country, it is pretty bad. >> later on, we'll show you awe national map and take a look at the temperature out there. very, very cold across portions of the eastern, midwestern united states this morning again. we have falling temperatures here. i want to show you what is going on out there. we have some clouds out there this morning. i think those will give way to some sunshine later on today. there is some more snow with that system we just talked about out across ohio, portions of indiana, michigan, places like that and lake effect snow to our north across new york state. current temperatures in our area, we are at 43 degrees in d.c. 40 up in baltimore. ocean city at 48 degrees. dulles airport is at 40 degrees at ths time. your forecast for today. we'll see clouds giving way to sun. it will be rather bleedsy. there is actually a wind advisory for another hour or so. east of the chesapeake bay. 44degrees not too long ago but temperatures will be falling during the course not so bad right now southbound along 59 and 295. can i just say what a great thing it is to say we're waking up to dry pavement this morning. right now, the lane are open if you are traveling southbound along 207 leaving germantown. the top stretch of 270 starting to slow just a bit as you approach and pass 109. downtown, inbound south capital street right at the foot of the douglass bridge so before you cross over the anacostia and continue up towards the freeway, we have received word of an incident there and there it is. the police are there, the flashing lights. that is what is causing a back upif you will coming in off the suitland parkway. now, right now, if you are coming in off of howard road, that seems to be the ramp right hire. that is where we got a lot of the slow traffic. it is drawing at tension of those off the suitland parkway and causing a bit of rubbernecking delay right here. no accidents to reported off the 295 at the 11th street bridge. all of your lanes there are open. that's a check of your fox 5 on-time traffic. it's developing story we continue to follow this morning. five american muslim students from our area vanished and then turned up in pakistan where they were arrested. >> investigators say the five may have tiesto terrorism. one of the men is ramy zamboanga -- ramy zamzam, a dental student in the area. one of the men left behd a farewell video with disturbing messages. >> i recall the video is about 11 minutes p it is like a farewell and they did not specify what they will be doing but just hearing and seeing videos s&p the internet, it just made me uncomfortable. >> so far, no charges have been filed. investigators say the men gave conflicting statements first but they are now cooperating. the other big story, the president getting ready to september nobel peace prize this morning. the president landed in oslo with the first lady just hours ago. he later stood alongside norway's prime minister praising his counterpart's nation. >> norway is a close friend and an ally and the relationship between the american and the norwegian people has always been extraordinarily strong. norway has consistently stood along side the united states and as is true in so many others of international relations, i indicated to the prime minister an express that we use in america,ments a boxing term, norway punches above its waist. >> white house press secretary robber earth gibbs says president obama will proudly receive the nobel peace prize despite the irony of authorizing a u.s. troop surge just days prior. >> the president understand and will also recognize that he doesn't belong in the same discussion as mandela and mother teresa. but i think what the president is proud of is the steps that this administration has taken to reengage the world. >> mr. gibbs says president obama will address what went into his decision about the next moves in afghanistan. general stanley mcchrystal and the u.s. cleared but the ramp from howard road to head inbound south capital street very slow at this point. we are receiving word that v- d.o.t. has installed a new pedestrian light at bladensburg road. that is causing a little bit of a tie-up. it is out of sync, arrested cog to callers. we have delays inbound new york avenue as you work your way from south dakota avenue to bladensburg road trying to get through the traffic light then the pace improves headed o to the third street tunnel. behind me, this is a live shot of northbound i-95. the main lines slowing as you you continue out of woodbridge. the same for those in the service road trying to merge in the main line. westbound 66 leaving the beltway, disabled tractor- trailer now tying you want right side of the road. 66 eastbound slowing invaded one. d.c.'s busiest buildings right at the heart of the u street corridor. an influx of rats and mice behind some big-time trouble at a d.c. government office building. the reeves center at 14th and u street northwest home to the the department of transportation, the invasion of rodents hit a peak right before thanksgiving. the d.c. department