to see the sun today. >> some pretty good sunshine later on today and the sun is very strong this time of year as we all know. so we will see some more melting during the course of the day today. let's take a look at the current conditions being reported at reagan national airport. it is 37 degrees right now. relative humidity is at 52%. those winds a little brisk out of the west at 13 miles per hour. that will be one of our features today. wind thawill be gusting up to maybe 25 miles per hour at times. here is a look at the satellite- radar composite for the mid- atlantic and the northeast. snow falling this morning across portions of new york state into portions of new england. nothing happening down here though. we do have some clouds. i think those clouds will be breaking up rather nicely during the course of the morning and we'll see a pretty decent day today. forecast for today, mostly sunny and breezy. highs today ranging from the low to the mid-40s. 41 in frederick. 42 in baltimore. 43 here in the district and in fredericksburg, 45 degrees for your high. more details on the forecast including the weekend recast coming up in just a little bit. >> thank you, sir. let's check in with julie wright. we have problems out on 29 earlier. what is going on now? >> pretty much the same scene. this crash involved an overturned vehicle. we had a person that was live from the photography department that went out and checked it out for us. southbound 29 as you work your way across the beltway there, only the left lane is able to get through as you travel southbound making your way from university boulevard headed down towards dale drive and continuing into downtown silver spring. state highway is on the scene. it is an overturned vehicle and it is a mess they're trying to clean up now. all four wheels up in the air. traffic coming southbound squeezes by to the left and traffic coming off the play also affected by this. at some point, they are letting some traffic through and other time, they have it stopped. it will affect the ride coming southbound headed for the beltway and coming offer the beltway headed into downtown silver spring. georgia avenue remains open as a good alternate as does new hampshire avenue coming in there white oak. if you are traveling connecticut avenue over at georgia, they were checking for an accident in this area. keep an eye out if that. we do have snow removal crews working 355 south at strathmore. we have reports of snow-covered routes along the gw parkway at 12. toll road eastbound at route 7 for the accident. we are told the right lane is under snow in that ea as well. # 95 in the hov lanes aprepping boundary channel drive, accident activity just cleared. lanes are open once again. that's a check of your fox 5 on-time traffic. >> thank you. the search is on if a suspect after a deadly hit and run in prince george's county. it happened on branch avenue. we talked about this yesterday morning near the naylor road metro station. police say the victim, a 32- year-old man, was walking in the streets because the sidewalk were covered with mounds of snow. >> i don't know when this is going to gt cleaned up but i have a 3-year-old son i have v. to walk with him every morning when you go to work on the street. >> the dangerous. they need to plow some more. >> everywhere, seriously, they need to plow some more. >> prince george's county says branch a is a state road so it is not county's source jurisdiction. maryland says whale the rooted is theirs, they're not responsible for as the wreckage is cooling now. investigators will be releasing soon the identity of a second person killed in what was a suicide attack in austin, texas. police say joseph stack was filled with fury against the irs an he flew his small plane into a building housing government workers apparently killing himself and someone else. police credit the quick actions of the federal workers for keeping the casualty count low. >> i just say that some olks might have seen this aircraft coming and yelled out some warnings. >> before the crash, police say stack torched his own home. he was upset over tax problems and blamed the irs. his wife expected to contact the media today and answer questions. taking a look at another story, a high school athlete at bowie high school died. he collapsed after running about three laps around the school's basketball court where he was doing off-season training. emergency crews used cpr and a defibrillator but couldn't revive him. residents at a nursing home in prince george's county evacuated after a fire broke out just outside their building. this was on powder mill road in adelphi. firefighters quickly got the blaze under control but 19 residents had to be removed. two resident and a firefighter were hurt. in prince george's county ache teacher is found dead outsideed a youth detention center. police say 65-year-old hannah wheeling had been assaulted. her body was partially clothed. she worked at the murphy school. so far, no arrests have been made. the body was sent to a medical examiner for an autopsy. tiger woods will speak publicly for the first time about his infidelity later this morning. that will happen at 11:00 a.m. from florida. then tiger will reportedly return to therapy. this is according to a letter from the commissioner of the pga that was object tinned by the associated press. that letter shed no light on whether woods plans to return to the tour any time soon. we'll carey his announcement live though yesterday. they're not dramatic. in fact, they're still well below normal. but yesterday, reagan national got to 4 # degrees. that is the warmest it has been this month. -- reagan national got to 43 degrees. >> what inormal? >> 47 degrees would be the normal for yesterday and today. still below normal but the warmest it's been this month. 42 at dulles. before a similar start to yesterday. 37degrees in the district. 4 up in gaithersburg. len leonardtown, you are all are at 34 degrees. pretty consistent temperatures in the 30s across the entire region. that is where we started yesterday too. the other thing wave got today, some winds. now, these are the last reported wind gusts. 17-mile per hour wind gusts in washington. 16 in gaithersburg. 28 in martinsburg. 