you begin, sir, to take this system, which by all accounts is broken in different areas and make it better? >> i'm an engineer by background so you like at it as fixing the foundation first and that is what we've been working on, really getting the basics back in place. i talked about the fact that we weren't maintaining things the way we should. we are working on that, training people correctly. we are making ininvestments in just basic stuff. fix the rails, fix the station platforms. fix the signal system. most of the stuff, people wouldn't even see as they go through except on major weekends when we shut down parts of service. ever day, we have a very aggressive program. we are shutting down on weekends, even during the day, going to single tracking. this is a very aggressive program. it inconveniences our customers but in the end, we will have better service. it will take years to of spring that we all know as the cherry blossoms. these beautiful blooms right here inspire the nation's largest celebration of spring. the festival itself kicks off tomorrow. it's a 16-day festival that's jam packed with activities. three different weekends. we're getting a preview tomorrow. this year marks the 99th anniversary of when this gift of these trees came from japan. this festival is about the wonderful gift and our strong friendship with that country. as you can imagine during this time of need in japan, the festival is taking on a whole new meaning this year. we're going to find out about the activities and things they have planned so when you come to support the festival, you can help raise money and help the relief efforts in japan. they are expecting 1.5 million visitors to come out and see the blossoms. a lot of people make this trip just to walk around the basin and be enveloped by these beautiful flowers. we have a lot of things going on this morning from the kite festival to drummers to tap dancers that are going to give you a preview of all the things you're going to want to come be a part of. while it's a sign of spring, i think someone might want to clue in
