fox 5 morning news continues right now at 6:00. let's take a look outside this morning. you can see what is a fine mixture of rain and snow across the d.c. region. we did see quite a bit of snow to the north and west of d.c. overnight. rain to the south this morning. it is all kind of coming together. we are keeping a real close eye on it as the temperature flirts with the freezing mark. i'm steve chenevey. >> i'm gurvir dhindsa. >> lets he get right to the major school closings. ty, aryland, these schools are carroll county, frederick county, howard county, montgomery county, prince george's county and washington county schools all closed. in virginia, clark, fairfax, fauquier, frederick, loudoun, manassas city, manassas park, prince william, rappahannock and warren county schools along with winchester city schools are closed and over in west virginia, berkeley, grant, hampshire, hardy, jefferson, mineral and morgan county schools and we just heard from stafford county schools in virginia, they are on a two- hour delay and we'll put putt that information at the top of your screen throughout the morning and you can find it on myfoxdc.com. those pictures that we just saw -- good morning by the way. >> good morning. >> those pictures are showing that mix. when you came to work, it was nothing but snow. >> we got a nice little burst of snow fairly early during the overnight hours. that laid the groundwork and helped lower the temperatures. now, we are getting more of that mix we are talking about. there is some snow that has stuck to the ground. it really depends on where you are and what the temperature is. we told you yesterday it will be a mess this morning and today and here it is. let's take a look at the radar. hd radar, we can show you this is doing a good job of picking up what we are seeing across the region. the areas in pink, that is really that wintry mix. some snow, some sleet. i don't think it is freezing rain. i was encountering snow and then sleet on my way in to work. it is actually mixing with some rain as well. in delaware, heavy rain right now. closer to here, there are some spots of heavy rain down south of alexandria. maybe as you are heading out towards springfield, places like that. then to the north, leesburg, frederick, that is snow there. ments a mixed bag. this is round one. this will continue for the next few hours. then we'll get a bit of a break and they be more snow later on. let's get to view. i want to he -- i want to show you the big satellite picture. round one coming through during the morning hours. can you see there is a bit of a break there. it will still be cloudy and not going to be pretty. then the next batch down to our south and west will enhance and move through here. that will bring pretty good snowfall to much of the region. again this afternoon, i think we'll see a period of rain, maybe some mix. but then, by late after, w. let's go to the graphics. we'll show you the advisories that are in effect. winter storm warning in effect for all the county you see there in pink that. does include montgomery county and loudoun county. areas in gray, a winter weather advisory. i wouldn't even think too much about that because many of those counties will also go under a winter storm warning later on in all likelihood. that is what we're dealing with through the day today into very early tomorrow morning. forecast for you had, it snow, rain mix early, changing to all snow late. temperature around 34 degrees. that is the key. where does that temperature go? >> let's keep it above freezing as long as we can. >> okay. >> it you could, would you, right? >> yeah. >> as long as it's in the freezing what is already on the roads. >> somebody tried to make me feel better hearing tony and tucker talk about 3 to 8-inchs and somebody said well inches is better than feet. i'm like well being okay. >> everything is relative. >> that's right. a number of accidents out there on the roads so let's get to it. north of town, accident activity northbound i-95 before you reach 198, we have the two right lanes tied up there. accident activity on the southbound side involving that tractor-trailer. that is what is tying up the right side of the roadway as you travel south of 175 but before you reach 32. accident activity reported on the inner loop of the beltway here at 202. now, you find the right side of road is blocked off there as you travel in the southbound direction. other side of town, crash at dulles toll road at 28. the latest inbound dulles toll road at route 7. this one occurred in the airport lanes. you will fine the right side is blocked with fire and rescue in the main line there to assist at the scene blocking the far left lane. checking for the crash possibly one overturned inner loop of the beltway at old georgetown road. more people out and about at darnestown road. web, we showed you this camera shot a few moments ago. snow was coming down hindering the visibility. some of these secondary roads, you are following the tracks of the person in front of you. great seneca highway, in a left places, you will find where you're used to having thee or four lanes of travel, you are narrowed down to two or even one. leave early, make sure you have plenty of gas and plenty of wiper fluid. that's a check