of health started setting traps around the building two week ago. turns out there are more mice in the building than rats. worker say the problem is more than a nuisance though. >> we have to sit in the office and smell that smell. it is terrible. >> this is a while ago, about the size of my foot. >> how did you kill it? >> i took a shovel and beat it to death. >> the health department said there have been fewer complaints since the foreclosure filings have dropped for the fourth straight month. realty track says about one in evy 417 homes got a foreclosure related notice last month. that is down but november's numbers are still up 18% from one year ago. the obama administering is extending the bailout and expanding would can benefit from that boost. chris cotter with fox business network is up in new york to talk more about that. in light of the foreclosure numbers that wear just getting in, that is partly what these lawmakers want to use that tarp money for is to help folks that may be facing that, right? >> yeah, you know, tim geithner yesterday announced that tarp would be extended until october of next ye against gop lawmakers' wishes. and part ever it will be used to aid home owners. if you think about the big picture here, think about we needed it to save the big banks and the goldman sachs of the world and j. p. morgan and the city and they all took it and it helped them. and new they want to use tarp for the smaller banks so we can save them so that we can somehow convince them to start making small business loans and then home owners in foreclosure use that money to aid in that regard. there is about $300 billion in uncommitted tarp funds that are still out there. as we know, a lot of discussion as to whether you can reuse the return funds or not. whether it should be condensed in terms of size because we don't have to help the huge institutions anymore. that is all up in the air right now and certainly there is a legislative process that needs to take place. i think most americans would probably feel like that is a better use of the money if you have to use it to try to keep people rom having their homes foreclosed, to try get small business lending going as opposed to helping the fat cats that played a big role in getting us into this problem in the first place. >> i think a lot of people think if you can help out the small business owner, that will get the economy going. republicans are saying this will just add to the ntional debt. >> and markets were up yesterday? >> yes, we were up yesterday. we were up 51 points at the end of the day, sort of bucking the trend we've seen latelywas down for the sixth straight session, down abou10% during that stretch. you had gold down for the fourth straight session. also down close to about 8% during that stretch as well. and wetted a weaker dollar which is unusual. usually the weaker dollar means those commodities are higher. you had all those things lower and stock seemed to rebound at the end of the day. we had decent wholesale numbers in terms o inventories, economic data to sift through. that was pretty good. now, today, we get the initial weekly joble claims. keep an eye on that number and it has to be that four-week moving average because we had thanksgiving two weeks ago. we'll be looking at the week after thanksgiving. it will make it rough in terms of a comparison. look at the four-week moving traffic. another big story we are following, five young men from our area under fierce interrogation in pakistan. they disappeared more than a week ago. >> their families and investigators think they may have links to truffle. one of those people is a dental student at howard university. that is where sarah similar monday is picking up the investigation. >> reporter: ramy zamzam is the man that you are talking about. he was one. the five detained from the alexandria, virginia area. from all accounts, students have said they don't know much about him other than the fact that he is a first year dental student here at howard university. his brother painting him as a normal joe who got goods grades, at least enough to get him into howard university dental school. on the campus of howard university, few students we encountered say they know much about ramy zamzam who they describe as a first year dental student. no one answered the door at his family's alexandria apartment. but neighbors say the news that he is being detained in pakistan for possibly trying to link up with a terrorist group is hard to imagine. >> it is very vicing to me and this kind of guy would get caught in pakistan and he travel there. it is very, you know, like sad. it is not good thing. >> reporter: same if the neighbor of one of the other four men being held. >> it is shocking to be living that close o someone who may be mixed up in something like this. >> reporter: we don't know much about the men. in onion line newspaper, the muse live link from march of last year, ramy zamzam is listed as the head of a virginia muslim youth group, project 500. thir goal was to raise money to build a new