21-mile per hour wind gusts in salisbury. this is going to be one of our stories today. it will be quite breezy. luckily, our temperatures will get into the low to mid-40s depending on where you are. it won't feel quite as cold as it has felt some of another days with the wind. another breezy day across the region today. satellite-radar composite. should see a good amount of sunshine today. there are some clouds out there across the mid-atlantic and particularly across the northeast but we'll get these clouds breaking up. you can already see down in central virginia, eastern virginia. we'll see more of the clear skies develop across the region today. there is your next storm system. that makes its way in here we think overnight sunday into monday. the timing a little bit questionable right now. a lot of things about that storm are a little bit questionable. it will be a tough one. mostly sunny. becoming breezy. 43degrees. there are your wind out of the west. five-day forecast, tomorrow, not bad. 45degrees, sunshine, sunday the clouds begin to move if. when i say this will be a tough one, it is a complicated storm. there will be a rain-snow line with this one. the best chance for any accumulating frozen precipitation will be north and west an elsewhere could start as snow, cange over to rain. we have to wit and continue to refine it. now, let's get an update on traffic with julie wright. >> all of the refreezing took us by surprise this morning as more people get out and about. the phone continues to ring off the hook with accident activity. better news along colesville roa the accident activity cleared and they have come back out to retreat the roadways. they have put out more salt for you this morning. so again, proceed with caution. anything that looks wet, i can assure you it is black ice. top side of the beltway, outer loop slowing as you work your way through. river road, another accident reported. certain stretches of river road inside the beltway headed out towards the d.c. lain, the right leap is still snow covered. wisconsin avenue at massachusetts avenue, dave came through there and said he saw a number of dump trucks and front end loaders with snow removal activity going on. this will show us wisconsin avenue done at q street and we do have routes where you will lose the right side. keep an eye out for pedestrians. they are not able to walk on the sidewalks. they are not able to occupy the sidewalks. they haven't been touched yet either. the braking distance isn't what you would like it to be so you have to slow down and allow extra time out there on the roads. 395, we had the crash in the hov lanes at boundary channel drive. that has cleared. hay crash reported inbound along the 14th street bridge tying up a lane. again, more people getting out and about. more accidents. it is just a laundry list that continues to grow unfortunately. so again, leave early and slow down. that's a check of your fox 5 on-time traffic. >> thank you. the snow slammed metro's budget. the agency estimates the back- to-back blizzard cost metro nearly $18 million. that is $8 million for snow removal and nearly $10 illion in lost revenue. metro hong to recoup some of that cost through team a. a common scene all over the area, neighbors battling it out over shoveled-out spots laying claim with chairs, traffic cones, pretty much anything you can find to put in that spot. tempting as it may be to reserve that spot, around here, it is illegal to save it if it is on a public street. now, baltimore's mayor is warning residents to move anything marking a public spot. the first few does after the storm, traffic officials there had been looking the other way. no more. we're learning more about a canine attack at dulles airport. customs officials say one. its dogs on a training exercise suddenly attacked a 4-year-old girl. according to the witnesses the dog bit the toddler if her side, clamp ad down and refused to let go. all of this happened yesterday morning in the baggagelaim area. we are told the toddler was treated and released from the hospital. >> i have a 4-year-old daughter and a 3-year-old son. it is just horrible. i think about what would happen to your own child. >> over the phone, customs spokesperson says what happened was terrible. she says that they're now investigating and taking it very seriously. that dog is currently in quarantine and we've learned that customs has suspended its dog training program at dulles until it can figure out what went wrong. toyota's president now saying he will talk to congress. >> we'll talk about that and as we go to a break, cleveland, ohio tops forces' list of miserable cities. then stockton, memphis comes in at number three. the markets are feeling the effects of a somewhat surprise move by the federal reserve after the closing bell. chris cotter with fox business is up in new york with our business beat this morning. so the federal reserve decides it will raise the discount rate it charges banks. what does that mean for the rest of us? >> yeah, well, what it means is it is sort of a precursor to rising rates across the board. this is something that, when we had the credit freeze, fed went in and lowered all of its rates including the discount rate because bankss were not borrowing from other banks anymore. fed said we'll lower this so you can borrow from us overnight and even extend it. it has been used less and less because they've had the thawing of credit markets and banks are borrowing a little more from each other. so they can raise the rate. they said this does not mean a raising of the fend funds rate is imminent that. would mean a meyer borrowing cost for you and i. they say that is still a ways down the road. our economy is not yet at a point where we can do that. still though, this is symbolic in that it shows the fed wants to acted quickly in removing all of these liquid at this measures that she put in place when we had the financial crisis in late 2008. >> how important is it for toyota's president to come before congress? he did sort of a u-turn. he initially said he wasn't going to and now he says he will. >> yeah, i think it is important. i've always said that. i think we need more from the top. i think he needs to look directly into the eyes of the american people. i think americans feel like he has sort of been hiding out over in japan and he needs to come over here to the states and speak to congress which he will for a congressional hearing next week and he also said quote, i'm looking forward to speaking for today looks like this -- and frankly we saw more than i thought we would see. winds