of your fox 5 on-time traffic. we are poised for progress. two years after the worst recession most of us have ever known, the stock market has come roaring back. corporate profits are up. the economy is growing again. >> the economy the big topic in last night's state of the union address. >> president obama discussed his desire to make new government investments in education, road and bridge work. he also called for more spending on high-speed rail and high-speed internet. >> he also touched on job creation. >> at stake right now is not would wins the next election. after all, we just had an election. at stake is whether new jobs and industries take root in this country or somewhere else. >> today, the president and members of his cabinet will tour some businesses that he says are making those investments that he mentioned in his speech. he plans to visit three factories in wisconsin where job growth is flourishing. democrats appear to be on board with the president's plan to continued economic recovery in the wake of the recession but when it comes to the national debt, republicans are pointing the finger at the president and democrats. they have different ideas about how the president should go about it. >> the president talked about freezing domestic spending as he called it at this year's level for the next five years so that you save $400 billion. that is not nearly enough. with the stimulus bill and the bailout over the last two years, we've increased domestic spending by 83%. you don't freeze at that level. you go back pre-bailout, pre- spending be maybe back to indeed the 2006 spending snow is out there. and slush is what it has turned into on the streets. it has been a mix of snow and rain throughout the overnight hours. that is where sarah simmons is. in maryland, algoney, carroll, frederick, garrett, howard, montgomery, prince george's and washington county schools are all closed. >> in virginia, clark, fairfax, fauquier, frederick, loudoun, manassas city, manassas park, prince william being rap hand ask, shenandoah and war uncounty schools and winchester city schools are closed. in west virginia, berkeley, grant, hampshire, heartedy, jefferson, mineral and stafford county schools are only delayed by two hours which means i guess down to the southern part of our area, it will be more rain. >> i can't say why they've done what they've done down there. to our south and east, we'll see more rainfall but certainly later on today, pretty much everyone will get snow. it will turn over to snow even in eastern maryland, southern maryland, places like that. rain during the middle part of the day but they'll get snow too. >> and we saw the snow plow there. >> the picture really captured what has happened. we did get a nice little burst of snow. but now we are getting that mix, that messy stuff we talked about all day yesterday. it is making to the wet, slushy stuff n that shot, we were seeing some rain mixing in with the snow pretty well. let's get to hd radar. this is doing a very good job of capturing the different hinges we are seeing out there. it depends on where you are, what you are seeing. is it snow? is day wintry mix? off to the south and east, it is rain. including some spots of heavy rain across the sheb. a little heavy rainfall across the bay into eastern maryland. delaware, some heavy rain. down to our south, waldorf, la plata. depending on where you are, you are getting rain and freezing mix in as well. up to the north and west, it is snow. leesburg, frederick, you are getting snowfall. along interstate 70, it is snow at this hour. this is phase one and then we'll get more precipitation later on today. let's go to view. want to show you the satellite- radar for the whole area. you can see that it is a mixed bag. it is a pretty good little first burst that we are getting here. it is moving off to the north and east. our next precipitation event is down to the south and west. this will be moving in from the southwest and west across the east and northeast as it comes in here later on today. i think we'll get a little bit of a break. still going to be kind of wet out there, messy and seniors and later on, we get more snow. the atmosphere is cooling off with the snow falling and the frozen precipitation falling. 4 in washington. 32 in gaithersburg. 32 at dulles. -- 34 in washington. you can see there, fredericksburg, rainfall right there. that is the deal in stafford county. this is futurecast. 6:00 this morn, not doing a great job of capturing that frozen mix across washington. then you see a little bit of a break and then this afternoon, we start to get the next batch. again, it starts as some rain, frozen mix, kind of messy conditions before turning over to rain. this is now mixing in a little frozen area, awe mix area around 6:00. we'll see if that happens. it may or may not. basic age, it will be snow for most people and that will continue to move off to the east. it snows tonight roughy l.i. roughly from around mid might. tomorrow's snowfall potential from the entire system as it comes through tonight, washington right again on that line. but generally speaking, off to the south an east, a trace amount to 3 inches because it starts as more rain there. right around here, prince george's county, southern