mosque. in this on-line posting from october of 2008, in a discussion on the council of islamic relations facebook page, zamzam appears to admonish another poster that muslim women are cover themselves with head scarves or they will be held accountable. neighbors say they are't sure what to think. >> seems like they are misguided, got mixed up in something. i don't know if they are fully aware of what they were involved in. i don't know them personally. watch them come and go, i've never seen anything to give me the impression to think that one of them would be capable of something like that. >> reporter: as if how u.s. officials pound out about this, the fbi says it was actually a family member that came forward to them that tipped them off. first, the council on islamic affairs and then they went to the fbi talking about this video that they had discovered. tornado ato be a farewell video from one of their family members, one of these member uttering something about muslims needing to be defended and showing these disturbing images of american casualties during that get hit with a subpoena to testify in front of congress. yesterday, the house homeland security committee voted in favor of that subpoena. the vote was 26-3. the committee shot down an amendment to the subpoena to subpoe white house social secretary desiree rogers. we are learning more about the shooting at northern virginia community college on tuesday. 20-year-old jason hamilton is accused of walking into a classroom on the cam us way high-powered rifle and firing two shots at tatiana kravchuk, a teacher from rush ya. that teacher is being credited with getting everybody out safely. hamilton is expected to be in court early next month. investigator us say he shot at the teacher because he have upset about the grade he was going to get. wasa has canceled a boil water advisory all they can to get kids not to start if the first place. tanji goldberg is here to talk about this. where is the money gng? >> it is going all over the place. about 1 years ago, the state reached a $250 billion settlement with the government. this is our annual report on whether they are keeping the promise. our report reveals that our states are failing miss rob yea yi at keeping the promises of the tobacco settlement. >> they are not getting the job done that at least was expected at the time of the settlement. >> they are not getting anywhere mere close to the job done. only one state is spending at the level recommended by the cd scr. and it is really worse than that. this year, states got over $100 million from their tobacco prosense cessation programs. thirty-four states including d.c. and maryland cut their programs this year. we'll have more kids starting to smoke. we'll have fewer smokers quitting successfully being more death and disease from tobacco and more tobacco- related health care costs. i know it is tough grudgette times. these are shortsighted solutions. >> is the excuse viable that the money just isn't there or is this money that is being provided bit tobacco companies that is supposed to be earmarked for this project. >> the steatsd are taking in more money than ever between their tobacco settlement attacks and their taxes they are taking in about $25 billion but they are pending less on tobacco cessation. monday i yes there. it would take just 15% of all the money they are taking in to every saturday to function at the level recommended by the cdc. -- the money is there. a large part of the budget problem are health care costs and a large part of health care costs is tobacco-related disease. that is preventible if we would use just some of this money to address the problem. >> let's take a look at the numbers. how are we doing here locally? >> maryland has been a real leader over the year. a good tobacco tax, went smoke- free several years ago and has funded a good program ands that reduced smoking in maryland. hey took one of the biggest cuts this year. we'll see the results of that. when you implement the programs, they work. when you cut the funding, you will see progress moving the other direction. maryland cut the program. they rank 37th now out of 51 states and d.c. the d.c. and virginia are around 31, # 32nd. all three a spending less than what the cdc recommends. >> we don't expect the budgetary situation to change any time soon. >> we need to tell the policy makers, just use some of the money to keep the promises made around the tobacco settlement. protect our kids from smoking. we'll reap the benefits not only in terms of our health but our budgets will be better off when we reduce tobacco-related disease. in virginia, we could raise the tobacco tax. tease has recently raised the tobacco tax. maryland may be looking at it again. when you raise the tobacco tax you get the impact of price going occupy smoking particularly among kids it is most effective the and seen though smoking goes down being you produce revenue not only to fund these programs but for other needs of the state. virginia has one of the lower tobacco attacks in the