will be out of the west today 15 to 20 miles per hour. we've already had a wind gust up to 17 miles per hour fascinated by it. >> anything but fun. we have a number of accidents around the area. we started off with the overturned along colesville road as you cross over the beltway. that accident has cleared. they have come back out to retreat the roads for you. that is good news. traveling southbound along 270, lanes are open here on the interstate head southbound out of hyattstown. nothing stopped along your wray. along your way. river road east for another incident. there are still portions of river road inside the beltway headed out to the d.c. lane where you lose the right lane because it is still under snow. they are doing snow removal work along wisconsin avenue. keep an eye out for front end loaders as they try to remove the snow. we have's of an accident near route 7 -- reports of an accident near route 7. we are talking about pedestrians that cannot use the sidewalk in many areas. this live shot of dupont circle. we are able it see some pavement but this shot hasn't improved much since we showed it to you monday and tuesday morning. we still have patches of ice and snow out there on the roadways. when more people get out and about, this is what is accepting them into a spin. branch avenue even though a man died here yesterday. people are still doing it this morning. the man was under the suitland parkway overpass headed to the naylor road metro station when he was killed yesterday. the driver would hit him never stopped. the accident happened just 24 hours ago. branch avenue is a busy road with people walking inches from cars because the sidewalks are still covered with snow. that is what he was doing when he was struck by a hit and run driver. the 32-year-old agriculture department workers was walking in the same direction as traffic so he never saw the car coming. many metro rider say they have no choice because the sidewalk conditions are poor. bridge county says the road is the state's responsibility butt state says sidewalks are a local problem. >> dangerous. they need to plow some more everywhere. >> do you feel safe doing that? >> of course not. no one will feel safe walking in the streets. with you you have to do what you have to do. you still have to get to where you have to go. >> police are hoping someone out there saw something and can help them find this hit and run driver. as of now though, investigators say they do not have a description of the car. ever since those back-to-back snowstorms, police have been urging drivers and pedestrians sharing the road to be cautious out there and if you ust walk, especially out here when it is still dark in the morning, you need to wear reflective clothing. a lot of people we've seen this morning are wearing black which makes it very difficult for cars to see and you all want to the fourth collaboration between leonardo dicaprio and martin scorsese. >> i saw the trail fore this a while ago. >> supposed to open in october. they pushed it back. >> we're talking about shutter island coming out this weekend. it was one those movies where i thought this is just creepy enough where i feel like i have to see it. >> it is very creepy. he builds suspense through out. he is able it trick you during the first two hours or so before you hit that final 0- minute mark where everything just explodes and becomes this intins movie. i love how he sticks with one guy for many films. go back to some of the best movi of all times and new dicaprio is his man. i got to say before i get to the plot line that that is based on a novel would wrote the november for gone, baby gone and mystic river, who have best movies in the past couple of years, i think. this tells the story of two federal marshals who are sent to shutter island to essentially investigate a missing patient. these patient are criminally insane, brutal murderers and rapists. they get stuck there and stuff starts to go down. i am in the going to say what it is. there are tons of surprises. i'm going to graze the surface with that plot line and leave it at that. >> you talk about this movie being a thriller, not a horror movie. right. >> what is the different? >> that is when i get in bed at night and i can't go to sleep, that is a hrror movie. this is a thriller. while you are watching the movie, you're feeling hiewk your chest is caving in. i wouldn't say you have bad dreams or nightmares because of the film. dicaprio to me is one of the greatest working actors currently in the business. he is phenomenal in the movies. very subtle throughout the. but when he gets that emotional explosion, he is phenomenal. benefit kingsley, patricia clarkson, the supporting cast, great supporting cast. great music. most people when they talk about movies, they don't think about cinematography and the music. there is this fog horn that plays throughout the endure film that builds so much intensity. this is a five out of five. my first of the year. it is a martin scorsese picture. you can't go wrong with that. >> what is it about the two that works so well together? >> they work so well. they study the material. dicaprio researchs all of his roles. he is so serious. this is actually work for him but he wants to please the audience as much as possible. go back to dicaprio's past. what is eating gilbert grape? basketball diaries, catch me if you can. and new this. he has such awe huge range. when tax day puts me in a bad mood. we'll go with the middle of april. >> april 15th inform the district, the latest snowfall recorded was a half inch on april 28th in 1898. a long time ago obviously. >> about a half inch of snow on april 7, 2007. before that, typically, it looks like the first or second week of march. around the 10th, 13th of march, we get snowand quiet after that. >> so steven, with tuck are looking back over the last 10 years and knowing what the latest record snowfall was in the washington area, it could not have snowed on your birthday, may 28th, at least not in this area. >> than what you would like. we still have clumps of snow out here in the roadway. when you are able to make the turns, that is what you are traveling across. i noticed in my neck of the woods yesterday because of all the snow melting, big clumps of snow were falling back into the highway. you have to keep in mind, that is what is refreezing and causing problems out on the roads this morning. allow