prince george's county certainly down in alexandria, southwest, southeast washington, 3 to 6 inches. up to the north, 4 to 8-inch. so generally speaking for the beltway region, 3 to 8 inches. with higherments up to not ring and west where they will see 6 inches or more up to the north -- with higher amounts up to the north and west where they will see 6 inches are more up to the north. tonight, snow could be heavy at times. could be some thunder snow. 3 to 8 inches. five-day forecast, tomorrow, as we frequently see after the storm system, breezy conditions, maybe some flurries on friday. temperatures in the low 40s for the weekend. that is a look at what's happening with the weather. let's get more on the morning rush hour traffic. >> you mean i get to be a bend girl after all? >> absolutely. >> right now, i'm a working girl, honey. we've got a lot going on out there on the roads. we've got accidents galore. northbound along i-95 approaching 198, the two right lanes tied up at the scene of the crash. we've got trouble coming in from the west. unbound stretch of the dulles toll road approaching route 7, accident activity here ties up the right lane in the airport lane. fire and rescue units helping out in the main line blocking the left lane. stalled tractor-trailer with the outer loop at route 7 tying up the wet side of the road. folk coming inbound, macarthur boulevard before the clara barton. macarthur boulevard remains closed off at this time. trouble on the inner loop of the beltway as you work your way around old georgetown road and # 5 -- road and 355. the inner loop gridlocked from before old georgetown road headed in towards bethesda. the crash at 95 college park has been cleared to the shoulder. 28 at 124. weather is easing up. that is improving for us. the pavement is still questionable out there. so again, slush accumulation between the lanes. some areas on the secondary roads still following the tracks of the person in front of you. allow extra time out there on the roads. that's a check of your washington area. it is a mix of precipitation. at reagan national right now, they are reporting snow, light rain being fog and mist all at once. down to the south and east, it is rain including some areas of heavy rain. easton, you are getting pounded with heavy rain at this hour. now, here are your weather headlines for today as we go to the graphics. snow and rain for your morning commute. some ice as well. there is some sleet too. that is a problem. we get a break during the midday. some more rain to the south and east but snow develops later. it could be heavy at times and we are talking about tonight from the evening rush hour into the late night hours and finally total accumulation, generally speaking and i'm giving you a range, 3 to 8 inches. some of you will see around 3 inches, some of you will see 8 inches. if you receive 4 inches, don't call me and say it wasn't 8. it was in the range. here is your day planner. temperatures in the 30s today. precipitation this morning a little bit a break later. some wintry mix later and then snow tonight. 32 by 5:00 p.m. >> you forgot the most important part. you see 8 1/2 inches, call tucker. >> right. he points out 3 to 8 plus. >> lobster and the beach any day. in fact, every day. on the roads, a lot happening. a slick commute and accident out there on the highways. northbound stretch. 95 troubled with our crash before 198. that is tying up the two right lanes. eastbound 100 over at washington boulevard for another accident reported. it is a busy commute coming inbound from the dulles toll road approaching route 7. the accident activity occurred in the airport lanes. rescue units have responded blocking the left lane. before a crash, pole and require down across the highway at the clara barton highway. outer loop crash at new hampshire avenue, cleared. lane are open. beltway, inner loop, lice ions hour, avenue checking for a crash. the main line of 395 at duke street, clear shoulder to shoulder. your bridges, ramps and overpasses, that is where we're fining a number of accidents reported. that's a check of your fox 5 on-time traffic. some of the road crews already out treating the roads across the region. they've been out most of the night. >> more will be out in force when the snow starts to pick up for the evening commute. this morn, sarah simmons is live in rockville along 270 in montrose road for a look at conditions out there. we've sort of seen things change out there. >> what we are seeing is sort of a light rain, sort of like a sleet as well that is mixed in. just a little bit ago, we had quite what seemed like a real downpour. you could here the sleet hitting the windshield. you could hear how wet it is out on the roadways as well on interstate 270. the crews have been out here all morning long. we've seen quite a few salt truck pass through to keep an eye on the roadways out there. when we first got here, it was really that heavy white snow that was coming down. what it has now turned into because of all the sleet an even some rain we've had is the white is just now turning to a slush out on the pavement. so that is kind of what you are going to see out here this morning. but as you take a look at even some of the video we shot earlier, you can see it was still