company. >> you can collect the tax. it has to be implemented. >> that is the hard part. when there is money on the table, there are as many hands as there are dollars. tobacco is one. the leading causes of death. i think sometimes we trivialize it. we know the only time they don't work is what we don't fund them. >> hopefully, when you do your study stretched from the midwest to the east coast. it is still causing problems this morning. it brought heavy rain to our area and today, parts of the midwest and new england are actually dealing with bitterly cold temperatures. that storm is being blamed for at least 16 deaths so far. the video pretty much tells you the story there. >> i want to start the weather by talking about that heavy rain that you mentioned because we had record-setting rains for yesterday at some of the area airports. let's take a look at the rainfall totals that he with saw as a result of this storm system. they were significant. >> at reagan national airport, for the 4 hours that were yesterday, we had 1.29 inches of rain. that is a record no the day. dulles international airport had just under an inch. not a record there. bwi marshall, just under an inch and a half and that is a record or was a record for the day. these totals do not include the rainfall from the day before which generally speaking was another half inch or so so significant rain. we've seen about a month's worth of rain already for the month of december. now, let's take a look at the satellite-radar for the eastern united states. here is that storm system. still bringing some snow to portions of the great lakes region. that low moving in to canada. the low is in canada i believe at this hour. we still see lingering snows in new york state but that is for the most part lake effect snow. we have ahad the clouds. that is breaking up now. can you see that activity right here and the precipitation well offshore so not causing they've installed a new pedestrian light at new york avenue at bladensburg road and it is out of sync. all of the traffic headed into northeast washington trying to get through that traffic light at bladensburg road. if you are southbound on kenilworth avenue, lanes are open. no incidents to report headed down towards the d.c. line and out towards pennsylvania avenue. southbound 270, busy on the top side leaving i-07 to buckiestown. delays again 109 to the truck scales. that's a check of your fox 5 on-time traffic. in our on-call segment, the number of children diagnosed with food allergies is on the rise. even trace amounts of things like peanuts or shellfish can set off life-threatening reactions. >> spotting the allergens can be tough but now man's best friend is stepping in to help. we have more in this report. >> reporter: meet rocco. he may seem like any other furry friend but he is trained to safe life. >> he sniffs peanuts for me so i won't come into contact with them. >> for his nine-year-old reasoner riley, even breatheth scent of a peanut can be deadly. how does he tell you what he smells a peanut. >> he will just go -- and then he will sit. >> he can prevent her from walking down a sidewalk and coming across something like a bakery that would be making peanut butter cookies. >> reporter: riley's mom sherry says her daughter as peanut allergy is so severe, any contact with be a matter of life and death. >> her throat has started swelling shut. her lips were swelling. >> reporter: an epi pen was administered and she was rushed to the emergency room. that was before rocco. sherry says he has made such a difference that she founded angel dogs, a nonprofit that helps people raise money to train service dog. >> this is for kids would have extreme allergies. one of of the things we emphasize to families is you still have to be on guard. >> reporter: the service dog can also be trained to sniff out other potential allergens, lying soy, wheat, tree nuts, even dairy products. they are trained just like bomb- sniffing dogs. here, another dog in training is sniffing for peanuts. she stops in front of the peanut butter and jelly sandwich alerting the trainer she knows there are peanuts present. chris trains bomb-sniffing dog for the military and service dog for people with allergys. >> we try to train the dogs to suit the family's needs. >> reporter: he creates real life scenarios he hieth peanuts in one of the drawers. then the dog comes in d make a sweep. when she gets to the drawer, she sits. >> good girl! >> she has detected the peanut and is alerting the trainer of her discovery. >> the family knows to get the child out of there, maybe get a different room or to clean effect up before they bring the child in here. >> reporter: chris says it takes about six months to train a dog and they're about 95% accurate but not perfect. he cautions families still need to be on guard. the dog should be the last line of day saints where the 32nd year their festival of lights is underway. and this is a destination holiday spot for quite a few people. in fact they expect 200,000 visitors just in the months alone where