coming down pretty heavily. we have noticed there has been a few private contractors, private plows that have been out in some of the areas specifically in the parking lot where we are. they are trying to keep ahead of things. i talked with him just a little while ago. here is what the plow driver had to say. >> it is a wet snow and there is salt down from the previous events we've had so it is not sticking as much as it would as earlier in the year. so it is almost like water underneath it it will move and clean up pretty well. and calling for warmer testimonies and the ground was warm yesterday so it is cleaning up pretty good. >> reporter: he even said as well when he he was coming in he noticed some of the side streets have not been treated yet or didn't appear as though they had had a plow that had come through there. so as you are heading out this morning before you hit the interstates, it is probably going to be slushier, messier in your neighborhood before you get out to the main roadways where they really seem to be concentrating their efforts this morning. we're live here in has more from capitol hill. -- fitzgerald has more from capitol hill. president obama laid out a broad blueprint for a post- recession america. he says the global economy has struggled as the american economy has struggled to come back. tonight, the president called for new investments in education and he called for changes on how washington does business ache five-year freeze which the president says will cut some $400 billion out of the deficit. >> we shouldn't just give our people a government that is more affordable. we should give them a government that is more competent and more efficient. we can't win the future with a government of the past. in a few weeks, i will be sending a budget to congress that helps us meet that goal. we'll invest in biomedical research, information technology and especially clean energy technology. an investment that will strengthen our security and create countless new jobs p. >> reporter: republicans say they heard more spending and it is spending that republicans who now control the house say they were sent here to stop. >> just take a look at what is happening to greece, ireland, the united kingdom and other nations in europe. they didn't act soon enough and now their governments have been forced to impose painful austerity measures, large benefit cuts to seniors and huge tax increases on everybody. their day of reckoning has arrived. ours is around the corner. that is why we have to act now. >> reporter: democrats held firm saying this economy needs more government spending if it is going to come out of its doldrums. >> i think what the president said tonight was that not all spending is the same. you have to make strategic investments in infrastructure and research and development if you are going to stay competitive as we look to the future. he is absolutely right about that. >> reporter: in a big shift from tradition tonight, both political parties sat among each other rather than on opposite ends of the house. both sides talked of bipartisanship butt real test comes wednesday when congress gets back to work. on capitol hill, tom fitzgerald, fox 5 news. you can tune in for more analysis some morning for a look at last night's speech. -- this morning for a look at last night's speech. a boil water advisory is in place for a few more days for parts of prince george's county following monday's massive water main break. it affects those living south of central avenue and route 202. wssc is testing the wat make sure it is safe. it takes about 18 hours for the result to come back. we have an update on that house fire in hyattsville. another death, 1-year-old kelly hernandez pass wade from her injuries. her 9-year-old sister was also killed in the fire. both had been trapped inside that house when the fire started. five people were able to get out safely. police have cracked a cold case. they've identified two suspects who they think are involved with the disappearance and death of joyce chung. authorities say they abducted chung 12 years ago with the intention of robbing her. a lot of you may remember she vanished from dupont circle. her body was discovered three months later. police say one of the suspects is already locked up sevenning a life sentence in the federal prison system. the other one is known to be in a country where the united states does not have an extradition treaty. the suspects were developed through a series of jail house interviews. a lot of school closings this morning. >> we are running those throughout the morning at the top of your screen. can you see the myfoxdc.com. let's check in with tony as we continue to watch some changes out there throughout the morning. >> what we are seeing this morning benefits depends on where you are, what the temperature is where you are. some of you are getting rain including some areas of heavy rain. some of you are seeing some sleet mixed in with that rain or mixed in with snow. some of you off to the north and west are only seeing snow right now. in any event, what we're getting right now is just round one as we keep referring to it. then we'll get a break and get more late this afternoon and tonight. let's jump right in. i want to start with hd radar. we'll show you what is happening across the region. you will see it is exactly as i've described to. a little bit of everything. down to the south and off to the east, rain, heavy rain across portions of the chesapeake bay into eastern maryland and then into delaware. i know we tend to focus on the snow and with understood -- with some pretty good rainfall. earlier this was all snow. now, we have some of that sleet mixing in and some rain mixing in as well. so that is diluting that snow a little bit. we had a pretty good half inch to inch of snow on the ground in some places during these early-morning hours. down to the south, rain including a couple of spots of heavy rain just near dale city near waldorf and then up to the north and west, frederick, leesburg, you are continuing to get snow there and it is all snow in your regions. now, let's take a look at the -- at view. i want to show you the satellite-radar composite for the entire eastern united states. couple of things going on. first of all, cloudy across the east. second of all, there is the system coming through this morning. can you see there is a break here. here is round two. this is actually the more impressive of the systems because it will have more moisture to work with and we think the air will be cold enough to support mostly snow for much of the viewing area once this gets under way this afternoon and really late in the afternoon during the evening hours that is when we see the most intense period of precipitation mainly in the form of snow. let me go to our graphics. show you the temperatures across the region. they are quite consistent. all right around that freezing mark, 3 # at gaithersburg. 3 # in baltimore. 30 in fred ruck, 28 in hagerstown. -- 32 at gaithersburg. 32 in baltimore. here is the model run. it is doing an okay job i would say. it is not really capturing things very accurately because across washington, we are seeing that frozen mix. a little break mid-morn, late morning into the early afternoon p then the middle of the afternoon, that precip starts to move in again. by 5:00, i think the evening rush hour is a problem. i think it will be snowing. i think it will be snowing heavily in parts of the area. see that darker blue color there. that shows more intense snowfall right around 5:00 p.m. you may have noticed that we were seeing rain and a frozen mix to the south and east. by 8:00, you are getting that snow moving into salisbury and eastern maryland, southern maryland, places like that. you are getting the snow too. that is the one change in the forecast. we think you will see a period of snow. by late tonight, really by midnight, it is out of here and moving up to the north and east. it will become breezy and then we'll see -- we'll dry out for tomorrow. snowfall potential, here what is we're looking at. right around the washington area, much of the area we think 3 to 6 inches. to the north and west, you canada could see more. chug parts of montgomery county, loud occupy county, 4 to 8 inches is certainly a possible. what i'm saying for the yen washington area, 3 to 8 inches. many of you 3 to 6. north and west, 4 to 8. up in northern maryland and western maryland, 6-inch plus. you could get 10 inches in parts of western maryland and northern maryland. we think the snowfall amounts are less are to the south and east because you have a longer period of rain. forecast for washington for today, we have winter weather advisories and a winter storm warning that go into effect today. snow, range changing to all snow snow late. 4degrees for your daytime hem. tonight, our temperatures drop off into the 20s. it will be cold with the snow during the evening and nighttime hours then wrapping up overnight. snow could be heavy at times. five-day forecast, a little breezy tomorrow. it is 4 degrees. on friday, it will be -- we'll see flurries on try. have is -- it is 4 degrees. our highs will be in the low 40s for the weekend. we do not have ask the weather guys today because of our focus on what is going on with the weather. it may return tomorrow depending on what is going asking about schools. d.c. public schools are open. in frederick county, maryland, the snow emergency route system has been put into place that. emergency route has been put into place. that is something to make note of. out on the roads this morning, it is still very much a busy drive out there. we've got problems for those traveling inbound macarthur boulevard, we have a crash blocking the clara barton parkway. that will take a while to clear oo. side of town on the outer loop of the beltway as you travel -- other eyed of town on the outer loop of the beltway as you travel there, you have the crash. lane are open on 95 approaching 32. still a busy trip on the inner loop working your way from old georgetown road to 355. that's a check of your fox 5 on-time traffic. could turning down the thermostat help you lose weight? a new study out of the university college of london suggests that might be the case. stud you says when people are cold, their bodies have to work to stay warm, therefore using energy and burning calories. researchs are say those who raise the thermostat and stay inside raise their risk of obesity. dieting may not help keep you safe from health-related
